Only way I know to set a target file size is by using the 'save for web' routine but this will restrict you to relatively small image sizes. Why do you need to create uniformity of file size? jpeg files will vary greatly in compression depending on the amount of detail in each image so uniform file size will almost certainly lead to inconsistent final image quality.
