My experience also.  I think they are bits that have been worn out drilling 
holes in PC boards.  Better to just buy high speed steel bits in the right size 
from an industrial supply house.  They are cheaper than at a hobby shop.  

While a miniature drill press is ideal (I think Micromark and Proxxon have some 
that are not too expensive) this gizmo works well in a bigger drill press:

You put the shank in the drill press chuck and feed the small bit into the work 
using the ball bearing collar.

My experience with these drills is that they come with a large (1/8”) shank 

that tapers to the actual drill size.   I once was given about a thousand of 

them in different sizes and was in the middle of sorting them when the box 

got dropped.   Of the group, only about ten survived, and they were all 

fairly large (3/32”+).   They are VERY brittle.   You can not freehand 

them – both the drill and the work has to be absolutely anchored so that 

there is no lateral movement possible.   Lubricant is probably a must...

Thanks for the tip on the carbide drill bits. I have a drill press... but I 

don't know if it will chuck down to .020". I'll have to remember to check 

that.
