The answer is yes, it's possible.

If you are still struggling, try the following, there may be a more elegant
way but haven't got time to think about it or list all the many ways that
you can do it:
--Open your watermark image (make sure no others are open)
--Start recording action
--Open target image
--Select watermark image
--Select All
--Copy
--Select target image
--Paste
--Set blend mode (probably Multiply but it depends...)
--Flatten
--Save
--Close
--Stop recording
--Leave watermark image open
--Select Batch (your new action should be selected)
--Tick off the usual suspects and tick the options you want
--Run the batch
Make sure when you run the batch command the files being opened are the same
type as used in the action (I have a feeling this is what's causing your
problem).
The above SHOULD work but comes with no guarantee - not until you send a
check to my favourite charity, anyway...which charity?...one guess!!! <g>
