Expression level does not exist in Bibframe, only work / instance /
authority / annotation.  So why are we concerned with expression level
data?

In many cases I suspect the only instance of the work would be the
format in hand, but if in doubt, the summary could be in the instance
record rather than the work record, there being no expression record.

If in the future, instance records are to incorporate the work record
data with no adjustment allowed, data which might vary can only be in the
instance record.
