RIGHT TO READ CAMPAIGN
A Right Long Overdue
 
Phase 3: Mumbai Chapter
1st to 27th January 2010

Xavier’s Resource Centre for the Visually Challenged (XRCVC)
 
Background 
Millions of persons in India have some form of disability (visual impairment 
being the most common) that prevents them from reading printed matter. The good 
part is that there are technologies available which can help persons with print 
impairment to read, if the material is converted into alternative formats such 
as large print, audio, Braille or any electronic format. Unfortunately the 
Indian law does not permit a person with print impairment to make an accessible 
copy of a book to read. What this means is that every time a print impaired 
person wishes to read a book he/she has to get permission from the 
copyright-holder - a completely unfeasible proposition. 
The Right to Read Campaign is a part of a global initiative by the World Blind 
Union (WBU), Sightsavers International and other organizations. In India it is 
being spearheaded by the Centre for Internet and Society (CIS) 
(http://www.cis-india.org/), the Daisy Forum of India (DFI) 
(http://www.daisyindia.org/), Inclusive Planet 
(http://www.inclusiveplanet.com), and the Xavier’s Resource Centre for the 
Visually Challenged (XRCVC) (www.xrcvc.org).
The Right to Read campaign (http://www.righttoread.in/) seeks to accelerate 
change in copyright law, raise public awareness on the issue of access to 
reading for the print-impaired; and gather Indian support for the Treaty for 
the Blind proposed by the World Blind Union at the World Intellectual Property 
Organization (WIPO).
The campaign was launched in India in September 2009 in Chennai and later 
travelled to Kolkata in November. These efforts championed the cause of 
spreading awareness on the issue in their respective cities. Phase 3 of the 
campaign was taken up in Mumbai by the Xavier’s Resource Centre for the 
Visually Challenged (XRCVC) (www.xrcvc.org) in January 2010.
 
Right to Read Campaign: The Mumbai Chapter 
Launched through 1st - 27th January 2010 the Mumbai chapter of the Right to 
Read Campaign aimed to focus on the sensitizing and reaching out to the key 
stakeholders in the journey of print access, Copyright Holders - 
Authors/Publishers.
The key objectives of the campaign were:
- Sensitize copyright holders (authors/publishers) on the issue of print access 
for the print impaired.
- Gather their support for the campaign.
- Begin the process of dialogue with the copyright holders for sharing their 
content in accessible formats for the print disabled.   
The campaign has been a huge success as a result of over four weeks of hectic 
campaigning across various cities, literary festivals and events. Its 
achievements are highlighted below:
- Over 600 Authors/Publishers Signed in support - 555 Authors, 47 Publishers
- The campaign expanded its reach from Mumbai to several cities across India. 
The key cities from where support flowed in - Mumbai (371), Pune (64), 
Hyderabad (23), Ahmedabad (18), Delhi (51), Allahabad (11), Lucknow (10) and 
other places(53).
- The content covered in the campaign was of a full range. It included Poetry, 
Literature, Law, Management, History, Sociology, Medicine, Social Development, 
Spirituality, Science, Economics, and Cookery to name a few.
- The academia has come out in full support of the campaign, with widespread 
support from some of the leading educational institutes in the city. Authors 
across campuses who joined in the campaign include - Tata Institute of Social 
Sciences (TISS), Mumbai (31), University of Mumbai (30), IIT, Mumbai (15), 
International Institute of Population Sciences (IIPS), Mumbai (11), Jawaharlal 
Nehru University, New Delhi (28), and the Hyderabad Central University (21).
- The campaign also achieved a multi-lingual dimension with the support of 
authors in 9 languages - English, Marathi, Hindi, Gujarati, Malayalam, Kannada, 
Telugu, Sanskrit and Tamil.
The campaign also received support of noted names of the literary community who 
have come out in full support of the right to read for the print disabled. Mr. 
Arun Shourie, Mr. Tarun Tejpal, Lord Meghnad Desai, Mr. Alok Bhalla, Mr. Girish 
Karnad, Mr. Chetan Bhagat, Mr. Dilip D’souza, Mr. Harsha Bhogle, Mr. Udayen 
Vajpeyi, Ms. Anju Makhija, Ms. Sai Paranjpye and Ms. Anupama Chopra, Mr. Norman 
Page, Mr. Jean Dreze, Mr. Anurag Mathur and Mr. Vikram Chandra are amongst the 
few names who lent their support to the campaign. 
Amongst the publishing houses some of the names included Harper Collins India 
Ltd, Marg Publications, Balaji Publications, Popular Prakashan, Neelkanth 
Publishing House, Seth Prakashan Kendra, Vanathi Pathippakam, Marine Sports 
Publications and Manjul Publishing House Pvt Ltd.

[AI] Accessing the continue link in HDFC Bank's third party funds transfer pages

I am using HDFC net banking & do get 'continue' button elsewhere apart from 
'Fund transfer'.  Most of the transactions I do manage to do with JAWS 9-10 as 
on date.  I do not use 'FT' on HDFC as it is paid business while  it it is 
allowed cost free with ICICI.

My experience mirrors yours. I get the "continue" link everywhere else
on the HDFC Bank website except the third party funds transfer
facility. Could you get someone sighted to verify if the continue link
is on the screen?

Rajesh, this is nothing new. This is based on the affidavits filed in our 
ongoing litigation. they were supposed to do it by end December. Dont 
celebrate just as yet.
These matters have been barely argued during the last about 1 year. However 
we had a good Chief Secretary for a couple of months and got lots of things 
done outside court. The Govt has to send copies of all recruitment ads to 
NFB and NAB.
The matter should be coming up after the 18th ofFeb. Hopefully the new CJ 
would have taken over.
You are quite aware of what has been going on since I keep you posted about 
the matters. Nothing has happened in the last 3 months therefore no call 
from me.
Anyway now its time to review and go after the government. After the good 
Secretary we have had 2 more. Now we have to re introduce ourselves.
Rajesh look at the brighter side-Maharashtra has you , NAB and others to 
fight. Other states have very few opportunities. We are going to be the 
trend setters.

announcement was made.


So, I am at a loss to understand why leading NGOs like NAB do not deem it 
fit to intimate to this vital forum about any such developments.
Let us also ensure that while filling up such backlog, information is 
properly disseminated and state does not repeat the folly of advertising 
posts for partially sighted in addition to two legal categories.


Hope that the assurance by CM would be fulfilled, as Maharashtra is still 
a state with only one Chief minister!

Here in Karnataka, it looks like the government is doing barely anything
to clear the pending job positions. I heard about five years back that
nearly 350 posts have been left vacant since the early 1970s.

Dear Rajesh Sir,
Perhaps this may be known to you sir, as well as I am not that knowledgeable 
like Prateek, but I have found myself in situations where a read only edit 
box is presented where we have to enter the date month and year. Till few 
months back I didn't notice perhaps it was not important for me, but now I 
know just after that box, there is a graphical element in most of the case a 
link, which is tagged as "calander" or sometimes like some percent or 
numbers, and clicking on that link takes us to another page where links are 
given for entering date month and year. They also have < and > links for 
reducing and increasing a single day. Selecting from that page automatically 
fills the date month and year in that read-only-edit box.
But I didn't find any page with the graphical element inaccessible uptill 
now.
Surely, name of the website would be helpful in deciding the actual 
solution.
Sir fortunately I have red your latest reply and it is exactly the same

Dear Sir,

I’m currently using Jaws 10 and not experiencing major problem with
calendar.  The calendar is shown as a link next to date edit box. I
normally route Jaws cursor to this and click left mouse button (i.e. /
Key). The calendar opens in a new window. In this calendar one needs
to move using Jaws cursor. First year and months are to be setted
using 4 nos. of buttons (i.e.  << < > >> )Dates are arranged in a
table so table keys can be used (Ctrl + Alt + arrow keys). After
reaching the required date I click left mouse button and the date is
selected. I confess that the process is often iterative and I may have
to try more than once to get the required date.

I dont know which is better or worse the CM shooting his mouth or the Chief 
Secretary swearing on affidavit.
Anyway lets wait for the implementation. As you know the biggest problem is 
that they are keeping back the posts in Class 1 and 2 and only releasing 
posts in 3 and 4. So its still a long fight.
CMs say anything which wil get them claps now we will have to follow up and 
pull them up.
According to them there are only about 1000 posts for the VI. We have been 
fighting on this ground also.

Rajesh, this is nothing new. This is based on the affidavits filed in our
ongoing litigation. they were supposed to do it by end December. Dont
celebrate just as yet.

You are surely right about read only edit box and graphical element following 
it.
However, at least on RBI site, clicking on the graphical element does not lead 
to a page containing links of dates etc.
It leads to the same page where jaws initially says page contains 169 links but 
when links list is invoked, only 167 links are shown.
I hope for the solution, if such things are not inaccessible and reflect my own 
limitations.

Anyway, I do not comprehend why web designers make the things which are 
essentially simple, like choosing the date from combo boxes, so complicated.
Perhaps, simplicities of sight are too complicated without it.

given for entering date month and year. They also have < and > links for

But I didn't find any page with the graphical element inaccessible uptill
now.
Surely, name of the website would be helpful in deciding the actual
solution.

Hi!

If you are using Windows Xp, just go into display settings from
control panel > Go into the desktop tab and then select the Customize
button.
Select the icons which you want to enable from the window that comes
up and pres ok twice to come out of that..
This should solve the problem as I can perceive from here.

Thank you for writing to me, i know the difficulty were deaf persons facing in 
concessions at indian railways, however i have made several representation to 
set right the defects in concessions for deaf persons, no-one is bothered to 
set right the defects yet to now, but President of India's Secretariet has send 
directions to ministry of railways to do the needful about my representation to 
imliment railway concessions to deaf only also.  As existing railway concession 
pass is applicable together for deaf & dumb, hence separate concession for deaf 
only or dumb only we must need. It also take note that some one having deafness 
and otherone having dumbness, then how one who insiste for affixing together 
i.e. deaf & dumb ?  This is discrimination and attracts unequality among 
disability.

Let us wait further development, if you have to make representation, please do 
send the draft copy, so that i will forward this with concerned authority 
before the forthcoming railway budget.

When you told about RBI site, I went on site and found the same problem of 
inaccessibility.
I said 'not inaccessible' because till now it had not come in my knowledge 
or I had not have a chance to deal with such item which is inaccessible.

So I don't possess much knowledge about such problem.
Just now I have opened the page, and have tried to reach on that calander 
link even with Jaws curser, but using Jaws curser I couldn't reach and 
without it same problem which you are facing.

First inaccessible calender link which I have seen.
I only found problem on this site while signing up for email notifications, 
particularly on the section where we have to select that which kind of 
updatess we want by email. There I found a list box, and they have written 
that select one or multiple options from this list box. I could select one, 
but not multiple options. I guess they had four list boxes or something.
So I only wanted notifications updates, but getting press releases, 
publications as extra mails.
But I also remember that in the case of list boxes when you have to select 
multiple options, there Jaws has got some feature which has something to do 
with f8 key but what exactly it was, I forgot.
Writing the above problem means that if someone can tell me that what it is, 
shall be thankful to him or her.
But in your case, this is the best which I could do according to my 
knowledge and abilities with regard to using computer.

Lets hope someone will come up with good solution to this problem. Regards,

At RBI site under notification, The calendar is reasonably accessible.
There are 2 combo boxes for month and year.

However, it does not show  the month and year  in the calendar link.

In the World Book Fair 2010, there is great interest and euphoria in the 
media and general public about the Multimedia Print Reader – MPR a pen like 
device which claims to convert print books to talking books and also has lot 
of usefulness for the blind. I had a look at this device and these are my 
impressions.


I have seen this device and talked to the company representatives. I am 
visiting the Book Fair because our DAISY Forum of India has a stall there 
and got the opportunity to have a look at this MPR pen and also at 
Infibeam.com’s Pi about which I will write soon.


Let me try to explain how this device works. It is a pen like device though 
much broader and bigger. It has buttons for   switching it ON and OFF and 
also has buttons for language selection. It has an in-built battery which 
can be charged with a mobile phone type charger. It has a USB port for PC 
connectivity. It has 2 GB internal memory. It is supplied with earphones and 
the charger and you get one year warranty on the device.


If you decide to buy this device for Rs. 5600 plus taxes, you will get a set 
of complimentary books. The pen will have MP3 files containing recording of 
all these books. It may have recording of the same book in more than one 
language such as English and Hindi. For using this pen, you can switch it 
on, select a language button and then place the tip of the pen on the small 
dark circles on the page. It will scan & read the code in that dark circle 
and then play the corresponding audio file from its memory. You can listen 
to it from the internal speaker or attach the headphone you get with it or 
connect your PC speakers.


You will have to place the pen on the next circle and you will be able to 
listen to its recording. You can press the other language button on the pen 
and if the publisher has provided alternate language recording in the pen, 
you will listen to the other language narration even though you may be 
having a different language book. I mean to say the pen can play Hindi files 
which contain a translated version of your English book.


The pen manufacturer claims that they are collaborating with more and more 
publishers for bringing out books which have these MPR (encoded marks) on 
the pages. So, when you come across any new book in the market which has the 
MPR logo on its cover page, you can be sure that it can be listened to with 
the pen. You will have to buy the hard copy and download its audio 
recordings from the publisher’s website and copy them to your pen. For 
downloading the recordings, you will need a password which will be the pen's 
serial number. After having loaded the new files in the pen you will be able 
to use it with the new book.


Some of the interesting applications of this technology can be
- A child can learn to pronounce new words in the book by listening to them
- A child can listen to descriptions of images in the book in different 
languages
- A person reading an English book can listen to its Hindi translations for 
better understanding
- A dictionary or an encyclopaedia can contain pronunciations of difficult 
words.


The success of this technology depends upon acceptance of this MPR concept 
by more and more publishers. The users will have to buy the hard copies of 
the new books and also will have to download and transfer files to the pen. 
Therefore it requires use of computer and the internet by the users.


As far as usefulness for blind persons is concerned, I don’t think it is a 
great device. Using this pen will be very difficult as the blind person will 
not be able to locate these marks on the pages easily. Further, the blind 
user will not be able to navigate to a particular chapter or paragraph 
quickly. He will have to read and check out many pages and paragraphs before 
he gets to his desired point in the book. Blind persons will be very happy 
if they just get the audio files of the books which they can listen to on 
their MP3 players or computers.


One blind friend is of the opinion that this pen may be useful for the blind 
parents for teaching their sighted children. May be, but I cannot think of 
any more usefulness of this device for the blind.

Hi,

I use Nokia N79 after losing my N95 since past 3 weeks and have found it
really good. I also got my Talks license transferred to N79, E63 would also
support Talks as it's a Symbian series60 phone. Nokia E63 probably has a
QWERT keyboard, if you find yourself comfortable with the tiny keys without
significant gaps, it's a good business phone. E63 has a 3.2 mpx camera while
N79 has a 5 mpx. Both support quick-office, email and Internet browsing.
Also, both of them have an in-built message reading functionality, though
not as good as Talks. My N79 also has an in-built Oxford dictionary, believe
it would be available in E63 too. I like the TV connectivity feature of
N95/N79 as I could connect my phone to the TV and read enlarged contents on
the TV screen. N79 also has a FM transmission capability.

accordance with the Notification No.F. 29/1/2009/GAD/CN/Pt.1/3224-3261, dated 
11.08.2009 of the General Administration Department, GNCT of Delhi, specifying 
the gazetted and restricted holidays during the year 2010, the Annual School 
Calendar for all Govt./Govt.Aided Schools, Directorate of Education, Delhi for 
the Academic Year 2010-2011 as approved by Director of Education is as under:-

The new Multimedia Print Reader – A review

In the World Book Fair 2010, there is great interest and euphoria in the
media and general public about the Multimedia Print Reader – MPR a pen like
device which claims to convert print books to talking books and also has lot
of usefulness for the blind. I had a look at this device and these are my
impressions.

I have seen this device and talked to the company representatives. I am
visiting the Book Fair because our DAISY Forum of India has a stall there
and got the opportunity to have a look at this MPR pen and also at
Infibeam.com’s Pi about which I will write soon.

Let me try to explain how this device works. It is a pen like device though
much broader and bigger. It has buttons for   switching it ON and OFF and
also has buttons for language selection. It has an in-built battery which
can be charged with a mobile phone type charger. It has a USB port for PC
connectivity. It has 2 GB internal memory. It is supplied with earphones and
the charger and you get one year warranty on the device.

If you decide to buy this device for Rs. 5600 plus taxes, you will get a set
of complimentary books. The pen will have MP3 files containing recording of
all these books. It may have recording of the same book in more than one
language such as English and Hindi. For using this pen, you can switch it
on, select a language button and then place the tip of the pen on the small
dark circles on the page. It will scan & read the code in that dark circle
and then play the corresponding audio file from its memory. You can listen
to it from the internal speaker or attach the headphone you get with it or
connect your PC speakers.

You will have to place the pen on the next circle and you will be able to
listen to its recording. You can press the other language button on the pen
and if the publisher has provided alternate language recording in the pen,
you will listen to the other language narration even though you may be
having a different language book. I mean to say the pen can play Hindi files
which contain a translated version of your English book.

The pen manufacturer claims that they are collaborating with more and more
publishers for bringing out books which have these MPR (encoded marks) on
the pages. So, when you come across any new book in the market which has the
MPR logo on its cover page, you can be sure that it can be listened to with
the pen. You will have to buy the hard copy and download its audio
recordings from the publisher’s website and copy them to your pen. For
downloading the recordings, you will need a password which will be the pen's
serial number. After having loaded the new files in the pen you will be able
to use it with the new book.

Some of the interesting applications of this technology can be
- A child can learn to pronounce new words in the book by listening to them
- A child can listen to descriptions of images in the book in different
languages
- A person reading an English book can listen to its Hindi translations for
better understanding
- A dictionary or an encyclopaedia can contain pronunciations of difficult
words.

The success of this technology depends upon acceptance of this MPR concept
by more and more publishers. The users will have to buy the hard copies of
the new books and also will have to download and transfer files to the pen.
Therefore it requires use of computer and the internet by the users.

As far as usefulness for blind persons is concerned, I don’t think it is a
great device. Using this pen will be very difficult as the blind person will
not be able to locate these marks on the pages easily. Further, the blind
user will not be able to navigate to a particular chapter or paragraph
quickly. He will have to read and check out many pages and paragraphs before
he gets to his desired point in the book. Blind persons will be very happy
if they just get the audio files of the books which they can listen to on
their MP3 players or computers.

One blind friend is of the opinion that this pen may be useful for the blind
parents for teaching their sighted children. May be, but I cannot think of
any more usefulness of this device for the blind.

The two combo boxes of month and year you are talking about are in the archive 
category.
The calendar link given for searching the notifications falling between two 
dates is totally inaccessible.
It is immediately after department and function combo boxes.
Similar inaccessible calendar link is being used at many other places in RBI 
sites, external as well as internal.
Yes, for digging up the archive, we can input month and year in combo boxes, 
but there too, no combo box for precise date.

There are 2 combo boxes for month and year.
