FWIW,
There is an outfit from the Netherlands called Anyrail and they seem to have a 
fairly decent program with printable manual for drawing a layout. They have a 
down loadable sample you can try out before buying the full version. The only 
problem I found was that they only offer American Models track work for the S 
scale offending.
I have used it to finally draw my FULL dream layout. The drawings can be 
printed in full size. You can print the layout as track, track with roadbed, 
and another option I can not remember at this time. The layout can be broken 
into sections and each section can be printed in a different color

MR has a older version on it's Track Plan Database at:

They have several other S layouts there as well.

I would like to have a more updated one, but probably need a good CAD program 
to do it. I'd like to know what software Cody Grivno used to draw the original 
plan.
