I tried my side the IGN 3 weeks trial key. I was able to display maps using JOSM WTMS client (new feature of JOSM since several weeks) : cadastre, aerial imagery and topo maps are OK. Then yes, my key is active and IGN server works (I know that copying IGN maps to openstreetmap is forbidden and this is not what I want to do).
