The problem of how to program FPGA's/CPLD's is a real headache at the moment.
For my own development work I've been using Cypress CPLD's.
The Cypress parts are pretty good and the development tools only
cost $100 (for VHDL and Verilog), which wile not free is a lot
more reasonable than the many k$ that most suppliers want.
Unfortunately the development software runs only on Windows, with
a hobbled version running under Solaris. I've heard that the
underlying command line tools have already been ported to Linux
but as usual in these cases they wont release them to the masses.
Of course if you need an FPGA you are stuck with an expensive solution.
I've been keeping an eye on the freeHDL project http://www.freehdl.seul.org/,
but there doesn't appear to have been much activity lately.
