Hello Jalaja

My primary objection is to the very fact of a doctor sitting in final judgment 
over what a person with a particular disability can and can not do.

I think being a doctor yourself, you would appreciate the fact that a doctor is 
in best possession of medical knowledge about a particular condition. However, 
any condition including a disability is far more than just a medical condition 
and has various dimensions which all come into play when it comes to performing 
actual work or being socially active etc.
So, the practice of giving undue powers to doctors about work capabilities of a 
disabled violates sound jurisprudential principles as well as common sense.
I think, the duly constituted committee for identification of posts set up by 
central government is so far the appropriate authority to decide and identify 
particular posts for particular disabilities.
Various other interdisciplinary bodies may be constituted, if the need be, for 
the said purpose, but making medicos almighty is something which I can not bear 
with.

Hello every one:
I successfully filled the online application for bank of India.
To do it, follow the steps given below:
Open the notification which is in Word format, Press Insert+F7 to get
the links list.
Press A for (Apply online); Press Enter.
This results in a Webpage, here choose the link which says apply
online and press enter.
This results in another web page with the application, fill it up with
in 5 minutes, and press Continue button.
This takes you to another web page. Fill this second web page in 5
minutes and press submit.
Another page gets displayed saying your application has been saved
successfully. You have to take the print as it is. or save it as web
page and print it later.

In Bharat's case both ar Blind and therefore the Bank is acting tough but 
last year I had a case of a sighted father wanting to open a joint account 
with his blind daughter. Her name would be first and his second. the Bank 
told him after the RBI circular that he might cheat his daughter and 
therefore they would not allow a joint account.

What kind of logic was that?
none of this makes sense still we live and watch this nonsense.

so my dear you can scream but I can only keep listening to these stories and 
dealing with them one by one.

For every rule I can help get passed some ingenious officer will find 
something more to say.

I have forwarded Bharat's problem to the RBI. They are going to deal with 
it.
Bharat you will have to contact the Delhi Ombudsman at the RBI.

The IBA guidelines cover your problem. ICICI has no business refusing your 
account.

I can only shake my head in disbelief and storm about it to the RBI.
Your problem is being looked at very seriously.
Just have patience and the will to fight.
These are teething problems. Some foolish officer somewhere has a warped 
mind.

I am pasting IBA guidelines which clearly state that a visually impaired 
customer can open an account jointly with anybody including other visually 
impaired persons.
Show them this, I think a copy is available with xrcvc and IBA sites as 
well.

However, I can not guaranttee that ICICI people will accept the point, as 
firstly, they may insist to bring in a signed copy of circular, as absurdly 
some banks are doing, secondly all said and done, in India, nobody can 
compell anybody to obey the laws.
Remember what SBI came up with even after RBI circular and IBA 
guidelines

Dear Sirs,

Providing Banking Facilities to Visually Impaired Persons

We refer to our circular No.CIR/RB/1230 dated February 4, 2006 enclosing
procedural guidelines on the captioned subject. Subsequent to which, we have
received several representations from visually impaired persons regarding 
the
facilities and services being provided by banks and the ground level
difficulties being faced by them. As you are aware, procedural guidelines 
were
issued in the context of the order dated September 5, 2005 passed by the 
Court
of Chief Commissioner for Persons with Disabilities, New Delhi regarding
facilities to be provided to visually impaired persons.

Following complaints from Visually Impaired Persons, the Commissioner for
Persons with Disabilities had again issued an advisory to the Finance 
Ministry
and the Reserve Bank of India (RBI) in May 2008 to take necessary steps to
ensure that visually impaired persons are not denied normal banking
facilities.

Subsequently, the RBI, vide circular DBOD.No.Leg BC.91/09.07.005/2007-08 
dated
4th June 2008 advised banks that all banks must render the same services to 
a
visually impaired person as it would to any other person without
discrimination. The Circular stated that the banks, must provide the 
visually
impaired with every facility viz., cheque Book facility, ATM facility, net
banking facility, locker facility, retail loans, credit cards etc.

Following the above RBI circular, we had examined the need to revise the
procedural guidelines issued in February 2006 in consultation with IBA Sub-
committee on Customer Service and Customer Rights. We also had interactions
with a Mumbai based voluntary organization working for the welfare of 
Impaired
persons. The interactions indicated that technology innovation in the recent
years had greatly empowered visually impaired persons in leading a normal
life. Technology applications such as screen readers for computers and 
mobile
phones, which are being used by the visually impaired persons for online/net
banking, were demonstrated to us. Visually impaired persons can read and
understand printed documents etc. by first scanning them and then getting 
them
read out by the screen reader.

Further, we have seen demonstration of finger print technology being 
developed
by software firm which would enable banks to store thumb impression of
visually impaired persons in place of signature in their system. Cheques
authenticated by them with thumb impression can be scanned and the image
compared with that stored in the system to honor the cheque. It is suggested
that when this technology is fully developed and made available in the 
market,
banks should consider integrating it with their core banking platform so 
that
cheque book facility can be extended to a larger segment of visually 
impaired
persons.

Our attention was also drawn to the United Nations Convention on the Rights 
of
Persons with Disabilities, which clearly commits to rights of persons with
disability and their access to services. Article 9 of the Convention enables
persons with disabilities to live independently and participate fully in all
aspects of life and also gives them access to facilities and services open 
or
provided to the public, both in urban and rural areas. Additionally, Article
12 states " Parties shall take all appropriate and effective measures to
ensure the equal right of persons with disabilities to own or inherit
property, to control their own financial affairs and to have equal access to
bank loans, mortgages and other forms of financial credit, and shall ensure

By default there is no shortcut for Jaws. but we have to create it by 
following some procedure.

That is :
Move to the desktop and put your cursor on jaws. Press alt + enter to 
activateproperties. Press 'tab' repeatedly untile you hear edit shortcut 
key. there enter J only. and press OK.

After that you can press Ctrl + Alt + J to start jaws.

Determined: Suman Kumar Bhokray at his training institute in Miryalaguda.


NALGONDA: Propelled by a passion to serve the cause of youth mainly the 
rural students, a technology savvy visually impaired youth is striving to 
explore the vibrant potential of computer education to help youth excel in 
their academic and career pursuits.
Visual impairment did not deter Suman Kumar Bhokray, 26, a native of 
Miryalaguda, who lost his sight due to retinal detachment in his 
childhood. He underwent surgeries several times in the United States of 
America and various other hospitals in India but in vain. Suman spiritedly 
pursued his favourite hobbies - computers and music despite the visual 
impairment.
Driven by undaunted spirit and encouragement from his parents – Dr. 
B Nagender a senior gynaecologist and Kalpana, Suman not only gained grasp 
over the whole spectrum of computer operations but also acquired the 
requisite skills to teach computer courses.
In an effort to impart computer and communication skills to the youth 
particularly of the rural areas, Suman established Sree Sharadamba 
Vidyalaya in Miryalaguda in 2006.
“I did not undergo any formal coaching in computer courses and I 
enriched my computer knowledge through on line mode”, said Suman who 
studied B.Com (computers). “The screen readers like Microsoft 
narrator immensely helped me in acquiring the skills and sharing the same 
with the students”, he said.
“Our team comprising seven expert faculty members teach students the 
fundamentals of computers to the advanced computer courses besides spoken 
English and communication skills. This apart, we also train the students 
for GRE, TOEFL, IELTS, ICET, and other exams”, he said.
“Seven students of our institute went to the US for further studies 
and several others had gone abroad to pursue higher education and explore 
career options”, he said.
“Computer and communication skills hold the key to success in this 
highly competitive era.
This is more applicable to the visually and physically challenged 
persons”, he emphasized and said, “We offer free coaching to 
the underprivileged youth including visually impaired students”.
Suman produced a music album in the past out of his sheer interest in 
music. Music is a source of motivation for me, he remarked.

Chandigarh (IANS): If you want information under the Right to Information (RTI) 
Act, just visit a new web portal to find out how. The site has been set
up - not by the government - but by people and groups in Chandigarh who want to 
spread awareness about this right. 

The interactive online web portal - www.rightto.info - has come up thanks to 
the RTI Users Association which aims to form a strong network of RTI users
across the country. 

"We have constituted this forum so that RTI users from all over the country can 
exchange their knowledge and findings and interact among each other. This
organisation will provide them an easy platform to run and support various 
activities that are of larger public interest," Hemant Goswamy, coordinator
of the association, told IANS. 

He said the organisation, which is an initiative of likeminded people, is still 
in the nascent stage and will take some time to have a proper organisational
structure in all the States. "However, we have initiated our activities from 
Punjab and Haryana," he said. 

Mr. Goswamy said any individual who is using the RTI could join them and upload 
his information on their website, which anyone can access. It also has a
special section for youth to solve their queries and apprehensions regarding 
the RTI Act. 

"We will also organise various activities, seminars, debates and discussions 
touching upon the burning topics that immediately concern our society at regular
intervals," Mr. Goswamy said. 

"Anybody, whether he is using the RTI to highlight a corrupt and unlawful 
activity or for the betterment of society, can join us. We would work in the 
most
transparent and responsible manner," he added. 

Kamal Anand, another member of the association, said: "The RTI Act is a 
valuable tool in the hands of the common man to make our government and 
bureaucracy
more accountable towards their work and decisions." 

"Since its enactment, hundreds of scams and anomalies have been unearthed by 
the use of RTI. In the last four years, all the RTI users of the region had
felt a need for greater interaction and further dissemination of knowledge 
about this act among the public," he said. 

The youth of the region are also very enthusiastic about the concept of this 
association. 

"I have seen many things going wrong right under the nose of top officials of 
our administration, but we cannot do anything. Sometimes I wanted to seek
information through RTI but dropped the idea as I was not aware of its 
procedure," Radhika Rai, a journalism student here, told IANS. 

"There are many friends of mine who were not using RTI because of similar 
reasons but now I guess we all have an easy solution for our problem," she 
added.


Mayank Sharma, a young entrepreneur based here, said: "This association of RTI 
users is a unique thing in Chandigarh and I will certainly join it. I think
the mere presence of such a group involving well-aware people will 
automatically make things better."

You are right, even I have faced the same problem. I have restored my
Computer to solve my audio problem. Then I have downloaded and
installed the latest version of Windowslive messenger. Now in my all
Programmes folder, I have the following menus.

1. Windows messenger.

2. Windowslive sub menu.

In the second one I found two options Windowslive call, and second one
is Windowslive messenger. This is what, I’m using. Interestingly I
have observed that, though I have installed the latest version of
Windowslive messenger, older one is also still there. I found Windows
messenger is older one, Windowslive messenger is the latest, which I’m
using without any problem.

HTML or hyper text markup language. In fact, there are loads of
similarities, which puzzles many a brain while lurking the difference
between both.
For sure this seems a daunting task for many IT geeks as well, but
please find what little I’ve written for you to provide a help from my
little bit of knowledge.

Below, I’ve tried providing some of The Most Important Differences:

XHTML Elements Must Be Properly Nested:

In HTML, it may be possible that some elements are  improperly nested
within each other, like this:

while In XHTML, it’s must, that all elements are  properly nested

please notice the difference.
this is important, as I’ve seen a lot of people doing this   common
mistake, that  with nested lists, they forget   that the inside list
must be within  and  tags.

This sometimes do not produce  any strange layout, but while you are
talking about xhtml, it’s worthy taking care about it.

I am pasting IBA guidelines which clearly state that a visually impaired 
customer can open an account jointly with anybody including other visually 
impaired persons.
Show them this, I think a copy is available with xrcvc and IBA sites as well.

However, I can not guaranttee that ICICI people will accept the point, as 
firstly, they may insist to bring in a signed copy of circular, as absurdly 
some banks are doing, secondly all said and done, in India, nobody can compell 
anybody to obey the laws.
Remember what SBI came up with even after RBI circular and IBA 
guidelines

Dear Sirs,

Providing Banking Facilities to Visually Impaired Persons

We refer to our circular No.CIR/RB/1230 dated February 4, 2006 enclosing
procedural guidelines on the captioned subject. Subsequent to which, we have
received several representations from visually impaired persons regarding the
facilities and services being provided by banks and the ground level
difficulties being faced by them. As you are aware, procedural guidelines were
issued in the context of the order dated September 5, 2005 passed by the Court
of Chief Commissioner for Persons with Disabilities, New Delhi regarding
facilities to be provided to visually impaired persons.

Following complaints from Visually Impaired Persons, the Commissioner for
Persons with Disabilities had again issued an advisory to the Finance Ministry
and the Reserve Bank of India (RBI) in May 2008 to take necessary steps to
ensure that visually impaired persons are not denied normal banking
facilities.

Subsequently, the RBI, vide circular DBOD.No.Leg BC.91/09.07.005/2007-08 dated
4th June 2008 advised banks that all banks must render the same services to a
visually impaired person as it would to any other person without
discrimination. The Circular stated that the banks, must provide the visually
impaired with every facility viz., cheque Book facility, ATM facility, net
banking facility, locker facility, retail loans, credit cards etc.

Following the above RBI circular, we had examined the need to revise the
procedural guidelines issued in February 2006 in consultation with IBA Sub-
committee on Customer Service and Customer Rights. We also had interactions
with a Mumbai based voluntary organization working for the welfare of Impaired
persons. The interactions indicated that technology innovation in the recent
years had greatly empowered visually impaired persons in leading a normal
life. Technology applications such as screen readers for computers and mobile
phones, which are being used by the visually impaired persons for online/net
banking, were demonstrated to us. Visually impaired persons can read and
understand printed documents etc. by first scanning them and then getting them
read out by the screen reader.

Further, we have seen demonstration of finger print technology being developed
by software firm which would enable banks to store thumb impression of
visually impaired persons in place of signature in their system. Cheques
authenticated by them with thumb impression can be scanned and the image
compared with that stored in the system to honor the cheque. It is suggested
that when this technology is fully developed and made available in the market,
banks should consider integrating it with their core banking platform so that
cheque book facility can be extended to a larger segment of visually impaired
persons.

Our attention was also drawn to the United Nations Convention on the Rights of
Persons with Disabilities, which clearly commits to rights of persons with
disability and their access to services. Article 9 of the Convention enables
persons with disabilities to live independently and participate fully in all
aspects of life and also gives them access to facilities and services open or
provided to the public, both in urban and rural areas. Additionally, Article
12 states " Parties shall take all appropriate and effective measures to
ensure the equal right of persons with disabilities to own or inherit
property, to control their own financial affairs and to have equal access to
bank loans, mortgages and other forms of financial credit, and shall ensure
that persons with disabilities are not arbitrarily deprived of their
property."

It is expected that the guidelines issued by the RBI would result in an
increase in the number of ATM cards issued to visually impaired persons. This
would enhance the case for installation of talking ATMs to facilitate hassle
free operations by visually impaired persons. Banks are requested to consider
installing talking ATMs wherever feasible.

Keeping in view the above, we have revised the procedural guidelines for
providing banking facilities to visually impaired persons, copy of which is
enclosed. While finalizing the document the Sub-Committee took into

combination to restart JAWS. one has to define the shortcut key according to 
one's own convenience. You can define that by going into the property of

Sorry for not updating on unfitness issue, as I was out of station for a week.
However, I have learnt that SBI compelled the girl to undergo the medical test 
once again, and now she is awaiting the joining order.
Will post as and when the information is received.
Why the remedical test when the ground of unfitness was total blindness which 
as per the advertisement is the category of disability called for the post?
Who on earth invests the doctors with so much powers to decide on whether a 
person would be able to perform the job of a particular  post, say clerical,?

All these are the questions crying for immediate answers and remedies.

I think here the problem is that your mail is changed to all new yahoo mail 
instead of clasic interface. The classic mail interface was accessible and 
this one is bit inaccessible. I dont remember exactly, but you need to go to 
options and there you will see the link "switch to clasic" or something. If 
you see that then I'm right or if you dont see then there is some other 
problem.

If my memory surves me, then you will be hearing "on mouse over" with the 
subject and perhaps the sender name also. E.g., hi on mouse over.
