FWIW, Lattice has a set of free-for-the-download tools, though I'm not 
sure anymore what's in them.  (I started with that and have been
gradually moving up thanks to paying for the "software maintenance"
contract, which wasn't particularly expensive, and it seems that every 
upgrade I get is more powerful than what I had before...)  Those chips 
are pretty nice in that they have the programming data on-chip and
non-volatile.

Yup, that's an issue alright.  It certainly is true for the Lattice
tools I have.
