if you have already entered text and then you want to left/right align
the same, you will have to select the text first and then issue the
appropriate command. Otherwise you must press the command first and
then begin entering text.

As of now, we are not using a 64 bit OS. We are still using the 32-bit
windows. So the question of jaws supporting the 64-bit machine doesn't
arise. It's been reported that the vista will be available in both 32
and 64 bit versions. Once we have the 64-bit vista running, freedom
scientific will surely update jaws to make it compatible with the
64-bit functioning.

Hi rajiv, I am not too sure about that. Although I don't have specific info
on this, cases have been brought before the courts and it has been ruled
that reservation should be given once. But the governments have not been
following this policy and same benefit is being given for promotion as well.
Please correct me if I am wrong.

as i understand, the benefit of reservation is only given once. so if
reservation benefit is availed at the time of recruitment then no benefit is
given in reservation in promotion. however if recruitment is got without the
benefit of reservation then at the time of promotion reservation will be

Thanks for your concern. Let me inform you that Disability act is silent as
far as the reservation is concerned in promotion is concerned. I have
recently written a note to the Ministery of social justice and empowerment
in this regard. This was done to  provide them the feed back for the
suggestions they were seeking.
Now let me come to the issue of Mr. Dadu's issue. His issue is very basic.
This is an issue which is core to each teacher. Each teacher is entitled for
promotion irrespective of one's disability. So please don't club these 2
important issues.

No promotion shall be denied to a person merely on the ground of his
disability... 

 

Disability is a matter of perception, says Martina Navratilova. If you can
do just one thing well, you're needed by someone. Tragically, however, the

disabled often face inequity.

 

One such instance comes to light through a recent verdict of the Madras High
Court in J. John Wincent vs The Commissioner of Central Excise, The Chief
Commissioner

of Excise (Cadre Controlling Authority), The Chairman, Central Board of
Excise and Customs and The Registrar, Central Administrative Tribunal.

 

John had joined the services of the Department as a Lower Division Clerk in
May 1990. Thereafter, he was promoted as Upper Division Clerk in the year
1995.

 

Consequent to the re-designation of the post in the year 2002, he is holding
the post of Tax Assistant, reads the text of the judgment dated April 27.

 

John, by virtue of his experience, made a representation to the Department
to consider him for promotion to the post of Inspector of Central Excise and

Customs. However, the respondents did not consider the representation of
the petitioner and he was informed that, being a physically challenged
person,

he would not be able to do the arduous job of Inspector of Central Excise
and Customs. How unfortunate!

 

There were more people like John who had been refused promotion on account
of disability. They had approached the Central Administrative Tribunal,
which

issued directions to the Department to consider the applications of the
physically challenged persons for the post of Inspector of Central Excise
and Customs.

 

What happened thereafter? The Department called upon John `to undergo
endurance test of cycling and walking.' And `he was found to have performed
the same

successfully.' Yet, in 2004, John was rejected on the ground that he did not
have `the prescribed height'.

 

He approached the Tribunal for remedy. Disappointingly, it held that there
was no scope for relaxing the standards prescribed in the Recruitment Rules,

and rejected John's application. Aggrieved, he took his case before the High
Court.

 

Speaking for John, his counsel V. Raghavachari said that the Tribunal had
erred in rejecting the claim of the petitioner to the benefits conferred
under

Section 47(2) of the Persons with Disabilities (Equal Opportunities,
Protection of Rights and Full Participation) Act, 1995 in the matter of
promotion.

Also, at the time of joining the service John's height was 160 cm, as
substantiated by the physical fitness certificate. For the Department, it
was R.

Santhanam who argued, and he reiterated the contentions earlier urged before
the Tribunal.

 

Equality for disabled

 

The short but core point for consideration in this writ petition is:
whether the petitioner is entitled to promotion to the post of Inspector of
Central

Excise and Customs in spite of the disability suffered by him during the
course of his employment? observed Justices P. D. Dinakaran and R. Sudhakar
of

the Madras High Court, who heard the case.

 

All countries today need to apply affirmative action to ensure that the
women and the disabled are equal to all of us, said the court, citing
Nelson Mandela.

Though the Constitution of India does not specifically prescribe
discrimination on the ground of `disability', it does contain
non-discriminatory provisions

that guarantee equality and equal opportunities for all citizens as in
Articles 14 and 16, pointed out the court.

 

The Persons with Disabilities (Equal Opportunities, Protection of Rights
and Full Participation) Act, 1995 treats disability as a civil right rather
than

a health and welfare issue, and recognises the need to integrate persons
with disabilities with the mainstream of society by some normative action.

 

Section 47 of this Act, which Raghavachari referred to is titled
`Non-discrimination in Government employments'. Sub-section 1 says, No
establishment shall

dispense with, or reduce in rank, an employee who acquires a disability
during his service: Provided that, if an employee, after acquiring
disability is

not suitable for the post he was holding, he could be shifted to some other
post with the same pay scale and service benefits.

 

Provided further that if it is not possible to adjust the employee against
any post, he may be kept on a supernumerary post until a suitable post is
available

or he attains the age of superannuation, whichever is earlier.

 

Sub-section 2, which is more relevant to the case on hand, says: No
promotion shall be denied to a person merely on the ground of his
disability: Provided

that the appropriate Government may, having regard to the type of work
carried on in any establishment, by notification and subject to such
conditions,

if any, as may be specified in such notification, exempt any establishment
from the provisions of this section.

I don't see any reason why the software can't be used in conjunction with
 any smart phone to  produce same results. The KNFB reader is at present so
 expensive that it would be beyond the reach of a wealthy American let 
 alone
 the people in the developing countries. Efforts should be made by the

Hi Rohit, at the moment yahoo 8 is not very accessible with jaws like the
version 7 used to be. However, some commands of the previous version should
help to a limited extent. Pressing ctrl+shift+v puts you in the messages
window. You can then read the messages by cursoring through. Then press f6
twice to go back to the edit box for typing messages. Sometimes you have to
use the refresh screen command to have better results with these commands.

Hi rajesh, Gmail will block all attachments containing an exe file no matter
whether you save it in a zip file or rename the file to txt or something.
But as far as other attachments are concerned, they come through fine.
However, there is one potential problem with the spam filter of the GMail.
It often moves important mails in to the spam folder. So one should
regularly check the spam folder for right kind of mails.

Hello friends, some points specially the one related to concession in fairs
have been misunderstood. What happens is that the airlines have a fixed
number of seats marked for concessional fairs and as soon as that quota is
exhausted, the concessional tickets are denied or are assigned to the
waitlist category. The demand we are planning to put forth is only that we
should be given concession on the full ticket in case a seat is vacant at
the last minute even if the quota of tickets for the disabled has been
exhausted. Please note that we are not demanding concession on the already
discounted fairs!

Again there are two different items under the server tab of the accounts 
properties. 1. log on using secured password authentication which 
should be unchecked. and 2. my server requires authentication which 
should be checked.

Hello Dinanathji, I suppose you are our senior from B.R.A. Yes there is 
a great need to pursue this matter. First of all, the railways will have 
to work out a simpler way to  issue the concession certificate. It's 
really very difficult to get a concession form prepared which is  
accurate in all respects. Otherwise the booking clerk always creates one 
or the other hurdle. You can imagine the difficulties people face in 
cities like Lucknow in getting the thing done let alone small towns and 
villeges. I myself have been unable to get the concession facility due 
to the absence of a concession certificate here. We can proceed on the 
net reservation issue only if the railways makes arrangements for us to 
get the certificates directly from their authorities.

Please varify that 1. allow authentication check box is checked under 
the server page of the account properties. 2. under the advanced page of

mobile speak pocket is and what PDAs are available in the market  which 
would be affordable and feature rich. How much appprox does one have to 
spend on the software and hardware? Some of my friends have said there 
is hardly any use of the PDA for us when we can have advanced mobile 
phones like nokia 6681. is there anyone on the list apart from the 
software developers who is using a PDA?

I seriously doubt the efficacy of these measures. The numbers of 
passengers using railways are so large that it becomes vertually 
impossible to manage the passengers in an hour of rush let alone 
subjecting them to strict security checks. As far as the visually 
impaired are concerned, most of us have been managing it all alone most 
of the times. However, it must be acknowledged that the indian railways 
has ample staff to provide assistance to the blind and other needy  
people in case of urgency.

hi mahesh, in order to enable the hot keys, go to the tools/options and 
select the hot keys tab. select the  enable hot keys check box. you can 
also activate some other hot keys like mute microphone from here. After 
enabling the hot keys, you can use alt+pageUp to accept the incoming call.

[AI] experiences with real speak daniel

Hi folks, I have downloaded and installed the real speak daniel. I have 
found it to be more responsive  than any other sapi5 voice as far as 
using it with jaws is concerned. I would like to have the real speak 
voices on my machine if they are not very expensive. Is there anybody on 
the list  selling real speak products here in india? The quality of 
voices is really good and the size is also reasonably small compared to 
other sapi5 voices.

Hello, is it the same braille display that was shown at the accessindia 
conference at Banglore in December 2005? If yes, have you made any 
significant improvements in the product which seemed to be grossly 
inadequate at that time. The shortcomings were pointed out in detail.

Hi George, I have downloaded and tried thunder. As I said earlier, the 
product is at present only in its nascent stage. It can at best be 
described marginally better than the windows xp narrator in the sense 
that it can read text documents and has a facility to use almost any 
software speech synthesizer on your machine. As far as Internet is 
concerned, it works only with webIE browser which is text based and is 
severely limited. it does not support internet explorer or mozilla at all.

 A CITY company has successfully launched the world's first free-talking 
 computer software - Thunder - which is likely to be a storming success for 
 blind
 and partially sighted people worldwide.

 Thunder was launched by Screenreader.net, run by blind city couple Margaret 
 and Roger Wilson-Hinds, from their home in Orton Wistow, Peterborough.

 The pair, who have been running Choice Technology, which specialises in 
 products for blind and partially-sighted people since 1992, were runners-up 
 in Peterborough
 Enterprise Centre's first-ever competition to find the region's Best 
 Business Idea for 2006.

 They are delighted to have achieved their ambition to launch the software, 
 which will help bring computers and the internet alive for the blind and 
 partially-sighted.

 The Thunder screenreader turns a normal PC into a talking computer by 
 reading out loud what's on screen.

 It will enable them to listen to internet sites, shop on-line, hear their 
 e-mails and, with the software reading out to them as they type, they will 
 be
 able to create letters and other documents with ease.

 Screenreader.net is a not-for-profit community interest company, which 
 developed the software in partnership with Manchester-based Sensory Software 
 Ltd.
 The software was launched at the Sight Village Exhibition in Birmingham this 
 week.

 Mr Wilson-Hinds said: At Screenreader.net, our mission is to deliver free 
 talking software worldwide so that blind people everywhere can benefit from 
 the
 computer, the web, and e-mails.

 We see the talking computer as the modern Braille - providing a gateway to 
 learning, work opportunities and a measure of financial freedom and 
 independence.
 Thunder is set to create a real storm as talking computer software is 
 currently available, but at a price, with the cheapest system, Windows Eyes 
 costing
 about £380, and the most widely used system, JAWS, costing £800.

 Thunder is entirely free to individuals, with multi-user packages available 
 to organisations for an annual subscription, which also includes training.

 Thunder has already received the backing of a number of organisations, 
 including the National Blind Children's Society, the Royal Blind Society and 
 New
 Zealand Association for the Blind. Chief executive of the Royal Blind 
 Society Graham Booth said: This is a simple, easy-to-use product that's 
 going to
 bring huge benefits to blind people and greatly enhance their quality of 
 life.
