Just to put my 2 cents in...
I setup ADSL for a friend in the Chattanooga area.  For the first month his IP
didn't change.  Obviously with linux and not having to reboot that often it
doesn't change much (not knocking the other 'OS'....just the facts), but When he
uses windows on the 'router' it changes on a dialy basis.  This is probably due
to the market saturation in his area though.  And just for reference IP
masquerading/NAT works quite well.  He has seen downloads in excess of 205K/sec.
