I done trace route and it times out when I point it to my gateway address
and charter DNS server so I'm lost as hell now

This was on a att network. But swapped it out to a bigger one and I'm using

We have a ubee modem (cable) from charter. I can see it via static ip
locally  but not from outside if the ubee modem

We have 2 different IP address pools. I had thought about dhcp  but I would 
like to see the router incase I needed to access it for firmware upgrades etc
