People's feelings on various issues like BPL, use by bandwith, operating modes, etc. (if they even have opinions!) vary widely. I think it boils down to whether amateur radio is just a casual hobby for someone or something where there's real passion involved. If it's "just another hobby", then if the part they enjoy goes away they'll just go off and do something else. If they are passionate about some aspect of it, they will work to make it the best they feel it can be.
Which might explain why so many hams don't do much to inluenece what happens to the hobby.
Of course of these people in the passionate group, there will not be 100% agreement on what is "best". At some time or another there will be heated debate and situations where it is not possible for all parties to have their ideal version of amateur radio. IF there is a need for change perhaps an acceptable compromise can be reached.
But, neither being passionate or devil-may-care can really explain the lack of simple reading skills.
