It still doesn't care what's in pyproject.toml. If pyproject.toml is used to put inaccurate constraints in version_requirements.txt, that's a separate issue. My opinion on this will be pretty consistent: the version_requirements.txt for the sage distribution should contain the version requirements for the sage distribution.
