to statistics released by the Labour Bureau on Tuesday. Goa, Kerala Bihar
and West Bengal were among the states with high unemployment while Gujarat,
Chhattisgarh, Rajasthan and Punjab were among the states with low
unemployment.

Labour Bureau covered 81,000 rural households and 47,000 urban households.
It used the 'Usual Principal Status' - the majority of time in a one-year
reference period - as its definition of employment.

The labour bureau's data once again points to a crisis in female
employment. While official unemployment in India is lower than in the
developed world, female labour force participation rates are extremely low.
Only 17.9 per cent of women in urban areas are in the labour force as
against 73.3 percent of men. Despite such low labour force participation
among women, the rate of female urban unemployment is as high as 12.5
percent as against 3.4 percent for urban males.

Himachal Pradesh, Sikkim, Meghalaya, Chhattisgarh and Andhra Pradesh have
high female labour force participation, while the northern states - Punjab,
Haryana, Jammu  Kashmir, Uttar Pradesh, Delhi and
Uttarakhandhttp://timesofindia.indiatimes.com/topic/Uttarakhand -
have the lowest female labour force participation.

The survey found that socially disadvantaged groups like scheduled castes,
scheduled tribes and other backward classes had a lower unemployment rate
than the general category. Almost half of the employed are self-employed
and a further third work as casual labour.
The primary sector - agriculture, forestry, fishing and mining - is still
the biggest employer in India.

As far as the referenced article is concerned, I wonder why the former PM's 
medical details ESP wrt his knees are mentioned (even though they are part of 
the public record). Did that present a problem for the governance of the 
country?

Wrt his enjoyment of a whiff or two of Scotch . So what? Did that ever 
endanger the country ?

Personally, I am happy that India had Mr. Vajpayee and not his hawkish compadre 
at the helm.

Does any reasonable and sensible individual believe that IF Mr Vajpayee was

 kidney. A taste for fried food and fatty sweets plays havoc with his
 cholesterol. He takes a three-hour snooze every afternoon on doctor's orders
 and is given to interminable silences, indecipherable ramblings and, not
 infrequently, falling asleep in meetings. 
 
 Atal Behari Vajpayee, then, would be an unusual candidate to control a
 nuclear arsenal. But for four years the Indian Prime Minister's
 grandfatherly hands have held the subcontinent back from tumbling into war.
 Despite the fact that he heads the pro-Hindu Bharatiya Janata Party (BJP), a
 constituency stuffed with extremists, Vajpayee has ambitiously pursued peace
 with neighbor and rival Pakistan, even traveling to the Pakistani cultural
 capital of Lahore in 1999, vainly hoping to bury the bloody animus of the
 past and start an era of good feelings. 
 
 With 1 million soldiers facing each other at high alert on the
 India-Pakistan border, those days seem long ago. At the same dangerous time,
 Vajpayee's stewardship is looking less and less comforting. The frail
 bachelor seems shaky and lost, less an aging sage than an ordinary old man.
 He forgets names, even of longtime colleague and current Foreign Minister
 Jaswant Singh, and during several recent meetings he appeared confused and
 inattentive. After a meeting with a Western Foreign Minister, his appearance
 was described by one attending diplomat as half dead. At a rare press
 conference last month in Srinagar, the Prime Minister tottered to the
 podium. Indian TV crews are asked to film him from the waist up to avoid
 showing his shuffling gait to find he had trouble understanding questions,
 repeatedly relying on whispered prompts from Home Minister Lal Krishna
 Advani. Even then Vajpayee stumbled over his replies. He is very alert when
 he is functional, says one BJP worker. But there are very few hours like
 that. Adds one Western diplomat: We have a lot of conversations about his
 health. Some of his mannerisms come down to his personal style. But some of
 it is definitely spacey stuff. 
 
 While no one questions that key decisions on national security and foreign
 policy are still made by Vajpayee, the focus is now turning to the two men
 behind the throne: Vajpayee's low-key National Security Adviser Brajesh
 Mishra, and Vajpayee's hard-line BJP colleague of 50 years, 72-year-old
 Advani. The consensus among observers and diplomats is that the hawkish
 Advani is preparing to succeed Vajpayee at the next national elections due
 by late 2004. There is no doubt he is the Prime Minister in waiting,
 remarks a diplomat. 
 
 In the meantime, Vajpayee has undergone a sudden conversion from peacemaker
 to warmonger primarily in response to political pressures. This year's
 standoff on the border shows the dovish Prime Minister has accepted the
 argument that war or the threat of it works. In comments that set off alarm
 bells around the world, Vajpayee last month spoke twice of an impending
 decisive battle

[Goanet] Pilgao panchayat bans mining transport during monsoon

BICHOLIM: The Pilgao Gram Sabha on Sunday amid chaos and confusion
unanimously resolved that they would not allow mining firm to operate in
the village during the monsoon season.

The Pilgao Gram Sabha was held on Sunday which was attended by about 100
people from the village. The meeting was specially called to discuss the
issue of mining in the village. During the meeting the people along with
the panch members had a long discussion over the issue and many demanded
that the operation, especially the transport of mining trucks should be
banned during the monsoon season.

It my be stated that Pilgao village which also consists of Sarmanas there
is heavy flow of mining traffic and several people traveling towards
Sarmanas face problem of dust pollution because of the mining transport.
During rainy season it almost becomes impossible to travel on the road by
two wheelers.

The people sighting several examples demanded that all the transport should
be banned during monsoon and relieve the commuters. Some of the truck
owners who were also present for the meeting raised strong objection over
this and asked the panchayat not to take one sided decision. We depend
entirely upon the transport and we are already running into loss and if
such decisions are taken than if will only worsen our situation a truck
owner told expressing his strong opposition for banning of the mining.

At this point the mob became furious and told that all cannot suffer just
for the benefit of few.
Another person from the village told the panchayat to take the decision
only after consulting some legao follow the rules. As the situation was
going out of control a panch, Anil Naik tried to pacify the mob and told
that he has given a list of demands to the mining company and if they
accept atleast four demands than they could allow the transport.

This was strongly opposed by the people and also the other panch members.
Later it was unanimously resolved not to allow the mining transport in
Pilgao till 15th September. The issues of sand extraction, gutter system
and other issues also came up for discussion.

water enriched with maganese. For the time being do not spoil the parivartan 
fever in Goa by making such embarassing disclosures. Who says mining is going 
on. Uncle Parrikar has stopped everything. Are you not aware of the sob stories 
televised about truck owners being driven to suicide? Goans are enjoying the

free allowances he enjoys have any relations to the people he represents
and whether he has ever refrained from taking benefits in sympathy for the
people  or because he is well to do and does not depend on this largess and

1) There are lots of people here who witnessed Turnbull's speach at the G.I.  I 
will leave it to those who did, to comment on what they remember. While I 
probably heard his speech, I was all of one year old and cannot remember a 
thing.

2) I am not to sure what the divisions in Kenya were. By the time I started 
making sports trips to Kenya, 20 years after independence, I did not notice any 
among the Goan sportsmen/women of my age group.

3) The Goans in Tz had only one division, as far as I know. After independence 
the Institutes allowed all professions to become members. 

4) In my personal observations, the coastal Goans i.e. Mombasa, Tanga, Dar and 
Zanzibar always seemed much warmer than those who lived in the interior, who 
were usually richer and less fun.

Your cordial invitation to the viewing of The Documentary by The Histories of 
British-Goans project is acknowledged and placed on our mantle piece together 
with others received for this month.

As you will be aware when Africa was being carved up by the Europeans be it 
British East Africa, German Tanganyika, Italian Somali land, Portuguese 
Mozambique and Angola or Dutch South Africa to name a few, our scholarly elders 
played a key part like glue keeping the administrative structures 
together. In Kenya the Karanis (clerks) were highly respected or top shots in 
today's world but there was always a Bwana Kuba (the boss who was white 
European) and to the African he would be known as Bwana Kuba Kabisa (the big 
big boss). Mervyn Lobo, in goanet issue 606, Vol 7, Message 2, has kindly 
uploaded an example of this.

Your project has brought home to us just how lucky we both are as we do not 
have any uncomfortable memories of Kenya and feel truly blessed and 
appreciative to our parents for giving us the best start in life there. We feel 
sure our families would not have stuck life there for twenty years if it had 
been 
unbearable. Gut instincts and the magnetic compass would have steered them on 
to greener pastures. The reality is our parents put together three 
successful homes in three different continents!

Although we were not there at the time, the recent viewings on U-tube indicate 
some statements that do not sound right to us and we suggest that, as Project 
Manager, you use the question and answer session to verify these with academics 
in the audience thus giving an opportunity, if necessary, to make 
amendments for the polished version before it is placed on record with the 
British Library. We second Roland Francis's suggestion about The Documentary 
being fit enough for nomination to international short film contests and 
exhibitions. To start with you may wish to contact the British Film Institute 
(BFI) in 
London and also our own people in India for the annual IFFI festival held in 
Goa but please get it corrected first, happy to discuss.

Hope your intellectual injection into the festival is justly rewarded with a 
full house that do not wander off to the pullao and sorpotel stall or prefer to 
spend 
their time chilling out and catching up on gossip. You need not be nervous as 
your fully trained volunteers should be on hand and all you have to do is 
follow the British motto Keep Calm and Carry On. If all else fails, have a 
glass of Santogen wine by your side, historically, this has been known as a 
good 
tonic to calm nerves. 

It would indeed be good to meet but please accept our apologies as we have 
stopped attending this once great Goan festival that used to be a window on 
Goa and the pride of every stall holder who showcased their village and 
talents. Our community came to meet and greet, came happy and left happier. 
Today we do not have the same community spirit we once had and also we do not 
feel that the current Goan Association UK is a community organisation 
any more representing us in the United Kingdom. 

We look forward to viewing the uploaded polished version on U-tube, along with 
our worldwide goanet community, over a glass of chilled Rose wine.

It is not surprising at this stage that Lal K.Advani is showing concerns
for Modi. It was no secret that earlier he saw him as an obstruction, a
competitor for his life long ambitions for the post of P.M. He has now
turned around from hibernation, backing the dark horse and showed that he
is  not  in the race, notwithstanding his age and dwindling support from
his mentors. It now appears that he has finally saw the writing on the wall
to show discrete, indirect support   through the  tweet.  Is this a subtle
game to displace those ,who tried to block his life long  aspirations? Why
Advani is suddenly batting for Modi.  Narendra Modi is way ahead of Shusma
 and Arun Jaitely, who are are light weights in comparison They do not have
an pan India image and acceptance. Their importance and standing in the
party is localised., no matter how tall they are projected. They were
perhaps secretly rejoicing that their time is come on the National scene.
They have tried to nudge L.K.Advani out of reckoning covertly and
obliquely. Every one has a past, however distasteful it may be. But the
past alone cannot be a barometer of hindrance to forward looking. The
greatest charge against N.Modi is that he has not even expressed remorse
against the carnage and senseless massacre of Muslims in Gujarat .  Would
that exercise reduce the enormity and seriousness of the crime? There are
two sides to Modi, the past and present indexed by unprecedented
development. The development of Gujarat under his leadership is clearly to
be a matter of discussions. The mounting propaganda against his policies
did not help to displace him in the electoral politics because he won by a
great margin and will be expected to  repeat the victory ahead. He is
non stoppable and containable in his march.The fear of Congress
is palpable at Modi being nominated P.M. in case the NDA usurps power at
the Centre The only way to put huddles in his path is to paint him pitch
black of his past ghost .The courts have practically absolved him of
all accusations and legal impediments The NDA has no candidate that matches
the vision, progress and guts of selflessness of Narendra Modi. The
Congress is getting jittery at the prospect of Modi offering a formidable
challenge to the aspirant of the Prince of Congress. Congress is going
overboard to early before general election as far as 2014 to deflate and
marginalise him The Hindutva brigade is slowly warming up to idea of
supporting him and testing the waters before committing itself .The
incidents of dissent against Modi Nationally and globally are being
stringed to gether to hang him as some one untouchable Patriot with dubious
records not worthy of the highest office.
With the latest Advani tweet in his blog the clouds of doom are being
dispelled, so as to rally around his magnetic personality Finally it is
only Narendra Modi that shatters the dreams of Congress, as non other
candidate can offer a formidable challenge  The disagreement in NDA through
the opposition of JD(U) and Shiv Sena is not a great challenge to be
overcome
In comparison, the Congress has also past skeletons in its own cupboard The
blot of  massacre of  innocent Sikhs after Indira Gandhi assassination is
not lost on any one The time has still not healed the wounds of this
senseless, brutal and retrograde crime against humanity Admission of guilt,
 remorse and apology, as an electoral expediency by the Congress later has
not diminished the gravity of the heart wrenching agonies of the victims
How can in the same breath Congress now magnify the acts of Narendra Modi
under similar circumstances and deny him an opportunity to head India. Let
us wait and see how the Indian polity gives its verdict and in whose
favour. The BJP is making news in some states and is perceived as an
alternative, due to the continuous scams, corruption  unfolding with

Barack Obama’s Half-Brother Appears In Anti-Obama Documentary

 President Barack Obama’s half-brother, George Obama, is slated to
appear in the anti-Obama documentary “2016: Obama’s America” produced
by Dinesh D’Souza.

Exclusive footage of the film obtained by The Hollywood Reporter
reveals that George Obama was “tracked down” by the Obama documentary
producers to the hut he uses for a home in Naironi, Kenya. Among the
questions “2016: Obama’s America” producer D’Souza asks is why still
lives in extreme poverty when his half-brother is the “leader of the
free world.”

“I think he has a family of his own. I’m a member of his family, but
I’m over-age, so I help myself,” George Obama stated during the
documentary footage, The Blaze  reports.

When pressed further by D’Souze to expand upon the topic, George Obama
notes that Barack Obama “has other issues to deal with” and that his
half-brother is “taking care of the world, so he’s taking care of me.”

The main focus of “2016: Obama’s America” is the president’s alleged
anger at “colonialism” which the filmmakers believe he inherited from
the Kenyan born father he shares with George. In D’Souza’s book which
he used as a basis for the film, he writes about the president’s
father: “This philandering, inebriated African socialist, who raged
against the world for denying him the realization of his anti-colonial
ambitions, is now setting the nation’s agenda through the
reincarnation of his dreams in his son.”

During the question and answer session between George Obama and
D’Souza, the president’s half-brother appears to agree that Kenya has
“fallen behind” since its independence. Near the end of the interview,
the documentary producer jokes with George that America elected the
wrong Obama as president. The pair of men also discussed the book
George Obama published in 2010 – “Homeland.”

“2016: Obama’s America” is will be released to movie theaters later
this summer. Gerald Molen partnered with D’Souza on the Obama
documentary. Molen’s credits include “Schindlre’s List,” “Rain Man,”
and “Jurassic Park.”

Forbes magazine has now “fact-checked” Dinesh D’Souza’s infamous
September 27 cover story, “How Obama Thinks,” and has uncovered one
“slight” misrepresentation, it says, of an Obama speech on the BP oil
spill.  Such a “fact-checking” feint is irrelevant to this travesty of
an article; you can’t “fact-check” a fever dream of paranoia and
irrationality.  Sickeningly, while “How Obama Thinks” is useless as a
guide to the Obama presidency, it is all too representative of the
hysteria that now runs through a significant portion of the right-wing
media establishment.   The article is worth analyzing at some length
as an example of the lunacy that is poisoning much conservative
discourse.
D’Souza argues that Obama’s policies are motivated by a hatred towards
American power absorbed from his Kenyan father.  He offers exactly
zero evidence for his hackneyed psychological theory.  But the most
laughable weakness in D’Souza’s thesis is the fact that the policies
which D’Souza presents as the “dreams of a Luo tribesman” have a
decades-long American pedigree and are embraced by wide swathes of the
American electorate and political class.  If support for progressive
taxation, greater government regulation of health care, stimulus
spending, and conservation make one the tool of the African
anticolonial movement, then Paul Krugman, Robert Reich, Al Gore, Nancy
Pelosi, John Kenneth Galbraith, FDR, and the Sierra Club are all Third
World agents provocateurs.
D’Souza attributes Obama’s tax policies, for example, to his
anticolonialism pact with his dead father:

If Obama shares his father’s anticolonial crusade, that would explain
why he wants people who are already paying close to 50% of their
income in overall taxes to pay even more. The anticolonialist believes
that since the rich have prospered at the expense of others, their
wealth doesn’t really belong to them; therefore whatever can be
extracted from them is automatically just.

Never mind that Washington Democrats and pundits have been calling for
the rich to finally pay their “fair share” long before Obama came on
the scene.  Suddenly, soaking the rich is a black African import—at
least when a black president embraces the program.

Obamacare is likewise an outcropping of a filial crusade to vindicate
a deceased African progenitor, in D’Souza’s view:

Obama seeks to decolonize [the health sector], and this means bringing
[it] under the government’s leash. . . . For Obama, health insurance
companies on their own are oppressive racketeers, but once they
submitted to federal oversight he was happy to do business with them.
He even promised them expanded business as a result of his law forcing
every American to buy health insurance.

(D’Souza tries to make a fine distinction here between “socializing”
the health sector, which he says that Obama forswears, and
“decolonizing” it.  I have no idea what he is talking about.)

Barney Frank and John Conyers regularly railed against the greedy
insurance companies during the health care debate.  D’Souza would
quite possibly see in Conyers’ denunciations another African relic,
but what about Barney Frank?  A mandate for universal coverage   is
the necessary flip-side to the ban on excluding pre-existing
conditions—a widely embraced goal of conventional health care reform;
it has nothing to do with a “decolonizing” mission, whatever that
means.   Moreover, liberals denounced Obama for his distance from the
health care debate, yet somehow the final results are the product of a
Kenyan mindset.

D’Souza’s twisted hermeneutics are unending.  After the BP oil spill,
Obama railed against America’s disproportionate consumption of oil and
its “century-long addiction to fossil fuels.”  Where have I heard
those criticisms before?  Just about from every Democratic politician
and a large number of Republicans as well.  D’Souza finds it part of
Obama’s “strange behavior,” however, that he would denounce America’s
oil appetite after the oil spill, a gesture that has a patent
political, as well as a not implausible substantive, logic.

In fact, there is not a single policy that Obama has pursued since
taking office that does not grow out of  the American tradition of
left-wing liberalism or more immediately out of the Bush
Administration, the latter including bailouts of Detroit and Wall
Street, drone strikes in Pakistan, continuation of the doomed Freedom
Agenda in Afghanistan, and invocations of the state secrets act to
protect anti-terror actions from judicial scrutiny.

But D’Souza is determined to present Obama as an alien within the body
politic.  He opens his article with an anaphoric  refrain of
strangeness and foreignness:

The President’s actions are so bizarre that they mystify his critics
and supporters alike. . . . More strange behavior . . . The oddities
go on and on . . . Obama’s foreign policy is no less strange.

The only thing strange here is D’Souza’s interpretation of Obama’s

ceiling of Rs 13.5 lakh for purchase of vehicles.
Government has issued standing guidelines keeping in view the economy aspects 
of the vehicles and its day today operational expenses which are mounting, as 
also rise in prices of the vehicles.
According to the office memorandum chief minister can not exceed the amount of 
Rs 13.5 lakh to purchase a vehicle. Ministers, leader of opposition, advocate 
general, chairpersons of commission's and those with cabinet rank status cannot 
exceed above Rs 12.5 lakh which purchasing new car.
Memorandum also stated that Rs 10 lakh ceiling for purchase of cars to the post 
of chief secretary, chairperson of government owned corporation and autonomous 
bodies.
Rs 8.5 lakh ceiling is kept for secretaries to government, vice chairperson of 
government owned corporation or autonomous bodies while purchasing new vehicle.
Additional collectors, head of departments, managing directors of government 
owned corporation cannot purchase car above Rs 7 lakh. Government memorandum 
also stated that the colour of the car must be white.
In addition to above any proposal for purchase of any special purpose vehicle 
other than the above or in relaxation of the above norms should be submitted to 
government through finance department for relaxation, Ajit Pawaskar, under 
secretary, finance department said.
He also said that henceforth all purchases of vehicle shall be made in 
accordance with the norms specified above.

RESPONSE: Wow! I thought I was the only one absconding; although for the
matter of record, I have been declared persona non grata by the President -
explicit letter informing me after I resigned, that he reserves my right of
admission to all their events!

Can you believe it or not - no one wants the post of President of the
G.O.A. (U.K.) Ltd; so reluctantly and with much grief, the burden is
carried on! This is according to the newsletter that members (including
many dead ones) have received.

Rain, rain go away to Spainonly in jest, I am more than happy with the
rain thinking of all those countries facing drought.

Well thanks for your comment.

If you are in Toronto this weekend,  how about checking out the Tanzanite 
picnic? 

Appox 500 to 700 people turn up every year for an event that has free parking, 
no admission charge, yet free food for kids and organised games starting from 
the four year olds and for every age group up to those in their nineties. 
Lardis, whist, darts, volleyball, soccer, tug-of-war, line dancing, tombola, 
etc., etc. are to be enjoyed with every winner receiving a price. The 
more popular sports have floating trophies. Here is a picture of last years 
winners stand:

Lemonade is served the entire day and at 5.00 pm, one gets Tanzanian tea and 
fresh mandazi's. If these are not your beverages of choice, come over to my 
cool box and make some discoveries. The only catch is that you bring a good 
voice for the sing song at the end of the evening.

Needless to say, I think this is the best Goan picnic in the world. The only 
one that comes close is the one organised by the Goans from Karachi. Their 
overnight picnic, held half way between their centers of Toronto and Montreal 
is a class by itself.
