The AICB is conducting a research project on the topic *"Barriers faced by
Women with Visual Impairment for Active Participation in Management Levels
and important decision-making processes in organizations working with
persons with visual impairment".* The Project is being sponsored by
Christoffel Blinden Mission (CBM), Germany. Three Research assistants are
required for the said project.
*Nature of Work:* Besides helping the PIs in the organization of the
project, the main responsibility of the research assistants will be to
obtain the responses of the respondents through the already prepared
questionnaires. The already prepared list of prospective respondents will
be provided by the PIs. The responses will be mostly obtained through
telephonically and in online mode.
*Eligibility:* Minimum qualification for the Research Assistants is
post-graduations; however, graduate candidates with some prior research
experience might also apply. The candidates should possess good knowledge
of English and Hindi; and computer skills including familiarity with
techniques of data recording.
*Remuneration:* Each Research Assistant will be provided consolidated
amount of Rs. 30,000 after completion of the task. It is expected that the
target shall be achieved within two months from the date of appointment.

will be notified on email the date and venue of interview likely to be
scheduled on 10th August 2022.

Dear All: I am provoked to thank Mr. Subhash Vashisht for underlining various issues and (I have been told that) there are many other similar issues in the new Act. (Due to some technical reasons, I am unable to respond in the same string where Mr. Vashisht wrote just a while ago). It is my sincerest appeal (in my individual capacity) to disabled friends and other well-wishers to understand that history does not teach us to indulge in euphoria, but to remain alert. It is all the more required when our leaders indulge in thank giving for the Government, rather than educating the community and involving it in the deliberations by procuring copy of the bill before it is enacted. . I wish if the amendments and the final draft would have been shared with us before its enactment. How disabled community can allow in a democratic country some enactment where the bill is not shared with them at the advance stage? IN this sense, it is no different from the ordinance root, against which our friends had fought so vigorously just a few years back. Particularly noticeable is that the bureaucracy has cleverly taken many powers on substantial matters in its own hand rather than clarifying in the act itself. I am not in a position to give elaborate examples here as unfortunately I am caught completely at some other fronts for some time. However, I am sure that the line of discussion that Mr. Vashisht has started will be taken further. Today I also heard Pankaj Sinha (a blind advocate) at a press conference underlining many such shortcomings of the bill (now an act) for PWD. Only one issue I would like to share at this moment. I had hoped, particularly because I fought for the rights of our community in the insurance sector, that the new law would provide in unequivocal terms that in any scheme disabled persons will not be liable for any extra payment or reduced benefits. We may still fight for it in the court and perhaps win as well. However, I have been told that the Act does not make such a bold statement which is otherwise already accepted by the judiciary in the case that I earlier filed on this issue. Instead, the act emphasizes that the Government will frame insurance policy for the disabled. It means that the focus is on a separate policy, and not so much on universal equality for disabled in the insurance sector. There could be many such examples. Of course, the Act still needs to be ratified by the President. It needs to be notified in the gazette. And the Government is also required to make appropriate rules for its implementation. The scope for intervention would be somewhat reduced now. Still, I would suggest that instead of rejoicing, it is crucial for us to be not only vigilant, but to make effective interventions at each of these levels. Good if leaders come forward. However, we will not surrender ourselves to anyone completely. I hope that each one of us, in whatever capacity we can, we will not allow the vested interests of any kind to compromise with our rights. Let us organize discussion on this as early as possible; and let us plan strategies for ensuring that no damage happens to our already accomplished rights. This in no way denies the good features of today’s enactment. But it is to ensure that the bureaucracy neither complicates these achievements, nor dilutes the earlier gains. Shri Balu Shrivastava or Baluji is a visually challenged British citizen of Indian origin. He is an internationally acclaimed musician from our community. His organization Inner Vision is doing a project in collaboration with British Council, wherein they are travelling the entire country (India) to hunt for blind musicians and to give them exposure at an international platform. Does a hearing impairment person has no right to 'communicate' with doctors in an emergency? Does a visually impaired person has no right to find his own hospital and doctor on internet? Does a wheelchair user has no right to undergo mammography? The Right to Health is seriously violated for persons with disabilities in India. Signing many International treaties not significant, people with disabilities continue to face apathy in a place which should be most comforting. There are no sign-language interpreters in hospitals, majority of hospitals website are inaccessible (despite order from PMO office), machines not adjustable, toilets not modified for wheelchair users. Moreover, MCI has no data on the number of Physical Medicine and Rehab departments (only few in India) in India though for interns 15-day posting is mandatory. I have been fighting for this for the last 2 years since not a single medical institution in India is disabled-friendly. This inaccessibility does not restrict to physical barriers alone rather it means informational barriers, economical barriers and most dangerous attitudinal barriers. Now NHRC has pulled up MCI on my complaint. Today's Hindu writes about it. The expression 'differently abled' in the report is not mine. I always avoid it. The National Human Rights Commission (NHRC) has come down heavily on the Medical Council of India (MCI) for not fulfilling its social responsibility towards differently-abled persons who avail of medical services and for not educating doctors on how to provide them treatment with dignity. The Commission has recently issued a notice to the Council based on complaint by Dr. Satendra Singh, a differently-abled doctor at University College of Medical Sciences. He had earlier written to the MCI to include 'disability education' in medical curriculum. According to the World Report on Disability by the World Health Organisation (WHO), physicians worldwide generally lack training about caring for differently-abled persons, thus frequently compromising their health care experiences and health outcomes. The situation is worse in India as the MCI has failed to fulfil its social responsibility,'' said Dr. Singh. Previously, the MCI had instructed all medical institutions in India to submit compliance report on disability initiatives. Majority of the responses indicate lack of awareness. I wrote again to the MCI to include disability education in 2013, but there was no response. Later an RTI reply by the MCI highlighted how the Council was not able to do justice towards differently-abled persons, said Dr. Singh. Now, the NHRC has demanded that the Council include mandatory access audits in all medical inspections. Also these access audits must include differently-abled persons in the team. The accused dancer's name has not been revealed as it may compromise the victim's identity. According to the teacher's complaint, a copy of which is with HT, she had met him when he was looking for sponsors for one of his programmes. A few days ago, she had gone with him to a bank in Daryaganj for sponsorship. While returning to the dance centre in IP Extension, he allegedly put his hand on her shoulder and hugged her. He started behaving in an indecent manner after they reached office. Though the woman reminded him that he was her mentor's husband and she had high regards for him, he continued to molest her and stopped only when somebody knocked at the door, a police officer said, quoting the woman's complaint. After the incident, the complainant learnt that he had tried to molest other female students and employees as well. She claimed that she has a video tape wherein a disabled student admitted that while on tour to Bangalore, he allegedly forced her to share a room with him and sexually assaulted her. Nearly six months ago, the choreographer's wife had filed a complaint of domestic violence against him. In her fresh complaint, she said she had withdrawn her complaint after he gave it in writing to the police that he will end his affairs with other women and stop abusing her. Interestingly, six assembly constituencies replied since a person with mental disability cannot be an elector, the question of voting does not arise. Students can log in and access any information about themselves from the time they applied for a seat until their last mark-sheet, he said. The government's reluctance is also believed to have been influenced by the fears that President Pranab Mukherjee might raise questions on similar grounds. But the decision to hold the Cabinet tomorrow evening indicates that government has made up its mind to bring ordinances. Sources in the government suggested that instead of bringing several ordinances, government could restrict itself to approve ordinances on Prevention of Corruption (Amendment) Bill, SC/ST (Prevention of Atrocities) Amendment Bill and Rights of Persons with Disability Bill. The Cabinet which met for nearly two hours yesterday decided to postpone the ordinances. These included ordinances on Prevention of Corruption (Amendment) Bill and Right of Citizens for Time-Bound Delivery of Goods and Services and Redressal of their Grievances Bill - both dealing with corruption, which were on the agenda of the meeting. These are among the anti-corruption bills being pushed by Rahul Gandhi to create a framework to fight graft. Along with these, the SC/ST (Prevention of Atrocities) Amendment Bill, Rights of Persons with Disability Bill, Security Laws (Amendment) Bill and Delhi High Court Act (Amendment) Bill were also on the agenda. Congrratulations for this. Indeed a good piece. I am taking the
liberty of copying these comments to accessindia mailing group. Since
you are researching on disability rights, I think you can further
develop this essay by including the perspectives from the World
Disability Report and from the Cry Survey, which inumerate a much
higher proportion and rely upon a different definition of disability.
I think reading about Amartya Sen's 'capability approach' would also
be helpful. Besides this, we also need to see which societal
perceptions, such as caste, tribe gender and religious community Etc.

reporting of disability in these sections. I think you have a long way

The 41 year old from a remote Galli Bashura village in Almora in Uttarakhand has no regret that he is a blind by birth. “When I look back, I feel that many of normal friends have not been able to achieve what I have. Had I not been blind, I may not ave achieved this much like many others,” he told Daily Post. Bisht, a doctorate in blind sports, has represented India in world cup cricket tourney for the blinds in 1998 and 2002. Presently general secretary of ‘Sambhavna’, an organization working for disability rights in Delhi, he was in town to interact with disabled students from Himachal Pradesh at Shimla at workshop by Umang Foundation. For Bisht, the turning point of his life was information and opportunity to get admission at National Institute for Visually Impaired at Dehradun right time. “My brother, an army man happened to visit Dehradun and had got to know about the school. After tenth, I shifted to Delhi and then went in for higher education. The education made my life easy, though I had to fight at every step of life for being a disabled.” He said the society is generally not friendly for the disabled in the country and the system gets apprehensive even when a disabled crosses all the hurdles with his capability for a job. “This becomes frustrating. I recently qualified written test for Education Officer conducted by University Grants Commission (UGC) in general category. My marks were above cut off per cent age, even then I was not called for the interview. When I got to know this, I filed RTI to get accurate information and have now filed a suit in Delhi High Court,” Bisht narrated. He said ‘Sambhavna’ was fighting several such cases in the High Court for the disabled as they do not get their due despite merit. Bisht advised the blinds to have knowledge of law. “The system is hostile. If have information of our rights and law points, nobody can deny us our due,” he said. He explained that it was due to thorough understanding of law, his organization Sambhavna got recruitments in Delhi University stayed by High Court on the issue of clearing backlog of the disabled. “The court even gave the directions to display reservation roster for the disabled, which was a great step to create awareness,” he said. Justice Sharma for capacity building of disabled Justice Rajiv Sharma of HP High Court on Sunday appealed to the society to make efforts for capacity building of disabled students and saving them from exploitation. He also distributed 10 Angel Players, an assistive educational device, to the blind students. “These children were asset to the society,” he said, while inaugurating the workshop on “Rights of Disabled Students” to mark International Day for Persons with Disabilities organized by Umang Foundation, a Public Welfare Trust. As per the 2001 census, the prevalence of disability in Gujarat is 2.1% and as per the estimate, the state is likely to have at least 12 lakh PwDs. Another official in the health department, who did not wish to be named, said that despite the online facility, those who want to register through manual forms can continue to do so. “Often in case of obvious disability, a doctor can examine a patient and issue a disability certificate. But in case of multiple disabilities and where the disability is not so obvious, a panel of doctors examines the patients. Now, the panel may consist of doctors with different specialisation, and a patient may not know when the doctors will be available. Therefore, using this system, patients can get to know about their timings, when each panel of doctors will be available at the hospital. She is the first Indian poetess to have written in English. It was very surprising a quality work of such great stature is in wilderness.
