John Paul seems to have forgotten that Justice Taney was a Roman Catholic in good standing, that the Dred Scott decision was a legacy of 2,500 years of classical western jurisprudence concerning slaves, (a large share of whom from antiquity to British America, were white) and that Pope Pius IX, whose shoes the current Polish Pontiff is not fit to shine, sympathized with the Confederacy during the War Between the States. It was no crime for the strict constructionist Taney to fail to break ranks with millennia of western legal tradition, or to argue, correctly, that the Constitutional definition of a citizen did not include Africans, since the Founders had not endeavored to concoct an oxymoron and make citizens of slaves. Taney's "sin" consists in the fact that he would not betray the Constitution as the Founders had written it. Moreover, his decision owed at least as much to the fact of servitude as to race. ENSLAVED WHITES had also been denied citizenship in the early days of the Republic. America's initial immigration laws specified that ONLY FREE WHITES were eligible for citizenship. On Jan. 29, 1795 Congress legislated that, "Any alien being a free white person may be admitted to become a citizen of the United States..." Of course the fact that legions of poor whites in colonial America had endured chattel slavery, back-breaking toil and grinding poverty demolishes the myth of "white skin privilege" and the pope, being a mythomaniac of the deepest dye, will not countenance a word of it. How easy it is for John Paul, in league with his Communist cronies Castro and Mugabe, to act the part of a politically correct Jeremiah and make white people the focus of HATRED AND RESENTMENT. But where was our media super-star's finger of admonition when he was in the presence of rabbis and Zionists? When did he say, on the numerous occasions when he shared the spotlight of the world media with Jewish leaders, that "people of Gentile descent" have been placed "outside the boundaries of national community and the protection of the law " by the judicial rulings of the Mishnah and Gemara, and of "the great sages" Moses Maimonides and Shneur Zalman? When did John Paul confront the chief rabbi and Jewish congregations when he met them in Rome, with the Talmud's ruling that ONLY JEWISH PERSONS ARE HUMAN, and with the bloody consequences of that ruling for the peasants of Russia and Eastern Europe under the Jewish- Bolshevik regime, and for the Palestinians under Israeli occupation? Eleven years before Justice Taney wrote his landmark decision for the U.S. Supreme Court, two shepherd children atop a mountain in France had a daunting vision of a weeping lady. The same computing power that once required an entire building to harness now can be inserted in your left arm. Better yet, somebody else's left arm. Professor Kevin Warwick, director of cybernetics at the University of Reading in the U.K., is that somebody else. On Monday, Aug. 24,1998, Warwick became the first human to host a microchip. During a 20-minute medical procedure described as "a routine silicon-chip implant" by Dr. George Boulos, who led the operation, doctors inserted into Warwick's arm a glass capsule not much bigger than a pearl. The capsule holds several microprocessors. The British Broadcasting Corp. was on hand to document the historic event - and to trouble the professor's already frayed nerves. "In theory, I was able to see what was going on," Warwick says in a phone interview several days after the operation (which he described as slightly more pleasant than a trip to the dentist), "but I was looking in the opposite direction most of the time." Although Warwick winces at the comparison, Boulos likens him to a latter-day Edward Jenner, who injected himself with cowpox in 1776 to further his research into a smallpox vaccine. "The doctor pinched the skin and lifted it up and sort of burrowed a hole underneath the skin and on top of themuscle," Warwick says. "It's well inside my body, in my left arm, just above my elbow. [It's] held in place by three stitches - partly so that the wound is held together, but also so that the capsule doesn't float around anywhere." Though he declines to reveal the chip's manufacturer, Warwick did disclose that it's a "commercial" product. "For obvious reasons, both positive and negative, they didn't want us shouting about what the name of the exact product was," he says. The approximately 23mm-by-3mm device stayed in Warwick's arm for only nine days - partly to avoid medical complications, partly because it was fairly limited in power. "Half of it is an electric coil,"Warwick says, "and half is a number of silicon chips." The chips used only eight of an available 64 bits of information to communicate with the University of Reading's intelligent building. Which brings us to the question: Why? Warwick has spent more than 20 years researching and developing intelligent buildings. "In our building in the Cybernetics department, we've got quite a number of doorways rigged up so that they pass a radio signal between the door frame," he says. "When I go through the doorways, the radio signal energizes the coil. It produces an electric current, which the chips use to send out an identifying signal, which the computer recognizes as being me." And so, for a little better than a week, doors that normally require smart cards swung open for the professor. A system of electronic nodes tracked his movements throughout the building. Lights blinked on when he entered a room. "Hello, Professor Warwick," his PC announced when Warwick crossed the threshold of his office, before casually mentioning how many E-mail messages he had received. It also was reported that Warwick used the device to run a bath and chill his wine. Warwick How did he like it? "In my building I feel much more powerful, in a mental way," Warwick says. "Not at one with the computer, but much, much closer. We're not separate. It's not as though we're good friends or anything. But certainly when I'm out of the building, I feel as though part of me is missing." Asked if he named his chip, Warwick laughs. "I don't see it as a separate thing," he says. "It's like an arm or a leg." Warwick's family was a little slower than his body to accept the chip. "My wife finds it really strange," he says. "She didn't want to go near my arm for a couple of days. It was as though I had some funny disease." His 16-year-old daughter reportedly called him "crazy." And the day after the operation, Warwick played a game of squash with his son, but not before issuing a stern warning: "Whatever you do, don't hit my arm. The implant could just shatter, and you'll have ruined your father's arm for life." -Caveat Lector- www.themoneymasters.com/ I recently purchased the Money Masters video set and would highly recommend it to anybody who wants to understand exactly how we are now in the ridiculous sitiuation of having a national deficit of roughly 7 trillion dollars. The money masters gives you a complete history of money and the money changers, or international bankers, who have been manipulating it for thousands of years. The constant battles in America between the bankers, who of course wanted a central bank, and several Presidents and other politicians of a bygone era, including Jefferson, who fought tooth and nail to avoid letting bankers print money for nothing, (it went back and forth 8 times between international bankers running things and the country printing interest free money)charge interest on it, and control the economy for their own gain. Some really excellent quotes, interviews with bankers, economists (including a nobel prize winning economist who agrees the fed is a disaster) and many facts that I wasn't aware of, and I've read a couple of good books on the subject. When you see it you'll be amazed how uttelry absurd the Federal Reserve scam really is. What's also interesting, but of little surprise, is how many outspoken critics of central banking were assassinated, or died under suspicious circumstances. I may make some copies in the next couple of weeks, so if anybody's interested let me know. Every high school and college student should watch this documentary. All it said was, "Watch Strauss". The two words took me back to August of 1996 "09.96 RMNews Does the rapid activity in the Office of Presidential Executive Orders have anything to do the secret White House meeting which took place Saturday, August 3, 1996? "This meeting took place barely a day and a half after President Clinton raged at a Rose Garden news conference. He had been asked if he had gone back on his word to pay the legal bills for fired and then prosecuted White House Travel Office employee, Billy Dale. He (Clinton) bristled in anger and rage and began berating the CBS correspondent who asked the question. As his temper and voice rose, Chief of Staff, Leon Panetta was seen frantically waving to press aides to end the news conference. As the President's staff tried to herd him back into the safety of the Oval Office, the President was heard screaming at the media." A day and a half later, ten prominent Democratic elders held a meeting with President Clinton. Sources claimed that Robert Strauss headed the meeting. Strauss took the unprecedented step of calling the reporter who had broken the story, Sherman Skolnick, and advised him, in no uncertain terms that he, Strauss, was not part of the meeting. At that time, Strauss was considered the ranking statesman of the Democratic party. Quoting again from the August 96 RMNEWS, "Strauss and his gang of 10 high ranking Democratic leaders told Clinton that the gathering storm of indictments and revelations against Hillary would destroy the Democratic party. "The President was shown a photograph of the upcoming federal criminal indictment which accuses Hillary of perjury and obstruction of justice. "The President shouted in rage that they were all "traitors". The ten brave men knew that Clinton had just signed Executive Order 13010. This order has been dubbed the "Terrorist Gestapo E.O.". This executive order gives the President and his agents the right to label anything they choose as a terrorist act. The offending "terrorist" can be jailed with no explanation given. Furthermore, the "terrorist" will be charged with treason and treason is punishable by death. "The President shouted in rage that they were all "traitors." Knowing that Executive Order 13010 had just created the Terrorist Gestapo, the President's angry use of the word traitor, carried sinister and potentially deadly overtones to the 10 brave men. Countering Clinton's raging outburst with one of his own, Strauss (who claims he was not at the meeting) shouted, "You use cocaine and liquor. You are unfit to deal with worldwide emergencies." The president screamed back with a string of obscenities and curses. Strauss, (who says he was not present), fired back that the President is acting deranged and as such could be removed by the 25th amendment. Prior to the secret meeting, the Gang of 10 had arranged to have damaging stories about Clinton leaked to the press. One story had already been leaked to Susan Schmidt of the Washington Post. CIA Director John Deutsche ordered the Inspector General to investigate claims that U.S. Intelligence Agencies were involved in illegal arms shipments and drug smuggling at an isolated airstrip in Mena, Arkansas during the years that Bill Clinton was governor. Susan Schmidt broke the story on August 7, four days after the secret meeting. (There is a related report at www.copvcia.com. Look for the second, unreleased report on the CIA's involvement in drugs.) "Deutsche and the CIA have subsequently been putting pressure on the President and First Lady. The Most publicized of the pressure is the investigation into Mena, but this is just the tip of the iceberg. Is it any wonder that rumors of Deutsche's year end resignation are popping up? Deutsche know that he has to get out before he joins William Colby, Jeremy Boorda, Ronn Brown, Vince Foster and scores of lesser known or un-named Generals, Admirals, operatives, reporters and innocent Americans who have ended up on the list of strange deaths that surround Bill Clinton. The racist and anti-Semitic subtext of the Senate impeachment trial By Barry Grey 30 January 1999 Why Sidney Blumenthal, Vernon Jordan and Monica Lewinsky? Is it purely a coincidence that two of the witnesses called by the Republicans in the Senate impeachment trial are Jewish and the third is black? Or is something else, something more sinister, involved? It is true, of course, that all three figure prominently in the web of speculation and half-truths that was woven by Independent Counsel Kenneth Starr and augmented by the House prosecutors. The Republicans hope to extract from Lewinsky a remark or two that can be portrayed as a major piece of new and damning information against Clinton. And as far as they are concerned, her mere presence on the witness stand has the value of appealing to the most prurient instincts of the public. Jordan, according to Starr and the Republican prosecutors, is the man who pulled the strings to buy Lewinsky's silence with a job. Blumenthal has testified that, shortly after the scandal broke last year, Clinton described Lewinsky to him as a "stalker" who tried to force herself on the President. The House managers hope to use such testimony before the Senate to portray Clinton as a sexual predator and enemy of women's rights. The Wall Street Journal, in a choice example of the cynicism that pervades the impeachment campaign, ran a column on Friday pushing this line. Some months back, prior to the immunity agreement reached between Lewinsky and the independent counsel, the same newspaper published an editorial advising Starr on how to deal with the former White House intern. The Journal urged Starr to "indict the tart." Lewinsky, Jordan and Blumenthal will be testifying under enormous pressure. The threat of indictment hangs over all of them, and Starr has gone out of his way to demonstrate his readiness to prosecute witnesses who don't provide the testimony he wants, e.g., the jailing of Susan McDougal, multiple indictments against Webster Hubbell and the indictment earlier this month of Julie Hiatt Steele. But there is another side to the prosecutors' calculations. Consider the social types that abound in what the media politely calls the "conservative base" of the Republican Party. It is by now well-documented that this base includes the Council of Conservative Citizens, a racist and anti-Semitic outfit formed 14 years ago by veterans of the segregationist White Citizens Councils, the John Birch Society and the George Wallace movement. Among the prominent supporters of this organization are several Republicans at the center of the impeachment proceedings: House manager Bob Barr of Georgia, Senate Majority Leader Trent Lott, and North Carolina Senator Jesse Helms. The Washington Post reported Friday that the CCC had to cut off e-mail postings by members to its electronic "mailroom" after being inundated with messages supporting former Ku Klux Klan leader David Duke and defending his denunciations of Jews. Typical was a message from "Tom," which read: "There is no question in my mind that organized Jewish groups are out to destroy anything they find offensive. That includes southern culture, Christian based principles taught in school, and white-dominated governments at every level." Among the calculations of the right-wingers who dominate the Republican Party is the knowledge that grilling Vernon Jordan, a wealthy and influential black lawyer, humiliating Monica Lewinsky, and bullying Sidney Blumenthal, a liberal Jewish journalist turned presidential aide, will, as the saying goes, "energize their base." In these circles, a commonly used epithet for people like Jordan begins with the word "uppity." But one suspects there is even more venom directed at Blumenthal. Before he became an aide to Clinton in August of last year he was a political writer for the Washington Post, the New Yorker and the New Republic. But he stopped well short of committing U.S. military aid to opposition forces, American officials and opposition members said. The diplomat, Frank Ricciardone, a senior Foreign Service officer recently named to fill a new post working with opposition forces to bring about a new regime in Baghdad, also told the leaders at a meeting in London that he would soon be joined by a planning staff that includes a retired U.S. general. But key opposition leaders expressed disappointment after the session at Mr. Ricciardone's reticence toward military aid and at remarks critical of the opposition made Thursday before the Senate Armed Services Committee in Washington by the chief of the U.S. Central Command and leader of all U.S. forces in the Gulf. Ahmed Chalabi, leader of the Iraqi National Congress, a coalition group based in London, said Mr. Ricciardone's stance seemed to reflect a bias by U.S. policy makers for continued covert attempts to instigate a coup inside the Iraqi military. But Mr. Chalabi reserved his harshest criticism for General Anthony Zinni of the Marine Corps, the commander of U.S. forces in the Gulf, who, he said, ''may be a good general, but he's not an expert on the Iraqi opposition and he's not an expert on Iraqi society.'' Elizabeth Wurtzel, author of Prozac Nation and one of the early beneficiaries of the drug, assesses its legacy 10 years after it first became available to her When I woke up this morning - and let's be honest here, it was more like this afternoon - I began my day by swallowing two Prozac capsules. I also took some lithium, the salt substance that was long ago established as an antidote to manic depression and other mood disorders. On top of that I had a pink caplet called Depakote, the brand name for valproic acid, an anti-seizure remedy once prescribed for epilepsy, but now used to combat mood swings. And finally, I chased down the other pills with a blood-pressure medication called atenolol - my 92-year-old grandmother also takes this - to alleviate the Parkinson's-like handshake that I get from taking all these drugs. Later in the day, probably with dinner, I will take nortryptaline, a tricyclic anti-depressant, one of the pre-Prozac variety that acts on the dopamine and neuropene phrine systems of the brain. At the same time, I will down my evening doses of lithium and Depakote, along with some more atenolol for the kind of shakes that by dinnertime can make it awfully hard to get a fork and food to my mouth, and have been mistaken by many for delirium tremens. Strangely, although this crazy salad of pills makes me exhausted and lethargic all day, I often cannot get to sleep at night. My energy level is mysteriously invigorated at midnight. So, in an attempt to get my circadian rhythms attuned to the rest of the world's, sometimes I take Ambien, a non-narcotic, non-addictive sleep remedy that seems to have a blackout, knockout effect. Tomorrow morning, I will wake up and do the same thing again. I have been doing this - different pills, same routine - for the past 11 years. If you have any doubt that Prozac has changed the world, consider the drug regimen I am on. And consider the chemical cocktails so many people have been taking since Prozac was launched in 1988. In just one year - 1997 - 65 million anti-depressant prescriptions were filled in the US alone. More to the point, Prozac has swelled the market for psychotropic drugs. Its minimal side-effects allowed physicians to prescribe it, if not exactly on a whim, then at the first note of a patient's pained whimper. And then, if Prozac was not sufficiently effective, other medications could be prescribed. Suddenly there were all these doctors whose entire practice involved a prescription pad and the occasional use of a blood-pressure monitor. They called themselves psychopharmacologists, and all they did was try to get the right mix of medications to keep patients relatively sane. Although no one really knows how these psychopharmaceuticals work, the existence of experts resulted in a tendency to pretend there was real know-how in a process that is mostly trial and error marked occasionally by alchemy: one pill was said to be good for the rejection-sensitive, another for those with object-constancy problems, and blah blah blah. In spite of my tendency to mock psychopharmacologists, I saw one for a period when I was not in therapy with a medical doctor - I referred to him as the Pusherman. And it's difficult to say which is worse: a specialist in prescriptions, or a general practitioner who gives Prozac to a patient he barely knows because, well, it probably won't hurt and it may help. And this kind of thing happens a lot. In the US, where there is no National Health Service and the doctor's duties are dictated by insurance companies, Prozac has been a perfect solution to the financial unmanageability of mental health care - indemnifiers would no longer cough up for therapy sessions, but they would gladly pay for a pill. Essentially, Prozac became the shrug drug, it was one big "why-not?" The Food and Drug Administration, which controls the licensing of drugs in the US, eventually endorsed it to cure obsessive-compulsive disorder, obesity, attention deficit disorder - a whole range of emotional bogeymen. And this may well be Prozac's permanent legacy: it medicalised mental health, even when the damage was rather mild, the symptoms fairly slight. Suddenly, you did not have to jump out of a window or run through the streets wearing nothing but your knickers for your behaviour to be worth more than just the talking cure. I've also noticed I seen to have a LOT more police officers around me now in public since the 28th. They haven't been threatening or even rude to me, but it seems that suddenly every local department officer in the area has to stop and talk to me. I think this is unusual, since I haven't spoken to an officer in several years, minimum. I've never attracted this much attention before, and certainly not in any public area. I don't know about anyone else, but I take this as a bad omen. Someone must be displeased with the e-mail and newsgroups I frequent. I guess this proves that someone monitors what people do on the Internet. I think I'll be reformatting my hard drive this weekend, just in case. The prisoners would be released and the bracelets used in tracking/ locating an individual at any point in time. Such devices are used here (US) in situations of "house arrest" or in place of actual jail time, especially since jails are so overcrowded. -Caveat Lector- Keep your fingers crossed that we don't destroy all plant life on the planet. flw Your Tax Dollars At Work: U.S. Developing Fungi to Kill Narcotics Plants As part of the $2.7 billion "Western Hemisphere Drug Elimination Act" signed into law last fall, researchers at the USDA's Agricultural Research Services (ARS) will receive $10 million to develop strains of mycoherbicides, or soil- borne fungi, that can be used to eradicate opium poppies, coca, and marijuana in the U.S. and internationally. The project, part of a $23 million package to enhance eradication strategies, was sponsored by Mike DeWine (R-OH) in the Senate and hailed by Rep. Bill McCollum (R-FL) as a potential "silver bullet in the war on drugs." Mycoherbicides have been used successfully in eliminating noxious weeds, and environmental groups have encouraged their development and use as alternatives to chemical herbicides. But experts warn of the risk of unintended consequences in unleashing genetically programmed fungi on the environment. DRCNet spoke with George Wooten, a chemical ecologist with the Pacific Biodiversity Institute. "There is no silver bullet," he said. "Suppose this plan were not successful enough; we would have spent a lot of money with no results. But if it were too successful, we could end up with a situation where it killed the entire gene from the earth. And then we would no longer have a source of very valuable narcotics which are used to cure people. The risks are very high." Crucial pain relievers and anesthetics such as morphine are derived from the opium plant. Cocaine, which is derived from the coca plant, also plays an important, though more limited role in anesthesia. Indeed, there are more questions than answers when it comes to the potential risks of enlisting mycoherbicides in the drug war. For instance, a fungus designed to eliminate only the target plant may work perfectly well in controlled experiments, but there seems to be no way to guarantee how it will behave in nature over time. One fungus deemed particularly promising in ARS reports is a strain of fusarium oxysporum, a naturally occurring outbreak of which has destroyed vast tracts of coca in Peru over the past few years. But other strains of fusarium are devastating to dozens of other crops, causing wilt disease in everything from melons to string beans. Another concern is just how species-specific these mycoherbicides will be. Will a fungus have better luck distinguishing hemp from marijuana than the DEA? "Because these narcotics plants are defined based on legal definitions, not biological ones," Wooten noted, "any nation who has a different concept of what should or shouldn't be a narcotic drug would be justified in developing such tools to fight their own particular noxious plants. This might include coffee, tobacco, or other plants that have a use in one country but are considered unacceptable in another. That's the scenario before us, and I don't think we can necessarily stop it. But for the government to fund it -- it seems to be a money thing. There's probably a USDA branch that's in dire need of funds, and this was seen as a positive way to go about solving problems they've recently had in licensing similar patents to confer herbicide resistance on plants. This is a way for the government to fund it, so that companies aren't incurring the financial risk." A spokeswoman for ARS did not return calls requesting information on the status of the project. No, it shows how the Democrats suck up to certain demographic groups by making it a point to employ people from those groups... Among the calculations of the right-wingers who dominate the Republican Party is the knowledge that grilling Vernon Jordan, a wealthy and influential black lawyer, humiliating Monica Lewinsky, and bullying Sidney Blumenthal, a liberal Jewish journalist turned presidential aide, will, as the saying goes, "energize their base." This crap sounds just like the liberal crap that came out during OJ Simpson's trial...'poor' OJ, the 'victim' of conservative whites out to 'get' an 'uppity black man'... While I believe there's a lot more to the Simpson/Goldman murders than has been officially admitted, I also believe OJ is in no way a totally innocent 'pawn' of some conservative white conspiracy... The Republicans consider Blumenthal to have been a prime mover in Hillary Clinton's statement on nationwide television a year ago that the Starr investigation was part of a "vast right-wing conspiracy." The present events in Washington are no exception. There is NO difference between the Dems and the Repubs...this sort of crap only attempts to present to the sheeple which comprise the majority of the U.S. public that a viable two-party system still exists... Notice the current emphasis on 'bipartisanship', as if it's some sort of Holy Grail to acheive? Why WOULD we want knee-jerk bipartisanship? They evaded the constitutional requirement for impeachment--the commission of "high crimes and misdemeanors" against the state The Constitution says NOTHING about 'against the state'...it says only 'The President, Vice President and all civil Officers shall be removed from Office on Impeachment for, and Conviction of, Treason, Bribery, or other high crimes and misdemeanors'...period...that's the totality of the clause...NOTHING about 'against the state'... Clinton should be handled no differently than any other criminal case. They claimed to be upholding "the rule of law," arguing that Clinton should be treated the same as any other defendant--although the result of impeachment and conviction would be, not the punishment of an individual, but the overturning of two presidential elections. Since Gore would assume the office, it's hard to see how Clinton's conviction and removal from office would 'overturn' an election, since GORE was also elected in those two elections... And the Founding Fathers developed the standards of impeachment just so that an election COULD be overturned...why else have it? But now that Clinton is on trial before the Senate on charges of perjury and obstruction of justice, the Republicans claim that it is not necessary to accord Clinton the due process rights to which any ordinary defendant would be entitled, on the grounds that this is a political and not a juridical process! No, it IS a judicial process, but not a criminal one...therefore, the requirements of a CRIMINAL proceeding need not be followed... The result is that the Republicans have denied Clinton both the rights which the Constitution provides a chief executive facing impeachment in a political trial Which are? WHERE in the Constitution does it spell out 'rights' of an impeached officer? and the rights which the 14th Amendment guarantees to any ordinary defendant in a criminal case. Since it is NOT a criminal trial, the 14th Amendment can not apply... There is no presumption of innocence and no standard of proof "beyond a reasonable doubt,"

Not quite the same, is it? We've always understood that the Framers of the US Constitution created very precise mechanisms that automatically come into play. Instead, they're making it up as they go along: you can have three witnesses, no African-American women, no sex questions, video only, and just for three hours. What clause did that come from? By MSNBC staff, MSNBC The Indonesian government is being blamed for a cyber-attack on computers in Ireland that brought down the East Timor virtual country domain, according to a report by the BBC. East Timor, currently occupied by Indonesia, declared its virtual independence one year ago with the creation of its own top-level domain, .tp, which is actually served from an Irish Internet service provider. Hackers brought the ISP to its knees earlier this week, forcing a shutdown of the East Timor domain. Hacking ring blamed As of Wednesday evening, the main information site for East Timor, www.freedom.tp, was still down. Only the home page of the Irish ISP that hosts the domain, http://www.connect.ie/, was accessible -- and it contained some direct accusations. "Yesterday the hacking ring, fondly referred to as E-Nazis, finally succeeded, forcing Connect-Ireland's staff to physically pull the plug on their servers for twenty-four hours," said a message on that page. It directly laid blame for the hack to the Indonesian government. "The perpetrators of this attack have not yet been identified, but the Indonesian government is known to be extremely antagonistic towards this display of virtual sovereignty," it said. 18 simultaneous attacks The East Timor domain project was initiated by Connect-Ireland and 1996 Nobel Prize winners Ramos Horta and Bishop Belo. It went live one year ago, a political statement of independence, since top-level domains are generally given only to established nations. Connect-Ireland's project director, Martin Maguire, told BBC News Online that crackers had been testing the servers' defenses for the past nine months before launching simultaneous attacks from countries as far apart as Australia, Japan, Holland and the United States. 'It's going to be the new style of war. You can see these tactics becoming part of official government policy and a potential weapon.' -- Martin Maguire, Connect-Ireland's project director "There were 18 simultaneous attacks on our server by robots trying to claw down our defenses," said Martin. Once they had broken in, Maguire said, crackers set up their own domain, need.tp, with the possible aim of using it for propaganda on East Timor. It was fought on every continent and on every sea. Deaths of civilians exceeded deaths of combatants and many of both were killed without any military justification as victims of sheer brutality, largely through cold- blooded savagery by Germans, and to a lesser extent by Japanese and Russians, although British and American attacks from the air on civilian populations and on non-military targets contributed to the total. The distinctions between civilians and military personnel and between neutrals and combatants which had been blurred in the First World War were almost completely lost in the second. Civilians killed reached 17 millions. The armies had no new weapons which had not been possessed in 1918 but the proportions of these and the ways in which they cooperated with one another had been greatly modified. Page 662 The chief reason the Germans had sufficient military resources was not based, as is so often believed, on the fact that Germany was highly mobilized for war, but on other factors. In the first place, Hitler's economic revolution in Germany had reduced financial considerations to a point where they played no role in economic or political decisions. When decisions were made, on other grounds, money was provided through completely unorthodox methods of finance, to carry them out. In France and England, on the other hand, orthodox financial principles, especially balanced budgets and stable exchange rates, played a major role in all decisions and was one of the chief reasons why these countries did not mobilize or why, having mobilized, they had totally inadequate numbers of airplanes, tanks, etc. Page 665 Strategic bombing used long-range planes against industrial targets and other civilian objectives. The upholders of strategic bombing received little encouragement in Germany, in Russia, or even in France. THE BATTLE OF POLAND, SEPTEMBER 1939 Page 667 Although Britain and France declared war on Germany on September 3rd 1939, it cannot be said that they made war during the next two weeks in which fighting raged in Poland. British airplanes roamed over Germany, dropping leaflets for propaganda purposes but no support was given to Poland. No attack was made by France and strict orders were issued to the British Air Force not to bomb any German land forces until April 1940. Similar orders to the Luftwaffe by Hitler were maintained for part of this same period. When some British Members of Parliament put pressure to drop bombs on German munition stores in the Black Forest, Sir Kingsley Wood rejected the suggestion declaring: "Are you aware it is private property? Why, you will be asking me to bomb Essen next." Essen was the home of Krupp Munitions factories. Blockade of Germany was established in such a perfunctory fashion that large quantities of French iron ore continued to go to Germany through the neutral Low Countries in return for German coal coming by the same route. Hitler issued orders to his air force not to cross the Western frontier except for reconnaissance, to his navy not to fight the French, and to his submarines not to molest passenger vessels and to treat unarmed merchant ships according to established rules of international prize law. In open disobedience of these orders, a German submarine sank the liner Athenia on September 3rd. The Soviet Union was invited by Hitler to invade Poland from the east and occupy the areas which had been granted to it in the Soviet- German agreement of August 23rd. Fascism in Democracy's Clothing In the minds of many well-meaning folks "democracy" is synonymous with government of, by, and for "the people", self-determination, rule of law and an open society. Often President Clinton claims to be working "for the American people," as do many in the U.S. Congress. This is the illusion of democracy, but the reality is far different. This reality was aptly defined by Noam Chomsky, a self-defined Socialist and professor at M.I.T. He wrote: "Democracy," in the United States rhetoric refers to a system of governance in which elite elements based in the business community control the state by virtue of their dominance of the private society, while the population observes quietly. So understood, democracy is a system of elite decision and public ratification, as in the United States itself. Correspondingly, popular involvement in the formation of public policy is considered a serious threat. It is not a step towards democracy; rather it constitutes a 'crisis of democracy' that must be overcome. (Noam Chomsky, On Power and Ideology, 1987 The evidence is overwhelming that Albright's "new international order" will not be much different from Hitler's "neue ordnung" and Mussolini's "ordine nuovo." It is the amalgamation of government and big business, as well as state direction of the economy that defines fascism, and, when Albright says "democracy" she really means "fascism" -- the current form of government in America today. So far, so good. But. Comparing the situation to Nazi Germany doesn't work. It doesn't work because the WWII fascists were NATIONALISTS looking for empire. The globalists are anti nationalist elitists. Perhaps it was their dedication to Western tradition that led our forefathers to mount the Roman fasces behind the Speaker's chair in the U.S. House of Representatives. Made up of rods bound about an ax, this ancient symbol has appropriately become the trademark of modern fascism, "a system of government characterized by dictatorship, belligerent nationalism, and racism, militarism, etc..." (Webster's New World Dictionary) This "binding up", or as Albright puts it, "organizing" of the world's democracies, reveals the truth about her definition of democracy. The new order will be totalitarian, on the global scale as it is on the local, which indicates what is ahead for the world if the 21st century becomes "the century of democracy" as Albright and the rest of the foreign policy cabal would like. Hitler solidified his political power by joining an alliance with the industrialists of Germany. In turn, he protected the large corporations and extended them favorable treatment. Hitler reigned in Nazi radicals who sought to topple big business in what was called "the second revolution." On July 1, 1933, Hitler told his S.A. and S.S. leaders: "I will suppress every attempt to disturb the existing order as ruthlessly as I will deal with the so-called second revolution, which would lead only to chaos." (William L. Shirer, The Rise and Fall of the Third Reich, 1950) The marriage of money and demagoguery was consummated in Hitler's Third Reich and Mussolini's Italy. Because a jury has declared an innocent man to be guilty does that make it so or does that only prove an IGNORANT JURY made a FALSE DECISION? #1 When a jury declares a verdict, that does not make it a fact. #2 If a jury declares a guilty man innocent, that does not make it a fact. Environmental/Occupational Exposure Possible sources of ethylene dibromide emissions to the ambient air are production and processing facilities. (1) Exposure could occur from inhalation of ambient air near industries that use ethylene dibromide. (1) The most important route of exposure to ethylene dibromide for most members of the general population is through the ingestion of contaminated drinking water (especially well water). Another place for exposure is near a chemical waste site where ethylene dibromide has leaked into water or soil. (1) Assessing Personal Exposure There is no known reliable medical test to determine whether someone has been exposed to ethylene dibromide. (1) Health Hazard Information Acute Effects: Clinical signs in humans and animals related to acute inhalation exposure to ethylene dibromide are depression and collapse. Ethylene dibromide is a severe skin irritant that can cause blistering. (1,2) Exposure to high concentrations of ethylene dibromide through inhalation, ingestion, or skin contact can result in death. Changes in the liver and kidney are reported in humans who died from ingestion of ethylene dibromide. (1,2) Tests involving acute exposure of animals, such as the LD50 test in rats, have shown ethylene dibromide to have high acute toxicity from oral exposure, while the LC50 test in rats has demonstrated moderate acute toxicity from inhalation exposure. (3) Chronic Effects (Noncancer): The chronic effects of exposure to ethylene dibromide have not been documented in humans. In one case in which a worker breathed ethylene dibromide for several years, he developed bronchitis, headache, and depression. His health improved after he stopped breathing air contaminated with ethylene dibromide. (1,2)

Prisoners of Shangri-la: Tibetan Buddhism and the West

Nine years ago, in his comprehensive overview of travel writing about
Tibet, The Myth of Shangri-La, Peter Bishop remarked that, in the late
nineteenth century,
Tibet was not just any place, not just one among many within the Western
global imagination. For a few years at the turn of the century, it became
the place It was as if Tibet touched some fundamental surface of the
era's imagination."
Near the end of the twentieth century, the reader might feel this quotation
applies with equal force to contemporary Western attitudes toward Tibet. As
films like Seven Years in Tibet and Kundun attest, the Dalai Lama's
homeland enjoys a vogue like that of no other Eastern land in the popularor
rather, pop-culturalimagination.
In Prisoners of Shangri-La, Donald Lopez, a professor of Buddhist and
Tibetan studies, provides a cautionary tale of the perils of Tibet
fascination. In Lopez's view, a set of alluring, but fanciful, notions
about the country has come to overshadow the complex realities of Tibetan
politics, history, and religion. What's more, this mythmaking is not
confined to popular culture. It thrives in the romantic image of Tibet
constructed by some of her most distinguished scholars; and it can even be
discerned in the rhetoric of the Dalai Lama himself, who upholds pacifism
as the true center of Tibetan Buddhism while maintaining a discreet silence
about its more violent legacies.
Lopez writes to counteract the waves of miscomprehension, simplification,
and sentimentalization that have so often accompanied Western interest in
Tibet, from the explorers of the seventeenth and eighteenth centuries,
through Madame Blavatsky and her Theosophist followers, down to the film
stars, gurus, and scholars of more recent times. His book furnishes a
timely and courageous exploration of how we got caught up in what he calls
a "lingua franca of the fantastic." To his credit, however, Lopez does not
offer a potted history of Tibet in place of these mystifications. Like
Foucault, he seeks to show "not how knowledge is tainted but how knowledge
takes form." The result is less a polemical corrective than a
ruminationlearned, discursive, and criticalon our ways of seeing Tibet.
Lopez takes his title from the Buddhist texts themselves. As he explains
early on, the vision that Westerners since James Hilton's 1933 novel Lost
Horizon have called "Shangri-La" originates in the Buddhist Tantra of
Kalacakra. According to this Tantra, the mandala of the Buddhist Kalacakra
was preserved in the mythical capital of Shambhala, a kingdom north of the
Himalayan mountains. Shambhala looks to be an idyllic community, "shaped
like a giant lotus," filled with glittering palaces, and populated by
beautiful and healthy dwellers whose souls are overseen by benevolent,
ever-watchful monks.
Yet according to the Tantra, two shadows hang over this idyll. The first is
the knowledge that in the year 2425 barbarian armies in league with demons
will launch a massive assault on Shambhala. The second is the presence of a
potential fifth column: Shambhala's thirty-five million brahmans, who were
converted from Hinduism to Buddhism by fear and trickery, lest they aid the
barbarians in the future war. The joyful inhabitants of the kingdom of
Shambhala are therefore also its prisoners.
Lopez presents the tale of Shangri-La/Shambhala as an allegory that finds
strange present-day echoes. He believes that in imagining Tibet in
accordance with their fantasies, the nation's friends have become
"prisoners of Shangri-La...captives of confines of [their] own making." He
guides his readers toward this dark climax by taking us on a tour of the
"flights of fancy and imagination" and "mirror-lined cultural labyrinths"
bequeathed to us by Western writers on Tibet.
Consider, for instance, Lopez's dissection of the term "Lamaism," which has
emerged from various sources to stand for Tibetan Buddhism. ("Lama" means
guru, and la in Tibetan refers to the soul.) Lopez regards Lamaism as a
foreign construct, devised by Chinese expansionists and Western
Orientalists in the late eighteenth century. By implying that Buddhism
established itself in Tibet only as an addendum to earlier animist or
primitive forms of Tibetan religion, Lamaism misconstrues the Tibetan faith
as something distinct from pure Buddhism. Although Lopez does not deny that
preexisting folk religions helped shape Tibetan Buddhism, he thinks the
term "Lamaism" vastly exaggerates their influence. By Victorian times,
Lamaism had become one of the era's "historicisms...a fundamental trope in
the history that late Victorian colonialism wrote for itself." The trope
made it "easier to portray Tibet as entirely other and hence incapable of
its own

Fleeing bank robbers William Holden, Warren Oates and others escape the United States and seek refuge in circa 1915 Mexico. They enter a Mexico in the middle of revolution and become caught up in events. The early 20th century Mexican Revolution is the stuff of legend. It is perceived as having been a peasant uprising, but that is misleading. There were actually two Mexican Revolutions in the mid-to-late 1910s: one was led by an emerging middle class; the other was a peasant revolution led by such as Emiliano Zapata and Pancho Villa. The former sought a strong central government. The latter wanted land rights, reform, and local government. After years of fighting, the middle class faction won. One of their first priorities was to crush Villa's and Zapata's peasant movements. Yet subsequent Mexican governments promoted an erroneous history, purporting that Zapata and Villa had been part of the victorious middle class faction, not that that faction had viciously destroyed them -- so much the better to rule when all those you rule believe they belong. Another almost immediate effect of the revolution was that the new Mexican government increasingly became the main source of business for private companies. Loyal supporters of the ruling party were rewarded with fat government contracts. Another major upheaval came in the late 1960s. Hundreds of thousands of Mexican students and workers began agitating against the Mexican government. They marched, gave speeches, and published small newspapers, demanding reform and economic justice. Alarmed, the government at last unleashed the military; thousands were murdered, imprisoned, and tortured in what is known as Mexico City's Tlatelolco Square Massacre. After the massacre, those elements of the movement not dead or in prison were driven underground. They formed small political "cells" and continued to nurture their 1960s rhetoric and ideals. Out of the government repression, the National Liberation Forces (NLF) was born. It grew and was one of several Mexican guerrilla groups having a pro-Cuban, Marxist ideology. For funding, the NLF began to rob banks, starting in the 1970s. It also developed peasant support groups in Chiapas, the southernmost Mexican state. By 1980, the organization of the NLF had become four-tiered: a national directorate, a politburo, an urban front, and a rural front; the Zapatista National Liberation Front (EZLN). The NLF strategy had evolved by this time into a Maoist strategy of "prolonged popular war." In the early 1980s, several Marxist philosophy and sociology students from Mexico City's Autonomous Metropolitan University moved to Chiapas to help organize NLF's rural guerrilla front. Helping them was Msgr. Samuel Ruiz, "the Red Bishop," who organized 4,000 lay workers to preach "liberation theology" to the Chiapas Indians. (Question: Is this why Lyndon LaRouche, shill for the right-wing Opus Dei faction of the Catholic Church, has so vehemently denounced the Zapatista rebellion? Remember from the last issue, "The Smiling Pope," how leftist and rightist factions within the Catholic Church can be quite antagonistic.) Besides having lay workers preaching to the peasant groups, the waters were further muddied: NLF's people begin to infiltrate Roman Catholic peasant groups. In 1988, Harvard trained Carlos Salinas de Gotari became President of Mexico. During his term of office (1988-1994) the big push for the so-called North American Free Trade Agreement (NAFTA) gathered steam. In the United States, the Salinas government spent $11 million per year on what is politely called "public relations" -- propaganda -- designed to persuade Americans that Mexico would make an excellent NAFTA partner. But, among other things, Yale trained Billy Clinton's and Harvard trained Carlos Salinas' NAFTA wound up sending a flood of cheap corn and wheat into Mexico. This hurt Mexican farmers badly. They, in turn, could no longer afford to hire the Chiapas Indians as field hands. Carlos Salinas was so often referred to as "the Harvard trained Salinas" that he became nicknamed "Harvard Trained Salinas." The Mexican state of Chiapas is so impoverished that it is nicknamed "Mexico's basement" -- in other words it is kept hidden how backward it is. The majority of its people are poor, Indian peasants. The women must walk for hours every day, just so their families can have water and firewood. Their shacks are lucky to have a tin roof. So what did Harvard Trained and his government do? The dispatches appear mysteriously on the marquee. The aged, decrepit State
Theater on Main Street in downtown Culpeper has been closed since a
screening of Free Willy few years ago, but the cryptic messages come and go,
each as inexplicable as the last:
SCHOOL FOR AKTERS
SPYCRAFT: A GREAT GAME
FREE MONEY
Nestled in the Virginia piedmont at the foothills of the Blue Ridge,
Culpeper is a real estate agent's fantasy, one of those picture-perfect
places that always top lists of America's best small towns. Quaint restored
buildings, history winking around every corner, peace and quiet- all within
commuting distance to Washington. But since the freakish messages began
appearing, it's become a postcard with a question mark in the middle. Nobody
ever sees how the blue block letters actually end up on the decayed art deco
movie house; the words seemingly materialize overnight as naturally as the
morning dew, no telltale ladder in sight. A message- if that's really what
it is- might remain for as long as a month; then, without rhyme or reason,
it vanishes only to be replaced by another:
ATARAXIA
In Culpeper, where everybody knows everybody, these disembodied messages
from God-knows-where have been the talk of the town for more than a year,
inspiring as much contempt as conjecture. For every local watching the
marquee to test his word power ("I look up everything they put up there, but
'ataraxia' wasn't in the dictionary"), another is convinced his intelligence
is being insulted ("There's no such thing as free money"). Others discern a
diabolical plot, swearing it's Satan playing a one-sided game of Scrabble
that Culpeper is sure to lose ("They're trying to mess with our minds").
Culpeper gradually realized it had a cult within its bucolic midst. After
much head-scratching and compounding of rumors, it became apparent that the
messages were being sent by the Finders, a secretive utopian group that over
the decades has made its home in various places around the Washington area,
most recently in Culpeper. Who the Finders are and what they are doing in
Culpeper is a deeper mystery. Did the Finders buy the theater just to have a
billboard with which to freak out the locals? Nobody knows.
And while no one can remember exactly when they first came to town, the
Finders have kicked up almost as much paranoia as the Yankees did when they
invaded more than a century ago.
In appearance, the Finders- mostly middle-aged men, always in dark suits-
wouldn't be out of place managing a local funeral home. But the behavior of
the handful of adherents has people wondering whether they arrived by flying
saucer. Townspeople say the Finders constantly walk the streets, following
people home and taking extensive notes and pictures. They often appear at
local council meetings, never saying a word but simply observing the scene.
At other times, they plunder the visitor's center of brochures, maps, and
local travel guides. And they haunt the courthouse, scouring land deeds to
find out who owns the local real estate.
The town police say that whatever the Finders are up to, it's not illegal.
Naturally, though, rumors fly: Did you hear what the Finders are doing at
the old theater? They're planning a stage production of Paradise Lost- with
an all-nude cast. Or was it a gay burlesque version of Dante's Divine
Comedy? Were the Finders gathered for some ritual in the back lot, or were
they simply taking trash to the dumpster? People have seen glowing lights in
the windows of the Finders' group house at the edge of town along with
visitors coming and going at odd hours. The lawn is mowed in a peculiar
circular pattern: That's the place where they sacrifice pot-bellied pigs.
No one in Culpeper, or anywhere else, can tell you with any certainty what
the Finders really are, but the threat they seem to pose is to convention,
not public safety. The best guess suggests that the Finders are a waning
cult of merry pranksters with roots that go back five decades. They are
perhaps a dozen men and women who own property in common, make a hobby of
tweaking people, and apparently have taken a liking to the town of Culpeper.
Culpeper hasn't bothered to like them back, treating them like the local
version of the Addams Family.
This isn't the first time the Finders have become a template for people's
fears. Less than a decade ago, the Finders made national headlines and
became the subject of a full-blown media witch hunt. In February 1987,
police arrested two men traveling with six children in Tallahassee,Fla.
Authorities discovered the group living out of a van in a park; the men were
well- dressed but the children appeared dirty, unkempt, and disoriented. The
men told the cops they were taking the kids to a school

What lesson do we learn from that? We learn that NBC News, when push comes to shove, isn't really in the news business. It's in the news suppression business. It's big lie is to make you think you know what's going on, while making certain you do not. NBC News is, in short, a propaganda organ, building it's credibility with news that nobody cares to suppress, so that you will believe that they have told you all you need to know, and that all that they tell you is the truth. But it isn't. Most people are already aware of the famous truck bombing incident, in which NBC News, to illustrate a story about the supposed dangers of side mounted fuel tanks on GM trucks, rigged such a truck with explosives to explode when it was struck by a test vehicle. Remember when the plane carrying Ron Brown crashed? The evidence indicates on board electrical failure. But the government wanted you to think that the plane crashed in "the worst storm in a decade", so that's what NBC told you. That the storm didn't actually exist was irrelevent to the job NBC had to do. Then there was the notorious "stolen incubator" story, in which a Kuwaiti nurse reported that invading Iraqi troops were looting incubators from the Kuwaiti hospitals and leaving premature babies to die. The story was phony, concocted by PR firm Hill Knowlton, and the nurse wasn't even a nurse but the daughter of a high Kuwaiti government official. NBC, who had the resources in the mideast to check the story, didn't bother. They ran the story as straight news. The government wanted you to think that the Iraqi were stealing incubators, to make you angry enough to accept without question a war, and NBC went right along with it. It's mind control. The government wanted you angry, so Hill Knowlton concocts a fairy tale which will make you angry and NBC (and the other networks) fed it to you, disguised as news. And if you take that one step further, you will realize that if the government and the media have to concoct a fairy tale reason to justify a war, then the real reasons for the war were something the American public were not going to approve of. Look at Desert Storm's real result. At a time of a world wide oil glut, 1/3 of the mideast's oil was suddenly (and permanently) off of the market. Supply went down, and market forces kept prices from dropping any further. Profits were protected. But NBC didn't bother reporting that to you. Then there was TWA 800. When James Sanders had a lab analyse the strange red residue found near the hull breach of the 747, the NTSB and FBI assured everyone that a NASA lab test had confirmed that the red residue was seat glue. NBC reported that. But when the scientist, Dr. Charles Bassett, swore under oath that his tests did NOT produce the results the FBI and NTSB had claimed they did, NBC was silent. You, the sheep, are not supposed to know that the government lies to you. Just as you're not supposed to know that we may have a rapist (and drug user) in the Oval Office. NBC doesn't want you to know what's really gong on. They don't want you to think about anything too hard. You might, God forbid, miss those commercials! Let's talk about Vince Foster. NBC was in the forefront of those reporting that Vince Foster had committed suicide. Yet when the official FBI records surfaced proving fraud in the manufacturing of Lisa Foster's identification of the gun, evidence which has since helped land the FBI in Federal Court, NBC was not interested in it. I know, I personally delivered this info to NBC News Burbank, and they were quite rude in asking me to leave. Then there was the discovery in the National Archives of Dr. Haut's signed report which confirmed eyewitness testimony about a bullet wound to Foster.s neck. Did you see NBC carry that? No, of course not. The government didn't want you to see that, so you didn't. In a culture immersed in the mass media, reality is what is seen on TV. Many people still dismiss out of hand any concept or idea that has not appeared on the mainstream news. To them, having surrendered their own perceptions to the group-think, Foster MUST have committed suicide, because that's what NBC News told them. Mind control. Succumbing to the speculative onslaught, the Sao Paulo stock exchange crumbled on Black Wednesday, 13 January 1998. The vaults of Brazil's central bank were burst wide open; the Real's "crawling" peg to the dollar was broken. Central Bank Governor Gustavo Franco was replaced by Professor Francisco Lopes who was immediately rushed off to Washington together with Finance Minister Pedro Malan for high level "consultations" with the IMF and the US Treasury. Public opinion had been carefully misled; the "Asian flu" was said to be spreading... The global media had casually laid the blame on Minas Gerais' "rogue governor" Itamar Franco (a former President of Brazil) for declaring a moratorium on debt payments to the federal government.1 The threat of impending debt default by the State governments was said to have affected Brasilia's "economic credibility". Brazil's National Congress was also blamed for asking deceptive questions and for not having granted in December a swift and "unconditional rubber-stamp" to the IMF's lethal economic medicine. The latter required budget cuts of the order of 28 billion dollars (including massive lay-offs of civil servants, the dismantling of social programmes, the sale of state assets, the freeze of transfer payments to the State governments and the channelling of State revenues towards debt servicing). Shuttle Diplomacy On the weekend of January 16-17th, Finance Minister Malan and Central Bank Governor Lopes were in Washington for high level talks, on Saturday at IMF Headquarters and on Sunday at the offices of the US Treasury. "Some officials in Washington were [at first] outraged by the lack of consultation by Brasilia over the original decision made late on Tuesday [the 12th] to abandon the Real peg given the time and effort put into the original [IMF sponsored] programme [negotiated in November 1998]".2 IMF Managing Director Michel Camdessus later admitted that "the decision was a wise move to stop the loss of reserves" while emphasising that he expected Brasilia to meet the fiscal targets under the Fund's financial package signed in November. The flexible exchange rate regime was also approved on condition the "extremely high" domestic interest rates remained in force and that no foreign exchange controls be introduced (which might prevent institutional investors from moving their money in and out of the country). Squeezing Credit In insisting on tight monetary policy, the Washington based institutions were also intent on destroying Brazil's industrial base, taking over the internal market and speeding up the privatisation programme. The government overnight benchmark interest rate was increased to a staggering 32.5 % (per annum) implying commercial bank lending rates between 48.7 % and 84.3 % per annum.3 Local manufacturing crippled by unsurmountable debts had been driven into bankruptcy. Purchasing power had crumbled; interests rates on consumer loans were as high as 150% to 250% leading to massive loan default...4 Endorsement by the Washington Consensus Barely a few days after Black Wednesday, in a prepared press statement, IMF Managing Director Michel Camdessus welcomed "...the reaffirmation of fiscal consolidation as the foremost priority (...) together with the structural and privatisation measures which are part of the agreed program with the Fund".5 World Bank President James Wolfensohn and Vice President Joseph Stiglitz -- known for his recent critique of the IMF's high interest rate policy in East Asia-- also provided their firm backing: "We are pleased with Minister Malan's final account of his Washington meetings, and welcome his invitation to intensify our dialogue."6 Increase in the Price of Bread On Monday morning January 18th, the Sao Paulo stock exchange had temporarily recovered, regaining some of its losses. While "confidence" had been reinstated, the Real had lost more than 20

The IMF sponsored operation was largely instrumental in enticing
speculators to persist in their deadly raids; "The money was there" to be
drawn upon. If the Central Bank of Brazil were to contemplate defaulting
on their foreign exchange contracts, the availability of IMF-G7 money
"upfront" financing would enable banks, hedge funds and institutional
investors to swiftly collect their multi-billion dollar loot. The IMF
programme signed in November thereby contributed to reducing the risks and
"reassuring speculators" that the Central Bank would uphold the Real.
Moreover, if central bank reserves were to bottom out, the authorities
would have immediate access to the first tranche (9 billion dollars) of
the IMF rescue package to meet their forex contracts. In the words of IMF
Deputy Managing Director Stanley Fischer:
"Because you want to provide reassurance to the markets that you're not
sort of slicing it very, very thin. You want the markets to know there is
a sufficient amount [of foreign exchange reserves in the Central Bank of
Brazil] available comfortably".16
Declining Central Bank Reserves
From 75 billion dollars in July 1998, central bank reserves dwindled to 27
billion in January 1999. The first tranche of the IMF loan of more than 9
billion dollars had already been squandered to prop up Brazil's ailing
currency; the money was barely sufficient to "finance the flight of
capital" in the course of a single month.
"As it is the $41.5 billion of foreign currency that the IMF marshalled to
back Brazil's currency, was doomed to end up with the speculators, leaving
Brazil with its foreign currency debt increased by that amount. So often
has this scenario been played out (...) of other currencies kept at
artificial heights with interest rates, that by now the ploy should be
known to schoolboys. The government whose currency is attacked draws on
foreign loans arranged by the IMF, and turns over the foreign currency to
buy back its own paper. The "assisted" country ends up with the foreign
debt to the amount of the "aid" while the speculators pocket the proceeds
of the loans, and move on to the next replay of the scam."17
Hidden Agenda
In the above scenario, the approximate "timing" of the devaluation was
part of the IMF ploy; by ensuring a stable exchange rate over a 60 days
period (13 November 1998-13 January) it had allowed speculators to swiftly
cash in on an additional 20 billion dollars...
In this regard, the IMF had insisted that Brasilia maintain the stability
of the exchange rate as part of the agreement signed in November. Capital
flight had been speeded up after the November 1998 agreement; both Wall
Street and the Washington institutions knew that a devaluation was
imminent and that the IMF-G7 sponsored preventive package was nothing more
than a "stop gap measure".
In other words, the IMF programme under the "preventive" fund enabled
currency speculators "to buy time". The Central Bank was "to hold in" as
long as possible. The hidden agenda was to trigger financial collapse;
Wall Street knew it was coming... The economic team at the Ministry of
Finance was said "to be taken by surprise" but they knew all along that
the devaluation was coming... In January, the IMF agreed to let the
currency slide. By that time it was too late, Central Bank forex reserves
had already been ransacked...
Collapse of the Real
In the wake of the January crisis, the IMF had wisely recommended a 20
billion dollar "floor" for Central Bank Reserves. (Reserves were at 75
billion dollars six months earlier). The setting of a "floor" --decided by
the IMF rather than by the Central Bank-- played a key role in fostering
capital flight in the immediate wake of the devaluation: the pillage of
forex reserves was to continue unabated until the "floor" was hit. Also in
January, the IMF had promised to release a second 9 billion dollar
tranche, with the added advantage to speculators of comfortably
"uplifting" forex reserves significantly above the 20 billion dollar
floor.
"A Marshall Plan for Creditors and Speculators"
In other words, this fresh gush of IMF-G7 bailout money was meant to
replenish Central Bank reserves ("on borrowed money") with a view to
encouraging a renewed wave of capital flight. The IMF Managing Director
Michel Camdessus (who certainly knew what was coming) had already
confirmed in November 1998 that "if the Brazilian authorities have a need
for [additional financial] resources ... [they] could have access to that
second tranche much earlier, as early as about the turn of the year." 18.
Ironically, that was precisely the time at which the Real-dollar peg broke
down...
The IMF's presumption was (both prior and in the wake of the devaluation)
that the Central bank should continue to sell its forex reserves... And
with more IMF-G7 (borrowed) money coming into the coffers of the central
Bank, in all likelihood capital flight will continue in the months

Broaddrick is said to be exhausted and deeply frustrated that NBC, after chasing her story for nine months, had persuaded her to go public only to lose their own nerve at the eleventh hour. She got the first hint of trouble on Tuesday, when Myers called her to warn that NBC brass were panicking. "The good news is, you're credible. The bad news is, you're very, very credible," Myers told Broaddrick, according to our insider.
