The sole criteria for membership is having an IQ, as measured on a recognized IQ test, in the top 2% of the population. (It goes by percentages, not a certain IQ number.)
Many years ago someone started up a parallel organization for mere mortals, called DENSA. (It appears to be still around, as a web search turned up lots of hits.) Actually, I believe the original idea was that it was supposed to be for really stoopid people :-) It's more of a joke than anything else, and not a "real" organization, of course. So, statistically, only 2% of QRP-L subscribers can be MENSA candidates and I'll leave it at that.
