[AI] Change in ICAI regulations for extra time

Hello all C.A. aspirants,
Please note that the amount of extra time available to VI (with more than 50% 
disability) in C.A. exams is 30 minutes per 1 hour of paper. Thus if you are 
appearing for PCC/IPCC/final exam, you will be entitled to 1.5 hours of extra 
time. Similarly, for CPT you will be allowed 1 hour of extra time (I think the 
exam duration is 2 hours). Thus, the procedure for availing writer and extra 
time has changed to that extent. However, the change is not disclosed on the 
ICAI website and it still talks about allowing 30 minutes to 1 hour.
Please be very alert of this facts as the ICAI is completely careless in 
allowing extra time to students. In fact, the actual time allowed in different 
cases ranges from 30 minutes to 1.5 hours for a 3 hours paper without adequate 
grounds for the same. I myself have been a victim of such careless practices 
and hope that others will not have to go through the same.

[AI] Now E-Ticket Booking is not accessable for blind

Dear list members,
 
I am sharing a barrier created by IRCTC. Now no visually challenged user can 
book E Ticket. If you are going to book E Ticket of Indian Rail through IRCTC 
site, you may not be able to do the same. Because at the time of filling 
passengers detail, you will also have to type the character shown on the 
screen, which is not possible for such challenging users in absence of sight.
 
Anyone please advise to tackle with this problem. Otherwise, it is my humble 
advise to everybody to write a suitable request to IRCTC authorities to make 
the site accessable for such challenging users as per UN Convention please.

the check box “no signature”, uncheck it.
Below you would find edit boxes, insert the desired content in it.

The human brain on a microchip is almost ready!
Turning into reality of science fiction films such as The Terminator
- where machines and men meld into reality - Canadian scientists have
successfully connected brain cells to a silicon chip to hear
conversation between brain tissue.
The neuro-chip, which has been developed by medicine scientists at the
University of Calgary, will network brain cells and thus record brain
cell activity at a resolution never achieved before, according to
Naweed Syed who led the team that made the breakthrough.
The neuro-chip will help future understanding of how brain cells work
under normal conditions and thus permit drug discoveries for a variety
of neuro-degenerative diseases such as Alzheimer's and Parkinson's, a
university statement said on Tuesday.
This technical breakthrough means we can track subtle changes in
brain activity at the level of ion channels and synaptic potentials,
which are also the most suitable target sites for drug development in
neuro-degenerative diseases and neuropsychological disorders, Naweed
Syed, who is professor and head of the Department of Cell Biology and
Anatomy, has been quoted as saying.
The new neuro-chips are also automated.
Previously it took years of training to learn how to record ion
channel activity from brain cells, and it was only possible to monitor
one or two cells simultaneously. Now, larger networks of cells can be
placed on a chip and observed in minute detail, allowing the analysis
of several brain cells networking and performing automatic,
large-scale drug screening for various brain dysfunctions, the
university statement said.
The University of Calgary is excited at the potential of this made in
Canada technology, said university vice president Rose Goldsmith.
The University of Calgary is proud to be the home of this cutting
edge Canadian work with a neurochip. The advances in research and
healthcare made by possible by this technology are immense. The work
and collaboration happening in the lab of Naweed Syed is another

A blind couple was strangled to death in their double-storey residence in
Vivek Vihar area of East district on Tuesday. 

Cash and jewellery worth of lakhs of rupees are missing from the spot. The
prime suspect, tenant of the deceased, is absconding. Police said the tenant
was not verified. 

A senior police official said, We received a call from neighbours on
Tuesday morning. The deceased have been identified as Rajendra Verma (52)
and Shobha Verma (50). Rajendra Verma had opted for a voluntary retirement
from JNU. The bodies have been sent for post-mortem. 

Additional DCP (East) DK Gupta said, Prima facie, it seems to be a case of
loot. The key suspect in the case are deceased's tenant and his associate,
who are absconding from the scene after the incident. Both are natives of
Uttar Pradesh. Teams have been formed and investigation is on to nab the
culprits.

The couple stayed in house number 137, Janta flat of Vivek Vihar while their
tenant stayed on the first floor. They had been living there since July 17
this year. The tenants were introduced to the couple by Sushma, a neighbour
of the deceased. 

The deceased had three daughters identified as Hema (19), Leena (20) and
Neena (22). All three are blind and married. On Tuesday morning, I made a
call to my parents. Despite several attempts when no answer was received, I
made a call to Satya Devi, a neighbour of my parents. I told her to convey
my message to my parents. When Satya Devi reached my parent's residence, she
found their bodies and raised an alarm. Police was informed, said Hema. 

One of the suspects identified as Ashwini, who works at a call centre in
Noida, was spotted by residents around 1 am smoking but was not seen after
that. 

An amount of `50,000 and some jewellery was found missing from the house,
they said.

Uttar Pradesh. Teams have been formed and investigation is on to nab the
culprits.

The couple stayed in house number 137, Janta flat of Vivek Vihar while their
tenant stayed on the first floor. They had been living there since July 17
this year. The tenants were introduced to the couple by Sushma, a neighbour
of the deceased. 

The deceased had three daughters identified as Hema (19), Leena (20) and
Neena (22). All three are blind and married. On Tuesday morning, I made a
call to my parents. Despite several attempts when no answer was received, I
made a call to Satya Devi, a neighbour of my parents. I told her to convey
my message to my parents. When Satya Devi reached my parent's residence, she

May the sole rest in peace 
Am in shock since yesterday as I was the one who had to confirm to the
eldest daughter about the reality of the accident.
The good news is that the criminal is in prison, the Police S H O and local
politician were very active.
The family is very close to me because of the fact that I share the colony
with them, 3 daughters were my hostel mates and the husband of the eldest
one is my very close friend and also business partner.
BTW entire family is visually impaired including Husbands of the 3 daughter.

A blind couple was strangled to death in their double-storey residence in
Vivek Vihar area of East district on Tuesday. 

Cash and jewellery worth of lakhs of rupees are missing from the spot. The
prime suspect, tenant of the deceased, is absconding. Police said the tenant
was not verified. 

A senior police official said, We received a call from neighbours on
Tuesday morning. The deceased have been identified as Rajendra Verma (52)
and Shobha Verma (50). Rajendra Verma had opted for a voluntary retirement
from JNU. The bodies have been sent for post-mortem. 

Additional DCP (East) DK Gupta said, Prima facie, it seems to be a case of
loot. The key suspect in the case are deceased's tenant and his associate,
who are absconding from the scene after the incident. Both are natives of
Uttar Pradesh. Teams have been formed and investigation is on to nab the
culprits.

The couple stayed in house number 137, Janta flat of Vivek Vihar while their
tenant stayed on the first floor. They had been living there since July 17
this year. The tenants were introduced to the couple by Sushma, a neighbour
of the deceased. 

The deceased had three daughters identified as Hema (19), Leena (20) and
Neena (22). All three are blind and married. On Tuesday morning, I made a
call to my parents. Despite several attempts when no answer was received, I
made a call to Satya Devi, a neighbour of my parents. I told her to convey
my message to my parents. When Satya Devi reached my parent's residence, she
found their bodies and raised an alarm. Police was informed, said Hema. 

One of the suspects identified as Ashwini, who works at a call centre in
Noida, was spotted by residents around 1 am smoking but was not seen after
that. 

An amount of `50,000 and some jewellery was found missing from the house,

I am sharing a barrier created by IRCTC. Now no visually challenged user 
can book E Ticket. If you are going to book E Ticket of Indian Rail 
through IRCTC site, you may not be able to do the same. Because at the 
time of filling passengers detail, you will also have to type the 
character shown on the screen, which is not possible for such challenging 
users in absence of sight.


Anyone please advise to tackle with this problem. Otherwise, it is my 
humble advise to everybody to write a suitable request to IRCTC 
authorities to make the site accessable for such challenging users as per 
UN Convention please.

Dear Friends,
Recently i came across Notification for the recruitment of Bank of
India Probationary Officers. I'm unable to understand the eligibility
conditions for visually Challenged  It is given in the notification that
below are the conditions to be satisfied to consider as visually
Challenged:

i*i)  Visually Challenged (VC)
Blindness refers to a person who suffers from either of the following
conditions:

 (a)  Total absence of sight.

(b)  Visual acuity not exceeding 6/60 or 20/200 (Snellen) in the better eye
with correcting lenses, Limitation of the field of vision subtending an
angle of 20 degree or worse and so certified by a Medical Board appointed by
the State Government.

(c) A person with Low Vision means one with impairment of visual functioning
even after treatment of standard refractive correction but who uses or is
potentially capable of using vision for the planning or execution of a task
with appropriate assisting device.

  In my medical certificate issued by AP medical board, it is mentioned
that my VIsion Acuity is

Right eye: 6/60Left eye : 6/36
and Disability Percentage : 40%

 According to the point (b) in the notification, As left eye is the better
eye for me and Vision acuity in that eye is 6/36, Am i not eligible for the
reservation under Visually Challenged? I'm afraid

Please Let me know the actual meaning of that line and Please tell me
whether i'm eligilbe or not

When i tried to fill the application online, there are two options under
the column* Percentage of disability* one is 40% and the other is  above 40%

I'm totally confused Please help me out friends...

Out of my personal observation More than blindness the old age was the  ...
But blindness can not be ignored.
And I am a little discouraged for VC marrying VC however before the accident
I was of the view that VC with VC would make the best match.
I'll take time to get to normal state of mind so please ignore if you don't
agree to my view point.

Hope this doesn't discourage VC men from marrying VC women. Even we

It is like telephone banking and kind of safe but can't really say, credit
information security over tele shopping is the sole responsibility of the
merchant and the user don't have much to do. 
Generally, the software used for such transaction promise that the CcE
(customer care executive) will be unable to view the card details but what
if some CCE hack the software. Additionally, there are small instruments to
decode the keys pressed by the user and can be attached with the CCE line so
in this case if the security department don't check well for the gadgets
with CCE, it will do the magic!
On a personal note, I don't like the tele shopping option as internet
shopping is much more easy, reliable and safe provided you are aware of the
latest frauds techniques.

Subject: [AI] Now E-Ticket Booking is not accessable for blind


Dear list members,

I am sharing a barrier created by IRCTC. Now no visually challenged
user can book E Ticket. If you are going to book E Ticket of Indian
Rail through IRCTC site, you may not be able to do the same. Because
at the time of filling passengers detail, you will also have to type
the character shown on the screen, which is not possible for such
challenging users in absence of sight.

Anyone please advise to tackle with this problem. Otherwise, it is my
humble advise to everybody to write a suitable request to IRCTC
authorities to make the site accessable for such challenging users as per

UN Convention please.

In fact, this should be measured in percentage with the number of couples,
especially old aged, who are murdered in an year in the country.  I think it
will be very low.  

But one precaution which can be taken is to avoid keeping valuables in the
house, unless it is required.  My father forced me several times to wear a
gold ornament , but I always refuse it because of my disability.  I think
both the property and my life would be at risk if I carry valuables with me.

A tale of two countries (and two technology issues)
Spare a few minutes to see what the government agencies responsible for
Information Technology have been up to, in two nations on different
continents, but comparable in development status.
Brazil has  just reinforced its image as the most progressive of
nations, when it comes to state-driven policy to encourage the  free and
open use of software and digital technologies for the general good: It
has updated its copyright laws to make the imposition of Digital Rights
Management (DRM)  illegal in all work that falls in the public domain or
where such rights impede fair use.
DRM is technology   dreamed up by music and movie distribution companies
- mostly American - which restricts the use of legally purchased work to
specific geographies or a limited range of players. For example, the
movie DVD that I borrow from the local British Council library, does
not  play on most players that are available in the Bangalore market -
players contract-manufactured  in China, Taiwan etc even if they are '
made in India' . I had to buy a new player from Coby ( an American
manufacturer) because the DVDs in the British Council collection are
made in the UK, whose publishers ensure that it will only play in Europe
and America. The same situation prevails in the music business.   Many
CDs from leading international labels selling in India, will   work on
your music player but not on your PC. And you can't transfer tracks to a
USB thumb drive so that they can be heard on your MP3 player. That's DRM
alive and well in India! But in Brazil they have taken a revolutionary
position, that   while it is perfectly legal to break DRM ( as long as
you don't violate anyone's  copyright), it is illegal for DRM to 'break'
the public domain of   information and entertainment.
Back in India, the Maharashtra government has just cast its covetous
eyes on all those caller tunes that we Indians download in millions,
paying almost a rupee a day for using them - and thus identifying
ourselves while expressing our personalities. Innocuous?The Revenue
Secretary of the state thinks otherwise.   Caller ID tunes entertain, do
they not? So they must be charged entertainment tax -- at 25 percent!
The proposal is going to the Maharashtra cabinet for approval - and you
can bet they will approve it double quick. After all, it's another milch
cow to fill the state's coffers without any special effort.
And what of the central government? They are making  angry noises at
Research In Motion, the company behind the Blackberry, because the
Canada-based leader in secure messaging devices says it is unable to
offer Indian security services a ' back door' to monitor  emails and
other messages exchanged by its customers in this country. Ensuring the
privacy of their customers' traffic is Blackberry's USP - and they are
unlikely to hand this over to any  one government, when they operate in
over 100 countries: they will just withdraw if they are not allowed to
function. Indian officials might feel emboldened to push RIM harder,
after the actions of the UAE last week which has said it will shut down
Blackberry's email  traffic. Saudi Arabia,   has  also threatened to do
so- and the latest news is, that  RIM  may have offered to shift some of
its  servers to that country.   Will they do likewise in India - or do
they   have a different standard for different nations depending on how
much business is at stake?
In any case, Blackberry-type services are already under pressure from
cheaper options  that work with phones running  Microsoft's Windows
Mobile, Nokia's Symbian or Google's Android.  Many new  smartphones
promise Blackberry -type email and messaging, without any additional
charge. In the US, Android phones have outsold Blackberries.   In
cost-conscious India, they  may do likewise. Brand Blackberry may never
dilute; it may just become irrelevant.
As Brazil has reminded us last week, governments must be agile in
addressing new  technology, as it affect their citizens... technology
like DRM, which huge corporates dream up,  to grow their business at the
expense of  customers' rights.  Understanding such technologies will be
more meaningful, will touch   ordinary citizens more meaningfully, that
shackling Blackberry   ever will.

Having read about crimes and interacted with folks who report them on
a daily basis, I feel there is no protection to individuals beyond a
point. Unfortunately, even if you do not interact with anyone, you are
watched by a pair of eyes who don't know and if that belonged to
someone with a criminal intent, then there is risk for you. Remain
highly cautious, especially when you are blind and also try not to
boast about your posessions or properties in a public place or in
front of strangers. Well, this is only to be cautious.

Hello all,
The incident is really unfortunate.
My deepest condolence to the affected family.
Folks, though we all are upset because the couple was blind, but I
think, the incident taken place was more of a desire of stealing money
and jewelry

Blindness may be one aspect, but its not at all the only reason for it.

I say this very confidently, because over the years I read few
incidents where tenants/home servants attempts crime for robbing
purposes, and it really doesn’t matter, either or not you have sight.

I think, we  come across crime news everyday in the city column of
your news paper, in the news at prime times or else.

A number of people are daily affected by these kinds of ill desires,
and most of the times, they are those, who have sight.

So, of course we are sad because the victim were our community people,
but it should not be seen as a reason of the whole episode.

I wanted to emphasize this, because I’ve heard someone saying on the
list that the incident  has discouraged him to appreciate the idea of
a VI marrying VI.
I don’t want to get into debate whether or not a VI should marry VI,
but what I say is, that its not at all related to these occasional bad
incidents, so denying any such relations should not be based merely on
this risk.

In fact, stuff like these are getting very common in the world over,
so I suggest,  let’s not get cynical about it.

Please note that I fully understand your statement and the reason of
writing this mail is just to cast my personal views rather challenging
anyone’s opinion.

Hope the members would take this in the same right spirit.

In fact, this should be measured in percentage with the number of couples,
especially old aged, who are murdered in an year in the country.  I think it
will be very low.

But one precaution which can be taken is to avoid keeping valuables in the
house, unless it is required.  My father forced me several times to wear a
gold ornament , but I always refuse it because of my disability.  I think
both the property and my life would be at risk if I carry valuables with me.

Clearly you and your team would have to do some amount of research.
I’ll just start with what I consider as the basic stuff.

To begin with, you need to find out what variant of Red Hat platform is going 
to be installed by the government.
There are 2 main editions for desktops: Red Hat Enterprise Linux (RHEL) and 
Fedora.
While Red Hat Enterprise Linux has to be purchased and comes with a 
subscription for technical support, Fedora is entirely free and developed by 
the Red Hat community.
Also, Red Hat Enterprise edition is largely based on the Fedora distribution, 
but is suppose to be far more stable.
So, which variant is Maharashtra Government going with?

There are 3 popular assistive tools available on Linux for visually impaired 
users and these 3 can be run on all major Linux distributions.
Moreover, a user can perform all the common tasks –text editing, checking 
emails, surfing, writing programs- using any of these 3 tools.

Orca: judging by the people mentioning this one on this list, it seems to be 
the most popular one in India. Orca is meant for dealing with GUI applications 
on Linux like Open Office, Firefox, Thunderbird, etc. Orca is somewhat similar 
to the Windows based screen readers.
Unlike what most people believe, Orca can run on any Linux distribution, in 
fact it comes already installed on most major distributions. On Ubuntu, one can 
easily start Orca just before boot options on the live CD. This is useful for 
independently installing the distribution. This is why Ubuntu is more popular 
than other Linux distributions.
Emacspeak: This provides speech for an application called Emacs, but Emacspeak 
is not a screen reader. Emacs is a very powerful text editor with many 
extensions and you can do pretty much anything in it.

its examination patern.
in CAT exam, an entire section of DI (Data Interpretation) is based on graphs, 
diagrams, charts or any other pictorial presentation. 
in all other competetive exams such questions are exempted for a VI candidate. 
Is the same rule applicable in CAT as well? if not, what are the possible 
remedies available.

It is like telephone banking and kind of safe but can't really say, credit
information security over tele shopping is the sole responsibility of the
merchant and the user don't have much to do.
Generally, the software used for such transaction promise that the CcE
(customer care executive) will be unable to view the card details but what
if some CCE hack the software. Additionally, there are small instruments 
to
decode the keys pressed by the user and can be attached with the CCE line 
so

in this case if the security department don't check well for the gadgets
with CCE, it will do the magic!
On a personal note, I don't like the tele shopping option as internet
shopping is much more easy, reliable and safe provided you are aware of

Hello Sir,
go to the site and log in by giving portal id and password.  there you 
have to click on the link post paid services and consequently you will 
find the link usage details on which you have to click.  then fill the 
required details and click on the search botton.  That's all you will get 
your usage details.

Hi,
We can make every web site accessible, but there are different issues
involved.
first of all, the client has to aggree for that and more over if the site
goes live, it's some what difficult to control on accessibility.
now a days most of the companies doing accessibility, we can expect atleast
the future coming sites accessible.
so  we should ask our government has to take some initiative, at least some
important sites likes banks and railway sites accessible.
