Depends:

Most of the time I try to get my ride in early in the morning to avoid wind.  
If I don’t and the wind picks up I will be mightily discouraged from getting 
out.  If I’m out and there is wind, I will admit to having re-routed myself in 
order to catch a tailwind and shoot for a new personal record in Strava on one 
segment or another.  Is that cheating?

On tandem tour years ago in the high plains north of Waterton NP, heavy 
crosswinds forced us to do some walking.  On another tour on a single, I was 
blown off the road into a lettuce patch in Oxnard and later in the day, the 
wind tore my glasses off and blew them across PCH at Pt. Mugu.  At times I was 
in my granny gear on level road.

Last April riding home to SD from OC on the coast I had the most delightful 
tail wind that turned a planned two day ride into a one day ride.  The wind 
wouldn’t let me stop.
