Unfortunately I get a crash under w10 64bits with qms v1.3.1 when I
activate the wmts layer.
Can someone try with Windows and tell if it is OK or not ?

OK, you have to change the IP you registered with IGN.
You should not use a private IP of your home network (beginning with
192.168.x.y), but the external IP of your router instead. Easiest thing
is to visite this website for example:
http://tell-my-ip.com/
On the "IGN Espace Pro" website, under your account, you should click on
"mes commandes" and then "modifier mon contrat". This will allow you to
change the registered IP. Note that they say it can take up to 12h
before the new IP is actually activated.

your web browser (I put a sample URL in the wiki page). Second, check

personal account on the "IGN pro" website). Third, try to start QMS from
a command line prompt: maybe you'll see an explicit error message.

since several weeks) : cadastre, aerial imagery and topo maps are OK.
Then yes, my key is active and IGN server works (I know that copying IGN
maps to openstreetmap is forbidden and this is not what I want to do).
Now I will try your file with QMS and see what I can get.

I am also trying to bring the French IGN Topo25 into QMS.
Oliver is entirely right: as an individual, you can apply for a free
license to access the IGN WMTS server. I did sign up there:

and ordered a free "licence géoservices IGN pour usage grand public",
and indeed received (whithin an hour) a personal id to connect to the
WMTS servers through the following base URLs:

Unfortunately, with this server, it is not sufficient to fetch the
"capabilities" file as explained in the QMS documentation. After a
fair bit of experimenting and comparing with other functional WMTS
config files, I finally managed to make it work with the attached
file. Just edit it with your favorite text editor and replace the 3
occurences of "[MON_ID]" with your own personal identifier, which IGN
will provide you shortly after completion of your order.
