The GAP project provides a native Windows installer 
<https://github.com/gap-system/gap/releases/download/v4.13.0/gap-4.13.0-x86_64.exe>.
  
So, evidently, it is possible to build GAP for Windows.  They do not seem 
to provide build instructions for Windows, however.
