Sorry for unearthing this old thread.
I am also trying to bring the French IGN Topo25 into QMS.

Oliver is entirely right: as an individual, you can apply for a free license to access the IGN WMTS server. I did sign up there:

  http://professionnels.ign.fr/api-web

and ordered a free "licence géoservices IGN pour usage grand public", and indeed received (whithin an hour) a personal id to connect to the WMTS servers through the following base URLs:

  https://wxs.ign.fr/MY_ID/geoportail/wmts?

or also

  https://gpp3-wxs.ign.fr/MY_ID/geoportail/wmts?

You can find some additional info (with preformed URLs) there:

  http://dogeo.fr/wmts_ign/

Unfortunately, with this server, it is not sufficient to fetch the "capabilities" file as explained in the QMS documentation. After a fair bit of experimenting and comparing with other functional WMTS config files, I finally managed to make it work with the attached file. Just edit it with your favorite text editor and replace the 3 occurences of "[MON_ID]" with your own personal identifier, which IGN will provide you shortly after completion of your order.
