I have tested CD-ROMS on the internal and the external buses, both drives 
being ID=3, and both are accessible with SCSI Manager 4.3.

So also are hard drives.

Now, booting is a different issue, and I do believe that the internal bus 
takes precedence over an external bus, if there are identical IDs.
