Webrick sucks but it's the only option that doesn't induce more
dependencies, right?
Unfortunately yes, however most Linux distros have native packages for
Mongrel or Passenger these days. Bit more difficult for BSD users.
It's a nasty option, but how about vendoring Mongrel?
Running the puppetmaster under passenger is two mostly default files
(apache.conf snippet, config.ru). That should be the least concern for
someone who's running a big enough shop to run into troubles with webrick.
