Hi Neil
I would record an action, first using "Image/image size" to make sure all the images are the same PPI, regardless of width/height; then use "File/Automate/Fit image ... " to fit all images within the required width/height measurements; possibly do "Image/Mode/Convert to profile .." to sRGB if intended for web; then save using whatever jpg criteria you desire. And do a "File/Automate/Batch.." on your action.
