There are several federal/state programs already in place that address  
your point and more; to provide medical care for the poor, the old,  
and the crumbcrunchers:

Medicaid- A program, funded by the federal and state governments,  
which pays for medical care for those who can't afford it.
Medicare - A federal program that pays for certain health care  
expenses for people aged 65 or older. Enrolled individuals must pay  
deductibles and co-payments, but much of their medical costs are  
covered by the program.
SCHIP - Federally funded program to provide health insurance to  
families with children.

  "Healthcare is a right" is a tenant of the socialists' agenda.  No  
where in the Bill of Rights nor the accompanying 17 Amendments will  
you find "Healthcare as a right".  And to that point; libertarians,  
conservatives, and even some RINO's will have a hard time uniting  
under that banner.  The founders did not make healthcare a right.

Alexander Tyler was right; a democracy cannot sustain itself and will  
collapse when voters discover they can vote themselves generous gifts  
from the public treasury...
