Right on Ron. Frank has worked very hard to overcome the QSL theft problem (both incoming and outgoing). I had a personal experience where there was a date error on a card he received from me and he emailed me to question the error. Now that's service! Frank said he was having many troubles with the mail. I checked my log and see where I had to mail via Registered International mail to get his needed card. That was 23 Feb 2006. I received his card with all QSO's on 4 April 2006. I did include the usual IRC, GS and SAE since I doubt any previous mail arrived at his box. This was after sending the previous QSL's with IRC and GS without a reply over a few years. The address is the same as on QRZ today. FRANK STEINHAUSER BOX 2516 SWAKOPMUND NAMIBIA My note in the log indicates his QSL came via K4RX. The German address appears to be the alternate route as of Feb 2007. I made four direct mailings to V51AS, all complete with IRCs and green stamps. About three years later I received QSLs via the Buro for 8 of 9 QSOs. I'm guessing he gets ripped off at the post office and thus is forced to return QSLs via the Buro. I suppose the volume of mail (and $$$) he gets is well known to the post office, making him a good target. The German mail drop should be a better route than direct mailing. In my experience V51AS does QSL if you can get a card to him. I have a 100 percent return rate from V51AS because I follow a few simple guidelines laid out below. In any case, apparently he now has a QSL drop in Germany. Send your cards to Frank Steinhauser, Schlossstr. 68A, 82140 Olching, Germany and be prepared to wait a bit: this is not a QSL manager, so it may be up to four months before you will hear back from Frank, but it is a reliable route. Frank is a very good QSLer - however he has a problem with mail theft. Don't make your envelope look anything like ham radio, so don't mention callsigns, fold any dollar bills in black paper etc. Even better send recorded. I've received quite a number of band (7) and SSB/CW (wish he'd do rtty!) QSL's direct from V51AS. I've sent a bunch via direct regular airmail but these usually get lost in the system before they reach Frank. I've talked with him via email about his QSL rate and the best means to get my card/SSAE/$$ to him. He's a 100% QSL rate WHEN HE GETS YOUR QSL. Since direct airmail QSL's suffer an almost 100% decimation due to postal theft consider these options: You'd better use the registered route (although that takes about 8 weeks to work its way through the system) - cost will be about $11-12 OR If you are really in a hurry, try the USPS Priority Mail. This is 2-3 days to get there. Unfortunately the cost on this is around $30,00 - but you could consider getting a small group together to bear the expense. Or, via the Bureau. I have received them from Frank via this route as well but it is very long. This has been hashed out many a time on the DX QSL reflector. Yes, he responds to cards. When he gets them. Yes, he has a mail problem. Yes, many have offered to assist him in QSL'ing. Until recently, he declined. Perhaps Frank wants to carry out his own QSLing, as perhaps that's a part of the hobby that he wants to enjoy. Art, I've never had a problem getting cards back from Frank. The BIG problem is, he doesn't get them due to mail theft. He QSLs 100% when he gets them. There is also a theft problem on outgoing mail.
