Kremlin has proposed a law to make homosexuality illegal again. 
 
Gennady Raikov, leader of the People's Deputies 
grouping in the Duma, submitted a bill to make practicing homosexuals liable to 
jail terms of between one and five years. 
 
The law was co-authored by Dmitry Rogozin, Russia's 
representative on the Council of Europe, the human rights organization.

Although I endorse nonviolent means to provide solutions to most if not all conflicts
arising among the various factions of humanity, I also endorse (almost) universal
military training.

My reasons for this do not include providing fodder for the imperialist forces that
have overtaken the United States in the last hundred years or so.  Exactly the
opposite, as a matter of fact.  The rationale is more along the lines of a good offense
begins with a good defense ... against enemies foreign and domestic.

When the Constitution was written, it included the Second Amendment with the
understanding that most if not all men and women would have some familiarity with
defending themselves, with firearms if necessary.  With the advent of standing
armies and urbanisation of the society, the need to go out and learn how to shoot
something in order to eat has fallen by the wayside.  This is considered "sport" now
(as if some of our current leaders did not consider war to be "sport").  Military 
service
eliminates this gap in education and training within the first few weeks of basic
training, boot camp, whatever.  No more pretend cowboys or gangsters, who can
only dream about loud dangerous things (besides their cars' subbass woofer sound
systems).

Other issues beyond this are also eliminated.  Among these are learning how to get
along with the infinite varieties of American that there are.  Since the draft was
abolished in favour of an all-volunteer Armed Forces, I've noticed a slight change in
direction of society that favours a somewhat Balkanised effect, groups congregating
among their perceived samenesses.  There is less emphasis on becoming
integrated or cooperative and more on polarisation.  The military puts this to a quick
end for the most part.  Once people are forced to learn to live with and learn about
one another in a climate of common purpose, things get better.  For everyone.

The most important thing I've come to learn is who the government puts its assets to
use.  Mad Maddy Albright had a little conflict with General Powell in interpreting what
the military was good for.  This, in itself, shows how a lack of on-hand, in-person
experience can distort the purpose of a instrument of American foreign policy.  When
the "Mad Maddies" get excited about achieving person goals using the blood, sweat
and tears of someone else's kids, we're all in trouble.  If we look at the people who
are involved in formulating national foreign policy to include dispatching armies, air
forces, navies, and affiliated corps of young people, we find a great number of those
who did all they could to keep their heads in the sand during recent conflicts.

EXPERIENCE
has taught Cranbrook, B.C., resident Rick Lowe, 45, that hard
knocks should be expected for gun enthusiasts who openly oppose
the new Firearms Act. Mr. Lowe has been a certified firearms
instructor since March 1994. But his teaching career ended last
year after he wrote a couple of letters in late March 2000 to
the Cranbrook Daily Townsman calling for an investigation
of the local RCMP detachment. Mr. Lowe was inspired to write
after police admitted in court they had used false information
to obtain a warrant that allowed them to search the home and
seize the guns of James Buck from nearby Wardner, B.C.

Mr. Lowe's call for an
investigation was based on the decision rendered by Cranbrook
provincial court Judge Don Carlgren. After ordering police to
return Mr. Buck's guns, the judge stated in court that they had
shown a "complete and utter disregard for the niceties of
the law and the rights of the accused."

Stung by Judge Carlgren's
comments, Cranbrook police issued a report that insisted the
officers had "acted in good faith...based on the new
Firearms legislation." Then somebody decided Mr. Lowe
should be punished. On April 19, A.J. (Tony) Heemskerk, Chief
Firearms Officer (CFO) for British Columbia, wrote Mr. Lowe a
letter advising that his designations as a Canadian Firearms
Safety Course and Canadian Restricted Firearms Safety Course
Instructor in B.C. were being revoked. "You have
consistently demonstrated a lack of support for the Firearms Act
and have demonstrated an unprofessional attitude towards my
office and staff," Mr. Heemskerk wrote.

A former soldier who now serves
as an industrial first-aid attendant and builds computers in his
spare time, Mr. Lowe was surprised his teaching certificate was
revoked by the CFO. "It's upsetting to realize you can be
removed as a firearms instructor merely because you've been
critical of mistakes made by the local police," he says. He
admits that local firearms officer Dennis Johnson may have other
reasons to dislike him. Two years ago he led the fight to stop
local RCMP officers from illegally charging a fee to renew
gun-carry permits. And he successfully challenged Mr. Johnson's
initial refusal to register a Basque .380 automatic pistol he
had purchased in 1998. Mr. Lowe secured the registration only
after offering proof that at least 11 other Canadians had been
allowed to register the same weapon in other jurisdictions, and
he threatened to take Mr. Johnson to court. "But I can
assure you," he says, "that I never criticized the
Firearms Act when acting as an instructor."

His last assertion is backed by
Cranbrook lawyer Neil Robertson, who wrote a letter to Mr.
Heemskerk on Mr. Lowe's behalf shortly after he lost his
certification. Mr. Robertson's wife had attended a safety course
taught by Mr. Lowe, Mr. Robertson stated, and he had accompanied

Perils Of Partnership: The Generals Reminisce 

LIMA: Inside a dilapidated central prison, a gaggle of former President Alberto Fujimori's top generals sulked around a green concrete jail yard on a hot afternoon.  The recently arrested generals whittled away their recreation time halfheartedly, playing soccer and reminiscing about the days when Mr.  Fujimori's finest could count on at least one steadfast friend: Uncle Sam. 

General Juan Miguel del Aguila, head of Peru's National Anti-terrorism Bureau until last year and, later, the security chief of the National Police, recalled frequent meetings with American intelligence agents right up to the moment when Mr.  Fujimori abandoned the presidency and fled to Japan in November. 

"The U.S.  was our partner in every respect, giving us intelligence, training, equipment and working closely with us in the field," said General del Aguila, who was charged with conspiracy in the state-sponsored bombing last year of a bank in central Lima, an act meant to look like the handiwork of Mr.  Fujimori's opponents to portray them as radicals.  "The United States was our best ally." 

Less chatty, General Nicolas Hermoza Rios, an honors graduate from the U.S.  Army's School of the Americas at Fort Benning, Georgia, shooed away a foreign journalist.  The former head of Mr.  Fujimori's joint chiefs during most of the 1990s - a decade when Peru vied with Colombia as the largest recipient of U.S.  military aid in South America - General Hermoza had just pleaded guilty to taking $14 million in illicit gains from arms deals.  He was still fighting more potent charges of taking protection money from the same drug lords the United States was paying Peru to fight. 

The arrests of 18 generals in the six months since Mr.  Fujimori's fall - -among more than 70 of his government's high ranking military and intelligence officials against whom criminal charges have been brought - have lifted a curtain on the dark side of Washington's partnership with Peru during the 1990s.  Hailed as a model for U.S.  military cooperation with Latin America, the alliance was part of a quest to crush leftist rebels and drug traffickers.  To that end, the United States provided Peru not only with cash, but also with training, equipment, intelligence and manpower from the CIA, the Drug Enforcement Administration and U.S.  armed forces. 

But a purge under way here since Mr.  Fujimori's disgrace has shown that many of the people the United States worked with most closely to accomplish its goals - especially in the drug war - appear to have been working both sides of the street, forming a network of corruption under the noses of their American partners.  For many Peruvians, this has raised the question of whether American officials working here were duped or just averted their gaze. 

"The United States was working with people involved in massive criminal activity in Peru," said Anel Townsend, the head of a Peruvian congressional subcommittee probing government links to drug trafficking in the 1990s.  "If U.S.  intelligence did not know what was going on, it certainly should have.  You can't just offer that kind of assistance to a government like Fujimori's and then take no responsibility for the consequences." 

The underside of cooperation in Peru underscores the difficulties and compromises of American military partnerships in Latin America.  Echoes of Peru's problems can already be seen in Washington's $1.3 billion aid package to Plan Colombia, instituted during the Clinton administration.  Critics warn that American officials may be repeating the mistake of cooperating with a corrupt military establishment to meet their ends in the drug war. 

The former chief of the secret police, Vladimiro Montesinos, for instance, was for years Peru's top liaison with Washington and Mr.  Fujimori's intelligence chief.  He is now a fugitive with a $5 million price on his head.  Continuously defended by U.S.  officials and the CIA as a staunch ally in the drug war, Mr.  Montesinos is now facing 31 criminal counts, including charges that he ordered civilian massacres in 1991 and 1992 and that he protected drug smugglers while aiding in capturing others. 

The American officials insist that until recently, evidence indicating high-level corruption was largely hearsay, and they point out that, for a while, Mr.  Fujimori was one of the most popular presidents in Peru

This headline should set your alarm bells ringing: "Inquiry of Intelligence Failures Hits Obstacles." The effort to ferret out the truth from government officials is, predictably, like pulling teeth. But, in this case, the natural bureaucratic resistance to oversight is augmented by the reluctance of our legislators to probe too deeply. The much-vaunted congressional investigation of the 9/11 intelligence meltdown was defanged from the beginning, and merely provided a platform for CIA chief George Tenet to absolve himself and his agency of any responsibility, basically saying: Hey, it could've happened to anybody!

THE BIG QUESTION

Although that has got to be one very unsurprising headline – gee, you mean US government employees are obstructing an investigation into their incompetence? – the implications are really much more ominous than a bunch of self-serving fools covering their own asses. For what it means is that we will never unravel the mystery surrounding the genesis of this perpetual "war on terrorism."

For the big question of the post-9/11 era has so far gone unanswered. After the expenditure of multi-billions of tax dollars for "anti-terrorist" programs, how is it that a terrorist network could exist in this country over a stretch of years – perhaps longer than five years – and remain completely unknown to US law enforcement and intelligence agencies? After all those "anti-terrorist task forces," studies, warnings, premonitions – remember the Great Terrorist Scare of New Year's 2000? – you mean to tell me they missed it completely?

Oh sure, there's that guff about the famous "20th hijacker," the pursuit of whom had them supposedly hot on the trail of Mohammed Atta & Co., but, tragically, too late. This detail merely underscores the criminal incompetence of the authorities, and points to the need for a thorough and public investigation. Some, however, say it wasn't incompetence, but something more ominous: deliberate criminal neglect…

THE McKINNEY CONSPIRACY THEORY

The question of foreknowledge of the 9/11 attack has been the subject of several unfortunate conspiracy theories – unfortunate in the sense that they discredit any real challenge to the "official" non-story. The most infamous is the one advanced by Representative Cynthia McKinney, who seems to believe that George W. Bush knew all about it in advance, and deliberately let 9/11 happen because "persons close to this administration are poised to make huge profits off America's new war." She offers no evidence for her claim, but, still, she insists, we need to have a congressional investigation in order to validate her ideological prejudices and kneejerk lefty mindset.

Everybody is using 9/11 to promote their own smelly little orthodoxies, as Orwell described the mindset of the ideologues of his time. Just as Bill Kristol and the neocons are using 9/11 to promote their program of war, and yet more war, the loony left is seizing the moment to demonstrate, to its own satisfaction if no one else's, that money is the root of all evil, and America – not just the government, but America – comes in a close second.

A GOOD QUESTION

The neocons, naturally, are far more dangerous, because their hands are on the levers of power, or close enough. But the danger posed by McKinney is, in its way, worse, because it closes off the possibility of the public ever discovering the whole truth about 9/11. She is clearly not in possession of any proof for her fantastic and easily ridiculed charges, but then again, the zealot doesn't require all that much in the way of proof. There is a very thin line between political and religious ideology, especially at the extremes, and McKinney seems to exemplify the deforming effects of ideology on the human mind. But the truth can be blurted out unthinkingly and in passing by a madwoman as much as a seer. In an interview with a Berkeley radio station, she said something – a few sentences – that made sense:

"We know there were numerous warnings of the events to come on September 11th. . . . What did this administration know and when did it know it, about the events of September 11th? Who else knew, and why did they not warn the innocent people of New York who were needlessly murdered? . . . What do they have to hide?"

She is like an unguided missile, veering off opportunistically in several directions at once, but her scattershot technique manages to strike one real target – a direct hit obscured in the uproar over her other, admittedly outrageous remarks. She asks: "Who else knew…?"

Is America Really "Engaged" in Big Government?

It seems that Americans just aren't very enthusiastic about their government's efforts to protect the homeland.  So commiserated hundreds of government and big business Pooh-Bahs at the recent "Homeland Security 2005" seminar, agreeing that they have "failed to engage the American people."  

What, Americans aren't "engaged" by the hours they spend standing on security lines at airports?  They don't give thanks to the Homeland Security office as they're poked, prodded, felt up or strip-searched by bored, incompetent, lecherous federalized airport guards who don't notice when loaded guns pass under their X-ray vision?  They aren't thrilled by the threat of being placed on a federal "no fly list" for having the wrong political opinions?  They're not enthusiastic that their email, phone calls and web-browsing habits are being scrutinized by their government?  They question why hundreds of people are being detained without criminal charges?  They wonder how it enhances their security to place into solitary confinement a resident alien who volunteered to help the FBI catch the terrorists?  They doubt the ability, integrity and intellect of a president who accuses them of aiding terrorists if they don't approve of his policies?  What's not to like?  

But Americans individually seem pretty "engaged" in the business of security.  The 20,000 airline pilots who are demanding FAA permission to carry firearms to protect themselves, their customers and their employers' multi-million dollar investment from terrorists and the US Air Force (which promises to shoot down hijacked planes) are engaged.  Americans who are buying record numbers of personal defense weapons are definitely engaged.  Jewish-American tourists avoiding visits to the Middle East and France this year also seem quite engaged.  The airplane passengers and flight crew who subdued shoe-bomber wannabe Richard Reid were about as engaged as you can be.  I guess those seminar attendees only want us engaged in government's efforts to provide security.   

In a rare and shocking display of honesty, several participants (anonymously) said "they felt that without another terrorist incident, keeping public attention on the gaps in security and support for the expenditures was growing more difficult."  Well, guys, thanks for admitting that terrorist attacks are just a means to achieve your real goal of funding your growing federal fiefdoms.  I'll remember that during the next terror strike, and afterward when you demand yet more tax money while threatening my remaining freedom.   

Lest Americans really become more engaged in homeland security, symposium attendee Richard Falkenrath, who is responsible for directing the "national strategy for homeland security" said that it was "largely impractical" to give the public information on security threats.  We get it: our rulers don't want citizens engaged in homeland security; they just want servile inmates who meekly pay their taxes, follow orders, and accept that government knows best.  

But Homeland Security czar Tom Ridge has the solution.  Since he and his federal colleagues have done such a bang-up job so far, just give them more power.  "We need to take a look at restructuring government, probably perhaps restructuring the office itself," the linguistically indecisive Ridge said.  Just as you know a politician's lying when his lips are moving, you can be sure that "restructuring government" means expanding it.   

Americans have shown at every opportunity that they are ready and able to become more engaged in the security of their homeland.  Should the government on the Potomac ever decide to take them up on the offer, all they need do is ask.  So far, it seems all those people know is how to crack the whip.

As violence continues in Israel and Palestine, so does debate over what
exactly happened during Israel's invasion of the Jenin refugee camp.
Israel barred journalists and aid workers alike from the camp during the
invasions, but as access restrictions have eased, human rights groups have
issued graphic reports detailing evidence of human rights violations by
the Israel Defense Forces (IDF) and possible war crimes.

Some media accounts, too, have vividly described the damage across the
West Bank: One New York Times story (4/11/02) reported that "it is safe to
say that the infrastructure of life itself and of any future Palestinian
state-- roads, schools, electricity pylons, water pipes, telephone lines--
has been devastated." Lately, however, much U.S. coverage and commentary
has passed over investigations of whether the IDF committed widespread
rights abuses in favor of narrower-- and less meaningful-- wrangling over
whether or not the IDF committed a "massacre."

Amnesty International has emphasized that "there is no legal definition in
international law of the word 'massacre'," and that using the term in
reference to Jenin "is not helpful" for determining whether the IDF
violated human rights there (AI press release, 4/29/02). Nevertheless, the
"massacre" question has become central to many journalists' approach to
the story-- even when they don't have a working definition of the word.

One illustration of how poorly media have thought through the concept came
when CNBC's Chris Matthews (Hardball, 4/16/02) asked chief PLO
representative to the U.S. Hasan Abdel Rahman whether he had evidence of a
massacre in Jenin. Rahman turned the tables, asking, "Well, first of all,
what's a massacre?" With disquieting vagueness, Matthews replied, "Oh, a
couple hundred people or civilians or ten or 20 civilians."

Most early estimates in the U.S. press of the number of Palestinians
killed in Jenin ranged from 100 to 200. Media were caught up in the
implications for Israel's image, declaring Jenin a "diplomatic and public
relations minefield" (CBS Evening News, 4/24/02). As initial excavation
work got underway, however, those original figures were downgraded, and
the question for many news outlets became whether Palestinians had
manufactured "massacre" claims. In fact, many of those early casualty
figures had been provided by Israeli officials. "The Israeli army
estimates that it killed 100 to 200 people in eight days of fighting,"
reported CBS Evening News on April 12. On ABC's Nightline (4/11/02), Dave
Marash reported that Israeli defense forces "estimate 100 Palestinian
fighters were killed there, but refused to say where the bodies are, and
they continue to bar news people from the camp."

Once Human Rights Watch (HRW) gained access to the camp, the group was
able to document 52 people killed by the IDF, including 22 civilians, many
of whom "were killed willfully or unlawfully" (press release, 5/3/02).
HRW's report on Jenin didn't focus on the sheer numbers of dead, however.
Instead, the bulk of the report catalogued a pattern of serious human
rights violations in Jenin, some of which the group says may be war
crimes. The abuses include attacking and killing medical personnel, using
civilians as human shields, failing to distinguish between military
targets and civilian homes, and causing "extensive and disproportionate
destruction of the civilian infrastructure"-- so much so that more than a
quarter of Jenin's population is now homeless.

Amnesty International announced similar findings in a May 4 report, "The
Heavy Price of Israeli Incursions," which condemned the IDF invasions of
the Occupied Territories as collective punishment of Palestinians. The
report documents "unlawful killings, destruction of property and arbitrary
detention [and] torture and ill-treatment" by the IDF, and states that
many of these actions violated human rights and international law.

The HRW and Amnesty reports were very direct in their conclusions, but
some journalists nonetheless managed to miss the point. On NPR's May 4
"Weekend Edition," anchor Scott Simon asked NPR analyst Daniel Schorr to
explain what the newly released reports said about Jenin. Schorr said:

"Human Rights Watch has found that there was no massacre as such. Yes,
there were a couple of things that were not very nice. They found Israelis
destroyed more buildings than they absolutely had to. The Israelis say
they had to 'cause they thought they were booby trapped, but Human Rights
Watch says sometimes human beings were used as human shields. Maybe. Some
things happened which were not terribly, terribly nice, and I'm sure they
happened a lot. But if the question is raised that 'Was there a deliberate
massacre of civilians in Jenin?' the answer

direct disregard of the Federal Rules of Civil Procedures, Rules 43, 52(c), 56

Federal Rules of Evidence 201 (to take mandatory judicial notice of such

Should John Walker Lindh be found guilty of taking up arms against the United
States, pursuant to a fair trial before a court of competent jurisdiction, this writer
would have no objection in principle to seeing him executed, or put away for a long
period. The law is the law; one may say this without engaging in bloodthirsty rancor
or the cheap, pseudo-patriotic histrionics that are the custom on talk radio or the
cable "news" channels.

That having been stipulated, the American Taliban case raises fundamental
questions of group loyalty, and what it means to cross the line between
Constitutionally-protected activities and openly treasonable behavior. Moreover, if
Walker Lindh's youth and alleged naiveté turn out to be mitigating circumstances,
how are we to judge disloyalty committed by older, presumably responsible citizens
who swear an oath to protect the Constitution when they assume elective office?

What happens, indeed, when inverted and transferred loyalty becomes so general as
hardly to be noticeable?

Probably the emblematic example of this kind of generalized disloyalty to the country
of one's birth is the Vichy government of France. Histories of the fall of France, such
as William Shirer's Collapse of the Third Republic, or Alistair Horne's To Lose a
Battle, take pains to emphasize that France's military collapse and generally
subservient loyalty to German occupation had their source not in military weakness
per se, but in the profound cynicism, corruption, and attenuated loyalty of interwar
France's professional class of politicians.

One of the archetypes that reverberates in our extended historical memory is the
thoroughly distasteful picture of the dozing, senile Petain, the feral, rat-like 
Leval, and
a supporting cast of seedy hack politicians clenching acrid Gauloise cigarettes
between tobacco-stained fingers. When Petain spoke of the "duty of loyalty" of
France's citizens to a collaborationist regime, the modern reader has no difficulty in
calculating that black is white and up is down. Loyalty to France was not the loyalty
preached and practiced by the politicians in Vichy. At the end of World War II, many
of these politicians found themselves at the end of a rope.

What, then, is one to make of our representatives and senators in Congress
assembled?



For expressions of sheer grovelling subservience to a foreign power, the
pronouncements of Laval and Petain pale in comparison to the rhetorical devotion
with which certain Congressmen have bathed the Israel of Ariel Sharon.

In March, Senator James Inhofe of Oklahoma took the Senate floor and said the
September 11 attacks were punishment by God in response to U.S. policy toward
Israel. Asserting that Israel is "entitled" to the West Bank, he also criticized his 
fellow
citizens who counselled the Israelis to use restraint, in effect blaming them for the
terrorist attacks of September 11: "One of the reasons I believe the spiritual door
was opened for an attack against the United States of America is that the policy of
our government has been to ask the Israelis, and demand it with pressure, not to
retaliate in a significant way against the terrorist strikes that have been launched
against them."

According to this Tornado-Belt St. Augustine, God in effect allowed airliners to be
flown into the World Trade Center and the Pentagon because U.S. actions towards
Israel offended the Almighty. In other words, the United States was punished
because the Bush administration had been insufficiently worshipful towards Israel
(the $3 billion annually that Congress squeezes out of the taxpayer as tribute to the
Jewish State is apparently not sufficient in the opinion of this self-styled "fiscal
conservative"--and in the opinion of the Almighty Himself, Whose inscrutable will
Inhofe claims to be able to interpret).

Like Jerry Falwell and Pat Robertson, Inhofe believes America suffered divinely-
ordained punishment; but the Senator adds a new twist: those 3,000 innocent
Americans died, he believes, because their government demonstrated insufficient
obeisance to a foreign country. For sheer treacherous Quislingism, Inhofe's
statement is hard to top.

But top it we can.

A perusal of the May 6, 2002 Jerusalem Post reveals the following headline: "Visiting
Congressmen Advise Israel to Resist US Administration Pressure." The Israeli
newspaper chronicles the pilgrimage of a group of Congressional wardheelers to the
Promised Land, carrying with them a copy of the resolution of support for the Israeli
government which passed Congress by a vote of 352-21 with 29 abstentions. The
delegation's leader, Rep. James Saxton of New Jersey, displayed a copy of the
resolution to reporters, which he said they wanted

Ramallah (MENO) - A militant Jewish group distributed a leaflet this weeks claiming
responsibility for killing eight Palestinians in the past year, saying that the 
killings
were revenge for attacks against Israelis. Police spokesman Rafi Yaffe said that they
were investigating the group.

The Jewish militants who call themselves the “Fighters of the Kingdom of Israel,”
named the places where the shootings took place and warned Palestinians to
“prepare shrouds” for more burials.

“In the actions of our fighters ... eight Arabs were killed and many wounded,” read the
leaflet, which was obtained by The Associated Press on Thursday. “Jews who are
fed up have arisen and decided to get revenge against the Arab enemy!”

The leaflet mentioned an attack in an Arab neighborhood in Jerusalem where a
bomb planted at a school in March injuring a teacher and four children.

Local sources indicated that the group has been actively recruiting Israeli civilians 
to
join them to “inflict additional death on the Palestinians and their children.”

In the 1980s, a group of Jewish extremists bombed the cars of Arab mayors in the
West Bank, seriously injuring two of them and an Israeli police bomb-disposal expert.
Another group plotted to blow up mosque in the walled-Old City of Jerusalem but
was arrested before it carried out the plot.

My name is Charles A. Schlund I'm an electrical contractor in
Phoenix Arizona. I'm 52 years old 6 ft 230 lb. I was involved without
my consent in the DEA's operations of manufacturing and distributing
drugs to the inner cities of the US. I worked from the early 1990's with
the FBI against the CIA, DEA and others under their direction or
control. The information I supplied the FBI cost the CIA, DEA and others
billions of dollars in lost drugs profits. I was also able to stop many
of the assassinations under their direction and control.

The DEA obtained a court order under perjury and fabricated or created
evidence to inject two CIA designed torture devices in my neck to
torture me in an act of control and revenge to stop the information I
have. I have filed a federal lawsuit against the DEA for the use of
torture and other things. My case is filed in the District of Arizona
Federal Court Case Number CIV98-1875PHXROS. All federal agencies are
aware of this case and have been before it was filed.

My lawsuit is real and is not a normal complaint or lawsuit. The issues
addressed in this lawsuit may be what you might call unbelievable but
they are also very real and true.

Congress wouldn't allow my testimony. When the CIA did their
investigation they also wouldn't allow my testimony. My testimony is far
too damaging and provable to allow me to testify against them.

The CIA did smuggle drugs into the US and the DEA did protect and
distribute these drugs. Is there anything you are looking for in the way
of information. The information I have is much worse than just this.

My legal help in my lawsuit against the DEA for the use of torture
against me has not been able to do his job correctly for some time and I
would like to replace him with a new lawyer. The timing is real bad and
we are now before the 9th Circuit Court of appeals. I was a witness
against the DEA for murder, drug running and the using of these drug
proceed to fix election in the United States. The DEA had offered me
anything in return for my loyalty to them and my assistance in helping
in the murders and the running of the drugs to the inner cities of the
U. S. I refused and worked with the FBI in destroying their operations.

I have the evidence to prove my case before a jury or I have to become a
drug dealer to obtain relief from the torture by the DEA. I would prefer
to be able to have a trial but I need legal assistance. I have paid my
currant lawyer $140,000.00 over the past three years and I can afford a
great deal more if I'm given relief from the torture. The DEA injected
my lawyer with implants to disable him and these implants have so
disabled him that I have been unable to get the necessary work out of
him no matter how much money I pay him. Is there anyone out there that

What Israeli atrocities? On Capitol Hill, it's only 'us' against 'them'. Thomas
Gorgussian and Anayat Durrani, in Washington, report on the latest US-Israel love-in



In a frenzied show of unquestioning bias, the US Congress has passed two
resolutions affirming its solidarity with Israel. Both resolutions were passed with 
clear
majorities, despite concerns by President George W Bush's administration that the
resolutions may adversely affect Middle East peace efforts.

The Democratic-led Senate, in a 94-2 vote, passed a resolution that effectively
equated Israel with the United States in "the war on terrorism", describing the two
countries as fighting "a common struggle against terrorism." The resolution
condemns Palestinian suicide bombings and justifies Israeli incursions into
Palestinian towns and refugee camps as being "necessary steps to provide security
to its people by dismantling the terrorist infrastructure in the Palestinian areas." 
The
Senate resolution was co-sponsored by Joseph Lieberman, Democrat-Connecticut,
and Gordon Smith, Republican-Oregon. Lieberman said the resolution places the
Senate "on record in support of Israel's right to self- defence." He continued, "Israel
has been under siege ... from a systematic and deliberate campaign of suicide and
homicide attacks by terrorists. Their essence is identical to the attacks on our 
country
of 11 September."

Lieberman in recent weeks has demanded that the administration adopt a position
characterised by "moral clarity" and follow Bush's anti- terrorism doctrine, which was
applied in Afghanistan, in the case of Israel too. "As President Bush said, 'You are
either with us or you are with the terrorists.'"

Many observers of the antics on Capitol Hill believe that members of Congress "are
feeling pressure" more than ever in the case of issues related to Israel. This pressure
is not just from Jewish constituents, but from evangelical Christians as well. "That's
why you see these [pro-Israel] resolutions," a Republican aide said.

Only senators Ernest Hollings, Democrat-South Carolina, and Robert Byrd,
Democrat-West Virginia, voted against the resolution. Byrd said the resolution was a
mistake and could inflame both sides instead of promoting peace. He called the
resolution "ill-timed, ill- advised and one-sided," and said it puts all the blame on 
the
Palestinians and asks nothing from the Israelis. "Where are the demands that Israel
withdraw from Palestinian lands and cooperate in the establishment of a Palestinian
state? Where is the denunciation of the destruction of homes and water lines and
roads and basic infrastructure in Jenin and Nablus and elsewhere in the West Bank?
Where is the expression of support for humanitarian and reconstruction aid to the
innocent Palestinian victims of Israel's incursion into the West Bank?"

The resolution that the House of Representatives passed minutes later is longer and
uses stronger language than the Senate resolution, condemning what it called the
Palestinian "campaign of terrorism" and accusing Palestinian leader Yasser Arafat of
supporting terrorism. The Republican-led House of Representatives passed the
resolution by a 352-21 margin, with 29 abstaining. The resolution also calls for an
increase to the already $3 billion in military aid the US annually gives to Israel --
already the largest recipient of US aid. The resolution contained strong words for
Arafat, saying that the Palestinian leader "continues to incite terror," and "is not a
viable partner for peace." It also mentioned that organisations under Arafat's control,
such as the Al-Aqsa Martyrs Brigades, "have murdered scores of innocent Israelis."
The House resolution, which was sponsored by House Republican Whip Tom DeLay
of Texas, states that, "Israel's military operations are an effort to defend itself 
... and
are aimed only at dismantling the terrorist infrastructure in the Palestinian areas."
The resolution also calls on "all Arab states to declare their unqualified opposition 
to
all forms of terrorism."

"Let every terrorist know, the American people will never abandon freedom,
democracy or Israel," said House Majority Whip Tom DeLay, a Texas Republican
who pushed the resolution along with Representative Tom Lantos of California, top
Democrat on the House International Relations Committee. DeLay added that
attacks against Israelis "are attacks against liberty, and all free people must
recognise that Israel's fight is our fight."

Neither of the resolutions carry the force of legislation. They are, however, a
symbolic show of the unqualified support of Congress for the state of Israel, and
reveal the extent of House Majority Whip DeLay's influence and power.

WALLOPED DOLLAR TO ACCELERATE GOLD

SAN FRANCISCO (CBS.MW) -- The possession of gold,
Thomas Bailey Aldridge once said, has ruined fewer
men than the lack of it.

This column isn't about Aldridge, the American short-story
writer who quit school at age 13 to write for 19th-century
magazines. I just put it there so you can turn away from this
column now if you don't want to hear my view of markets
in coming years -- a view that  essentially is the gold story
with some dollar-trimming and a swollen current account
deficit for good measure.

A month from now, a year from now, five years from now
-- you choose the timing, because I won't -- the price of an
ounce of gold will be three to six times what it is now. By
then, the world's money flows will have stopped way
short of the fiber-optic fork in the ocean that leads to New
York.

By then, the euro will be worth a ton more than 91 cents.
So will the Canadian dollar and the Australian dollar. By
then, overseas investors long will have stopped hoarding
U.S. securities in their digitized central banks or their
frosted chalets. (As I write this, the flow of fur-ner money
into dollar-denominated assets is falling sharply, to well
less than half the average monthly flow of $44 billion we
saw last year.)

The world's battered economies, the ones that rely on
metals and other natural resources for their livelihoods,
like Ghana, Australia, South Africa, Chile, Canada, even
Russia, will be less battered. We'll be seeing more folk
heroes from the top bullion producers, like South Africa's
Nelson Mandela this week, ringing the bell at the New
York Stock Exchange, or listing on the Toronto Stock
Exchange.

Gold Fields' Chris Thompson presents the bullish story
for bullion.

By then, the paper wealth that is the industrialized world's
stock and trade will be more paper and less wealth.
America's current account deficit, the best way to judge
this country's money flows, already will have surpassed
an annualized $450 billion. (See definition below of the
ticking time bomb called the current account deficit.)

There are some who believe that when the red ink in
the U.S. current account surpasses 5 percent of gross
domestic product, all heck will break loose in financial
markets. Stephen Roach at Morgan Stanley is on
record saying a "hard landing" for the dollar, and with
it the boatloads of U.S.-linked securities in foreign
portfolios, may be inevitable. "A crisis of confidence
is not inconceivable," Roach writes. (Six or nine
months from now, you can go back to Roach's report
and long for the good old days, when a euro was worth
just 91 cents.)

I submit that with that swollen account deficit and the
dollar's decline will come (has come and is coming) an
explosive move up in the price of gold. The $310 metal,
up almost 20 percent this year, one day will sell for a price
that reflects a cascading American balance sheet. With
U.S. households living off their spree of credit-card and
mortgage debt, the perpetual stock market and housing
market bubbles in this country, and in most of the world's
major cities, will hiss, hiss, hiss.

In coming weeks, I hope to bring you several high-profile
money managers and (of course) mining executives who
state better than I do the case for, as Tocqueville Gold
Fund (TGLDX) manager John Hathaway put it to me,
"a big number" for the gold price. Whether that big number
comes from a sinking dollar, or the $63 billion of gold
derivatives on the books of U.S. banks and trust
companies (as of Dec. 31), or creeping inflation, shocking
deflation or, Lord help us, bigger and more deadly
exploding mailboxes, remains to be seen.

Ian McAvity, the longtime newsletter editor whose
Deliberation on World Markets provides in my view
some of the hardest-to-find historical charts, money
flows and hard data on international gold mining equities
and gold and silver bullion, says the gold-price trigger
may be days or weeks away.

McAvity, who keeps paper files of every chart, stat and
mining press release, stretching back 25 years, points
to a pending rush by hedged gold miners to reduce the
amount of gold they are forward-selling. As Gold Fields
Ltd.'s (GFI) top executives, Chris Thompson and Ian
Cockerill, put it this week from New York, the
forward-sale of gold is a source of supply in a falling
gold market, spurred by bullion banks and central banks
lending their gold reserves. But in the current market,
where gold relentlessly sets new highs, the scramble
to close forward-sale contracts -- to de-hedge and go
to the spot market for bullion -- is a source of potent
demand in a rising gold market.

South Africa's Gold Fields and several other large
miners, such as Newmont Mining (NEM), have virtually
no hedged sales of gold. In other words, they sell an
ounce of gold for whatever it sells for in the spot market.

Although the origins of the Alaskan Independence Party, or AIP, date back to the early 
1970s, it wasn't until 1984 that it became an "officially recognized" party by the 
State of Alaska. Advocating an "Alaska First" policy focused around the land and 
resource development, the AIP has since emerged as one of the most significant 
state-level third parties operating in the late 20th century.



Ideologically, the AIP is considered to be a hybrid of conservative Republicanism, 
populism and libertarianism. Among the issues advocated by the party: the direct 
popular election of the state attorney general and all judges, the right to keep and 
bear arms, the privatization of government services, the right to home schooling by 
parents, and a constitutional amendment to ban property taxes.



One of the key events in the AIP's history came seven weeks before election day in 
1990, when the Party's gubernatorial nominee John Lindauer, a newspaper publisher and 
former Chancellor of the University of Alaska, and his running-mate Jerry Ward 
abruptly withdrew from the campaign -- purportedly after the illness of Lindauer's 
wife. Vogler and Republican State Senator Jack Coghill maneuvered to offer the 
nomination to Walter J. ("Wally") Hickel, a Republican who had served a half-term as 
governor from 1966 to 1968 before being named as Secretary of the Interior by 
President Nixon. Hickel accepted the AIP nomination and filed his candidacy papers a 
mere hour before the official deadline.

In the election, Hickel joined Lowell Weicker of Connecticut that year as one of only 
six third party candidates in U.S. history to ever win a governor's race.

Independence and Union Movements

People have the right to live wherever in the Universe they wish to live, no matter 
the location of that place.  Borders should be no barrier to the freedom of movement 
of citizens of Earth.  Whether individual people change the "country" they live in 
through immigration, voting blocs change their government through democratic vote, or 
large regions or groups of people decide to secede from the parent "nation", this 
right is unalienable.

Alaska - The Alaskan Independence Party wants a referendum for Alaska like the one 
that they were entitled to in 1958. This time the referendum would have the option of

of Alaska under a minimal government.

all over the world-in the former Soviet Union, Eastern Europe, Belgium, Italy,

SECTION 1. SHORT TITLE AND TABLE OF CONTENTS.

(a) SHORT TITLE- This Act may be cited as the `Universal Military Training
and Service Act of 2001'.

(2) The term `basic military training and education' means a program
consisting of--

(A) basic training established by the Secretary concerned for members of the
armed forces inducted as conscripts or accepted as volunteers pursuant this
Act;

(B) educational services described in section 4; and

(C) such specialty training as the Secretary concerned considers appropriate.

(3) The term `between the ages of 18 and 22' refers to men who have attained
the 18th anniversary of the day of their birth and who have not attained the
22d anniversary of the day of their birth.

(4) The term `Director' means the Director of the Selective Service System.

(5) The term `local board' means a county local board or intercounty local
board established by the President under section 10(b) of the Military
Selective Service Act (50 U.S.C. App. 460(b)).

(6) The term `Secretary concerned' means the Secretary of Defense, with
respect to the Army, Navy, Marine Corps, and Air Force, and the Secretary of
Transportation, with respect to the Coast Guard.

(7) The term `United States', when used in a geographical sense, means the
several States, the District of Columbia, Puerto Rico, the Virgin Islands,
and Guam.

SEC. 3. BASIC MILITARY TRAINING AND EDUCATION.

(a) OBLIGATION FOR YOUNG MEN- It is the obligation of every male citizen of
the United States, and every other male person residing in the United States,
who is between the ages of 18 and 22 to receive basic military training and
education as a member of the armed forces unless the citizen or person is
exempted under the provisions of this Act.

(b) ACCEPTANCE OF YOUNG WOMEN VOLUNTEERS- Female citizens of the United
States, and other female persons residing in the United States, who are
between the ages of 18 and 22 may volunteer for enlistment in the armed
forces to receive basic military training and education under this Act. At
the discretion of the Secretary concerned, the Secretary concerned may accept
such volunteers to receive such training and education.

SEC. 4. PERIOD OF BASIC MILITARY TRAINING AND EDUCATION.

(a) GENERAL RULE- Except as otherwise provided in this section, a person
inducted as a conscript or accepted as a volunteer pursuant to this Act shall
receive basic military training and education as a member of one of the armed
forces for a period of not less than six months, but not more than one year,
as established by the Secretary concerned.

(b) EXTENDED TRAINING AND EDUCATIONAL SERVICES FOR HIGH SCHOOL DROPOUTS- A
person inducted as a conscript or accepted as a volunteer pursuant to this
Act who has not obtained a high school diploma or its equivalent, shall

The DNA sequence of the anthrax sent through the US mail in 2001 has 
been revealed and confirms suspicions that the bacteria originally 
came from a US military laboratory.

The data released uses codenames for the reference strains against 
which the attack strain was compared. But New Scientist can reveal 
that the two reference strains that appear identical to the attack 
strain most likely originated at the US Army Medical Research 
Institute for Infectious Diseases at Fort Detrick, Maryland.

I must put in writing the reasons that have led me to one of the most
difficult decisions of my life - to refuse the call for reserve duty in the
areas of Judea and Samaria [the West Bank], and the Gaza Strip.

This decision was difficult for two reasons. First and foremost is a matter
of principle: I believe that living in a democracy offers equal parts
privilege and obligation, and that it is my duty to adhere to the decisions
made by majority rule, barring exceptional circumstances. The second reason
is that over many years of reserve duty, I have not only served a very
important cause, but also formed close bonds with the soldiers in my company
and battalion. It is extremely difficult to imagine them serving on
dangerous missions while I sit at home.

Despite this, the current situation leaves me no choice but to refuse. The
citizen's conscience provides a critical foundation for the checks and
balances inherent in a democracy. Israel has done more than grant citizens
full rights to protest against injustices. By including the concept of "a
clearly illegal command" in the code of military law, it has obliged its
soldiers to refuse to carry out orders that are immoral or opposed to the
values on which a democracy is based.

As I see it, this concept means that when a soldier is issued with a command
opposed to his moral values, he must refuse to obey it, report the event,
and ensure that such orders will not be repeated. A soldier who does not do
so cannot escape being held morally responsible by claiming that he only
carried out orders, but can expect to be tried for his actions. This law
indicates that the military and the state see the soldier as an autonomous
moral being, who must carry out commands only if they pass his moral
scrutiny.

The most critical question that arises is "what exactly is an illegal
command?" What is immoral as opposed to just inconvenient or unpleasant, and
into which category does the current situation in the territories fall?

An order to fire on a child standing before a roadblock is clearly illegal.
But if the order is to shoot above his head to chase him from the roadblock,
does the emotional damage the shooting causes the child make the order
illegal? Is it illegal to continually enter Palestinian citizens' homes in
the middle of the night? Is it illegal to prevent the free movement of
Palestinian citizens? Aren't the searches, the humiliation, our many
mistakes, an indication that our treatment of the Palestinian population
under our rule is clearly illegal?

Military law does not define what a clearly illegal order is, but leaves it
to the soldier. My interpretation of the law does not limit it to orders
involving attacking, killing or injuring people. Rather, it includes any
command that, when obeyed, leads to humiliating human beings, robbing them
of self-respect, and depriving them of the basic human rights protected
under the UN declaration of human rights, a document signed by Israel.

I used to believe there was a purpose to my presence in the territories. I
believed the solutions I offered would prevent problems. Today, I believe my
presence cannot solve those problems and that the orders issued are illegal
because they deprive the Palestinian population of its basic rights and
freedoms.

Prohibiting Palestinians from travelling along roads without providing
alternative routes, the never-ending delays at roadblocks, the many hours
required to travel short distances, the humiliation, the destruction of
homes, the incessant searches, the need to aim weapons at innocent women and
children - all these actions turn the Israeli Defence Force into an immoral
occupying force, and in these I refuse to participate.

These actions on the part of the IDF provide no protection to Israel. They
protect only the settlements built on conquered territory, where Israel has
no right to establish settlements. The friction with the Palestinian
population is caused by the need to provide settlers with freedom of
movement, not by the need to prevent suicide bombers entering Israeli
territory. As long as Israel continues to hold the settlements, it will be
forced to act immorally toward the Palestinian population.

In addition to the great harm we are causing daily to Palestinians, we
damage ourselves as a society. Our society is based on moral precepts in
Judaism, which states that "loved is a person created in God's image".
Instead, we are raising a generation of violent young people immune to pain
and human suffering, a generation who don't see in the Palestinian a human
being, only part of a mass to be avoided and feared. We are raising a
generation that stops pregnant women, old people and children from getting
to hospital.

Newsweek's May 13 issue features a story about the use of child soldiers
and "how the international community can roll back the growing
exploitation of children in war," but does not mention the United States'
own recruitment of child soldiers, nor the U.S.'s obstruction of
international efforts to curb the practice.

The centerpiece of the article, "Voices of the Children: 'We beat and
killed people…'," is a series of heart-wrenching interviews with four
child veterans from Sierra Leone. Newsweek presents the boys' stories as
part of its coverage of the United Nations' Special Session on Children, a
conference where the U.N. will address "how to muster the will to enforce
longstanding international conventions and three new resolutions on
children and armed conflict." Graphic and passionately written, the
article seems meant to raise awareness about how kids "have become the
cannon fodder of choice," and describes the experiences of child soldiers
of Sierra Leone as a lesson in "the unthinkable inhumanity of those who
coerced them into combat."

The moral outrage that Newsweek brings to the story of child soldiers
makes its omission of the U.S. role all the more bizarre.

The U.S. is one of only two countries in the world-- the other being
Somalia-- not to have ratified the U.N. Convention on the Rights of the
Child (CRC), the primary legal instrument available to stop the use of
child soldiers. Along with the Geneva Conventions, the CRC makes it
illegal for militaries to enlist people under the age of 15. Newsweek
doesn't mention the CRC by name, but it is certainly among the measures
the magazine is referring to when it says the U.N. must "muster the will
to enforce" existing laws.

Even though it has not ratified the CRC, the U.S. has worked to water down
an Optional Protocol to the Convention which raises the minimum age for
combat service to 18. Originally, the Protocol sought to raise the age for
"voluntary recruitment" to 18 as well, a move endorsed by human and
children's rights groups as crucial for building a real global ban on
child combat. But the U.S. recruits soldiers at 17. After six years of
heavy pressure from the U.S. and U.K. (which also recruits minors), the
Protocol was negotiated to allow militaries recruit children as young as
16 (London Times, 2/13/02).

None of this information is included in the Newsweek article. A table and
map accompanying the article show "where the young soldiers are," listing
36 countries that are currently using people under the age of 18 as
soldiers in combat. By not including countries that recruit minors, but
are not currently using them in combat, Newsweek created a graphic that
excluded the U.S. and the U.K., countries which also in fact have "young
soldiers."

The U.S.'s attempts to weaken the CRC have become a key issue for rights
groups (Human Rights Watch press release, 5/7/02), yet the only time the
Newsweek article mentions the U.S. is to note that the chief prosecutor
for the Sierra Leone War Crimes Tribunal is American.

The magazine's silence on the U.S. role becomes most deafening, however,
as the article wraps up by recommending that "the West" make aid to the
developing world conditional on compliance with child rights conventions.

"Finally," writes Newsweek, "the victimized societies need to look inward,
to ask themselves hard questions about what they have done to encourage
the treatment of people as commodities. A nation like Sierra Leone will
cheat itself if it expects foreigners alone to deliver a cure." It's too
bad Newsweek's coverage won't prompt American readers to ask those hard
questions about their own government's role in the exploitation of child
soldiers.


ACTION: Please encourage Newsweek to return to the important issue of
child soldiers, but next time with an article that tells the whole story,
including the U.S. government's role in the controversy.

I received a call yesterday or the day before from a radio station
asking me to talk to them on the air this Saturday about my lawsuit over
the injection of me with implants and the torture of me with those
implants.

The Radio Station was 1510 KFNN and they wanted to know if they could
call me this Saturday night at 10:00 PM while they were on the air and
talk to me about what I knew and what has happened to me.

They called on my cell phone and I told them sure I would love to talk
to them and gave them my home phone number. They told me that the show
would be from Chicago and broadcast all across America and that they
would call me this Saturday at 10:00 PM and interview me. I will be here
and waiting to talk to them. I was going to San Francisco this weekend
but I will put that off for another week.

I believe that the government will block my phone lines and not allow
the call to go through. They have done this in the past many times when
I would call the FBI or corruption at the DEA, the Justice Department or
Ted Kennedy's office of other places like Western Union when my ex-wife
tried to frame me as not having paid any child support. The FBI got me
my records of my payments and I proved in court that I had paid all of
the child support and that she had lied. She had been ordered by the DEA
to frame me. (Nothing happened to her because she was protected and
could commit perjury under the protection of the Justice Department.)

The Radio Station may decide from higher ups not to call me to continue
the cover up of the governments crimes. I do not know. The government
likes people to say things that are not really correct but hates people
like me who know the truth.

If they call me as they said they would I will be on the air this
Saturday at 10:00 Phoenix time. Chuck

Today's date is 9 May 2002. The time is 10:18. The Justice Department
continues to allow the torture of me to protect those that I was a
witness against for drug running, murder, the fixing of the elections of
the United States and other crimes.

Today's torture was a typical day. Last night they wouldn't allow me to
go to bed or to sleep until late. They knew that I had to be up early
for the carpet-cleaning guys before I went to work. Anytime I try to
take a nap I'm tortured with horrible pulses of sounds or other modes
that feel like electrical shocks in my left ear and high pitched wines
or other modes in my right ear. This is done to deprive me of rest or
sleep and is only stopped after 12:00 AM. If I try to sleep before then
I'm tortured to limit or deprive me of sleep.

During the night after they allowed me to go to sleep or at least put me
in a mode that appears to be sleep they woke me up as they do most
nights for my nightly torture sessions. As soon as they woke me up by
screaming in my ears with horrible sounds they then increased power and
tortured me with the sounds making it feel like they were breaking my
eardrums. The pulsed horrible sounds are deafening at the levels used
and have damaged my hearing permanently. They then allowed me to return
to sleep and again turned down the sounds and pains.

Lately I'm usually kept in bed until late and not even allowed to wakeup
until 8:00 AM. This morning they woke me up at about 6:00 AM or 6:30 AM
and began my morning torture session. First they started to make sounds
in my ears and steadily increased the power if I would move or even open
my eyes. As they slowly increased the power they also gave me Chronic
Fatigue Syndrome to disable me better. They finally forced me out of bed
under torture. They then turned down the torture, which is unusual for the
morning. They then allowed me to help the carpet guys as they did the house.

My daughter finally showed up and I left for work. On my way to work the
torture was reduced and very light. I worked at Glendale Iron repairing
a machine, an air conditioner and some lights. While I was at Glendale
Iron the torture was reduced to very low power levels for filming to
document that I was not under torture. The torture now days is always
reduced at Glendale Iron and then I'm punished as soon as I leave. It
appears that the government has planted drugs there to frame me as they
have done in the past. The government refuses to remove these drugs

Scientists' Deaths Are Under The Microscope

Eleven microbiologists mysteriously dead over the span of just five
months. Some of them world leaders in developing weapons-grade
biological plagues. Others the best in figuring out how to stop
millions from dying because of biological weapons. Still others,
experts in the theory of bioterrorism.

Throw in a few Russian defectors, a few nervy U.S. biotech
companies, a deranged assassin or two, a bit of Elvis, a couple of
Satanists, a subtle hint of espionage, a big whack of imagination,
and the plot is complete, if a bit reminiscent of James Bond.

The first three died in the space of just over a week in November.
Benito Que, 52, was an expert in infectious diseases and cellular
biology at the Miami Medical School. Police originally suspected that
he had been beaten on Nov. 12 in a carjacking in the medical school's
parking lot. Strangely enough, though, his body showed no signs of a
beating. Doctors then began to suspect a stroke.

Just four days after Dr. Que fell unconscious came the mysterious
disappearance of Don Wiley, 57, one of the foremost microbiologists
in the United States. Dr. Wiley, of the Howard Hughes Medical
Institute at Harvard University, was an expert on how the immune
system responds to viral attacks such as the classic doomsday plagues
of HIV, ebola and influenza.

He had just bought tickets to take his son to Graceland the
following day. Police found his rental car on a bridge outside
Memphis, Tenn. His body was later found in the Mississippi River.
Forensic experts said he may have had a dizzy spell and have fallen
off the bridge.

Just five days after that, the world-class microbiologist and high-
profile Russian defector Valdimir Pasechnik, 64, fell dead. The
pathologist who did the autopsy, and who also happened to be
associated with Britain's spy agency, concluded he died of a stroke.

Dr. Pasechnik, who defected to the United Kingdom in 1989, played a
huge role in Russian biowarfare and helped to figure out how to
modify cruise missiles to deliver the agents of mass biological
destruction.

The next two deaths came four days apart in December. Robert
Schwartz, 57, was stabbed and slashed with what police believe was a
sword in his farmhouse in Leesberg, Va. His daughter, who identifies
herself as a pagan high priestess, and several of her fellow pagans
have been charged.

Dr. Schwartz was an expert in DNA sequencing and pathogenic micro-
organisms, who worked at the Center for Innovative Technology in
Herndon, Va.

Four days later, Nguyen Van Set, 44, died at work in Geelong,
Australia, in a laboratory accident. He entered an airlocked storage
lab and died from exposure to nitrogen. Other scientists at the
animal diseases facility of the Commonwealth Scientific and
Industrial Research Organization had just come to fame for
discovering a virulent strain of mousepox, which could be modified to
affect smallpox.

Then in February, the Russian microbiologist Victor Korshunov, 56,
an expert in intestinal bacteria of children around the world,

To the representatives of my interests and all political decision makers.

It is with great concern that I have learnt that, under pressure from the
pharmaceutical industry, vitamin therapies and other natural treatments are to be
banned for millions of people in Europe and throughout the world. To protect the
interests of the billion-pound industry in purely symptom-oriented and often
dangerous pharmaceutical drugs, my right of access to effective vitamin therapies
and natural treatments and also my fundamental right to health and well-being are
being seriously violated.

The European Commission's "Directive on Dietary Supplements" and the UN's
"Codex Alimentarius" plans solely serve the pharmaceutical industry's interest in
artificially sustaining its billion-pound markets in now superfluous pharmaceutical
drugs. Obviously the pharmaceutical industry lobby does not shy away from the
abuse of the highest political bodies in the world in pursuit of its unscrupulous aims.
These attacks on the human right to health come at a time when ever more
widespread diseases and public health problems can be successfully combated by
vitamin therapies and other natural treatments free of side- effects.

I myself am interested in natural health. I am aware that vitamin deficiency is the
main cause of the most widespread health problems of our time. I also know that
heart attack, stroke, cancer, osteoporosis, diabetes and other public health problems
could be reduced to a tiny fraction of their current frequency. The saving of millions
of human lives is dependent upon one single factor: how quickly can the live- saving
information about the health benefits of vitamins and other natural therapies be
spread. This makes all legislative efforts to censor and ban the spreading of natural
health information knowledge all the more unethical and contemptible.

According to the statistics of the UNO, two billion people suffer worldwide from
vitamin deficiency - both in industrialized and in developing countries. In light of 
these
figures it is irresponsible for this same global organization to allow itself to be 
abused
by the pharmaceutical industry lobby in its aim of blocking the dissemination of this
vital information. The spurious argument that these censorship laws are to protect
consumers from the alleged side-effects of vitamins is a lie. Worldwide, several
hundred thousand people die every year from the harmful side-effects of
pharmaceutical drugs - but not a single person has ever come to any harm as a
result of vitamin therapies.

Worse still, the deadly side-effects of cholesterol-blockers and other pharmaceutical
drugs have become the fourth- most common cause of death in the industrialized
world - surpassed only by heart attack, cancer and stroke. The planned laws banning
vitamin therapies and other side-effect free natural health treatments are not
improving my health, but only of the billion-dollar "business with disease". If you, 
as a
political decision-taker, support these laws, you are knowingly risking the
unnecessary deaths of millions of people.

I am appalled to find out that these censorship plans are to be unscrupulously forced
through on behalf of the pharmaceutical industry whilst the war against terror is
making all the headlines, without any public discussion and against the express will
of the people! I condemn the fact that neither the EU Commission nor the so-called
"Codex Alimentarius" Commission is an elected body or is subject to any form of
democratic control. It is significant that this same EU Commission was recently
dismissed by the European Parliament for corruption and for taking bribes from
multinational companies.
I realize that I have to take responsibility for my own health. My health and the lives
of millions of my fellow human beings are more important than the share prices of a
handful of pharmaceutical industry speculators and their political lackeys.

By signing this I am taking part in the largest referendum of all time and call on you,
as a political decision-maker, to:

Stop the Codex Alimentarius and the EU Directive on dietary supplements, as well as
all related censorship laws on national and international level!
Commit yourself to giving all people in the world free and unrestricted access to life-
saving information about the health benefits of vitamin therapies and other natural
treatments.
Commit yourself to the fight to make natural health a fundamental right enshrined in

Imagine dropping by your favorite health food store to find it boarded up and out of
business. So you go around to your local drug mart to pick up some vitamin C, but
the only dosage on the shelf is ridiculously low. The druggist informs you that 60 mg
is now the maximum dosage available without a prescription. So if you've been
taking a mega dosage of vitamin C to help fight heart disease or build up your
immunity against cancer, you'll have to find a doctor willing to prescribe that dosage 
-
you're no longer free to decide on your own how much of this natural vitamin you
want to take.

Sounds like a nightmare? It gets worse.

Imagine that all of this is the result of new legislation imposed by lawmakers with
direct ties to pharmaceutical companies - powerful companies that will use the law to
create an enormous new source of profits. Now that's a real nightmare. But what
makes it truly nightmarish is that, incredibly, it will soon become a reality in the 
United
Kingdom and most of Europe - if the global pharmaceutical industry has its way.

Outlawing prevention

On March 13th the European Parliament - a 626- member legislative body
representing the 15 European Union countries - passed the "EU Directive on Dietary
Supplements," which classifies vitamins as medical drugs rather than food
supplements. The Directive grants a transition period of three years for vitamin
supplements already on the market. But in 2005, every EU country will be required to
implement the Directive.

As it currently stands, in just three years a wide range of natural remedies will be
banned across most of Europe, making as many as 300 ingredients - including
chromium picolinate, yeast, lysine, and selenium - illegal for over-the-counter sale.
Other supplements that remain in stores will contain very low dosage amounts - not
enough to provide any real therapeutic value.

It's almost like they're passing a law against prevention. So not only are the
pharmaceutical companies eliminating competition from natural products for treating
illnesses, they are essentially forcing greater need for prescription products for
citizens of the EU. After all, without prevention, where will people be forced to turn
when they get even the slightest bit ill? To physicians who will prescribe mainstream
pharmaceuticals or super-strength, prescription- only vitamins supplied by - guess
who - the Pfizers, Mercks, and Bayers of the world.

Nothing strange about these bedfellows

To make things even worse, a number of European Union Commissioners have
direct links to international pharmaceutical companies. For instance, a prominent EU
Commissioner, Frits Bolkenstein of the Netherlands, is also a member of the
supervisory board of the second largest pharmaceutical company in the world -
Merck, Sharp and Dohme. The blatant pharmaceutical industry influence on this
directive would be laughable if the consequences weren't so great.

In a smooth double-speak that's almost frightening, the EU Directive states: "In order
to ensure a high level of protection for consumers and facilitate their choice, the
products that will be put on the market must be safe and bear adequate and
appropriate labeling."

The good news is that the "consumers" are not buying it. "Protection?" To "facilitate
their choice?" More than 600 million people read that and shouted back a
resounding, "No!" In what is believed to be the largest global online petition ever, a
staggering 604 million people (to date) have added their names, demanding
continued free access to natural remedies.

Lend your voice - no matter where you live

I have signed the petition and I encourage you to do so too if you believe the
availability of natural supplements should not be controlled by the international
pharmaceutical industry. Anyone can sign the petition - you don't have to be a citizen
of a European Union nation to add your name - and you can find more information
and read the petition at www.vitamins-for-all.org. This web site was created by Dr.
Matthias Rath, a leading researcher in the field of natural treatments for cancer, and
one of the most prominent campaigners against the EU Directive

And for those of you who think this is a European issue - that this couldn't happen
here - consider this: the United States and the European Union are each other's
largest trade and investment partners. In 2000, two-way trade in goods and services
between the EU and the US totaled more than $557 billion. With economic ties this
deep, any European law that gives the global pharmaceutical industry such sweeping
power over the health choices of millions, will have global effects. Once they've
conquered Europe, how long before they set their sights on the US marketplace?
Just look at recent directives from the FDA; it's already happening.

WASHINGTON (AP) - A Republican-led House committee approved $200 million in
aid for Israel on Thursday despite earlier objections by the Bush administration.

Unable to head off the move, Secretary of State Colin Powell persuaded the House
Appropriations Committee's GOP leaders to add $50 million in humanitarian help for
Palestinians.

Both provisions were approved by voice vote.

``The secretary believes he has no problem with this amendment, but it would be
much more useful to the diplomatic efforts of the administration if it were balanced''
to include the Palestinian funds, said Rep. Jim Kolbe, R-Ariz., chairman of the
Appropriations panel's foreign operations subcommittee, who spoke to Powell.

The provision, which had strong bipartisan support, was the latest congressional
show of solidarity for Israel despite administration warnings against provoking Arab
nations.

In the weeks leading up to the committee's debate, administration officials urged
lawmakers to delay any effort to provide additional aid to Israel. The country already
is the biggest recipient of U.S. foreign assistance, at $2.8 billion.

The language providing the money was sponsored by Kolbe and Rep. Jack Kingston,
R-Ga., and strongly backed by House GOP Whip Tom DeLay, R-Texas. It underlined
the ideological support Israel has among conservative Republicans and a reluctance
by GOP lawmakers to let Democrats alone lead an election-year effort likely to
please many Jewish voters.

Even so, Rep. Sonny Callahan, R-Ala., said the money was only being provided
because of ``political ramifications.''

He said ``the Israel lobby ... comes to Washington and says we need to take
advantage of this and we need to raise $200 million for Israel.  Vote your
convictions.''

The panel met amid reports that Israel was massing troops and tanks at its border
with the Gaza Strip, two days after 15 Israelis died in the latest Palestinian suicide
bombing.

The money was added to a package of defense and counterterrorism spending for
the remaining five months of the federal fiscal year, bringing its price to $29.4 
billion.
After a day prolonged by House procedural votes and a break to watch a
subcommittee appearance by actress Julia Roberts, completion of the overall bill
was set for next Tuesday.

The initial House version of the measure cost $29.8 billion, about 10 percent over
President Bush's $27.1 billion request. Republicans shrank the bill a bit in an effort 
to
woo conservative support.

The committee also:

-Killed a provision that would have doubled the $2.50 per flight segment tax paid by
airline passengers to help foot federal security costs.

-Put tighter restrictions on $100 million Bush had requested for the Defense
Department to give to U.S. allies in the fight against terrorism. Now, that money could
not be spent without approval of Congress' Appropriations committees.

-Approved by 38-18 a DeLay amendment barring the United States from cooperating
with a permanent international war crimes tribunal that is to start its work in July.

-Voted 32-31 for a provision aimed at pressuring Bush to release $34 million for
overseas family planning programs that he has declined to spend.

Congress approved nonbinding resolutions a week ago expressing support for Israel
following futile administration efforts to forestall any formal congressional 
statements
on the violence in the Middle East.

An effort to add funds for Israel is also likely in the Senate, which is expected to 
write
its own anti-terrorism legislation after the House approves its version, perhaps next
week.

Asked about the extra aid for Israel, White House spokesman Ari Fleischer said,
``We're taking a look at that now. Clearly, the president has supported and does
support aid for Israel.''

Kolbe said the aid to Israel was for the military, though aides later said it was
economic assistance that can be used for security items like police.

He said the money for the Palestinians would be funneled through the U.S. Agency
for International Development, not the Palestinian Authority headed by Yasser Arafat.
Kolbe said the money would go to humanitarian purposes such as providing food,
health care and housing in the West Bank and Gaza Strip.

The overall bill contained $15.8 billion for the Reserves, National Guard and other
defense programs; $5.8 billion to bolster safety at airports, dams, nuclear weapons
plants and other domestic security initiatives; and $5.5 billion to help New York
rebuild from the Sept. 11 attacks.

It also contains $200 million to help the global fight against AIDS, tuberculosis and
malaria.

We're used to swallowing plenty in the cause of image enhancement. Let's see:
lately there's been the Nicole and Robbie are-they-or-aren't-they moment (As If);
Dido continues to feign as much working class attitude as you can muster when
you're called Florian etc; and Naomi had a recent stab at notching up some
intellectual points with that Bill Clinton photo op.

We know the rules back to front. If a person in the public eye is looking a bit short 
on
adult appeal they get themselves nominated Rear of the Year; if they're somewhat
lacking in street cred they take a well-publicised spin round the Notting Hill 
Carnival;
and if they need a bit of an all-round leg-up there's always the walkout with Mick
Jagger.

There are currently more officially recognised strategies for manipulating public
profiles than there are people to take advantage of them and just how far the
publicists and marketing people are prepared to go is anyone's guess. Who's to say
that the whole Kylie bottom fixation wasn't dreamt up at a strategy weekend in the
summer of 2000? What if Madonna's people recommended "a major geographical
relocation, ideally to Europe," back in the mid-90s. ("Memo to senior advisers: see
scope for establishing Madonna as Europe- based mother confessor for visiting
American celebrities.")

However, there is such a thing as an image shift too far and when we get a whiff of
one we tend to be rather unforgiving, as is the case with the attempted sexing up of
Chelsea Clinton.

You know when the celebrity spinners have been thrown a really tough one because
straight off they panic and go in with the big guns. So it was that in January Chelsea
turned up in the front row of the Versace couture show, sandwiched between
Gwyneth Paltrow and Madonna and, despite the makeover, cut the appearance of a
Heat magazine raffle winner. Since then she's been photographed in London with
Sophie Dahl, Destiny's Child, Kevin Spacey and pretty much anyone passing through
who counts as A list and fashionable.

Now the rebranding is supposedly complete with the publication of Vanity Fair's June
issue containing a celebration of Chelsea, the "sex symbol" and "the new JFK Jr" no
less. Chelsea is 22, apparently bright, certainly an Oxford graduate student and the
daughter of an ex-president, but one thing she emphatically ain't is a sex symbol.
This is not to say that she isn't attractive - although if she is then it's in that 
special
way that people claim Camilla Parker Bowles to be, ie, only discernible in the flesh .
But to suggest she is the embodiment of our collective sexual fantasies is a bit like
calling her dad a moral giant.

It may seem harsh to jeer at the new improved Chelsea but what the hell. The rot
has to stop somewhere and when glossies start elevating women to the rank of sex
symbol just because they've got a couple of bodyguards and an "in" with Donatella,
that's when it's time to address the difference between power, connections and sex
appeal.

This one is surprisingly simple. Where men are concerned a liberal amount of power
and connections does magically convert into sex appeal in nine out of 10 cases, with
or without the traditional bonuses of reasonable looks and charm (see Bernie
Ecclestone's success with the opposite sex, or Bill's, for that matter).

Women, on the other hand, can be as well set up as Christina Onassis and still fail to
ignite the necessary interest (you may remember that Christina resorted to paying
her ex for sex - something that not even David Mellor was reduced to). There are, of
course, exceptions, but on the whole you'll find that being boring, pompous, sexually
inadequate and plagued with halitosis is no obstacle to the love of a focused woman,
whereas even the hint of a hairy chin is too much for most male fortune seekers.

In the same way a male sex symbol needs to be attractive but his personality
shouldn't ever be an issue. Female sex symbols, though, have to be fabulously sexy
to both men and women, and therefore gorgeous, and pretty much beyond reproach.
This explains why female sex symbols are in such short supply and Nigella is in such
demand. No one pretends that Gwyneth is a sex symbol (too whiney) or Madonna
(too sinewy) or Victoria Beckham (please). So why, pray, Chelsea? And if the need to
identify a new sex symbol among the ranks of the young, free and spectacularly well
connected is so overwhelming, then of course it has to be Zara Phillips.

(CNN) - Satellite images from the National Oceanic and
Atmospheric
Administration (NOAA) have detected another in an
increasing series of
massive icebergs which has broken off the frozen continent
of Antarctica.

The new iceberg measures roughly 47 miles by 4.6 miles (76
km by 7 km),
or almost ten times the area of Manhattan.

In recent years, the escalating number of massive icebergs
breaking free
from the continent has raised concerns that temperatures
are steadily
warming in the Antarctic region.

Such a trend, which many scientists suspect is an early
sign of global
warming, could have implications for climate changes over
much of the
planet's surface. Also, many in the shipping industry
consider the
development a navigation hazard as icebergs drift northward
and break up.

NOAA monitoring of satellite images from the U.S. Defense
Meteorological
Satellite Program detected the new berg this week on the
edge of the Ross
Ice Shelf, a expansive ice area extending out from the
continent in the
portion of Antarctica closest to New Zealand.

The National Ice Center, a Navy, NOAA and Coast Guard inter-
agency,
tracks the locations of the icebergs, and in recent years
has spotted some
within 1,000 miles of Capetown, South Africa and
Christchurch, New
Zealand.

Icebergs can take years or longer to drift into open water,
a National Ice
Center spokesman said. Some bergs remain grounded near the
Antarctic
coast for decades. Right now C-18 remains close to the
shelf and does not
pose a risk to navigation.

(May 9, 2002 5:14 p.m. EDT) - Life just got more complicated for an 8-year-old
boy and his mother who have had great success battling his mental disorders
with a doctor-approved marijuana therapy.

The youngster's medical condition has improved so dramatically that he can now
attend public school, but school officials won't permit a school nurse to
administer his cannabis capsules and won't let him take the pills himself on
campus, the child's mother said.

"Other kids get their medication," she complained. But the drug her son needs
daily at 1 p.m. must be delivered by her personally, off the school grounds,
she said.

"It makes him feel he's not normal, that he's being treated differently. He
wonders why he's being targeted. He just wants to be normal," she said.

She hopes to persuade school officials to change their minds and allow the
capsules to be given on campus.

The woman, whose name is being withheld to protect the boy's identity, has been
treating her son with medical cannabis for the past year, at home and at the
private school he had been attending.

But in April, they moved. She presented her son's new school with the required
permission slip for students who need medication at school, a form she and the
boy's doctor signed.

The day before the boy was to report to his new school, however, a message left
on the family answering machine informed the mother that her son's recommended
medication could not be administered on campus.

So, she says, she's been forced to drive a round trip of 26 miles each noontime
to remove him from the school grounds, give him his capsules, and return him to
class.

Vicki Barber, superintendent of the El Dorado County Office of Education, said
the state law permits schools to dispense drugs only when they are formally
"prescribed" by a physician. The boy's doctor made a "recommendation," and
there is a difference, Barber added, between a "prescription" and a doctor's
"recommendation."

Because the district has a zero-tolerance policy, students are not permitted to
have in their possession or to self-administer drugs of any kind, she said.


"In little more than a year we have gone from enjoying peace
and the most prosperous economy in our history, to a nation
plunged into war, recession and fear. This is a nation being
transformed before our very eyes."

BOGOTA, Colombia - Six Colombian counternarcotics policemen were fired after
the United States discovered money was missing from a U.S.-funded account
and suspended some aid as a result, officials said Thursday.

The lost funds from the account covering police administrative expenses were
"a significant amount of money," a U.S. Embassy official told The Associated
Press.

The scandal touches a police force that has been a longtime U.S. ally and
recipient of hundreds of millions of dollars of aid in attempts to eradicate
cocaine and heroin in this South American nation.

The official, speaking on customary condition of anonymity, said the U.S.
government has suspended further deposits into the accounts while a criminal
investigation proceeds.

"We are confident that action will be taken against the individuals
involved," the U.S. official said. "When this has happened we anticipate
resuming full support for (antinarcotics police) activities."

U.S. and Colombian officials would not say how much money was missing. A
report in Bogota's El Tiempo newspaper put the figure as high as $2 million.

Counternarcotics police chief Gen. Gustavo Socha confirmed he had fired six
members of his staff Friday after reviewing information passed to him by the
U.S. Embassy.

Socha refused to name the officers or give details on their suspected
activities. "I am not giving out names or responsibilities," he told a news
conference at police headquarters. He said he would not be the fall guy for
the corruption scandal.

"I am not going to resign," he told reporters.

According to El Tiempo, about 30 members of the antinarcotics police are
under investigation. Those already fired included Col. Salvador Gonzalez
Aguilar, a top administrator, and three police majors.

The investigation centers on payments to possibly fictitious suppliers of
goods to the police force, including water, gasoline, vehicles and parts, El
Tiempo reported.

Changes in procedure were being put into place to avoid future problems, the
U.S. official said.

Socha said U.S. deposits into the account were frozen "about a month and a
half" ago. He maintained the suspension was not affecting drug-crop
eradication or interdiction operations under Plan Colombia, President Andres
Pastrana's U.S.-funded drug-fighting initiative.

For example, Socha said police on Wednesday dismantle a slew of jungle drug
laboratories in two regions of the country, including one capable of
producing more than a ton (600 kilograms) of cocaine a week.

Washington has pumped $1.7 billion into Plan Colombia in the past two years,
including aid to the police, army and civilian institutions.

WASHINGTON - In pro football, an adept offensive lineman
tricks his opponent in what is called a "misdirection
play." He blocks his man toward the center; as the defender
pushes back hard, the misdirecting lineman gives way,
seemingly overcome by the counter-charge - as his running
back scoots through the hole near the center left by the
defender.

A misdirection play is under way in the C.I.A.'s all-out
attempt to discredit an account of a suspicious meeting in
Prague a year ago. Mohamed Atta, destined to be the leading
Sept. 11 suicide hijacker, was reported last fall by Czech
intelligence to have met at least once with Saddam
Hussein's espionage chief in the Iraqi Embassy - Ahmed
al-Ani, a spymaster whom the Czechs were keeping under
tight surveillance.

If the report proves accurate, a connection would exist
between Al Qaeda's murder of 3,000 Americans and Iraq's
Saddam. That would clearly be a casus belli, calling for
our immediate military response, separate from the need to
stop a demonstrated mass killer from acquiring nuclear and
germ weapons. Accordingly, high C.I.A. and Justice
officials - worried about exposure of the agency's
inability to conduct covert operations - desperately want
Atta's Saddam connection to be disbelieved.

They are telling favored journalists: Shoot this
troublesome story down. In March, a Washington Post
columnist obliged with: "hard intelligence to support the
Baghdad-bin Laden connection is somewhere between `slim'
and `none.' " In April, Newsweek headlined: "A spy story
tying Saddam to 9-11 is looking very flimsy," and its
Michael Isikoff wrote: "the much touted `Prague connection'
appears to be an intriguing, but embarrassing, mistake."

Everybody jumped aboard the C.I.A. bandwagon. The
Washington Post's Walter Pincus followed up with a "senior
administration official's finding that eliminates a
once-suggested link between the terrorist attacks and the
government of President Saddam Hussein." Time magazine this
week labels the Czech report about Atta "discredited."

The C.I.A.-Justice misdirection is masterly; even White
House staff members have bought the Tenet-Chertoff line
about "serious doubts." The New York Times reported all too
accurately that "a senior Bush administration official
appeared to close the matter, saying F.B.I. and C.I.A.
analysts had firmly concluded that no meeting had
occurred."

Notice how this parade of pooh-poohing never has an
official's name attached to it. Rarely do you see such
skillful manipulation by anonymous sources whose policy
agenda is never revealed to readers.

I carry around a clipping of Atta's movements reported in
The Times of Oct. 26, 2001, attributed to federal law
enforcement officials: "On April 2 he was in Virginia
Beach. He flew to the Czech Republic on April 8 . . . by
April 11, Mr. Atta was back in Florida, renting a car."

Unreported (except on www.edwardjayepstein.com, the Web
site of my unfazed Angletonian friend) is this week's
response to the hidden policy-driven doubters by the Czech
interior minister, Stanislav Gross: "I believe the
counterintelligence services more than journalists." Did
his agents have new information that would cast doubt on
the Atta meeting they reported with Saddam's paymaster and
controller of agents in Prague? He checked with Jeri Ruzek,
his intelligence chief: "The answer was they did not.
Therefore, I consider the matter closed."

Whom do you believe - a responsible official on the scene
speaking on the record, with no ax to grind, or U.S. spooks
who may be covering up a missed signal from Prague about
Sept. 11 and are also fearful of revealing their weakness
in Iraq?

Hard-liners can play this background game, too. A "senior
Bush administration official" not in the protect-Saddam
cabal tells me: "You cannot say the Czech report about a
meeting in 2001 between Atta and the Iraqi is discredited
or disproven in any way. The Czechs stand by it and we're
still in the process of pursuing it and sorting out the
timing and venue. There's no doubt Atta was in Prague in
2000, and a subsequent meeting is at least plausible."

Someday, after Baghdad interrogations and tell-all memoirs,
we'll learn the truth about any Saddam connection with Al
Qaeda. In the meantime, why won't responsible officials
take public stands? In the C.I.A.'s misdirection play,
which way is the running back headed?

May 6, 2002, 12:00 PM PDT (FTW) -- President Hugo Chavez is once again at the helm of the Venezuelan government. He returned to power just two days after he was arrested April 12 in the wake of a coup d’etat organized and perpetrated by political and military opponents. The apparent coup leader, Pedro Carmona, held the office for less than 48 hours. It has been widely reported the U.S. military provided support to anti-Chavez factions during the coup, and State Department and other U.S. officials met with coup organizers in the months and weeks leading to Chavez’s ouster. 

As early as last June, “American military attaches had been in touch with members of the Venezuelan military to examine the possibility of a coup,” wrote Britain’s the Guardian newspaper on April 29. Quoting Wayne Madsen, a former Naval and National Security Agency (NSA) intelligence officer who is now an investigative journalist, the paper reported U.S. Navy ships provided signals intelligence and communications jamming support to the Venezuelan military as the coup against Chavez unfolded.

“The NSA supported the coup using personnel attached to the U.S. Southern Command's Joint Interagency Task Force East (JIATF-E) in Key West, Fla.,” wrote Madsen and Richard M. Bennett on the Intel Briefing website. “NSA's Spanish-language linguists and signals interception operators in Key West; Sabana Seca on Puerto Rico and the Regional Security Operating Center (RSOC) in Medina, Texas also assisted in providing communications intelligence to U.S. military and national command authorities on the progress of the coup d'etat.

”From eastern Colombia, CIA and U.S. contract military personnel, ostensibly used for counter-narcotics operations, stood by to provide logistics support for the leading members of the coup. Their activities were centered at the Marandua airfield and along the border with Venezuela. Patrol aircraft operating from the U.S. Forward Operating Location (FOL) in Manta, Ecuador also provided intelligence support for the military move against Chavez. Additional USN vessels on a training exercise in the Outer Range of the U.S. Navy's Southern Puerto Rican Operating Area also stood by in the event the coup against Chavez faltered, thus requiring a military evacuation of U.S. citizens in Venezuela. The ships included the aircraft carrier USS George Washington and the destroyers USS Barry, Laboon, Mahan, and Arthur W. Radford. Some of the latter vessels reportedly had NSA Direct Support Units aboard to provide additional signals intelligence support to U.S. Special Operations and intelligence personnel deployed on the ground in close co-operation with the Venezuelan Army and along the Colombian side of the border.”



On how he learned of these U.S. coup connections, the intelligence analyst told FTW via e-mail, “It happened by circumstance that I was in attendance at a military banquet in Tysons Corner, near CIA HQ the night the coup took place, and I merely blended in with some of the active and retired contractor officers who were talking freely about what was occurring.” Madsen also has a number of other sources, he said.

Chavez has been a thorn in the side of the Bush Administration since he was first elected. Inspired by Latin American populist hero, Simon Bolivar, Chavez won landslide elections in 1998 and 2000 on a platform of social and economic reform. And in addition to his tenacious anti-poverty stance, Chavez has time and again thumbed his nose at U.S. foreign policy. In his drive to maintain independence, he has established friendly relations with a number of countries who have opposed U.S. interests, including Cuba, Iraq and Libya. Contrary to rhetoric out of Washington, Chavez has never been linked to any terrorist operations anywhere. 

Rather, observers say his alliances are driven by the need for allies in his determined attempts to prevent American corporate interests from determining Venezuelan policies. Chavez’s steadfast goal has been to walk a truly independent path and make Venezuelan independence a reality, along with higher standards of living for his people. If successful, say Chavez advocates, he would threaten U.S. economic control all throughout South America and might prompt other nations to follow suit. It is for this reason primarily that U.S. economic interests wish to see him fail.

Victory in Guatemala

live in peace, they answered: Here, take your dead man, who tried to
discover the truth."

‹Bishop Ríos Montt, head of the Guatemalan Archdiocese's Office of Human

Last June 7 three military men, two of them officers, were convicted in a
Guatemala City courtroom of having participated in a military intelligence
unit's brutal, politically motivated murder‹ "extrajudicial execution" was
the legal term used‹of Bishop Juan Gerardi Conedera, the founder and
director of the Guatemalan Archdiocese's Office of Human Rights (ODHA). A
parish priest was also convicted as an accomplice in the crime. It was a
verdict that most Guatemalans had never expected to hear, at least not yet,
and certainly not in relation to this crime.

Until June 7, no military officer had ever been found guilty and sentenced
to prison in Guatemala for a political murder‹one commissioned and carried
out with the help or acquiescence of a state institution (the military, in
particular)‹even though, over the last quarter-century especially, the
military amassed a record as the hemisphere's greatest violator of its
citizens' human rights, responsible for the murder of as many as 200,000
unarmed civilians. Also unprecedented was the inclusion in the judges'
verdict of an order for a criminal investiga-tion against the likely
"intellectual authors"‹i.e., planners‹of the crime: the commanding officers
of the convicted soldier's military unit, implicated during the trial in
Bishop Gerardi's murder.


For over three years incidents of intimidation and threat marked the
prosecution of the bishop's murderers. Before the trial began over a year
ago, a judge, a government prosecuting attorney, and several key witnesses
had to go into exile; intruders entered the home of Mynor Melgar, the head
of ODHA's legal team, which was helping to prosecute the case, and, in front
of his wife and small children, forced him to kneel on his bathroom floor
with a pistol held to his head, then told him it was just "a warning."
Indeed, the trial's scheduled opening in March 2001 had to be postponed
after two grenades exploded in Judge Yassmín Barrios's backyard. Throughout
the trial, the Public Ministry's prosecuting attorney, Lepoldo Zeissig, his
wife, and his infant child were forced to live like protected witnesses in a
drug lord's case, and, after the verdict, were finally driven by threats to
go into exile. 

Since the trial, the defense has waged an even more relentless campaign in
the press to undermine the verdict. They have accused the judges of
corruption and of having yielded to the pressures of foreign governments,[1]
and have accused the witnesses‹most of them members of the underclass‹ of
having sold their testimony for the supposed financial benefits of exile.
Capitalizing on much of the confused reporting of a complex and largely
circumstantial case, and on the public's cynicism about government
institutions generally, the defense lawyers have succeeded in creating a
climate of popular opinion that could provide sufficient cover to any judge
who might overturn the convictions on appeal.


In 1996, when the thirty-six-year civil war was finally ended by UN-brokered
peace accords, the UN and the EU, along with the US and several
nongovernmental organizations, joined in the enormous task of helping a
traumatized Guatemalan society maintain that peace. They intended to "build
democracy" while participating in the country's debate over how to deal with
human rights crimes of the past.

Successfully bringing the Bishop Gerardi murder case to trial was an
important result of this debate. The new president, Alfonso Portillo, who
took office in January 2001, had promised in his election campaign to
resolve the Gerardi case; however, once he took office he did not even share
with the prosecution the results of his government's internal investigations
into the crime. Nevertheless, he has tried to take credit for the
convictions. However courageous and persistent many Guatemalans‹especially
the young activists of the bishop's ODHA group‹were in pursuing the case,
without the constant monitoring and sometimes direct intrusion of MINUGUA,
the UN peacekeeping mission, and pressure from several foreign governments,
including the United States, it is doubtful that the trial could have taken
