Assuming this is a loose bearing pedal, there should be a cone and a lock nut - the same system as a loose bearing wheel hub. First, loosen off the lock nut, then turn the cone to the desired setting then tighten the lock nut. The lock nut will cause some additional binding/pressure on the cone
