Juliusz does not want his code to carry a GPL notice and does not want to
engage with the quagga project to potentially find a way to resolve this.

He has been asked in public on several occasions what his preferences are
with respect to the quagga babeld commit; i.e. whether it should remain or
whether it should be removed.  He didn't provide an answer.

In the circumstances, the least bad course of action is to remove the code
from the quagga tree.  This sucks, but the alternatives suck more, albeit
in different ways.
