Thanks.  Yes, a kind soul at DEC SRC pointed me to that.  

Unfortunately it isn't as nice as I thought for two reasons: (a) no
sources, (b) it only does the front end part, you still have to go to
a proprietary Xilinx tool to do the final processing.

The comment I got is "that back end is trade secret, and it seems that 
every FPGA company does it that way."
