I wonder about SMSQ/E then

It can be "hard" or "soft" loaded - even on the same machine.

If it was more modular, like Risc OS, it could be hard loaded, then only
the modules that are updated need to be soft loaded, until the next major
release. But more telling, what is the possibility of even fitting XP into
an EPROM? Not very likely. Having a strict budget makes an OS developer
think clearly about the amount of resources taken by each element.

There's NOTHING stopping you from doing so with SMSQ/e. The thing is that it is so small there was never a need to do it :-) However it can be done as its structure is all about modularity. SMSQ/e may have many shortcomings but this is certainly not one of them :-)
Remember RISC OS is 2 1/2 times SMSQ/e's size

As for XP fitting on a ROM.... sure Flash ROMs with 1 Gb capacity are available ;-) hehe
