Diablo Canyon response:
1) Yes.  We have both DMC2000 and 3000 in service.  We use dose and rate 
warnings and alarms.
2) We have used them for years.  They served as a tool early on, but now most 
key indicators are based off the warning levels.
3) N/A
4) Yes we do and I urge everyone to evaluate it for your site.  Please see our 
OE in INPO IER L3 13-12.  For those that have asked, latching is the feature 
that causes a rate alarm to not clear even when the person goes to an area of 
lower dose rates.  During fuel inspections in the FHB we got a bundle too close 
to an empty transfer canal.  We had AMPs on the bridge crane.  All EDs and the 
AMPs went into alarm.  The bridge operator recognized the cause and immediately 
move the bridge crane away from the empty transfer canal.  This caused all 
devices to go out of alarm.  Because of the noise made by the AMPs they never 
heard the EDs alarm.  The AMPs did not see much more than 300 mrem/hr.   Work 
continued for a bit of time.  When they exited the RCA the fuel handler 
spotting the bundle had an ED dose rate of approximately 2500 mrem/hr.  One of 
the actions coming out of the investigation and root cause for this event was 
to latch dose rates.  We now keep a small number of unlatched EDs for 
conditions that warrant it.  Our wish to MG is that we could control latching 
on the alert just as you can on the alarm.
