Because I get the impression that the devels are already overwhelmed.

Why else would it take more than two years for them to report to a simple
buglet (https://bugs.ntp.org/show_bug.cgi?id=1734)?

You actually had a response within 7 days, over what may have been a holiday weekend, from volunteer effort.

What you should, perhaps, have had was the policy statement that the NTP documentation is distributed as HTML, and not as MAN pages, and the bug should have been marked "Will not fix". Not every NTP implementation runs on a UNIX derivative OS, so MAN pages are not the most general medium for the documentation. That's Dave Mills position (or was when I last heard).
