By the way for anyone reading this for the first time, I forgot to put the above subject title on the first mailing, so I've included the relevant section of the original passage "I've lived here for the past four years, and for the last year I've been researching conventional sources to shed some light on the masonic significance of this town in the last century and the peppering of Masonic symbolry spanning the three main streets including a masonic lodge on South Street, outside which hangs a lantern with the Grand Master Mason signature inside a compass symbol, on Market Street the Cross Keys symbol hanging on a central building overlooking the central fountain, surrounded on both sides by omenic crosses on the street, and on North Street, a multitude of masonic bible symbolry i.e. open bible etc carved on the walls in the old chapel. But I love to do these Digest-style biographies of famous people in the paranormal field, so here goes. He's been called many things. The Abbe Barruel called him "a human devil." Thomas Jefferson called him "a harmless philanthropist." Prof. John Robison called him "the profoundest conspirator that ever existed." But what's the real story behind the man who simply called himself "Brother Spartacus?" Adam Weishaupt was born on February 6, 1748 in Ingolstadt, a city in Bayern (Bavaria), Germany, which was then an independent kingdom. When he was a baby, his parents, who had been Orthodox Jews, converted to the Roman Catholic Church. Instead of attending the yeshiva, Adam attended monastery schools and later a hochschule (high school) run by the Society of Jesus. As a Bavarian, Adam learned Czech and Italian as a child, and in school, he soon mastered Latin, Greek and, with his father's help, Hebrew. With his avid scholarship and knack for languages, his Jesuit superiors thought he would be a natural for overseas missionary work, perhaps in the Americas or in Asia. But Adam rebelled against Jesuit discipline, resisted their overtures and eventually became the professor of canon law at the University of Ingolstadt. Beginning around 1768, Adam began "the collection of a large library for the purpose of establishing an academy of scholars." He read every ancient manuscript and text he and his associates could lay hands on. Adam grew interested in the occult, becoming obsessed with the Great Pyramid of Giza. He was convinced that the edifice was a prehistoric temple of initiation. In 1770, he made the acquaintance of Franz Kolmer, a Danish merchant who had lived for many years in Alexandria and had made several trips to Giza.. The following year, 1771, Adam decided to found a secret society aimed at "transforming" the human race. He devoted five years to thinking out the plan, borrowing from many different occult sources. His first name for the proposed order, Perfectibilisen, suggests that he borrowed from the Cathars, a gnostic religion that flourished in Europe for four hundred years. The Cathars, whose name means "perfect ones," were decimated in the Albigensian Crusade of Pope Innocent III during the early Thirteenth Century. Adam fashioned his order in the form of (what else?) a pyramid. "Its members, pledged to obedience to their superiors, were divided into three main classes; the first including novices, minervals and lesser illuminati the second consisting," like the Freemasons, of "ordinary, Scottish and Scottish Knights, and the third, or mystery class, comprising two grades of priest and regent, and of magus and king," or Illuminatus Rex. This hierarchy, incidentally, is identical to the table of organization of the Sufis of Islam, which has some historians wondering if Adam's friend Kolmer was a closet Sufi. The Illuminati were a closemouthed bunch. "Every candidate had to give a written promise to tell nobody of this society. He learned nothing of his superiors and of the origin of the society, but was confirmed in the belief that the order could be traced back to antiquity and that its members included even popes and cardinals." "He further vowed eternal silence and strict obedience. Every month he had to send a report to his superior, whom he did not know." Adam felt that human society had grown hopelessly corrupt and that it could only be saved by a complete overhaul. In effect, he was the first utopian to think on a global scale, and he looked forward to the day his group would bring about the Novus Ordo Seclorum, sometimes called the New World Order. The Illuminati had five goals, including "(1) Abolition of monarchies and all ordered governments, (2) Abolition of private property and inheritances, (3) Abolition of patriotism and nationalism, (4) Abolition of family life and the institution of marriage, and the establishment of communal education of children, and, (5) Abolition of all religion." By drawing upon Europe's "best and brightest," Adam was confident that the order could attain its goals. He wrote, "The pupils are convinced that the Order will rule the world. Every member therefore becomes a ruler. We all think of ourselves as qualified to rule. It is therefore an alluring thought both to good and bad men. Therefore the Order will spread." He also urged his followers not to shrink from committing violence or criminal acts in meeting Illuminati objectives, writing, "Sin is only that which is hurtful, and if the profit is greater than the damage, it becomes a virtue." Pianist Andras Schiff, whom the embassy had been courting for years, was supposed to have played Bach in that hall last night. But then a man named Joerg Haider intervened. And in a handwritten note to the embassy, faxed last Thursday, Schiff canceled his concert, citing the rise of the right-wing Austrian Freedom Party, led by Haider, to a position within the newly formed Conservative government that was sworn in the next day. Haider, the governor of Austria's Carinthia province, has made well-publicized remarks about the Holocaust that are widely perceived to be antisemitic, and his party's 20-point "Contract With Austria" includes strong anti-immigration language that many consider demagogic and xenophobic. "The rise of Joerg Haider in a country whose role in the Holocaust still awaits clarification is more than unsettling, it's shameful and unforgivable," Schiff wrote. When Schiff canceled last week, reaction to Haider's election had come mostly from the diplomatic front. But since the cancellation became public over the weekend, a wider cultural response has developed. The most powerful symbolic gesture came from Gerard Mortier, the Belgian director of Austria's Salzburg Festival. The Salzburg Festival has no equivalent within the United States; it is not only the world's most prestigious musical festival, but its cultural and symbolic importance almost puts it on a par with a branch of the Austrian government. On Monday, Mortier decided to leave the festival after this summer's performances, a year before his contract runs out. He, too, cited the rise of the Freedom Party as his reason for leaving, though some have suggested that he is about to receive another major European festival appointment and finds it convenient to leave early. Zubin Mehta, the music director of the Israel Philharmonic Orchestra, was drawn into the fray as well after the Israeli government recalled its ambassador to Vienna. Mehta has expressed concern about the role Haider will play in the new government and has said he will avoid Austria if he sees signs of prejudice or hostility. Mehta's wait-and-see approach is more prevalent than Schiff's immediate reaction. Thomas Mandl, a Jewish violinist who was imprisoned at the Nazi "show camp" of Theresienstadt (and subsequently sent to Auschwitz and Dachau), says gestures such as Schiff's may harden Austria's inclination to isolationism. "So far the party program does not contain anything that we might call devastating," said Mandl from his home in Florida. "By canceling their concerts and other cultural things, there may be a hardening of the whole posture of the Austrians. They feel the whole world is trying to dictate what they should do." While Schiff has not yet canceled upcoming engagements in Austria, including a June concert in Vienna, he felt obliged to make a strong statement, and quickly. "I feel more strict about it," said Schiff from New York. "It was not a sudden decision. I saw this situation maturing, and it did not take me by surprise. It is not that significant a thing [for a single artist] to cancel a concert, but I felt it was my personal duty." The Hungarian-born Schiff is especially admired for his performances of composers from the Austrian tradition, Mozart and Schubert in particular. Schiff's relationship to Austria and Austrian culture is complicated. Both of his parents, who married shortly after World War II, were victims of the Nazis and both lost their first spouses during the Holocaust. After the war, they returned to Hungary, where Schiff was born. In the communist Hungary of Schiff's youth, antisemitism went underground but was still strong enough that he felt obliged to be quiet about his Jewish roots. After leaving Hungary in his mid-twenties, Schiff found himself without a passport--vital to the career of a traveling artist. The United States refused to give him one and so, in 1987, he was offered, and accepted, Austrian citizenship. Although he was grateful for the gesture, his feelings about Austria soured during his residence in Salzburg. "I heard enough there, statements from taxi drivers, doormen, waiters," said Schiff, who describes his personal appearance as "more Aryan than Hitler. These people, who are now in their twenties and thirties, they start talking about how it is all the Jews' fault. They want to sweep the Holocaust under the rug." The Office of the Secretary of Privatization in the Republic [State] of Texas has something to saysomething that a growing number of Americans who stay home on election day already know: "Your vote is null and void in today's elections; you have been stripped of this right over the last twenty years by a handful of people. When it comes to computerized elections, there are no safeguards." The secretary goes on to state that voting machines are provided by a handful of companies, with a single company controlling over half of the market. They do not permit examination of the : "source code" in the voting machines, and they have effectively done away with paper ballots or other means of checking results. The secretary cites substantial tabulation errors found in checking the voting machines of McHenry County, Illinois, and further claims that all four big TV networks are joint sponsors of a private company called "Voter News Service." This "Voter News Service" is now actually tabulating results in some contests. The author charges that as was true in the case of Iowa Presidential Caucus last year, they actually changed and falsified results. In another case, the Cincinnati City Council started to investigate vote fraud, when two hours after the polls closed, the computers mysteriously shut down. "When the computers were restored and the vote tally resumed, it was noticed that the new slate of pro-life candidates, who were doing well, fell to the bottom of the heap." So the computers shut down? Sounds like a Mexican election! A two party system does help to control vote fraud, but our country has had a one party system now for a number of decades. Many political factions are kept out of the process. The Federal Elections Commission, which is supposed to be our watchdog has become only a tool of the corrupt government that we have. Then there was the Dornan problem in Southern California. California Republican Party found 672 fraudulent cards out of a batch of 1,100 they were allowed to examine. Tens of millions of taxpayer dollars have reportedly been lavished on a non-profit, tax-exempt, California outfit known as Hermandad Mexicana Nacional -- Mexican National Brotherhood -- which it turned around and used to register noncitizens and illegal aliens in Orange County.The fraud is not confined to voting machines. Los Angeles has sections where almost any kind of identification can be purchased. A man in Sacramento was recently caught with a very large batch of bogus California driver's licenses, and many people know that some political machines succeed in registering the residents of the local cemetery! What can the individual do? The people working the internet might be able to organize a work stoppage day, a day set aside to protest computerized elections in this country. The internet has power. There was a successful boycott of gasoline stations in California not long ago. Organized on the interent, it was a one-day refusal to buy gas. Perhaps some clever person will invent a means of checking on our computerized voting system, but no matter what we do, the press will announce the results that suit them best! The turnout in New Hampshire and in Iowa was very light, signaling that more and more American voters have begun to realize the depth and breadth of the corruption in our system. The South Koreans are saying that all politicians should be thrown into the Pacific Ocean. The United States has three oceans from which to choose. KAPLAN After losing the first round in an important legal fight over DVD technology, lawyers for three men who have become targets of Hollywood's ire are preparing for a full-blown trial. But they concede that they face an uphill fight in the courtroom of Judge Lewis A. Kaplan. Following a testy hearing in United States District Court in Manhattan late last month, the judge issued a preliminary injunction forbidding the defendants from posting a piece of software called DeCSS on the Web. The program cracks an encryption system that protects DVDs, or digital versatile discs. Judge Kaplan issued a written opinion supporting the injunction on Feb. 2, and a date for the trial will be set next month. DeCSS was developed by a group of European programmers including Jon L. Johansen, a Norwegian teenager, and it has been widely disseminated on the Internet since last October. Its creators say they wrote the software so they could watch DVD movies on computers running the free Linux operating system. But what is significant about Judge Kaplan's decision is that he said it really does not matter why someone would use DeCSS -- the software itself is illegal. ... In a sense, Judge Kaplan interpreted the copyright act as a giant moat surrounding a castle filled with copyrighted materials. Under the act, it is illegal to cross the moat, no matter what you do once you enter the castle. The judge's strict reading of the copyright act represents a second defeat for supporters of DeCSS, which include champions of the open-source software model and civil libertarians. In a separate case in California state court last month, a judge issued a preliminary injunction forcing dozens of people along with more than 400 unnamed "John Doe" defendants to stop posting copies of the DeCSS program on their Web sites. The California judge reached his conclusions on different legal grounds, however, finding that the defendants likely violated state trade-secret law. That case is still pending. The California judge declined to forbid anyone from linking to a site that posts the program. ... Originally filed at the U.S. District Court in San Francisco in November, the suit was amended Jan. 21 to include three new plaintiffs, including a Jewish college professor in Vermont whose parents escaped a Yugoslav slave labor camp on the day he was born in 1944. The lawsuit is seeking restitution from the Vatican Bank, the Franciscan order and several unnamed private banks, all of which allegedly profited illegally from the Holocaust by accepting valuables stolen by the Nazi-backed Ustashe regime. Only two of the seven current lead plaintiffs are Jewish, but since it is a class-action suit, others can sign on, said the lawyer who filed the suit, Thomas Easton. He works out of his home in the Northern California coastal town of Crescent City. The suit alleges that gold and other assets worth about $170 million today, not including interest, were looted by the Ustashe and safeguarded by the Vatican after World War II. Vatican officials in Yugoslavia allegedly collaborated closely with the Croatian-led Ustashe, which also wreaked havoc in Ukraine. "Restitution could reach hundreds of millions of dollars which would be distributed to the tens of thousands of victims of the Ustashe regime and their descendants," Easton said in a press release. More than 600,000 Serbs, Jews, Gypsies and other Yugoslavs were killed by a brutal Ustashe terror campaign during German occupation, which began with an invasion in 1941. The Encyclopedia of the Holocaust reports that between 20,000 and 25,000 Jews were killed at the diabolic Jasenovac concentration camp, which was actually a complex of subcamps in close proximity to each other on the bank of the Sava River. Igor Najfeld, the Vermont professor who was born in Yugoslavia, contends the numbers were even higher. He says that of the approximately 75,000 Jews who lived in Yugoslavia before the war, at least 50,000 perished. "Our lawsuit is basically about the loot, but the people who are plaintiffs are interested in some recognition of this hidden Holocaust," Easton said. "It's a Holocaust that has been largely unreported in our history books." Easton said that he and his law partner, Jonathan Levy of Cincinnati, are just getting started on the suit and "it could drag on for years." A priest at the Franciscan order's Western Province headquarters in Oakland, who didn't want his name used, said he hadn't heard of the suit. When told Easton and Levy were targeting the Vatican Bank, he laughed and said, "I wish [them] luck." Undaunted, Easton said more than 20 people, most of them Serbs, have joined the class-action suit "and the number is growing every day." So far, no one from the Bay Area has signed on. The Ukrainian Union of Nazi Victims and Prisoners, and the Organization of Antifascist Resistance Fighters, representing more than 300,000 Ukrainian victims of the Ustashe, are also part of the suit. While not saying they are overwhelmed, Easton said he and Levy operate a small law firm and are hoping to be associated with "a big firm, before too long. We're just small lawyers, and this is a huge suit. We're going to be facing some of the richest defendants in the world." The Vatican Bank, which handles financial transactions for the Roman Catholic Church, has refused the U.S. State Department's request for an accounting of the Ustashe assets in its control, the suit contends. The National Law Journal, out of Washington, D.C., reported that Vatican Bank officials wouldn't comment on the suit. The legal publication quoted Angelo Caloria, the bank's chairman, telling reporters in Rome that the bank "has carried out investigations into similar kinds of issues for a long time now, and nothing of the sort has been confirmed." Easton readily admitted, "It might be, in the end, that the Vatican Bank...has the lawsuit dismissed in California. They [might] technically evade it by arguing jurisdiction." Still, Easton is hopeful of a settlement. Moreover, he said the Franciscans' Oakland-based province falls within the jurisdiction of the U.S. District Court in San Francisco. He also said "the long arm of jurisdiction in California can extend around the world if somebody does business here, and we believe the Vatican Bank does business here."

The United States Trade deficit in November 1999 with Red China was 63 Billion dollars. There's something to be said for my suggestion back in, what? aught-98, that
Bill Jeff should have turned in his paperwork and faded into the wherever.
When the Senate voted to allow him to continue, all I could think about was
Dick Nixon and his statement following the California gubenitorial race,
something about not having him to kick around around any more. Nixon was a
smart man (despite his choice of 'friends'). Get outta Dodge before the
sheriff's deputy figgers out how to load his pistol. All I can think about is
the manic who demands to be the object of the target in the dunk tank (pay a
quarter, throw the softball, hit the target, dunk the person into icy water)
well beyond the normal 'shift'. The Senate, in effect, said "Okay" just before
putting a padlock on the cage. "You just sit there. Net !!!"
Hey! Any thoughts on *why* Bill Jeff keeps making references to bars and

Resign, Mr. President Attn: Bill Clinton, Esq.
IT WAS well that Slick Willie, more formally known as William Jefferson Clinton
on state occasions like impeachment, did not resign the presidency. Future
generations will now have a voluminous record of what the America of 1998-99
thought was important and what was unimportant in our politics, law, character
and general deportment.
But there is something Bill Clinton could do all of us a favor by
relinquishing: his license to practice law in Arkansas, a state whose
reputation has suffered enough, don't you think?
Imagine the trouble, embarrassment, hearings, and general paperwork the
president would make unnecessary if, much like Richard Nixon resigning from the
California bar, he left the practice of law as quickly and quietly as he could.
Then there would be no need to continue this byzantine legal process that now
has consumed an inordinate amount of time, and has started to raise questions
about just how interested the state Supreme Court's committee on professional
conduct is in professional conduct.
The record is already clear, unmistakable, and duly signed by a federal
judge in the much abused personage of Susan Webber Wright, one more Arkansan
the president played for a fool. Judge Wright caught on, as so many of us
eventually did, and affirmed what had been obvious for some time: "The record
demonstrates by clear and convincing evidence that the President responded to
plaintiffs' questions by giving false, misleading and evasive answers that were
designed to obstruct the judicial process."
Somebody like that may or may not belong in the Oval Office--opinion was
pretty evenly divided during the Senate trial--but surely no one like that
belongs in the bar. The notion of such a paragon continuing to serve as an
attorney and officer of the court would only confirm what entirely too many
people already think about the ethics of lawyers.
The president can save this state's Supreme Court some trouble by resigning
from the bar as discreetly as he accepted Judge Wright's decision and paid his
$90,000 fine. (Yes, once again another "bogus" investigation into this
president's conduct hit pay dirt.) Then there's poor James Neal of the court's
committee on professional conduct. Why put him through the trouble of
organizing and reviewing all the unmistakable evidence still again? And why
would the president himself want to prolong matters?
Hasn't he embarrassed himself sufficiently? Please, Mr. President, just go.
Yes, it's going to be amusing when William Jefferson Clinton of Chappaqua,
N.Y., makes periodic visits to his presidential library in Arkansas, his home
away from home, to lecture our young people--on law and ethics, maybe?--but
must he do so as a member of the Arkansas bar? That would be to venture beyond
the usual, unavoidable irony into parody. It was farcical enough when Counselor
Clinton was asked to address the American Bar Association two weeks after he'd
been found in contempt.
And how long is presidential aide Jim Kennedy going to have to go on
dodging questions about the president's scandals? Wasn't Mr. Kennedy supposed
to have resigned as the president's last official scandal spokesman in a long
line? Something tells us that this president will have a scandal spokesman long
after he leaves the White House, even if he's reduced to self-appointed ones
like James Carville, who's made a career of defending the indefensible.
The Carvilles of the world can rest assured that they'll never be short of
things to defend in this president's record. But the quickest way to end this
particular scandal would be for the president to write a formal letter of
resignation from the Arkansas bar. Something tells us the state's Supreme Court

The nonpartisan broadmindedness of the German dye trust in chosing its American friends is shown by the fact that Copeland held office and was a candidate, from time to time, as a Republican, a New Deal Democrat and an anti-New Deal Democrat. Farben also appeared to have no objections to the friendship of a doctor whose medical attainments did not qualify him for membership in his own county medical society, or for the dubious honor of belonging to the American Medical Association. Copeland once made the claim that he was a former professor in the Medical School of the University of Michigan but, according to the University authorities, his teaching experience was in a defunct homeopathic college which was in no way related to Michigan's famous school of medicine. As a Senator and a doctor of medicine, Copeland's name and picture and voice were seen and heard in press advertisements and radio broadcasting for patent medicine-or home remedies, as they were politely termed. And among those advertised nostrums were preparations manufactured and sold by two of the leading American affiliates of I.G. Farben-Sterling Products and Standard Oil of New Jersey. Such arrangements for the Senator's services were presumably made at the New York offices of Copeland Service, Inc., where one Ole Salthe, his manager (of whom more later), was also prepared to arrange for the advice of the Senator on matters pertaining to the enforcement of Food and Drug Laws. These were, of course, strictly business or semiprofessional arrangements and bore no relationship to the Senator's engagements as a statesman, or his daily newspaper contributions as a literary authority on public health matters. As to his kindly feeling towards I.G. Farben and its affiliates, our Senatorial healer made the record very clear in a speech on the Senate floor on February 21, 1928, just before the final approval of the statute to pay Farben's claims and to return Farben's properties. His address, in part, was as follows: Can we doubt that international business partnerships are the best preventative of international wars and conflicts that statesmen can devise? It is time to cease ringing the changes upon war hatreds and animosities, and extend the helping hand of friendship to our former enemies . Let it be remembered that some of our infant industries are predicated upon the confiscated inventions of the people of a nation originally invited into our midst by the terms of our Constitution. No compensation has 'ever been paid to them. I am glad they are to be paid under the terms of the bill passed yesterday . The domestic problems of farm relief, of national defense. of destruction of industry by ruinous foreign competition, would be brought nearer to solution by such commercial alliances. The occupation of some paid Jeremiahs constantly prophesying war and woe would probably be rendered superfluous . Let us have done with vituperative attacks on nonexistent enemies we have read from time to time in the chemical trade journals and in the lay press of how wicked, designing, unashamed and dangerous were those corporations whose patents we confiscated for the benefit of a privileged few . European combinations in these industries provide additional products for farsighted Americans who have formed alliances with the possessors of the 'know how.' The question is shall we welcome alien industry and capital to our shores, in accordance with the traditional policy of our nation, or shall we lend ear to the affrighted clamor, denunciation and invective of a selfish minority? It is high time that we had an official expression of the administration's attitude in the interests of world peace and domestic prosperity. American capital is hesitant. American industrialists are reluctant to enter into agreements with other manufacturers to obtain for this country that which we have not, and which would be of benefit to us, so long as the newspapers are filled with vituperative abuse and vague suggestions of Sherman Act prosecutions. Om K 1 Introduction The production and distribution of illegal drugs has much in common with legal sales enterprises. Producers of raw materials are often located in foreign countries, manufacturers convert the raw material into consumable products, and distributors transport these products to the final consumers. For those who believe that these enterprises should remain illegal, the task is to disrupt the smooth functioning of these operations in any legal manner possible. Although legal, many people view as less than ethical some of the efforts by the United States government which focus on foreign producers. For example, we have pressured Bolivia, Peru, and Colombia to eradicate the production of the coca plant while encouraging them at the same time to import tobacco produced in the United States. Bourne (1989) argues that more Colombians die from the effects of U.S. tobacco products than the number of Americans who die from Colombian cocaine. Evidence shows that more Europeans die from the use of United States tobacco products than from the use of drugs imported from other foreign countries (Polman, 1993). Even within our own borders, the American Cancer Society claims, "More Americans die each year from illness related to smoking than from heroin, crack, homicide, car accidents, fires and AIDS combined" (Will, 1992, p. Al). "For every person who dies from cocaine poisoning, 15 people die from the direct effects of alcohol and 60 from tobacco-related illnesses, according to the Public Health Service. No deaths from marijuana have ever been reported" (Baum, 1993, p. 70). Therefore the inconsistency of the United States government's policies has caused many people to doubt the sincerity of our "war on drugs." Newcomb and Bentler sum up this inconsistency: The United States is a drug culture. Drugs are used commonly and acceptably to wake up in the morning (coffee and tea), get through the stresses of the day (cigarettes), and relax in the evening (alcohol)... Adolescents are quite adept at spotting hypocrisy and may have difficulty understanding a policy of "saying no to drugs" when suggested by a society that clearly says yes to the smorgasbord of drugs that are legal as well as the range of illicit drugs that are widely available and used. (1989, p. 242) Furthermore, there is little evidence that crop eradication programs can be successful because the products which are illegal in the United States can be grown in a wide variety of locales (Albini, 1992). The United States government has little influence in many of these countries, such as Mayanmar (formerly Burma), Vietnam, and Cambodia. For similar reasons, there is little hope that the United States government can stop the manufacture of illegal drugs in foreign countries. Most citizens of other countries resent our attempts to solve our domestic problems on their soil, especially in countries where these drugs are not illegal (Gorriti, 1989). Cigarettes are manufactured legally in the United States, and tea brewed from the coca plant is sold in marketplaces in Bolivia and Peru. Our country has chosen to legalize certain drugs and criminalize others, but we have no right to demand that foreign countries legalize and criminalize the same combination of substances. Coca leaves were chewed or made into tea before Europeans reached Bolivia. As the name implies, Coca-Cola contained extracts of coca between 1884, when it was invented, and 1903. The manufacturers of Coca-Cola were forced to switch to decocainized coca leaves after 1903. Such "sanitized" coca leaves are still used as a flavoring agent in Coca-Cola (Fuqua, 1978). Another "soft drink" manufactured at the turn of the century and including extracts of coca was aptly labeled "dope." Europeans, however, decided to legalize coffee but not tea or other drinks which contain cocaine. Our government policy would be more consistent if we either criminalized or legalized all harmful drugs. In fact, some authorities have questioned the policy of criminalizing drug use in the United States (Schmoke, 1990). Criminalization and its counterpart, legalization, can mean many different things. At one extreme, they mean the complete elimination of any legal restrictions on the production, distribution, possession, or use of any drug. At a less extreme level, they can mean allowing the use of some drugs (such as marijuana) while restricting the use of others. Or, they can mean restricting the distribution or sale of drugs but allowing possession and use. This latter restriction corresponds to the ban on alcohol sales during Prohibition, when people nevertheless were allowed to grow grapes and produce wine for

These individuals have been programmed to react when the lines of a Robert Frost poem are recited to them over the telephone. Remember, comrade, miles to go before you sleep". Pure Hollywood fantasy about a paranoid conspiracy theory, right? Yes. No. Maybe. I admit that I am split on whether or not I really believe in such a thing as a mind controlled, programmed assassin. A part of me refuses to accept that this concept is anything more than an irrational fear and a good, but slightly paranoid, Cold War-type plot for a movie like Telefon. Then there is another part of me that looks at the information about Project MKULTRA pried out of the CIA via the Freedom of Information Act and I somehow can't quite bring myself to dismiss the idea as just mere concept. We now have substantiated proof that the CIA was working on projects to control human behavior. And given the history of the agency as revealed in once classified documents, it is safe to say that the CIA would have had a great interest in creating the perfect agent: one who didn't know he/she was an agent. One who was mind-controlled. (In The Control of Candy Jones, author Donald Bain tells of Candy Jones, a leading New York fashion model whose story is perhaps one of the best documented cases of successful mind-control by the CIA via drugs, hypnosis and intensive programming; Ms. Jones underwent hypnotic regression therapy after exhibiting disturbing personality shifts and eventually what had happened to her emerged. The story that unfolded told how Ms. Jones had been programmed by hypnosis to act as a spy and courier for the CIA in the Far East, all the while in a deep hypnotic trance. Once the CIA was through with her, she returned to her former life with absolutely no memory of what had happened to her). Such a scenario would be plausible denial at it's finest, producing the ultimate patsy. Consider the following extract from the "Real Story Series" booklet entitled "Who Killed Robert Kennedy?" by Philip Melanson: "Since World War II, the US military and the CIA have conducted extensive research into mind control and its relation to national security...Fearing that the Russians might produce a "sleeper killer" as a weapon against the West, the CIA began to pursue research on their own programmed assassin. An agency memo in January 1954 discussed a "hypothetical problem": "Can an individual...be made to perform an act of attempted assassination involuntarily?" Can someone be turned into a "trigger mechanism" that can be "induced to perform the act of attempted assassination at a later date"? The target of the attempted assassination was to be "a prominent politician [of the foreign country] or if necessary, an American official." Melanson writes further that it would be much easier to create a "patsy" than to program an assassin and also wrote that hypnosis expert Milton Kline, a CIA consultant, estimated that he could create such a patsy in as little as three months. Originally filed at the U.S. District Court in San Francisco in November, the suit was amended Jan. 21 to include three new plaintiffs, including a Jewish college professor in Vermont whose parents escaped a Yugoslav slave labor camp on the day he was born in 1944. The lawsuit is seeking restitution from the Vatican Bank, the Franciscan order and several unnamed private banks, all of which allegedly profited illegally from the Holocaust by accepting valuables stolen by the Nazi-backed Ustashe regime. Only two of the seven current lead plaintiffs are Jewish, but since it is a class-action suit, others can sign on, said the lawyer who filed the suit, Thomas Easton. He works out of his home in the Northern California coastal town of Crescent City. The suit alleges that gold and other assets worth about $170 million today, not including interest, were looted by the Ustashe and safeguarded by the Vatican after World War II. Vatican officials in Yugoslavia allegedly collaborated closely with the Croatian-led Ustashe, which also wreaked havoc in Ukraine. "Restitution could reach hundreds of millions of dollars which would be distributed to the tens of thousands of victims of the Ustashe regime and their descendants," Easton said in a press release. More than 600,000 Serbs, Jews, Gypsies and other Yugoslavs were killed by a brutal Ustashe terror campaign during German occupation, which began with an invasion in 1941. The Encyclopedia of the Holocaust reports that between 20,000 and 25,000 Jews were killed at the diabolic Jasenovac concentration camp, which was actually a complex of subcamps in close proximity to each other on the bank of the Sava River. Igor Najfeld, the Vermont professor who was born in Yugoslavia, contends the numbers were even higher. He says that of the approximately 75,000 Jews who lived in Yugoslavia before the war, at least 50,000 perished. "Our lawsuit is basically about the loot, but the people who are plaintiffs are interested in some recognition of this hidden Holocaust," Easton said. "It's a Holocaust that has been largely unreported in our history books." The finding is based on a computer model of future climate change that assumes the Earth's surface temperatures will rise by two to three degrees over the coming century. The Antarctic Co-operative Research Centre (CRC) says melting ice in both Antarctica and Greenland will cause some increase in sea levels, but stresses that we are unlikely to see the catastrophic melting forecast in some quarters. The centre's director, Professor Garth Paltridge, told BBC News Online that he hoped the research would help dispel the myth that we are heading for a drowning world as a result of global warming. Informed opinion "Many of the public are still under the impression that there is a distinct possibility the ice cap on Antarctica will slide off into the sea and melt, thereby raising sea levels by quite disastrous amounts over the next few years or decades," he said. "One often hears this sort of implication when, for instance, somebody reports that a particularly large part of an ice shelf has broken off from somewhere in Antarctica. It seems well worth while to make the point that informed scientific opinion does not agree with such extreme scenarios." The Antarctic ice sheet is a very important focus for climate change research, not least because it helps to cool the Earth by reflecting the Sun's energy back into space. Were it to melt completely, it would add 55 meters to global sea levels. But the Antarctic CRC says this is not going to happen with a warming of just two or three degrees. However, it is possible, it says, that the projected warming could increase the flow rate of grounded ice into the sea, adding perhaps one or two meters to sea levels over the next one or two thousand years. Higher evaporation The Antarctic CRC says its calculations suggest that a significant proportion of the slightly smaller Greenland ice sheet could disappear - but again over a period of millennia. Indeed, the centre believes that in the short term, there will be relatively little melting of the ice-sheets with perhaps even an increase in volume of the Antarctic sheet as a result of greater snowfall caused by higher evaporation from warmer oceans. Thus, for the next century or two, the rise worldwide rise in sea levels will come mainly from thermal expansion of the oceans and the melting of non-polar glaciers. The findings are part of Australia's contribution to the Intergovernmental Panel on Climate Change (IPCC), an international body that is reviewing scientific estimates on long-term climate change. Part of the IPCC's role is to put together best-guess scenarios for the future. Model problems There will be some scientists who will reject this latest work because, like much of the other material assessed by the IPPC, it is based on computer models which sceptics of global warming regard as deeply flawed. The models have to incorporate a multitude of complex interactions, including cloud formation, precipitation, oceanic heat transport and sea-ice formation. Two Million is Too Many," Say Drug Policy and Penal
Reformers
WASHINGTON, DC: Protests and vigils in over 30 cities will
greet the day crime experts predict our nation will
incarcerate more than two million people. The Justice
Policy Institute reported last December that America's
prison and jail population would top two million on February
15th, 2000. The JPI study "The Punishing Decade: Prison and
Jail Estimates at the Millennium" reports:
* The US has the world's highest incarceration rate,
surpassing Russia and China, and the world's largest prison
population. With less than five percent of the world's
population, the US now has fully one-quarter of the world's
prisoners.
* There are six times as many Americans behind bars as are
imprisoned in the 12 countries making up the entire European
Union, even though those countries have 100 million more
citizens than the US.
* Nearly one in three African American boys born this year
will spend some time in prison.
From New York City, into Texas, through California and the
Pacific Northwest, vigils of protest will be held near
jails, courthouses and prisons as part of nationwide events
drawing attention to the social and financial costs of
imprisoning two million Americans, the largest prison
population in the world.
"Two million is too many," says Nora Callahan, Director of
the November Coalition, a national reform group calling for
alternatives to incarceration for nonviolent drug offenders.
"In thirty cities we will call on state and federal
governments to stop breaking up families and destroying our
communities. Prison is not the solution to every social
problem," says Callahan.

OutRage accepts that "abuse of trust" between adults and minors should be punishable, though "sensitive consideration should be given to examples of experimentation between those just above and just below a fixed age of consent". Activists are determined to remove all discriminatory legislation that treats homosexual activity as morally different or inferior to heterosexual liaisons. They even want common law offences of "outraging public decency" - which in theory should be non-discriminatory - abolished. As well as equal workplace and tax rights, campaigners also want same-sex couples to be regarded as next of kin for purposes of pensions, wills, tax, housing and adoption. The Government is already considering the extension of the criminal injuries compensation scheme to pay a homosexual lover up to £10,000 compensation for bereavement after a crime in the same way that a husband or wife would be paid to recognise the emotional impact of their loss. The Law Commission has since recommended that homosexuals should have the right to claim damages if they were financially dependent on a lover who died through someone else's negligence. Kane Jeffrey Toobin, a staff writer at The New Yorker and the legal analyst at ABC News, has a new book out called A Vast Conspiracy which reinforces the mainstream media's spin on impeachment: It was all a right-wing witch-hunt led by the Grand Inquisitor, e-e-e-vil Ken Starr. James Carville, "Corporal Cueball," has declared another "wah" against Hillary's opponent Rudy Giuliani, bragging that he will do to him what they did to Newt, Ken Starr and Bibi Netanyahu, which he called that "Right Wing Cabal." And of course, immediately after the Monica thing first surfaced and Bill wagged his finger at America in denial, Her Highness Hillary went on national television and blamed the whole thing on a "vast right wing conspiracy" that was out to get her husband. If we weren't living in the Bizarro world, of course, she would've been laughed off the stage in derision. What was Monica? A sting operation set up by the Republican House managers to entrap her faithful husband? And notice that the mainstream media, Newsweek in particular, spiked the Monica story to cover up for the Clintons. It was Matt Drudge on the Internet who revealed the truth to America. So in reality, there is a Vast Left-wing Conspiracy (VLC) firmly in place in America with the mainstream media its controlling player and willing accomplice that will stop at nothing to keep these people in power. And if anyone had any doubt, all they had to do was watch Hillary's ludicrous appearance on the David Letterman show, which in effect was a free commercial for her candidacy, set up to make her look good. Any journalist who had done any homework at all on the Clintons could've told the public during the election of 1992 what to expect from this crowd. Just by examining how they ruled Arkansas for twelve years, as if it were a Third World banana republic, and he were Idi Amin and she Evita Peron. But the mainstream media covered all that up and went even further. They made it clear that if the Republicans dared to even mention the "character" issue, that would be construed as "negative campaigning" or "dirty politics," which they portrayed as "business as usual" on the Republican side. It is conventional wisdom (now there's an oxymoron for you) for example, that it is the Republicans who always play the "race card" - shamelessly exploiting racial fear and prejudice for their electoral advantage. And the example they always point to is how George Bush "used" Willie Horton in this way in 1988 - deliberately pandering to white fears of black criminals. I won't even get into the absurdity of portraying Willie Horton - a convicted murderer and rapist - as the "victim" here of the mean, nasty, "racist" Republicans. But as Bill Bradley recently pointed out (and I have known for 8 years) it was Al Gore who first "used" Willie Horton against Dukakis in the Democratic primaries - but Gore has never been accused of racism for doing so. In fact, no one ever accused the Lawrence Eagle Tribune for racism either, although they won a Pulitzer Prize for their investigation of the prison furlough program which focused on the Horton case. Nor did we ever see the Irrelevant Jesse Jackson or the bloviating Al Sharpton boycotting Time magazine for racism, which first published Horton's photo, all pre-Bush. And yet it is Republicans, and only Republicans, who the media continually bashes for playing the "race card." Look at how they spin this ridiculous controversy over flying the Confederate flag over the South Carolina State house. Is it a coincidence that South Carolina has a GOP-controlled legislature? Many of our polititans belong to a society called Parliamentarians for Global Action. This includes our present PM and her deputy. This is associated with the world parliament in waiting that UN has gathered from most of the nations of the world. They all get together in global meetings to talk about the state of the world ecologically etc designed to make them feel the earth hasn't got long unless we all get together and save this or do this here etc..(This is covered in the book - En Route to Global occupation by Gary Kah which I can scan a bit of to give the main ideas.) Anyway Marilyn siad that every year each country of the world gets told what policy to implement and they have to put so much money here and there. Thats it! UN writes the policy for the world and goverments just do it. If one looks closely at all these meetings they all have all over the globe this is what is going on. Even the education policies are dictated by UN and guess who gets them I think it was Robert Muller at UN , who was channelling "The Tibetan". Whether this has contributed to the dumbing down effect going on in places who knows. But even the Catholic education heads follow it. Here's a couple listed in the book - drought conditions resulting in starving of millions of people; population pressure on resources and birth control difficulty - How many can earth carry? All completely condradictory eg drought and coming ice age - but there were so many of them the world looks completely doomed. I think the only reason this dosen't get well known is that it is put in such a boring tedious manner I don't think anyone would have the endurance to read it all. The planning commissions are composed of individuals appointed by state Governors, county commissioners, and city mayors, and often include federal appointees. They are not composed of elected representatives of the people who are accountable to the people. At the local level, regionalism means the combining of municipalities to form new governmental units, with transfer of functions and control from the local level to the county, state, or federal level. By this process of regionalization, the people lose all control over their own property and their own future. They are oppressed with heavy taxation, endless regulations, and swarms of bureaucrats and officials. An interesting question is why they'd shoot from such a close range? I observe that the trajectory of most of the shots fired from that close-in position are toward the tower. If there was a bomb planted on the floor of the second- story of the tower, which was the roof of the concrete room, there would be a risk that occupants might remove the planted bomb before it exploded. If you wanted to shoot into that room from long-range to kill anyone coming in, your bullets might hit a bomb. On the other hand, if you fired from a close enough angle, the trajectory of your bullet would come in at a steep angle that could not inadvertently hit a bomb on the floor. But then someone might be able to crawl in and get the bomb, and how would shooters outside know when someone was entering the room? Could they have placed a remote monitor in the room? 'Internet Militia' Takes Credit Feb. 10, 2000 By David Noack PITTSBURGH (APBnews.com) -- This week's cyberattack against some of the World Wide Web's leading sites does not seem to be the work of any coordinated effort, said a government-funded troubleshooting group. But another computer expert, who does not want to be named, said he and a partner have tracked down a single source for this week's shutdowns at Yahoo, eBay, Amazon.com and Buy.com and other Web sites. "It is a single computer run by a single person who is barely old enough to shave," said the source. And a message purporting to be from an anarchist group said the attacks were launched to show the government that the Internet cannot be controlled. A denial-of-service attack overwhelmed Yahoo for three hours Monday, and other shutdowns followed Tuesday and Wednesday at other Web sites. The Computer Emergency Response Team (CERT), based at Carnegie-Mellon University in Pittsburgh, reported that an ongoing investigation has not shown any link or common thread to the attacks. Jed Pickel, a member of CERT's technical team, said the cyberattack does not appear to be the work of "one specific tool or method of denial-of-service attack" common among all of the virtual victims. SYN floods and smurf attacks Denial of service, SYN floods and smurf attacks are variations on the same theme -- flooding a computer with an overwhelming number of packets of data. "Some sites have reported seeing SYN floods, while others have been seeing 'smurf' attacks. Evidence suggests that some attacks may be distributed denial-of-service attacks," Pickel said. Pickel's analysis is shared by a number of computer security experts who have been examining and tracking down who may be responsible for the most ambitious attack on the Web in its short history. But the expert who believes he has tracked the culprit said that someone claiming responsibility for all the attacks has been in touch with him and appears to be angry about the growing use of the Internet by business. A message called it "the whorehouse of e-commerce." The source also said that other, less well-known sites were targeted, but no additional Web sites have acknowledged being attacked. 'Internet Militia' takes credit Late today, a group calling itself the Sovereign Anarchist Internet Militia (SAIM) claimed responsibility for the attacks. A statement called the Web shutdowns a "warning shot." "Our government, in light of recent events, is moving forward to crack down on 'hackers and hacker activity,'" the statement said. "I can only say that government's attempt to control the Internet is not only futile, but moot. It is impossible for any government or corporation to control it, due to its design. If the federal government, or any branch of government for that matter, or any corporate board continues to threaten more control of the Internet, I can guarantee that more attacks will occur (not only ones similar to this week, but more severe attacks) by the many underground organizations that share our same cause and beliefs." In recent weeks, reports of hackers breaking into commercial databases to steal credit card numbers, not to mention this week's shutdowns, have raised concern about Internet security. But many of the tools used by hackers have been available for several years. More reports of attacks Pickel said the organization has been issuing denial-of-service attack warnings and advisories since 1996. "On an average day we receive three or four reports from sites affected by bandwidth consumption denial-of-service attacks," said Pickel. He said there is a little a Web site can do to protect itself, but there are some steps they can take to reduce the damage. CERT's 1999 annual report said that so-called distributed denial of service tools were on the increase and getting more sophisticated. The report paints a disturbing picture of an increase in computer intrusions, which are much more sinister and destructive than in the past, because new software allows a vandal to launch several thousand attacks against a target or targets with a single command. Number of attacks up sharply A year-end 16-page report details a variety of computer problems and concerns that were funneled to CERT. Computer viruses also played a prominent role in fostering fear among Internet users last year. In all, CERT received 8,268 incident reports in 1999, a nearly three-fold increase from the 3,734 incidents reported in 1998. An incident includes reports involving attacks on computer network infrastructure, widespread automated attacks and cyber-assaults that deal with new vulnerabilities, techniques and tools. NIPC Alert 00-034 and re-issue of National Infrastructure Protection Center Information System Alert NIPC Alert 99-029 originally issued 12/6/99; Unclassified Beginning on 7 February 2000, a number of high-profile Denial of Service (DOS) attacks temporarily disabled significant electronic commerce Internet web sites. These cyber attacks targeted companies sites like Yahoo.com, Amazon.com, CNN.com, Buy.com, Ebay.com, Stamps.com, Exodus.com, E-trade.com, and Zdnet.com; reported victims have apparently recovered from the attacks within a few hours. Public reporting cites coordinated, Distributed Denial of Service (DDOS) attacks originating from multiple points on the Internet. The FBI is now investigating a number of these attacks; in view of these events the NIPC is re-issuing its original alert describing the DDOS exploit. Additional information can also be found on the NIPC web page at www.nipc.gov and at the Carnegie Mellon Computer Emergency Response Team Coordination Center (CERT/CC) web page at www.cert.org. Beginning in the fall of 1999, the FBI/NIPC became aware of several instances where intruders installed DDOS tools on various computer systems to create large host networks capable of launching significant coordinated packet flooding denial of service attacks. Installation was accomplished primarily through compromises exploiting known Sun RPC vulnerabilities. These multiple denial of service tools include Trin00, Tribe Flood Network (or TFN, TFN2k, and Stacheldraht,) and were reported on different civilian, university and U.S. Government systems. The FBI continues investigation of many of these incidents, and was and is highly concerned about the scale and significance of these incidents, for the following reasons: A.) Many of the targets are universities or other sites with high bandwidth Internet connections, representing a possibly significant threat to Internet traffic. B.) The known cases involve real and substantial financial loss. C) The activity ties back to significant numbers and locations of domestic and overseas Internet Protocol (IP) addresses. D) The technical vulnerabilities used to install these denial of service tools are widespread, well-known and readily accessible on most networked systems throughout the Internet. E) The tools appear to be undergoing active development, testing and deployment on the Internet. F) The activity often stops once system owners start filtering for Trinoo/TFN and related activity. Possible motives for this malicious activity range from exploit demonstration, to exploration or reconnaissance, to preparation for widespread denial of service attacks. NIPC was concerned that these tools could have been prepared for employment during the Y2K period, and remains concerned this activity could continue targeting other significant commercial, government or national sites. NIPC requests that all computer network owners and organizations rapidly examine their systems for evidence of these distributed denial of service tools, in order to be able to quickly implement corrective measures (specific technical instructions are available from CERT/CC, SANS, NIPC, or other sources). These checks should be done to both check and clear systems of Trinoo/TFN, and related threats, and to support law enforcement efforts investigating these exploits. But we cannot permit them or anyone else to lay the blame on hackers. So far, the corporate media has done a very bad job covering this story, blaming hackers and in the next sentence admitting they have no idea who's behind it. Since the ability to run a program (which is all this is) does not require any hacking skills, claiming that hackers are behind it indicates some sort of knowledge of the motives and people involved. This could be the work of someone who lost their life savings to electronic commerce. Or maybe it's the work of communists. It could even be corporate America itself! After all, who would be better served by a further denigration of the hacker image with more restrictions on individual liberties? Let's look at the headlines: "Government sees cyber-attacks as disruption of commerce." "Justice Department wants more funds to fight cyber crime." Didn't take them long, did it? And later in the same story: "But the FBI may never know who is responsible for the cyber-attacks, due to the difficulty in tracing the electronic trails, a senior law enforcement source told CNN." How convenient. An unseen villain. No need for any actual FACTS to be revealed, but plenty of blame to be cast on hackers everywhere. We find it to be a bit too contrived. Whoever is responsible is either completely clueless or knows EXACTLY what they're doing. It's the latter that should concern hackers everywhere. Do you know where your car is? Vacant vehicles can hide bombs and snipers. So before President Clinton moves about a city he's visiting, police often post "no parking" signs and tow hundreds of automobiles. The president is protected, but drivers left playing hide-and-seek with their cars often are annoyed. Drivers in Philadelphia and San Francisco beware. Clinton is scheduled to visit in the next few weeks. In Chappaqua, N.Y., a handful of homeowners can no longer park on the street in their cul-de-sac where the president and Hillary Rodham Clinton bought a house. New Yorkers to the south know all too well what happens when they park in presidential no-parking zones. "It was crazy. People had to go to work. Nobody knew where their cars were," said Ilene Marchese of Brooklyn, N.Y. Her family's two cars were among 157 vehicles towed one night last year when Clinton was in the neighborhood to attend a political fund-raiser. The next morning, people trying to get to work were looking for their cars. "It was impossible. People were screaming," she said. "This is Brooklyn. It doesn't take much to set people off, but I think it was so inconsiderate." Clinton attends a fund-raiser in New Jersey. Twenty-five cars are ticketed and towed. Clinton goes to his wife's birthday celebration at the Ford Center for Performing Arts in Manhattan. Police post "no parking" signs on dozens of blocks and tow cars whose owners ignore the warning. Drivers in Washington are the most frequent victims. Local police say they tow about 1,000 vehicles a year to secure streets so Clinton can make speeches, have lunch or catch a basketball game. "People are pretty understanding; complaints are rare," said Chaun Yount, a spokeswoman for the Secret Service. "We want to inconvenience the public as little as possible, but we have to balance that with our security needs." Sometimes there's even a perquisite. This week, when Clinton attended a fund-raiser in Georgetown, plows were dispatched to clear ice and snow from parking spots on the street. "I guess they didn't want anybody slipping and sliding around," said Valerie Burden, who moved two cars to make way for Clinton. "For those of us without driveways, it was great." When people park in presidential no-parking zones, some cities' police departments tow cars to a nearby block. In other cities, cars are taken to impoundment lots. "We post the signs. For the most part, people get the idea. If they choose to park there, we tow them. Well, we relocate them to the nearest available, legal parking spot," said New York City Police Lt. Dennis Cirillo. The White House sometimes gives the police short notice. Aubrey Dirkes walked out of his Washington apartment one morning last year to learn that Clinton was having breakfast at a nearby hotel. "The entire street of cars was gone maybe 10 or 15 cars," Dirkes said. "I looked for 'no parking' signs. They weren't there." A police officer told him he'd just taken them down. Baltimore Police Maj. John McEntee Jr. said the city tries to get signs posted three days in advance. Atlanta Police Lt. Pete Andresen said officers often go back to make sure signs are still in place. The earlier the signs go up, the fewer cars towed, they said. When Clinton attended a fund-raiser at a private home in Elizabeth, N.J., 25 motorists who didn't move their cars were given $25 tickets and had to retrieve their vehicles from an impound lot. "I'm sure nobody was happy about it," said Elizabeth Police Capt. Mark Kurdyla. Raymond Lesniak, who hosted the fund-raiser, said the towing was necessary. "There could have been a car with a bomb," he said. The practice didn't start with Clinton. Back in 1992, about 90 cars were towed from around the University of Chicago when President Bush visited. Sharazard Washington parked her light blue Mustang in an area later blanketed with "no parking" signs. "I think it's important for our leaders to be secure, but I thought it was really crummy for them to put up the signs after the cars were already parked there," she said. Washington said she sent her $25 parking ticket to the university president with a note that said: "You should take care of this." Deutch, a former director of central intelligence, recommended a top C.I.A. official for a management job at Citibank even as she was monitoring an internal investigation into evidence that he had mishandled classified information, acc ording to agency records and interviews with officials. Mr. Deutch resigned as director in December 1996 and was almost immediately elected to the Citibank board. That same month, C.I.A. computer security officials uncovered evidence that he had placed large amounts of classified information on unsecure computers at his home. Nora Slatkin, the former executive director of the C.I.A., notified the agency that she was considering a position at Citibank while she was still monitoring the Deutch case inside the agency, records of the agency show. A classified review by the agency's inspector general of the handling of that case found that actions by Ms. Slatkin "had the effect of delaying a prompt and thorough investigation of this matter." Ms. Slatkin resigned from the agency in September 1997 and joined Citibank as a vice president the next month. Earlier, on June 27, she had officially notified the agency that she was withdrawing from consideration of any matters involving Citibank because she was thinking about taking a job with the bank, according to agency records. Yet within a month she reviewed a secret report from C.I.A. security officials on their findings in the Deutch investigation, according to the classified report from the agency's inspector general. The C.I.A. declined to comment today on any aspect of the investigation. A special panel reviewing the handling of the Deutch matter by agency officials has just completed its report, but its findings have not been publicly released. A Citibank spokesman, speaking for Ms. Slatkin, emphasized that the C.I.A.'s internal investigation into the Deutch case was over weeks before her conversations began with the bank. Although security officials were still writing up their report on the matter at the time, Ms. Slatkin was not involved in its drafting, the spokesman said. Ms. Slatkin added in a statement that she had excused herself from taking part in the Deutch investigation and that her only role was to keep information flowing in the case. The Citibank spokesman said Ms. Slatkin was referred to Citibank by Mr. Deutch as she was considering where to move after leaving the agency. Mr. Deutch encouraged her to go to Citibank after Ms. Slatkin told him she was considering a different job at Chase Manhattan Bank, the Citibank spokesman said. "Nora was seriously considering a job at Chase," the Citibank spokesman said. "When Deutch heard about that, he introduced her to Citibank. She went through the normal interview process, and everyone was quite impressed, and ultimately she was hired." There is no evidence that Ms. Slatkin's hiring at Citibank was a quid pro quo for actions she took in the Deutch investigation while at the agency. A Citibank spokesman described Ms. Slatkin as a "star," adding that Citibank officials felt fortunate that she had accepted their job offer. Yet her move to Citibank further underscores the close ties that existed between Mr. Deutch and the senior agency officials who played crucial roles in the agency's long-stalled inquiry in Mr. Deutch's case. Critics of how the matter was handled have contended that top officials of the agency were too close to have conducted an aggressive investigation. The inspector general's report also cited the current director, George J. Tenet, who was Mr. Deutch's deputy before succeeding him, as failing to do more to "forcefully ensure" that the case was properly investigated. Mr. Tenet would not comment on the Citbank matter. Ms. Slatkin, who is still at Citibank and has risen to program manager for Citigroup business services, served as the agency's third-ranking official during Mr. Deutch's tenure as director, and had previously worked with Mr. Deutch at the Pentagon. The agency's investigation of Mr. Deutch began in December 1996, just as he was leaving the C.I.A. After computer security officials at the agency discovered classified material on unclassified, C.I.A.-issued computers in Mr. Deutch's home, they investigated to determine whether he had violated agency regulations and federal laws. Within weeks of their discovery, some C.I.A. security officers came to believe that senior officials at the agency, seeking to protect Mr. Deutch, were blocking efforts to conduct a thorough inquiry. In a 10-month span in 1997 and 1998, Gore's initial denials to the FBI gave way to other explanations from hazy memory to the possibility he was in the bathroom when the president and political aides discussed the sensitive topic of fund-raising phone calls, FBI memos show. On the campaign trail in this year's race for the presidency, Gore has tried to neutralize his role in the fund-raising controversy of 1996 by saying he made a mistake in phoning prospective donors from the White House during the Clinton-Gore re-election effort. But political opponents from Bill Bradley to the Republican Party are raising a more fundamental question: whether the vice president tells the truth. The latest effort in that direction came this week, when the Republican National Committee's research division circulated a three-page e-mail entitled, "Did Al Gore Mislead the FBI?" The RNC focused on portions of FBI interview summaries released two months ago by Congress. "The Republican Party has no agenda, they have no vision and they have no message," said Gore press secretary Chris Lehane. "The only thing they can do is focus on discredited charges from the past and they do that at their own peril. "Voters have showed time and time again that they reject that approach in favor of candidates who talk about the voters' future," Lehane added. One FBI summary stated that in a 1997 interview, Gore said "discussions of the fund-raising calls for him and the President would not have been discussed" at a key 1995 meeting. The summary added that "the issue of the Vice President and the President making fund-raising calls would have probably been referred to in the November 21 (1995) meeting, but probably only in passing." Gore also said "the number of telephone calls to be made by the President and Vice President was never discussed with him and he doubts that the issue was ever discussed with the President," the FBI summary added. "At the November 21 meeting, the topic of discussion was probably the DNC budget outlook and discussions regarding the potential sources of income." Gore's account of the meeting took a new turn 10 months later when handwritten notes turned up which appeared to quote the vice president as talking about fund-raising phone calls at the meeting. Gore aide Davis Strauss apparently took the notes. In the later FBI interview, Gore said 23 times that he was unable to recall aspects of the Nov. 21, 1995 meeting and other fund-raising issues brought up by the FBI. One handwritten note from the Nov. 21 meeting states: "VP: 'Is it possible to do a reallocation for me to take more of the events and the calls?'" The vice president's allocation is typed in as 10 calls. Another note states: "VP: 'Count me in on the calls.'" Gore "did not specifically recall the (reallocation) quote, seemingly attributed to him," said the FBI summary. "He offered that ... it sounds like the kind of thing he would have said. ... He felt it was the role of the Vice President to take the load off the President. ... He also could not recall" the count-me-in "quote on that page, also seemingly attributed to him." Trying to explain other parts of the meeting that he said he didn't recall, Gore told the FBI that he normally sits next to the president in such meetings and that the two sometimes consult while the meeting is going on, thereby missing the surrounding discussion. "The Vice President also observed that he drank a lot of iced tea during meetings, which could have necessitated a restroom break," the FBI summary stated. Whampoa Hutchison container port is only a short two miles from Corozal Military Depot and with the exit of military police in late September and early October only a privately contracted Panamanian firm manned the gateposts at Corozal. All it required to solve the problem was for turned in military equipment to be downgraded from A or B classification to H or X classifications and be reported as being sent to the Panama City Dump for disposal. They even took a few contrived photos of the disposal. The Panamanian truck drivers did not mind talking about their after hours work and were well paid for it. Hundreds of millions if not billions of dollars of equipment thus vanished from the inventory of the US Armed Forces in a performance even magician David Copperfield would have had difficulty with. Did the perpe---traitors expect to get away with their little shell game? Obviously. But they made one error. They knew a robbery of this magnitude might be discovered--or at least certain items might show up and they needed to plan for a scapegoat. Someone so ignorant of the politics involved he would never be able to work his way through the purposefully convoluted tangle that would result from the closure of the bases. The prime scapegoat would be someone with little political clout and limited financial resources to battle the charges that the US Army Criminal Investigative Division would bring against him in Panama Courts. The scapegoat is an American doctor who was working in Honduras along the North Coast in Miskito Indian villages and with the Garifuna or Black Caribs. His small organization sought help and approval from US Army Southern Command and were approved under the Humanitarian Assistance Program.The Army gave his organization 3 million dollars of equipment which he says demonstrates their lack of the facts as the actual value is substantially higher. The items received were distributed through Honduras or given to units of the US Army working with Joint Task Force Bravo in the Aguan valley. In November the US Army CID filed a petition for assistance with the Procurador General of Panama in which they allege the doctor of conspiracy to defraud the US Govt, theft of US Govt property,possession of US Govt Property and Money Laundering. The doctor has asked for an opportunity to discuss these charges with the CID. He has asked for an opportunity to take a juried polygraph to determine the truth. He went to Federal District Court as requested by the CID and the Asst. US Attorney had no knowledge of the case. Now the doctor has received word that if he will accept a reprimand the charges may be dropped. He, I, Steve Foster MD, will not 'accept ' a reprimand for something of which I am not guilty. Further I will not allow this travesty of justice to go unnoticed. I know much more and only hope some reader of this forum will forward it to someone who will investigate what must sound like wild allegations. More than hope, I pray to God that someone will look into this matter. If anyone had told me my own government was capable of pulling off such a whitewash, I doubt I would have believed it. Now sadly I find myself a Georgia Family Physician who only went to Honduras to help after Hurricane Mitch as the target of an internal investigation by the Army in order to have someone to point the blame at for Panamagate--the largest theft of US Military equipment ever to occur without the cooperation of Congressional Rubberstampers. Western experts and Asian diplomats say that over the last year, and especially since the Kosovo war last spring, Moscow's security ties to Beijing have surpassed the simple cash-for-weapons transactions that characterized the relationship for years and are evolving into something more complex and potentially far-reaching. In October, the Chinese and Russian defense ministries signed an agreement to conduct joint training and to share data on the formulation of military doctrine. The same month, the elements of the Russian and Chinese navies took part in their first joint exercises at sea. The two governments also removed a major obstacle to bilateral military sales, currently valued at about $1 billion a year, by compromising on China's desire to pay for weaponry and technical assistance with goods and Russia's demand for hard currency. Asian officials, meanwhile, say that as many as 2,000 Russian technicians are employed by Chinese research institutes working on laser technology: the miniaturization of nuclear weapons; cruise missiles; space-based weaponry; and nuclear submarines. On Jan. 19, Russian Deputy Prime Minister Ilya Klebanov told reporters that Beijing and Moscow "are close enough" to agreement on joint use of Russia's GLONASS satellite-based global positioning system, an accord that would aid the Chinese military in targeting its rockets and air-to-air missiles. Russia and China also have announced a willingness to collaborate on a ballistic missile defense system to counter U.S. efforts to create its own missile defense system. "The weapons don't concern us as much as the technology transfers do," said Maj. Gen. Tyson Fu, director of the Institute of Strategic Studies at Taiwan's Armed Forces University. "That is where the Russians are making their biggest impact." Western experts are split over whether Russia and China will be able to overcome their historic animosities to turn these agreements into durable cooperation. COMPELLING EVIDENCE POINTS TO THAT DUBIOUS DISTINCTION By Anthony Davis and Bruce Hawke In the cool, opium-rich hills of Myanmar's northeast, the more things change the more they seem to stay the same. Back in the early 1970s, Lo Hsing-han was a celebrated figure in the Asian drug trade. From a fortified villa in the town of Lasho, the ethnic Chinese warlord ran a powerful government-backed militia force -- as well as convoys of opium from northern Shan state south to heroin refineries along the Thai border. Across the rugged swathe of the Golden Triangle and as far south as Bangkok, Lo Hsing han was a name to reckon with. Twenty-fives years on, it still is. Since his early days as an opium-running militia boss, Lo has had his ups and downs. He joined the Shan rebel opposition and turned his turned his guns against the government; was captured in Thailand and extradited to Myanmar; and then served time in a Yangon jail. But at 63 he's back again, no less influential a figure in the tangled skein of business-politics in northern Myanmar. If anything, he's far more powerful, infinitely more wealthy, and these days positively respectable politically. From a gracious home in Myanmar's capital Yangon, Lo runs one of Myanmar's largest business conglomerates with interests in real estate, manufacturing, export-import and construction that includes key infrastructure projects. Serving as an adviser on ethnic affairs to the military junta's chief. Lt-Gen. Khin Nyunt, his political connections go straight to the top. One recent afternoon back in that original villa on a hillside overlooking Lasho, an expansive Lo held forth on development plans for a 30,375-hectare stretch of hill country north west of the town that is projected to involve new crops, roads and light industry. "Retired?" he growled in Mandrain thick with an accent of his native Kokang district. "I haven't retired! The older I get, the more there seems to do!" Lo Hsing-han's zest for life and enthusiasm for "agricultural development"does nothing to reassure foreign anti-narcotics officials monitoring Myanmar's booming opium crop and the tons of high-quality heroin refined from it each year. In 1996 the northeastern poppy-belt produced a potential crop of 2,560 tons of opium sap--compared with a mere 400 tons when Lo first entered the fray in 1968. And these days the heroin refineries are no longer only on the Thai border but conveniently dotted across the hills along the Chinese frontier in the heart of opium country. "Lo Hsing-han is not the kind of guy you're going to give the benefit of the doubt to,"says a Yangon-based foreign envoy. "We're very suspicious of him." Lo Hsing-han's past and present epitomize much of Myanmar's crisis of international legitimacy. Many of the shadowy figures long associated with the drug trade have insinuated themselves into the political and business fabric of the nation. Heroin production is close to an all-time high, while narco-profits flood the economy. Given the power and connections these people wield, Myanmar seems well on its way to becoming a narco-state -- a country where officialdom, if not directly involved in trafficking, is certainly providing drug lords tacit sanction. Updated: Sunday, Mar. 21, 1999 at 23:22 CST Delta Force reportedly offered donation for training support By The Associated Press SAN ANTONIO -- The U.S. Army's elite Delta Force offered to donate $20,000 to the favorite charity of a city councilman in order to win his support so anti-terrorist operations could take place in his district, several city officials say. Councilman Mario Salas turned down the donation. The San Antonio Express- News reported in yesterday's editions that the offer was made in early 1998 before city officials refused the unit's request to train in the city. Details came out when the anti- terrorist team returned to San Antonio for a training exercise last month at Fort Sam Houston. Walt Sokalski, a spokesman for the U.S. Special Operations Command at Fort Bragg, N.C., where Delta Force is based, neither would confirm nor deny that an offer was made to Salas. "I'm saying they don't carry that kind of money," Sokalski said. Salas said Delta Force offered to donate $20,000 to his favorite charity in exchange for his help because Mayor Howard Peak and Police Chief Al Philippus opposed the unit's plan. Salas said he selected no charity and did not support the training proposal, and the military made no donation as a result. But Peak, who opposed Delta Force's nighttime war games over the city about a year ago, took offense at the overture. "That's a bribe, that's what it is," the mayor said. "That's what it is, no matter who the money was given to." Salas said Special Operations Command officials told him they'd made similar donations in other cities, but didn't tell him where. Information about the 1998 offer came out in mid-February when Philippus spoke to the Express-News editorial board before the latest Delta Force visit. "They approached people within the city government at various levels," Philippus said. "They went around shotgunning without getting the key players at the table before they even got to us." Though Salas said he initially liked the idea of helping the military and a local charity, he said he withdrew support for the proposal after talking with Philippus, who feared that Delta Force operatives might alarm or hurt residents in the area of the operation. "At the time I didn't consider that angle," said Salas, who now wonders whether Delta Force should have offered the donation. "In retrospect, it does seem strange."
