One more thing:

I learned yesterday that our former practice of using electronic dosimeter 
warning alarms was part of an AFI Palo Verde received in 2009.

I wasn’t here at the time, but I gather that our expectations regarding 
response to warning alarms were inconsistently understood and applied by our RP 
Technicians and our workers.  INPO pointed out that the way we used warning 
alarms might increase our risk of unplanned exposure by desensitizing workers 
to dosimeter alarms.
