[The current version could plausibly be read to strip patent titles when an entity ceases to be a person. This makes it so that patent titles can be held by all entities, but can only be awarded to persons. The requirement on personhood/citizenship is explicit for most awarding methods (including the Herald's general method), while the other methods require 2 Agoran consent, which should be enough to prevent them going to non-persons if we don't want them to as a group. There's not really an easy place to put an explicit restriction, because some of the 2 Agoran consent methods are at Power 3, while the patent titles rule is at Power 1.5.] Award all Patent Titles to eir former holders that were lost solely due to the entity not being a person (under any current or former definition of "person"), other than Hero of Agora Nomic or Grand Hero of Agora Nomic. [Explanation: Currently, if the Speaker has been Speaker for at least 90 days, e can be replaced with support. However, the Speaker has the power to stop any intent, even one that is with support, by objecting to it. This would mean that the Speaker cannot be removed by this method. The office can still be reappointed by the Prime Minister if another player wins the game, but as is, the 90+ days method is relatively obsolete. The fix is to either remove the feature altogether or fix it, and I think it's a nice feature, so I proposed this fix. DIS: [Promotor] Draft and Commentary
My draft report is below. Comments are, as always, welcome. For the purposes of this report, I'm assuming that: - "Minion Plan" isn't a proposal because it failed to specify text - "Agoran Bit-streaming" is a proposal because it was submitted properly - "Simpler ribbon switches" was never pended for the reasons stated by the Treasuror Oh, and, in the interests of communication: I'm not going to remove any proposals this week, so everyone will have till I'm preparing my next report to pend things in the pool. -Aris --- PROMOTOR'S REPORT AS OF RIGHT NOW I hereby distribute each listed proposal, initiating a referendum on it, and removing it from the proposal pool. Amend R2557 "Sentencing Guidelines" by adding to the end: When the rules authorize an investigator to issue a Warning for a violation, e CAN do so by announcement if the violation is described by the rules as a "Class N Crime" where N is 0 or an expression that evaluates to 0. This SHOULD only be done if the contract's provisions ensure that its funds received from Agora will be used solely for the betterment of Agora. Yeah, I mean we all CoE things that don't turn out to be errors, on all the reports. But when a particular type of report is causing persistent errors you need to look at your UI to see if it's a little too confusing. :) I've noticed a lot of comments/questions on proposal status, maybe it's confirmation bias or the high traffic, but this goes back to Alexis's concerns in CFJ 3792. A lot is a non-empty list of items to be transferred to a single recipient (an auction winner). When the rules authorize a person (the auctioneer) to conduct an auction, e CAN do so by any wholly public method that would be generally recognizable, as specified by the auctioneer at the start of the auction, and under common definitions and terms used in auctions, as a fair, equitable, and timely means of determining the auction winners from among the current players, and enabling the appropriate exchange of goods. The rule that authorizes the auction further authorizes the auctioneer or auction winners to transfer said items as necessary to conduct the auction in a manner consistent with the auction method. If the authorization is to auction "new" items, it further authorizes the creation of said items as per the chosen method. The Treasuror is the promulgator for regulations that define specific auction methods (i.e. "the default auction method") and SHOULD do in order to aid trade and commerce. For the purposes of interpreting auction definitions, such methods are treated as if they are defined in this rule. In general, if the text is changed, I’d strongly prefer to have the full proposal reposted. That’s less important if it’s just one of the properties that’s getting changed like this, though it’s still nice because it increases the chances I’ll notice. So I guess the rule of thumb is that a full resubmission is preferred in general, except when the changes are made in response to a draft like your chamber switchings were, and strongly requested for text changes regardless of the circumstances. -Aris

DIS: [Promotor] Draft
Hello all! I regret that my activity level in Agora has been reduced of late. There are several projects I've promised to work on, both publicly and privately, and I am aware that I haven't really been doing so. I've been extremely busy IRL, but expect to be less busy in a week or two. Anyhow, my Promotorial draft is affixed. -Aris --- I hereby distribute each listed proposal, initiating the Agoran Decision of whether to adopt it, and removing it from the proposal pool. For this decision, the vote collector is the Assessor, the quorum is 3, the voting method is AI-majority, and the valid options are FOR and AGAINST (PRESENT is also a valid vote, as are conditional votes). ID Author(s)AITitle --- 8277 G. 1.0 Minor Giveaway The proposal pool is currently empty. The full text of the aforementioned proposal(s) is included below. // ID: 8277 Title: Minor Giveaway Adoption index: 1.0 Author: G. Co-authors: I transfer 5 coins to each active player, in the order that they are listed in the most recent Registrar's Weekly Report. //
DIS: [Promotor] Draft
Here's a draft. -Aris --- I hereby distribute each listed proposal, initiating the Agoran Decision of whether to adopt it, and removing it from the proposal pool. For this decision, the vote collector is the Assessor, the quorum is 6, the voting method is AI-majority, and the valid options are FOR and AGAINST (PRESENT is also a valid vote, as are conditional votes). ID Author(s)AITitle --- 8275 Jason Cobb 3.0 "By announcement" clarification 8276 Jason Cobb 2.0 Various Election Fixes v2 The proposal pool is currently empty. The full text of the aforementioned proposal(s) is included below. // ID: 8275 Title: "By announcement" clarification Adoption index: 3.0 Author: Jason Cobb Co-authors: Amend Rule 478 ("Fora") by replacing the text Where the rules define an action that CAN be performed "by announcement", a person performs that action by unambiguously and clearly specifying the action and announcing that e performs it. with the text Where the rules define an action that a person CAN perform "by announcement", that person performs that action by unambiguously and clearly specifying the action and announcing that e performs it. // ID: 8276 Title: Various Election Fixes v2 Adoption index: 2.0 Author: Jason Cobb Co-authors: Amend Rule 2154 ("Election Procedure") by replacing the text "declare em the winner of the election by announcement" with the text "by announcement declare em the winner of the election, thereby causing em to win the election". [This clarifies that this actually causes the person to win the election, which could be construed as a distinct action from "declaring em the winner". The replaced text differs from the one in the most recent SLR because Falsifian cleaned the text by replacing "them" with "em" since then.] Amend Rule 2154 ("Election Procedure") by replacing the text "In a timely fashion after the nomination period ends, the ADoP CAN and SHALL" with the text "After the nomination period ends, the ADoP CAN and, in a timely fashion, SHALL". [Ensures that the ADoP doesn't lose the ability to initiate an Agoran Decision for an election after a week passes.] //

8271 G. 3.0 Doctorate expectations I withdrew 8271 and submitted a new version - the text of this one is the old text. https://mailman.agoranomic.org/cgi-bin/mailman/private/agora-business/2019-November/041621.html
