PANAJI: The run up to the 36th International Film Festival of India, beginning 
here on  November 24, is already tangled in controversy with one of the 
special invitee to the Entertainment Society of Goa (ESG) resigning on the 
grounds that the event management committee has already been pre-determined.

Fashion designer Wendell Rodricks told DNA that the manner in which the 
intimation to special invitees was sent out for the first committee meeting 
held last week – during which five event management committees gave their 
presentations – it was clear that their presence was really not wanted. 

Wendell says he was informed of the meeting a few hours before it was held 
just like the others including artist and cartoonist Mario Miranda, Ranjana 
Salgaocar of the Red Cross and Anju Timblo from Cidade de Goa.

SAFETY  CONSIDERATIONS.  

In any project of public transport,  the first concern of the 
government should be the safety of the traveling public.   We have already 
seen that the former Managing Director of the Konkan Railway Corporation, B. 
Rajaram,  whose brain child the Skybus project was, lied to the government and 
the citizens of Goa about the safety of the project.  He claimed that it was 
an already “tested” and “proven” technology, and that it merely needed the 
approval of the State Government to be implemented.   In hindsight, studying 
some of the documents submitted  by Rajaram, it becomes obvious that he was 
involved in lying and subterfuge – criminal actions for which he should be 
prosecuted.   He made unsubstantiated claims and was himself exposed by the 
tragic accident of September 25, 2004.  In effect, Rajaram perpetrated a 
massive fraud on the people of Goa.

Now comes the proposal  to set up a monorail system in Goa, again on 
unsubstantiated and very doubtful grounds.   It is a shame for the people of 
Goa that they have a government that approves a proposal without first 
studying it very carefully.

What emerges from a cursory study of the various projects is that 
there are a few strong “lobbies” operating in India, some of them headed by 
influential former bureaucrats,  which are jostling for permission to set up 
their (untested) projects in Goa as a first step to having them adopted in 
other cities throughout the country.  They are seeking to make Goa the testing 
ground, the experimental laboratory, for their dubious projects.   
Unfortunately for us Goans, our governments have proven  to be, and are 
continuing to be easy prey for these purveyors of  “Hi-tech”  talk.   

Our Government cannot be trusted to safeguard the interest of the 
citizens of Goa.  We need to awake and come together to demand that our 
government be accountable to the citizens,  and to take us into confidence 
before according  sanction to any project of a public nature.

JURISDICTION.

Mr. B. Rajaram  concedes that  “Basically the Skybus Metro System is a 
modified railway improving the safety parameters; the center of gravity of 
mass carried by wheels is brought closer to the railway wheel-rail guidance 
support point as compared to railway.”Later on in his note, Rajaram states 
that “Since Ministry of Railways do not want to classify Skybus under Railway 
Act, then center has no authority on the safety issue – tramway act under the 
constitution applies and State Govt. becomes the rule making authority, even 
though all the rules are similar to the railway rules only, for the Skybus 
too – because it is a 100% railway technology based system – only improved to 
avoid derailments/and collisions which routinely occur on conventional railway 
systems.”

This is a very clever manipulation of the argument to escape the 
stringent safety precautions which are prescribed in the Indian Railways Act.  
The Tramways Act is less demanding when it comes to safety requirements for  
the system.   Rajaram is placing the onus on the Central Government for not 
classifying the Skybus as a “railway system.”
If, as he so vehemently claims, the Skybus is in fact a railway system, albeit 
with improved safety measures  (which is now disproved with the September 
25th., 2004 accident),   he should pursue the matter with the Central 
Government to have the Skybus accepted as a railway system and brought under 
the Indian Railways Act.   As it is, after the Margao accident, the 
Commissioner for Railway Safety was brought in as the investigating officer, 
and everyone is waiting ( anxiously ) for his report.

The thing that becomes clear is that Rajaram is exploiting the lacunae 
in the Law  to escape the scrutiny which is legally necessary before a system 
is authorized as safe for commercial operations.

The promoters of the Monorail, to whose blandishments Chief Minister 
Rane (and his Transport Minister )  appears to have succumbed  are following 
in the footsteps of Rajaram to have the monorail installed in Goa.

One thing has become strikingly clear to the citizens of Goa  -  that 
is that all these “promoters”  of  mass transport systems are making  Goa a 
testing site for their untested and unproven technologies.   We Goans should 
put a stop to this manipulation.  We have already had the unfortunate 
experience of the Skybus.  We have the River Princess lying  in the most 
prominent tourist location in Goa for over four years.  The Goa Government is 
not capable of having her removed.  The Skybus  hangs its head in shame as a 
failed experiment.   Goans should not allow Goa to become the cemetery for 
failed experiments of over-ambitious  “operators” who want to make their 
fortunes at our cost.

  I  hear  Rene  Barreto  is  currently  in  Toronto  joining  his  old  
friends  from Tanzania in  celebrating that yearly re-union of Tanzanite ,  
where  ex-residents  and  those associated  with Tanzania join  in  joyous 
celebration.

 Having  noted  in  the small  letter  he  sent in  to  the  goans_ tanzanite@ 
yahoo goups, his  suggestion  that  the  ex-Tanzanians, together  with the 
committee celebrating the event  make  a concrete donation by raising money 
for a computer in  in one of the  goan assocs.  there  I  see 
Rene`s  spirit of  positivism and raising  the consciousness of  Goans  as  
usual...  very  much  different  from  that  materialistic  me  
first  attitude that gets  hold  of  many of  us.
  Thanks  to  his  persistence in  promoting the  world-wide Goa Day  
events  when  many  folk poopoohed   the  idea  at first  many  
years,  he  continued  and thanks  to his  efforts many  younger  goans  are

Launched in December 04, the web site talks about humanity and tolerance. It 
showcases a mere mortal’s effort to remind the world that we must live in 
tolerance, in love and in unity. People’s faith is one, they all believe in a 
certain divine force, they just call HIM by a different name, communicate in 
different ways. 

The 2nd edition includes some colour, compared to the previous black and white 
web-site. There is a new section called ‘life’, which compliments two other 
sections in the site, namely ‘humanity’ and ‘spirituality’.  The 
section ‘life’ looks at how we can incorporate ways in our daily lives to rise 
above a lot of obstacles that seem to be part of the world we live in. ‘Life’ 
questions the myth about having to compromise on humanity in order to be 
successful in life. It also encourages the unsung hero who does a lot of 
giving in the world, often taken for granted by those around. Finally it looks 
at how messengers are all around giving us signs on what we seem to be 
forgetting or mission out on.

There is also another section added called ‘media’ wherein on can get access

hand held devices such as PDAs. There are new colour photos added too on the 
site, which we hope will make it visually appealing.

Dears Netgaokars,

It has been gently and graciously pointed out to me by an authoritative
person whom I have known personally for more than two decades that my
analysis of the SAR News report  is **inaccurate and uncharitable** and
that I should check with the CBCI Secretariat before making my comments
public or I would lose credibility and people would laugh at me. I cannot
name the source as I am not authorised to do so. I keep my word. If people
laugh at me, I can live with that. So far they have either supported or
strongly opposed my views...as I have done to their views. I am a believer
in Isaiah's words, I spit you out of my mouth because you are neither hot
nor cold, but lukewarm. No one will honestly accuse me of being
lukewarm...and definitely not on Goanet

 It was pointed out to me that two Bishops could not attend the meeting of
the Commissions of the CBCI at NBCLC [ a place that I am familiar with
having spent six years of my life in Bangalore and having friends in Cooke
Town and Cox Town] because they were away in Rome for the Synod. Only 9x3=27
Bishops of the Latin rite are members of the nine commissions. The balance
95 Diocesan Bishops and auxilliaries are not part of these commissions.
Hence my suggestion that  It should not have been difficult to find nine
committed Bishops among the 122 Bishops  in the CBCI, with a good number of
stand-by Auxilliary Bishops. was *'inaccurate'*. Mea culpa. I accept that
there are only nine Bishops, one each to head each of the nine commissions
of the CBCI. It is just that two could not make it. It is a fact that two
Bishop Chairpersons of the Commissions [ and 18 other Bishops who are part
of the commissions]did not attend. I cannot accept that my comment was
uncharitable. 7 out of 27 is no good attendence by any standard, although it
is better than 7 out of 122. Stating the truth cannot be *uncharitable.*
Where can love/charity lie, except in truth?

There has been no comment/response so far from the Goa Archdiocese on one of
the CBCI Commission's recommendation [according to the said SAR News report]
that  **The laity are to be involved in planning and decision-making process
in the Church and treated as collaborators. Christian leadership in
political and social fields are to be encouraged.** .In fact the DCSJA,
recently re-christened as CJSP or Commission for Social Justice  Peace
without the customary 'Diocesan' prefix, has asked the Goa Government to
involve the public[inclusive of the laity, I presume] in the decision making
process on Mopa Airport, SEZ and Mono-rail projects. I will await for a week
for clarification/elucidation, if any, from the Paco Patriarchal before
posting my views on the Net again. After that most people in Goa will be
busy discussing the Municipal elections [on 23 October, 2005] and the
expected mass conversion [of land] in Taleigao and St.Cruz Assembly
Constiuencies, to be bothered about SEZ and Mopa.

MONORAIL OR SKYBUS  -  THE HIDDEN  AGENDA.

There is more to the controversy about Monorail versus Skybus than 
meets the ordinary eye.   The Rane government’s decision to call 
for ‘Expressions of Interest’ for the construction of a monorail system in 
Goa, without first informing the citizens of Goa about the fate of the Skybus 
project, smacks of  deviousness.

According to the  reports published in the press,  the Commissioner of 
Railway Safety  has submitted his report to the Central Government on the 
accident which befell the Skybus  on its trial run in September 2004.  
However,  intriguingly, the content of this report is not available to the 
Konkan Railway Corporation, which is responsible for the project, and under 
whose supervision the test was conducted.   This is highly suspicious.

Furthermore, we are told that  an “expert committee” has  submitted 
its report to the Union Urban Development Ministry on the technical viability 
of the project. Again, according to KRC’s  Public Relations Officer, Baban 
Ghatge:  “We have received directions to carry out further trails of the 
skybus.  The directions are being implemented.”  According to him, the expert 
committee has submitted its report to the Union Government, but the KRC has no 
details about the findings.

In spite of not knowing what the findings of the expert committee are, 
the KRC is going ahead with the further trials of the Skybus at an additional 
cost  over and above the  Rs. 50 crore  which has already been invested in the 
project so far.   From a purely common sense  point of view this appears to be 
utter stupidity.   To carry on further trials without knowing what the expert 
committee has to say about the cause of the accident which killed one KRC 
engineer and several workers, is highly unprofessional, to say the least.   

We are also informed that these ‘further trials’ are proposed to be 
conducted before the Chairman of the Railway Board comes to Margao, Goa,  to 
preside over the KRC Founder’s Day function on October 15th., 2005.

In the meantime,  the Rane Cabinet has given its approval, in 
principle, to the monorail project, which, we are informed,  will be 
contracted out on the Build, Operate and Transfer  (BOT)  principle.   

This raises many issues of which the citizens of Goa are kept in the 
dark.   In the first place, no explanation has yet been forthcoming of why the 
Skybus crashed on its very first trail run in spite of the exaggerated claim 
that it was a “tested and proven system.” In a letter to the Editor of the 
Times of India,  the father of the Skybus project,  Mr. B. Rajaram,  claimed 
that “With the tested and proven Skybus system, the international metro 
systems are obsolete.”  ! !. In this letter, Mr. B. Rajaram asserted 
that  “the World’s First running Skybus test track at Goa, which Mr. Rajaram 
constructed and conducted the trial  runs, proved all the required safety 
parameters to be of international standard (2004-05).”  ( Note that he uses 
the third person in referring to himself.)   After the accident,  Mr Rajaram,  
who was in Margao at the time of the accident, declared that he would 
personally conduct an enquiry into the accident.   To the commonsense of the 
common man this sounds very much like asking the criminal to conduct the 
prosecution in his own trial.   

To add confusion to the already stupid pronouncements of  B. Rajaram, 
he is quoted by the Press  ( vide http://www.outlookindia.com/pti_print.asp?
id=251704) as saying “We did not anticipate such an accident but we definitely 
designed in a way to prevent it.  To that extent our designing was successful 
as the Skybus remained suspended in the air and did not derail.  However, we 
shall make modifications in the design to ensure that the bogey does not 
oscillate more than it should.”   Can anyone make any sense of this 
statement?   Or is Mr. Rajaram  ready to be consigned to an appropriate 
institution of mental health care.?   

As further proof of his incoherence,  Mr. Rajaram,  in responding to a 
report on the accident,  has written :  “By Physics, the coach  should not 
have hit the column, even at the speed of 50 kmph because by design enough 
clearances are provided for centrifugal action.  ……   But the coach  has hit.  
Hence we do not have any other explanation other than, what  has been brought 
out.”Are we dealing here with a sane person, or what ?  

It might be  useful, at this point, to remind ourselves that Mr. B. 
Rajaram, then Managing Director of Konkan Railway Corporation Ltd. was 
dealing  with a Chief Minister in Goa who was a graduate of the IIT, Mumbai.   
Is it possible that these two technocrats were communicating in some esoteric

Hi Vivian and others,

Perhaps you-all missed my post (written shortly after Wendell's plea) on 
goanet.  My suggestion is what Mahatma Gandhi would likely have done.  No 
speeches, no letter writing, no posts.  Just ACTION.

I had suggested EVERY Sunday, at 2:00 PM, Goans led by Wendell and / or 
Margaret and other leaders lead a MORCHA to Government house in Panaji till the 
problem is solved.  The same is repeated in every village that has the problem. 
 In villages where there are tourist hotels, the morcha proceeds on to the 
tourist hotels FOR A ONE HOUR SIT-IN.  Soon help will be on its way!  

To date, I have not seen any response / action to my suggestion.  Just more 
posts.  The action plan suggested has NO COST, just coordination, participation 
and leadership.

countless others who are fighting the battle to control the garbage situation 
in our beautiful Goa. We need help, from everyone.  Goans in Goa and the Goan 
diaspora.

The Goa government has disingenously, passed the buck as far as garbage 
disposal is concerned to Panchayats and Municipalities without giving them the 
wherewithall to do it.   As a consequence the Panchayats especially, who are 
made up mostly of not so educated politicians, have in turn passed the buck on 
to private contractors to pick up garbage and dispose itand dispose it they 
do by the side of the road and in areas less frequented, with scant concern for 
health and the outbreak of disease.

How can we invite tourists to Goa when Goa is a stinking garbage pile ?  Before 
we get the International Film Festival of India and a new International 
airport, we need the basics, and that is basic hygiene in Goa, garbage 
disposal, toilets etc.

Panaji, Oct 9: Mayem lake situated in the North Goa hitherto less
known amongst the tourists will now get the much-needed attention. The
Goa Tourism Development Corporation on Sunday held special programme
to attract attention towards this tourist spot.

The lake situated just four kilometres away from Bicholim town was
lesser visited by the tourists. The Mayem Residency, hotel owned by
GTDC, also had less than 50 per cent occupancy.

We are trying to give importance to the lesser known tourist
destinations, specially those situated in the hinterland,'' stated
GTDC managing director Elvis Gomes.

Special function organised to promote Mayem lake and aptly titled ya
ya mayan ya was kicked open by local MLA Harish Zantye. Zantye, who
owes his political affiliation to ruling Congress party, assured of a
grant of Rs 3 crore for the development of this lake.

There is no dearth of money. We have to chalk out plans to popularise
lesser known tourist spots, he said.

Frankfins, an institute imparting training in tours and travels, had
sponsored the programme. A fashion show by Frankfins students, boat
race were the highlight of the day.

Right now we have around 50 per cent occupancy in Mayem residency. We
expect the occupancy to rise in the coming days. Right now all the
rooms in Mayem residency are full,''  said an elated Gomes.

The GTDC which has 13 hotels all around the state now intends to
popularise hinterland tourism amongst its clientels -- domestic
tourists. We have shown enough of beaches. Now its time to show our
nature,'' said Gomes.

Besides planning sight seeing, the GTDC has also offered honeymoon
packages in these hotels. ``Not only the domestic or foreign tourists,
we want local Goans to stay in our hotels and feel Goa,''  added
Gomes.

The data compiled by Thomas Stephen Konknni Kendr throws up some interesting
details. Eighteen years after Konkani in devanagri script was declared as
the Official Language of Goa state, it can boast of only 02 monthly
newsmagazines with one more published in Belgaum, Karnataka. In contrast
there are 04 monthly newsmagazines in Romi Konkani, which is not official
tender in Goa..

 While the Devanagari daily newspaper[ Sunaparant] has a paid circulation of
less than 1000 copies[ about 125 copies sold by Varsha newspaper and book
stall, Panaji] the Romi Konkani weekly [ V.IXTT] has a paid subscriber list
of 10,640 copies [ about 1500 copies per day of the week]. This is no
reflection of the editorial content, layout and other characteristics of the
publication...just about the comfort level of the readership after more than
a decade of teaching the subject compulsorily in devanagari script primary
schools, and as an optional subject prior to that.

In Kannada script and Roman script there are a number of Parish
bulletins across the Konkan, comparable in size and quality to regular
journals.
   Perso-Arabic script  periodicals are published by Konkani speaking
Navayat Muslim community of Bhatkal,   Karnataka.

DP is one of the youngsters at the GNU/Linux Free Software and Open
Source network in Goa. His blog is out there [1] and already has been
mentioned in these fora. 

It is a nice -- if informal and offbeat -- record of what's happening
there at the GU MCA (Goa University, Master of Computer Applications)
classes, even if a one person's very personalised point of view. A prof
at the Goa Univ was mentioning it to me at Exhibition of Computers and
Allied Products (largely positively), and I thought, hey this is great.

Technology allowing students to actually make a point. When DP wrote a
more-than-frank evaluation of ECAP2005 (and specifically the ILUG-Goa
participation there), it drew the attention of quite a few people.

Recently, I got into blogging specifically about the theme of
NGOs/non-profits/civil society and FLOSS [2] for the TacticalTech.org
network [3].

Then, I chanced upon the FOSS.in [4] aggregater of blogs [5]. A brief
email saw my blog linked up there.

Today, when I wanted to say a thank you to a young student who fixed my
software upgrade, Derek Cordeiro (for his work yesterday), I ran into
his [6] blog. It talks about autism, Bin Laden, VOIP and... even love! 

Just posted a suggestion to Free Software enthusiasts in Goa to go in
for their own blogs, and bring everything together by setting up a
Planet or Atom or whatever to aggregate all the postings. 

For instance, I would love to keep in touch with Prof George Easaw and
what's happening on the Free Software-in-education front. Or, with
Augusto F. Fernandes' explorations on the Free Software-in-music theme.

Our friends out of Goa, like Ajay Cuncolienkar, B2, Yunus and Arvind
Clement, could tell us about what's happening in the world of work in
Hyderabad/US, Mumbai, and the Gulf. Or wherever they are currently
located

The tourist season has begun in Goa with a trickle. It promises to see a
boom around the Christmas and new year festivities. More chartered tourist
flights are expected. The number of tourists from Slavic and Scandinavian
countries is likely to increase. Tourists from Israel comprise a large section
with background of active Military service. Goa has also appeared on the
American naval map after the joint exercises with the Indian Navy. It is
an open secret that the government turns a blind eye to verify the
antecedents of the foreigners who carry out trade or business in the tourism
areas. A Norwegian model was deported from the country by the Mumbai
police some months ago. They had maintained surveillance on this item girl
and acted only after verifying the fact that she did not have a business visa.

It would be a challenge for the local foreigners branch to come down heavily
on all those foreigners who still carry business illegally in Goa on a tourist
visa. The locals rise in protest against them only when their economic
interests clash. Otherwise there is a tacit understanding between the
foreigners and the locals. The state government and the village panchayats
in the coastal tourist belt don't have stringent rules to prohibit any illegal
nexus between the foreigners and the locals to carry out any kind of business.
The Nigerian citizens' involvement in the drugs scene is just a tip of the 
iceberg.
It points out to the complexity of the international drug trade and the 
links which

the international drug mafia has managed to establish with Goa to cater to the
growing needs of the tourism industry. The drug trade is boosted by the 
rave party

business. The rave parties are not simple musical evenings.

Psychoactive dance drugs are required for experiencing the psychedelic 
music.
The entry of Rohypnol is another factor which needs to be looked into. It 
is listed
abroad as date rape drug. More worrisome is the possibility of the entry 
of the

notorious Russian mafia which deals in almost everything. Its involvement in
international antique smuggling can not be ruled out. As a former Portuguese
colony, Goa is a proven haven for antique smugglers. But very little has been
done by the state government and the ASI to enforce the antiquities act, 1972.
It is going to be a complex and peculiar tourist crowd in Goa which invites a
detail risk perception and threat analysis. Tourism in Goa shed its innocence
decades ago. The industry is crying for better and modern infrastructure, 
improved

sanitation and cleanliness.

But it is equally important for the state and central government to focus 
seriously
on the security angle. It has to be considered as a miracle that so far Goa 
has
not been hit by a terrorist attack in the tourism belt. What is the risk 
and threat

perception of the local and national intelligence agencies in this regard? At
micro level what surveillance and pre-emptive steps have been planned? The
Mumbai Police had not considered it necessary to intimate the local police 
when
they had arrested notorious international criminal Charles Sobhraj at 
Porvorim.

But the crime scene has undergone a transformation after that incident. Global
terrorism has emerged as the biggest headache for the law and order machinery,
uniformly from New York to London and Madrid to Bali. The terrorists don't 
need
any excuse or reason to target a particular area and kill innocent people. 
Already

genuine fears and apprehensions have been expressed after the recent bombing
incident in Bali, Indonesia. Bali and Goa have many things in common. The most
important factor is the psychedelic music scene. Foreign DJs from Goa are 
known
to visit Bali and vice versa. A simple sample monitoring of the Internet 
websites

would reveal the nature of this traffic.

The state government needs to engage security and anti terrorism experts to 
build
several possible and plausible worst case scenarios which could affect the 
tourism
industry. On the basis of risk and threat perception the surveillance can 
be improved
and any attempt to create a problem in Goa can be nipped in the bud. The 
Italian
government has recently enforced a law which makes it mandatory for any 
foreigner
to provide full information before use of Internet is permitted. The owners 
of such

communication facilities have been instructed to keep complete records of the
websites visited by the foreigners. Although foreigners have protested 
against such
a measure

I have been following the Yes's and No's for the Manohar Parrikar style
IFFI - 2005 splash for the City of Panjim, and I have decided to break my
silence over this issue after your report, published on 10/10/05 captioned
WENDEL CANNOT DECIDE FOR PANJIMITES, says Furtado

There are three angles to this report. One being a political angle from NCP'
s Surendra Furtado; two- the angle portrayed by an amateur film-maker Shamir
Deniz and three, the level headed angle coming from Patricia Pinto.

Before I go any further, my vote goes to Patricia Pinto to the extent of 99
per cent. The remaining 1 per cent goes to Shamir Deniz.

Let me start by saying that in the Indian context, the word 'Festival' is a
total misnomer in the context of the film festival. In the future, this
event should be called Film Bazaar instead of  Film Festival, in India.
Politicians like Manohar Parrikar and half-baked politicians like Surendra
Furtado cannot be blamed entirely for wanting to promote a 'funkat mela'
like Patricia loves to call it. No matter how much one tried to explain
things to politicians and half-bake politicians, all they will understand is
that the vessel is empty, and it needs to be filled  and filled pronto. with
votes.  And  happenstances like film festivals are looked upon as
providence. As the saying goes, empty vessels make maximum sound, this is
true in the case of Surendra Furtado.

Coming to Shamir Deniz, it is fair to understand his concern, being a part
of the industry. If he did not opt for off the street melas and  gardens and
secluded spots, he could have been branded as hair-brained. But his
assessment of Wendell is certainly wanting. Cannot blame him though, for he
has yet to get into real exposure mode,  in the sense that he needs to get
out of the kitchen, some.

I need not go into the merits of what Patricia has said. Only thing I can
say is that she has a level head on her shoulders.

In  the making of the last Film Festival, Manohar Parrikar flopped, and
flopped badly. The very first thing he absorbed about the film festival is
the word 'festival' and went on to make the best of it, even to the extent
of trying to better the Carnaval celebrations. The reasons for this is
very obvious and is based in his being a Kattar RSS jombie. Anything that
reminds of the 'Portuguese' must go, is the mentality. So he went ahead and
messed up Panjim city and got himself booted out, in the bargain. It was as
expected. But  what he promoted as a film festival  was far from any real
film Festival

In a film festival, you are supposed to sign filmy deals, buy and sell films
internationally, promote new talents,  sign for dubbing rights etc etc, the
list is long. This is the real essence of a film festival. In fact, it is a
film bazaar. I happened to be in Venice (Italy) a long time ago (1973 or so)
during the film festival. Proper 'Venice' and a little far removed 'Lido'
were the venues. And I had the opportunity of meeting and lunching with
Shashi Kapoor , Simi Greval of 'Sidartha' and a host of Indian producers and
directors (of Calcutta 71 etc) on board my ship as guests. I have been in
Cannes during a film festival. And it is just a routine. People who deal
with films get together, like or dislike films, buy or sell films and make a
little merry on the sidelines in the call of duty and finito, the end. Where
is the mela, the chaos? IFFI 2004 has not sold a single Indian film, if I am
not mistaken. They transacted everything else, even to the extent of wiping
out Goa's treasury but didn't sell a single film. Is this what Furtado
understands about a film festival??

This is exactly what Wendell and Patricia are talking about. Let it be a
film bazaar that film festival is all about. And Shamir and Furtado and the
hair-brained many others who prefer to talk about the film festival
knowingly can have their festivals they know about and like so much, at some
other time until they are flushed with it, whether paid or funkat.

And, why blame Manohar Parrikar, Surendra Furtado and Shamir Deniz only? I
wonder if  Pratapsing Rane and his chosen deputy Sanjit Rodrigues know any
better what a film festival is all about, either.

And, people who do not know how to take care of their own garbage and/or who
think that rivers (Mapusa river) are the receptacles of garbage,  have no
right to handle any festivals,  far less Film Festivals.

Dear Friends,

Here is a personal experience, as well as a moment of national pride,
which I want to share with you. Hope you find it worth the time you put
in reading it :

In the middle of 1965 India-Pakistan  war, US govt - then a close
friend of Pakistan - threatened India  with stopping food-aid (remember
PL-480?). For a food deficient India this threat was serious and
humiliating. So much so that in  the middle of war, Prime Minister
(Late) Lal Bahadur Shastri went to  Ram Leela Grounds in Delhi and
appealed to each Indian to observe one-meal-fast every week to answer
the American threat. As a school boy, I joined those millions who
responded to Shastri ji's call. I continued the fast even when the war
was over and India became self sufficient in food. Hurt deep by the
national humiliation suffered at the hands of the US govt, I had vowed
to stop my weekly fast only when India starts giving aid to USA.

It took just 40 years. Last week THE day arrived. When Indian ambassador
in Washington DC handed over a cheque of US$ 50 million to the US govt,
two plane loads of food, medical aid and other relief materials were
waiting to fly to the USA. Time to break the fast? With no bad feeling
about the USA, and good wishes for the Katrina victims, this humble
Indian feels  proud of the distance India has covered in 40 years. Let's
celebrate a New India!

heaven's sake, do something.  Get a signature campaign
going, write to the rotten politicians in Goa, write
to the Press in Goa, get people's attention to what is
happening in Goa.
You cannot be Proud to be a Goan if Goa is one big
garbage dump !  What will you be proud of ?

Under the circumstances, what could he have done?
As pointed out by M.J. Akbar, the editor of Asian Age in a recent issue of the
paper, he could have:
1) Asked for time and stated that he would act on his return to New Delhi or, at
the very least, until the next morning instead of signing the Proclamation in
indecent haste at the unearthly hour of 3 a.m. in Moscow!
2) Refer the recommendation to the Supreme Court for a legal opinion on its
contitutionality - as provided in the Constitution itself (this would have
avoided the embarassment of having the action eventually declared as
unconstitutional.)
3) Returned the recommendation to the Cabinet for reconsideration (which he is
also entitled to do under the Constitution.
It is therefore not true that the President was left with no alternative in
this unsavory episode.

The implementation of skybus project, an ambitious and innovative
venture of the Konkan Railway (K R) may be delayed by an year with the
experts committee, set up by the Union Urban Development Ministry to
study its feasibility, recommending more test trials be conducted.

The technology, a dream project of former Konkan Railway Managing
Director B Rajaram, had been successfully demonstrated in a test track
at Madgaon in Goa last year.

Speaking at a meet-the-press programme, organised by the Mumbai
Marathi Patrakar Sangh, Mr Rajaram's successor K K Gokhale said the
committee has stated that the skybus project is a positive working
technology. However, it requires more testing for passenger safety.

''The experts committee has also suggested that the Centre provide
adequate funds to the K R to enable it undertake the test trials and
upgrade the project infrastructure'', Dr Gokhale informed.

He said the 15 year agreement between the railways and four states of
Maharashtra, Goa, Karnataka and Kerala for the implementation of the
Konkan railway project has ended in June this year.

''Talks are on at the ministry level whether to continue with the same
model of Konkan railway or whether to convert its losses into equity
or merge K R with the Indian railways'', Dr Gokhale said adding that
nothing has been decided as yet, but different options are being
discussed.

A top Malaysian company is all geared up to begin negotiations with Indian
authorities for the construction of world's first ever 'Skybus Metro' in
Hyderabad, after a techno-feasibility study early next month.

Feasibility studies which began last month would conclude on November 5 and
negotiations for construction of Skybus are expected to begin in January next
year and it could become a reality by 2008, sources in Doxport Technologies
said.

The Malaysian company is working on the modalities of the 20 km
Uppal-Mehdipatnam stretch in Hyderabad city along with Konkan Railways, its
technology partner, they said adding that the project will be on a
build-operate-transfer basis.

Unveiling a plaque of the pilot skybus project, the Malaysian company Doxport
Technologies, contracted by Konkan Railway to globally promote the concept, said
the skybus mode of transport was the cheapest available and would cost around 50
paise per km.

Sky Bus Metro is a modified railway system, where light weight coaches suspended
over rails, travel below rail guides and are constructed using modern
pre-fabricated construction technologies.

The company's chairman Abdul Azim bin Mohd Zabidi said in Hyderabad that the
suspended coaches could carry up to 900 passengers every 40 seconds in each
direction catering to a traffic requirement of 81,000 passengers per hour per
direction.

Company Managing Director T Sivalingam said the complete ICT system for the
Sky-Bus was developed by them. This is a complete package which we can in
future market to other nations.

The consortium led by Doxport helped Indian technocrat and then Konkan Railway
chief B Rajaraman to realise his 'dream concept of Skybus,' and it first became
operational in Goa.

Doxport Software India Pvt Ltd, the Indian arm of the company, was instrumental
in the conceptualisation, design, provisioning and implementation of the entire
ICT control system at the pilot track in Goa, Sivalingam said.

The hardware expertise was provided by another Malaysian company Kompakar Inc,
he added. Sivalingam said that the project needed lower capital costs, shorter
time to be put up, noise and pollution free and requiring least urban land
space.

A Sky Bus can be completed in less than two years while metro takes 5-7 years to
complete, he said. The space on top of the track called the Skyway and the
space within the station create new and unique commercial space in an already
congested area generating additional income.

He said a typical roll out would cost 50 per cent less than any existing metro
rail system.

Chinchinim UAE Exchange down Calangute


DUBAI — Sandip Krishna fired two goals in the
second-half to steer Chinchinim UAE Exchange to a 2-0
victory over Calangute in the All Goa inter-village
football tournament at the Iranian Club on Friday. 

Chinchinim UAE Exchange, the runners-up last year,
were cheered on by a partisan crowd but were kept at
bay in first half-half through some brilliant saves by
Calangute keeper, Warren De Souza.

Chinchinim, however, changed their tactics on
resumption giving the opposing defence a lot of
worrying moments. It came as no surprise when Sandip
struck the opener with a fine effort. Chinchinim’s
new-found energy was again rewarded with the second
goal following Sandip’s shot which deflected off a
defender a few minutes from the end of the match.

Calangute’s keeper, Warren De Souza, was named Man of
the Match by Nelson Silveira, chairman of the
tournament committee.

In the second match, Vanxim Divar pipped Morjim by a
solitary goal scored by Noel. The two sides were
deadlocked goalless in the first-half but Noel’s late
strike earned his side the full points. Marwyn D’Souza
of Morjim won the Man of the Match award which was
presented to him by Mohammed, the manager of Iranian
Club.

F.C.Siolim, SFX Old Goa score easy wins
 
DUBAI — SFX Old Goa and F.C.Siolim (North Tours)
registered convincing victories in the All Goa
inter-village football tournament being held at the
Iranian Club on Saturday. 
In the first match, SFX Old Goa defeated Zuari by two
goals to one. Joaquim, Edwin and Ashok combined well
for SFX Old Goa and their efforts paid off when
Joaquim scored in the 10th minute of the game from a
cross by Edwin.

Zuari fought back hard for the equaliser but the SFX
Old Goa defence held tight until a penalty was awarded
to Zuari. Baptist Miranda scored the equaliser.
However, in the seond half, Peter Fernandes scored for
SFX Old Goa to clinch the match. Ashok Saterdekar of
SFX Old Goa was adjudged Man of the Match and the
trophy was presented by Franco Govea, tournament medic
and coach of Vanxim Divar.

In the second match favorites F.C.Siolim blanked
Fatorda Jebel Ali Hotel by a solitary goal. Although
F.C.Siolim controlled the game they could not open the
score sheet. Evan’s penalty was brilliantly saved by
Fatorda goalkeeper Sebastian. But the missed penalty
did not dampen the spirits of F.C.Siolim who fought
hard and in the 15th minute of the game, Anthony
Fernandes (Antulo) scored for F.C. Siolim.

Antulo has been awarded the Man of the Match Award by
Nelson Silveira, manager of Vanxim Divar and also the
sponsor of Man of the Match award for all matches.

 In Goa water is supplied by the Public Works Department and NOT
 Municipality.  In some areas water was supplied 24 hours, particularly Rural
 Water Supply areas like Tuem in Pernem.

[Goanet] Lusofonia supplements Goa, Damão and Diu Culture

Lusofonic countries extend from the East to West of
this globe. 

This year's fest saw thousands of visitors at the
precints of the Carmo Church in Macau. 

From music provided by rap group called Da Weasel,
Terrakota and dance by the supple samba girls.  Our
own Goencho Dança and Cantar groups regaled with songs
such as Canção de Niz Goencar, Dekni and creoled Damão
and Diu songs viz Rio Sandalcalo and Diwan da Mográ. 

Gastronomic delights were in plenty besides the
caipirinha and amchem caju feni for taste.

The three days of Lusofonia fest was truly colourful
and friendly unlike the Tomatina thingies from Spain.
