Actually Webvisum installed successfully, but the Firefox is not
recognizing the Webvisum Extension. Me and Amar have checked the list
of extensions in Firefox and found the Webvisum add-on. Usually if we
press Control + F2, the Webvisum preferences sub menu should come, but
to my surprise, it is not happening. Even Amar reinstalled the Firefox
and Webvisum, but in vain.

Today is our first R2R campaign event in Loyala College, Chennai. It begins 
at 09:00 and will conclude at 13:00hrs. About 1000 participants are coming 
from 100 colleges and organisations around Chennai and a lot of newspapers 
and a couple of TV channels too.  I am off now- but I will write in detail

development Mr. Kapil Sibbal in respect of secondary examination of 10th
std. of CBSE.

I think it is the matter of great concern because, it is generating two
types of education systems within our country. from 2011 there will be
two type of students within our country. one, those who, are the
carriers of public exam and second are those who are the deprived
section of this experience. though some may think that, we have removed
some burden from the students, but most of you may be agreed with the
fact with me that, in long run it will affect the competitive skills
from the students.
I think that, a serious discussion is needed from every platform
including this. and we can express our views to government.

In practically, we directly can not do more in this matter, although 
everything is possible, if concerned person may have some patience and he 
has strong will power to fight against this type of exploitation at any 
level.


Many officers, who are looking very rigid and there views are very narrow 
about any disabled person / employee.

They can be treated rightly only by tacts and laws.
Some other disabled employees including me are facing same in several 
department and we have got some success in same, but this fight is still 
continue until any type of discrimination and exploitation specially on 
the ground of disability will be remained at any level.


But here, I have an important question from all learned persons that Why 
do we not stress on Central Government to add a additional clause in 
Article 17 of Constitution of India that:


"any type of negative discrimination and exploitation on ground of 
disability by any person / officer at any level will be punishable".


because by this revolutionary constitutional amendment, maximum type of 
discrimination and exploitation on the bases of disability at any level 
can effectively be stopped.

I am told that concerned DMO is of the firm opinion that Persons with 
disabilities act applies to Central government employees and is not 
applicable to state government employees.
I am amazed firstly at the fact that how a medical officer is acting like 
a legal officer and deciding the applicability of the acts.


secondly, who knows, Kerala government may also, like Maharashtra 
government, have indulged in arbitrary changes in the disability act 
modifying it according to

its own sweet will!

I am sure there are judgments about s47 of PWD applying it to governments 
of NCT and even other states.

I am sure there are no legal grounds for opinions of medical officer and 
even if "God's own country" has passed any such restrictive provisions,

Ministry of Social Justice has posted the "Proposed Amendments in the Persons 
with Disabilities Act, 1995" on their website for your comments by 15th Oct 
2009. What you can do by this deadline? 

 

1. Hold further meetings and consultations regarding the proposed amendments at 
a local level. 

2. Send your comments/ views/ suggestion to Secretary, Social Welfare

RTE Bill to include all categories of disabilities
 
Just a month after it was passed by Parliament, the Right to Education (RTE) 
Act is set to be amended to include all categories of differently-abled 
children in its ambit. The move comes after an intervention by the Prime 
Minister’s Office (PMO) following protests from disabled rights groups.

'Disability Act should conform to UN model'
 

At a conference of state welfare ministers, Singh said India lagged in adopting 
the correct - human rights - approach on the subject. He said the Persons with 
Disabilities (PWD) Act, 1995 would be "comprehensively" amended to conform to 
the UN Convention on the Rights of Persons with Disabilities (UNCRPD), enforced 
in May 2008. India is a UNCRPD signatory.

Hi

remaining things kept aside, the issue of scribe will no more hurt in this new
system(smile).
But then, a comprehensive perception is more important.

Personally, I like the examination system.  If we kill the competitive
spirit among the students at that age, how are they going to write the
exams like CAT, MAT, IAS, Banking entrance etc.?

And as far as the grading is concerned, it would be done by teachers
where There could be lot of discrimination, partiality, prejudice,
etc.

Coming to the disability, some teachers could be sympathetic towards
the blinds and hence get them through even though the student hasn't
proved his potential.  At the other end of the continuum, if a teacher
doesn't believe that blinds are worthy enough for higher studies,
which is not impossible in our system, he may not rank him high
despite his potential.  Both the above cases are harmful.

More than the objective, I'm more worried about the implementation of
the new system.  So, I would go with the older system unless the new
system is implemented in form and substance all over the country in a
uniform manner which, I think, is next to impossible.

Hi,
In practically, we directly can not do more in this matter, although 
everything is possible, if concerned person may have some patience and he 
has strong will power to fight against this type of exploitation at any 
level.


Many officers, who are looking very rigid and there views are very narrow 
about any disabled person / employee.

They can be treated rightly only by tacts and laws.
Some other disabled employees including me are facing same in several 
department and we have got some success in same, but this fight is still 
continue until any type of discrimination and exploitation specially on the 
ground of disability will be remained at any level.


But here, I have an important question from all learned persons that Why do 
we not stress on Central Government to add a additional clause in Article 17 
of Constitution of India that:


"any type of negative discrimination and exploitation on ground of 
disability by any person / officer at any level will be punishable".


because by this revolutionary constitutional amendment, maximum type of 
discrimination and exploitation on the bases of disability at any level can 
effectively be stopped.

I am told that concerned DMO is of the firm opinion that Persons with 
disabilities act applies to Central government employees and is not 
applicable to state government employees.
I am amazed firstly at the fact that how a medical officer is acting like 
a legal officer and deciding the applicability of the acts.


secondly, who knows, Kerala government may also, like Maharashtra 
government, have indulged in arbitrary changes in the disability act 
modifying it according to

its own sweet will!

I am sure there are judgments about s47 of PWD applying it to governments 
of NCT and even other states.


I will send the judgments shortly.
I am sure there are no legal grounds for opinions of medical officer and 
even if "God's own country" has passed any such restrictive provisions, 
they have to be assented to by president otherwise they are void.


I am sure he will get relief in god forsaken country.

Cambridge: A team of MIT students have come up with a prototype device that is 
small and easily portable, can produce the entire panoply of Braille 
characters, and can be relatively easily loaded and operated by touch. They 
hope the device, named the 6dot Braille Labeler, can ultimately be produced for 
less than Rs 10,000.

 

One everyday problem for people who are blind is distinguishing things that are 
completely identical - such as different CDs and DVDs, or canned goods that are 
all the same size and shape. To cope with that difficulty, many people make 
Braille labels to attach to these items.

 

But the existing devices for doing this are either expensive and heavy and 
limited in the number of characters they can imprint.

 

 

A close up of the 6dot Braille Labeler, a device created by MIT students to 
enable blind or visually impaired people to make labels for objects easily and 
inexpensively

 

"We worked really closely with blind people in developing it", says Karina 
Pikhart, who is CEO of the new company. "You really can't develop a product 
without being in close touch with the people you're developing it for. They 
gave us a lot of good feedback." she added.

 

The battery-operated 6dot device uses standard label tape, and has a built-in 
microprocessor that can store up to 16 characters in case the user types faster 
than the device can emboss the tape. It has six buttons across the top - one 
for each of the six dots in that make up a Braille character - that can be 
operated by placing two hands on the unit's top, very much like touch-typing.

 

When the label is finished, the user activates a built-in blade to cut the 
label off. The developers plan to add another blade that will score the end of 
the tape to make it easier to peel off the backing.

 

They're also working on simplifying the system for loading and unloading a roll 
of tape. Right now, "it's a little more challenging than we'd like it to be," 
Pikhart said. They hope to make it as easy as loading and ejecting a VHS tape 
cartridge.

 

"The goal is to get it into the hands of as many people as possible," she said.

 Many laptops and mobile devices are lost each year, so their physical security 
should be high on any priority list, particularly as the right protection can 
save time, money, data and embarrassment.

In this tip, we'll explore the available tools and technologies that can help 
you lock down your laptop. A lot of the improvements I am going to cover are 
straightforward to implement and won't break your budget. Take the Phoenix 
Freeze, for example. The protection mechanism 
costs just $14.95 and locks and unlocks your laptop using your 
Bluetooth-enabled phone. Let's look, however, at a wider range of laptop 
physical security options.
LAPTOP SECURITY PRODUCTS AND TOOLS
Identification tags
Asset tags, or identification marks, are an obvious laptop protection choice as 
long as they are not easily removable. A cheap alternative is to mark or 
engrave the outer case of the laptop with a contact number. This can greatly 
increase the chances of getting the computer returned if it gets lost, and the 
ID is often enough to deter the opportunist thief who is only interested in the 
resale value.
The STOP security 
plate is a 
bar-coded metal tag with a registration number, indelible identification and 
24x7 hotline number. The make, model, serial number and laptop owner are also 
stored in an online asset tracking database.
Locks, cables and safes
Another effective method of deterring the casual thief is to use a security 
cable, connecting the laptop from the Universal Security Slot to a strong 
immovable and unbreakable object. Remember, though, that this won't stop 
someone from walking off with any attached peripherals such as USB thumb 
drives. Keep those items with you at all times!
For overnight protection, consider a portable safe such as the 
PortaSafe, which also sounds a 
powerful alarm if an attempt is made to cut the cable or tamper with the safe 
door. An added advantage of using a safe is that all the laptop's peripherals 
are secured as well.
Privacy screens
You, of course, need to prevent shoulder surfers from seeing the documents that 
you're working on. Here, privacy screens, such as those produced by 3M Corp., 
narrow the viewing area so screen data is visible only to those directly in 
front of the monitor.
Motion sensors
When working away from the office and it's not practical to take your laptop 
wherever you go, motion sensors can provide additional security. The Targus 
DefCon Motion Data Protection PC 
Card, for 
example, sounds an alarm, encrypts the computer's files, and shuts down the 
laptop if it is moved too far. The mechanism even requires a series of motions, 
instead of a password, to unlock the machine again.
The Kensington Sonic Lock from the Kensington Computer Products Group is 
another option. The product has a combination lock with a built-in motion 
sensor that sounds at 100 dB if the unit is moved.

Laptop data loss: Mobile technology to the rescue


For some companies, if a laptop is stolen, nothing short of total destruction 
of the laptop data will be good enough. Learn which two products may be 
suitable for those types of organizations.


LAPTOP SECURITY TIPS AND BEST PRACTICES
Travel tips
If you're travelling with a colleague, use a buddy system to watch each others' 
backs while making calls, ordering food or drinks, or going to the lavatory. If 
you are on your own, consider a backpack which makes it easier to keep your 
laptop on you in such situations.
Also try to avoid using flashy carry cases as they can attract unnecessary 
attention, particularly if they feature corporate logos.
Always travel with a car that has a locking boot and never leave your laptop in 
a vehicle where it can be seen through the window. Even when it's in the boot, 
use your cable lock to secure it.
Of course, a laptop should only have the minimal amount of data stored on it 
that's required for the current task. If a laptop is being taken on a sales 
pitch to a client, it doesn't need the entire client database and budget 
figures on it, just the presentation.
If you do need to have access to sensitive documents, consider using offline 
storage as a way of transporting the data, instead of bringing it on the 
laptop. The data can then be securely accessed when you've arrived at your 
destination.

For whatever policies that you put in place, users should sign off on them 
whenever a portable computer is taken out of the office, thus ensuring they

 Being in the same department I 
contacted  the  District office and they refused to give the cell no. of 
district  medical officer and the office people told me that he cannot see and 
travel without the help of another person and hence  cannot be retained in the 
post. I told them about the P W D act and then they argued with me that it is 
mentioned only to adjust to another post and no such post is available and why 
can't he take voluntary retirement? In my knowledge his one month salary is 
also withheld and the district officer also issued a notice stating that it is 
punishable to work with the vision problem .
   Now he is applied for D C and he will get it soon

[AI] Microchip In the Eye Seeks To Restore Vision

A chip inside the eye that can help blind people see again is moving
closer to reality as researchers at MIT work on a retinal implant that
can bypass damaged cells and directly offer visual input to the brain.

Patients who receive the implant will wear a pair of glasses that has
a tiny camera attached to it. The camera will send images to a
microchip implanted in the eyeball that channels the input to the
brain.

It won’t entirely restore normal vision, say the researchers, but it
will offer just enough sight to help a blind person navigate a room.

“If they can recognize faces of people in a room, that brings them
into the social environment as opposed to sitting there waiting for
someone to talk to them,” says Shawn Kelly, a a researcher in MIT’s
Research Laboratory for Electronics and a member of the project.

MIT’s latest quest should be of interest to people like Rob Spence, a
Canadian film maker who is on a quest to put a tiny wireless video
camera into his empty right eye socket. Spence is looking to capture
the world around him and a retinal implant like that from MIT could
actually help bring him closer to his quest.

Here’s how the implant works. The glasses that patients wear contains
a coil that can wirelessly transmit power to receiving coils
surrounding the eyeball. The eyeball holds a microchip encased in a
sealed titanium case to avoid damage from water seepage. The chip
receives visual information and activates electrodes that in turn fire
the nerve cells that carry visual input to the brain.

A research team, led by MIT professor of electrical engineering John
Wyatt, plans to start testing the prototype in blind patients within
the next three years.

With feedback, researchers can configure the algorithm implemented by
the chip to produce useful vision. Ultimately, the goal is to produce
a chip that can be implanted for at least 10 years.

It’s a risky and challenging procedure as researchers have to design
an implant that won’t damage the eye. In the October issue of IEEE
Transactions on Biomedical Engineering journal, researchers have said
they hope to attach the implant to the outside of the eye, and put the
electrodes behind the retina.

I am told that concerned DMO is of the firm opinion that Persons with 
disabilities act applies to Central government employees and is not 
applicable to state government employees.
I am amazed firstly at the fact that how a medical officer is acting like 
a legal officer and deciding the applicability of the acts.


secondly, who knows, Kerala government may also, like Maharashtra 
government, have indulged in arbitrary changes in the disability act 
modifying it according to

its own sweet will!

I am sure there are judgments about s47 of PWD applying it to governments 
of NCT and even other states.


I will send the judgments shortly.
I am sure there are no legal grounds for opinions of medical officer and 
even if "God's own country" has passed any such restrictive provisions, 
they have to be assented to by president otherwise they are void.


I am sure he will get relief in god forsaken country.

I wish to bring to your urgent attention the case of a Govt employee
from Kerala's Health Dept, who went blind recently, facing termination
and not knowing  how to proceed.  He lost his vision recently and is
facing harassment from his colleagues at the Primary Health Centre that
he works in, including not being permitted to sign on the roster.



He used to take his wife along to the office for assisting him, but,
even this has not been permitted.  The DMO has been telling him to
present himself before a Medical Board to prove his physical fitness and
take voluntary retirement if and when his disability is proved.



He has given representations to the Commissioner for PWD at
Thiruvananthapuram, but, there has been no response.  When the DMO was
shown the relevant clauses of the PwD Act, he was told that the
protection available to a person acquiring a disability while in service
will not be applicable to his cadre (I understand he works as an
assistant at the PHC). .



Now, he has been asked to present himself before the Medical Board next
Tuesday.  On earlier occ

Hello Rajesh sir and others,
 Being in the same department I 
contacted  the  District office and they refused to give the cell no. of 
district  medical officer and the office people told me that he cannot see and 
travel without the help of another person and hence  cannot be retained in the 
post. I told them about the P W D act and then they argued with me that it is 
mentioned only to adjust to another post and no such post is available and why 
can't he take voluntary retirement? In my knowledge his one month salary is 
also withheld and the district officer also issued a notice stating that it is 
punishable to work with the vision problem .
   Now he is applied for D C and he will get it soon
