 selling to... dont want to upset the good customers).  In Jersey 
 City, Metro Homes is building those twin Trump Plaza towers.  They 
 build the first one and when it sells out, they start building the 
 second one.  Unlike that, the Esperanza is being built and sold in 
 one shot.  When they sell out that building, they'll develop the 
 Wonder Bar block to the north or the Albion block to the south.

[AsburyPark] Fashionably Late ?

A ...continuous luxurious vacation.   Unlike the continuous
nightmare that long time residence have had to put up with since the
early 80s.

Isn't the declaration of redevelopment at that time and the
resulting mess enough evidence that Eminent Domain and Redevelopment
are not the answer to urban decay? Its been over 20 years.

It is impossible for the footprint to be bigger. the c8 building 
took up half of ocean ave, the esperanza does not. it is going to be 
a beautiful addition to asbury park. i feel asbury park starting to 
breathe again.

you cant even compare this redevelopment to the last failed one of 
the eighties. people are actually moving in to these new homes. the 
boardwalk is once again thriving in the summer, work is being done 
on convention hall, paramount theater, and the casino. there is also 
all new infrastructure, new roads, and new lighting.
i have been a resident of asbury park for close to fifty years (all 
my life)and this is the first time in over thirty years that it 
feels that we are finally moving in the right direction.

You clearly missed the point.

That being - that Asbury Park would be in MUCH better condition if
Redevelopment and Eminent Domain had not been declared at all.

I was pointing out the fallacy of Redev  ED being the cure for social
and management problems in general. It actually caused more problems
then is solves in many cases.

I wrote (Lot Coverage).. The Lot Coverage footprint is larger due to
there not being any setbacks from the property lines. It is 100% lot
coverage.

He is rich, famous and aging very nicely. But while Bruce  Springsteen may

at least one area of his life could use some work.

Memorial vandalized for third time in  year   11/13/07
HOWELL — For the third time in a year, vandals have defaced the Sept. 11,  
2001, memorial at Newtons Corner Road and Memorial Drive, formerly Jacob  
Drive. 
It really sickens me, Councilman Michael Howell said. I just don't  
understand the mind set of kids that would do something like this. 
Howell said he believes the repeated vandalism is the work of neighborhood  
juveniles. 
You'd like to think it wouldn't be an adult, he said 
On Jan. 5, Milanowycz and her husband reported the first case of vandalism,  
which involved the theft of solar lights. Over the summer, the couple say  
vandals again stole and destroyed lights at the memorial, but this time vandals 
 
stole American flags that marked the stones affixed with names of the Howell  
residents who died that day. 
The Milanowyczs spent Saturday refurbishing the memorial and say they have  
spent close to $1,000 repairing the damage left by vandals over the past  
year 
Howell said he will discuss the latest attack with other members of the  
council to see what can be done to stop the memorial's defacement. 
Police officials say they have increased patrols in the neighborhood and that 
 a 10 p.m. curfew remains in place.

Who was expecting portions of the lots to be used for open space in 
the redevelopment plan?  Every project that is going up in the city 
uses every bit of its lot. 100% lot coverage is what needs to be 
used, otherwise its wasted space.  The more units, more people, 
create opportunities for more businesses, more tourists.  Think of a 
downtown shopping area (Cookman Ave) as compared to a strip mall 
which is set back from the road.  The wide avenues with their green 
space in between make for plenty of open space connecting the town to 
the beachfront.  

The building is going to be taller than what had previously been 
there because C-8 had 4 stories to go before reaching its full 
height.  In terms of overall height, if C-8 was finished it would 
have been basically the same thing we are looking at now with a much 
larger footprint taking up a large amount of public space. A few 
extra feet in terms of overall height is not going to make much of a 
difference to the naked eye.  Its impossible to tell 200 ft from 210 
feet.  What matters is this is going to be a great addition, a grand 
building that people will look at and say wow to.  Once people see 
this completed, the doubters of Asbury Park will have something to 
change their minds.

that matter, 200%. OPEN SPACE at street level - open airways, use of
glass and natural stone and levels. NYC mandated it (right dan) at
least 20 years ago as street level. Open those architecture books at
reread Frank Llyod Wright or I.M. Pei.

If my dad had only stopped saying you want to be an architect..prove
yourself as a student first...

Monmouth was a free ride cause he taught there. 

Guess he never udnerstood what those architecture books were for.

Lot coverage footprint? Lot coverage is a result of the footprint,
i.e., 50% of the lot covered by improvements. If the lot size is the
same as before then the footprint has to be larger to have a greater
lot coverage. You plan setbacks (or lack thereof) depending upon what
you want. For instance, in most urban sections of NYC, there are
streetwall requirements, in other words, you are not allowed to set
back until a certain height. Whether it was the right thing to do or
not, it is obvious that the plan was to have streetwall contiguity and
not setbacks at grade.

[AsburyPark] Getting 8 Million from the State Taxpayers

The Asbury Park City Council approved a $35.5 million budget with a minimal  
increase in the city tax rate in June. This year, an $8 million deficit is  
covered by a state grant. Last year, Asbury Park's small deficit was covered by 
 
a tax increase. Since 2004, spending is up by more than $8 million, without  
offset revenues. Hence, an $8 million deficit.  
If the state had not come to the aid of our council's pleas for help, the  
average tax increase would have been heavy. Why continue to spend more than we  
have? 
We must look for new ways to increase revenues and cut expenditures. A  
Citizens Tax Advisory Board would be able to use the best and the brightest  
minds 
in this city to work on alternative ways to close our budget gap. 
One idea the citizens board can pursue immediately would be to create a  
revenue allocation district and a revenue allocation financing program. 
This  
district would encompass the entertainment area Madison Marquette is  
expanding. 
This would allow the city to establish a ratable tax amount base that would  
be paid to the city once full build-out of the district is accomplished. This  
ratable amount then would be sold via a bond and the proceeds used by the 
city  to pay down the structural deficit — one portion used to cover the debt 
service  and the balance for new projects.

Perhaps a poor wording on my part. Lets regroup and just consider the lot 
coverage and 
the setbacks from the property line at grade for a given lot size.

!00% lot coverage  = 0 setback.

Thats what I'm referring to, not setbacks on higher levels compared to one 
below it.

courtyards for commercial or public use, in general a sense of 'openness' and

amenity since the sidewalks are buffered from the building by distance.

What we have in AP is 100% lot coverage which is detrimental to the entire 
design 
philosophy and character of the beachfront.  'City Beautiful' design is based 
upon the use 
of space to make the public feel like part of the design instead of an 
afterthought.

We have monumental buildings and parks that are being retained and then 
conflicting with 
that by allowing 100% lot coverage in all new development. That has an adverse 
effect on 
the unique character of Asbury Park.

Appropriate use of setbacks and green/public space would have increased 
property values, 
provided visual/commercial interest and made Asbury Park a better place.

Just look at the North Beach development - building right up to the street 
line. The 
Esperanza will have just a solid wall and garage doors on the Kingsley Avenue 
side.

Both of those examples are not people friendly.

But in some instances it is not where you want to create
streetwalls/corridors. They are appropriate in some places and not in
others. Will that be as well on the east west axis? I guess the public
ROW is not applicable there? Wait, the streets flare out at Ocean so i
guess it still is intact.

You have the beachfront and green acres spaces. We know that they
traded higher lot coverage within WRA for lower coverage outside of
it. That was in CAFRA.

i would really have to see a 3 model to judge. In one respect it could
make Ocean more human in scale and not a wide expanse. Does cosy come

This isnt commercial use, its residential... You would have front 
lawns with fences, walls, hedges, and other barriers.  Public space 
isnt going to happen on any of these blocks.

Perhaps the most unique thing about Asbury Park as compared to any 
other town on the Jersey shore is the wide avenues leading to the 
beach, which are being retained and redone in a nice way with trees, 
grass, and open space.  This will give a very open feel.  Remember, 
people arent going to be spending time on these streets... theyre 
walking down them to get to the boardwalk, beach, ocean.  And they 
will have a constant view of that ocean while they are walking there.



 Esperanza will have just a solid wall and garage doors on the 
Kingsley Avenue side.

Kingsley isnt going to be a place where people are going to hang out 
though.  Its going to be all residential.  People are going to walk 
to the boardwalk, the beach, ocean avenue, downtown, etc to spend 
time, not on Kingsley which is a driving street.  


Besides, building out to the extents of the property line is 
neccesarry to fit parking under the building.  Would you rather have 
5 more Asbury Tower type buildings along the beachfront surrounded by 
a parking lot and a fence?  That is open space which is private 
property, and that could be one of the worst spaces in the city.

Asbury Park is a unique place in an otherwise uniformly built Jersey 
Shore.  There are plenty of suburbs with homes and lawns and flowers, 
and you dont see too many suburbs with their streets crowded with 
pedestrians.  Asbury Park requires a different thinking than the rest 
of the Jersey Shore.

NEWARK — John Hamilton sold his office for $2,000 and a driveway,''
said Thomas J. Eicher, deputy chief of the special prosecution
division for the U.S. Attorney in New Jersey.

The corruption trial for former Asbury Park City Councilman John J.
Hamilton Jr. began today with those words to a federal jury in opening
statements.

Hamilton's attorney, Michael Baldassare, countered that the U.S.
Attorney's case was hanging solely on the testimony of FBI informant
Robert Duke'' Steffer. In his opening statement, Baldassare called
his credibility into question, telling the jury, Steffer lies.''

Why does he lie?'' Baldassare asked. That's what Bobby Steffer does.''

Hamilton has been charged with offering public, no-bid contracts to a
demolition contractor in return for having his driveway paved.

The contractor - Steffer - was working for the FBI, and his
conversations with Hamilton were recorded.

Hamilton has pleaded not guilty to the charge.

The relationship between Steffer and Hamilton began in May 2001.
That's when Vinny Baker, the owner of Jennie's Soul Food restaurant in
Asbury Park, introduced Steffer to Hamilton, according to the FBI.

Baker has been charged with conspiracy to extort and pleaded guilty to
the charges.

Hamilton told Steffer that he could find him no-bid demolition work in
Asbury Park if in return the contractor agreed to pave Hamilton's
driveway free of charge, according to a federal indictment.

Steffer paved Hamilton's driveway, according to the indictment.
Actually, the FBI hired a contractor, through Steffer, to do the work.

When it was done, Hamilton asked Steffer for a receipt to make sure
that we both are protected, according to a criminal complaint.

An FBI agent prepared a computerized receipt for $1,000, which Steffer
later gave to Hamilton.

Hamilton took the receipt and promised Steffer that he'd get you some
work, according to the criminal complaint.

   I think the paving is concentrated around the development sites for 
right now.  Don't count on Kingsley getting any attention untill the E project 
is done.  I hope Ocean ave gets its lines fixed soon.  Even after months of 
driving on it, i havnt gotten use to dirving north.  Your eyes naturaly want to 
graviate towards the right when you see all that open roadway there.  Even if 
the eastern side of the road were packed with cars, you'd still want to drive 
over further then your sopose to!  Get rid of that white line!!!
