[CTRL] Idiot defense lawyers.
-Caveat Lector- This is one thing that really annoys the hell out of me, effing useless defence barristers/attorneys who don't want to defend a charge when they can plead guilty to it. They don't seem to understand that a defence is not something you use as a tear-jerk mitigating factor when pleading for a lenient sentence after a guilty plea. If this poor guy did have an attack of encephelitis why the hell should he plead guilty to anything? It's either Automatism, which is a complete defense to absoloutly anything (the legal equivalent of sleepwalking) or it's a text-book not guilty by reason of tempoary insanity. Sure this idiot lawyer will probably claim that it's not worth the 'risk' of having a jury trial because you 'might' be sentenced to prison. Could you see anyone, anyone at all, on a jury convicting this guy? That's assuming the judge doesn't just listen to the expert evidence and throw the case out. I have had idiot 'defence' lawyers try to convince me (this is a few years back) that there was no point challenging search warrants that were invalid on their face (strangely enough they were clearly invalid, and we also found out that the affidavits for the warrants hadn't been dated either and were doubly worthless), that there was no point requesting copies of the 'evidence' against me because the police must have it or they wouldn't have laid the charges. (Strangely enough the evidence didn't exist outside of some dumb cop's desire to clear their unsolved petty crimes files). This idiot even told me (after a great deal of arguing) that if I requested this information the prosecution were going to start looking at it again very carefully and try to find some more charges to lay. The main thing to remember with lawyers, even expensive ones, is 1) They're lazy and will do anything to avoid having to do anything other than plead for mercy on your behalf, 2) They're quite possibly incompetent. 3) They tell you what they think you want to hear. 4) Try asking them a few basic questions during a conference or court appearance. See if they know what your name is, what the crime you're charged with is, when it's supposed to have happened, where it's supposed to have happened etc. I strongly recommend the following. Tape record all your conversations with your solicitor/barrister/attorney. You might think this sounds paranoid, your lawyer probably sounds like a nice, competent guy. Maybe he is, but do it anyway. Write the date of the tape and sign it when you do so. Don't tell him/her if possible. Just wait until you sue him for incompetence or make a complaint to the professional body and he routinely denies ever having told you anything of the sort, informing you of this and that, trying to charge you this amount etc. Wait until after he has been interviewed and made a statement on oath then copy the tapes and give them to the investigator/Judge. I may be coming across a bit strong but with every single legal professional I have dealt with I have found incompetence and corruption. A few examples. 1) The legal firm of Slater and Gordon (Australia). Halfwit told me my appeal against the public service insurer not to pay me c.$2000 worth of compensation owed to me had no chance of succeeding because they were disputing my version of events. Actually told me he'd want $5,000 up front to run the case, and I could do it myself but they would know that he had dropped the case and would brand me a vexatious litigant. I did it myself and won the case, costing the government, I'm told, around $200,000 for their incompetent barristers. (The incompetence can work both ways). 2) The halfwit barrister who went behind my back to my mentally ill father and told him that, after I had spent the night in jail, if he didn't pay him $400 I was likely to be remanded for c. 2 years over a petty dispute of under $100. Given that he was already retained by me, he had no business approaching 3rd parties for money. To add insult to injury because he had been paid already legal aid wouldn't foot the bill (who would have otherwise). Then he did such a terrible job, he kept calling me by different names (all wrong) until even the magistrate asked him if he was representing the correct client. I swear if I had known about the money he took from my Dad at that time I would have belted him right there in the courtroom, even if it would have cost me a month in custody. 3) Incompetent number 3. Solicitor who I refused to pay legal aid for because he was so hopeless (mainly) and also as a stalling tactic to allow me to appeal legal aid refusal etc. As I was representing myself I needed the case files, which I was having trouble getting. The magistrate was getting quite angry with me (not a good thing) as we had to postpone once as I hadn't received the files. After several delays I finally was able to talk to him (the solicitor) by phone. He claimed that legal aid had

A woman who said her multiple personalities caused the deaths of her two
8-year-old triplet sons was convicted of two counts of second-degree murder
Saturday.
Mary Bass, 32, had pleaded not guilty by reason of insanity. Her lawyers and
defense experts said she had severe psychosis and a personality named
"Sharon" who controlled her actions.
Police said Bass locked Gary and Larry Bass in a room and deprived them of
food and dipped their feet in scalding water as punishment. The boys died in
October 1999.
Besides murder, she was convicted of 10 other charges, including various
child abuse charges. Jurors recommended eight life sentences, plus 32 years
in prison. She was acquitted on a 13th charge of child abuse.
After the verdict was read, Bass leaned over and whispered to her defense
counsel. Later, after one of her lawyers headed to the bench, Bass was seen
smiling and appeared to be laughing softly.
At trial, Bass was erratic. At one point, a prosecutor asked a defense expert
about "Sharon," described as a cruel alternate personality.
Bass yelled, "Well, what you don't understand? Gee!" and was quieted by her
lawyer. She then tore at her hand with a pen, which was taken away, and then
used her fingers to scratch her wrist until she bled.
On Friday, she was removed from the courtroom after she cursed a prosecutor
and yelled, "No, no, no, no - I'd rather kill myself than kill my kids." She
later laughed to herself as a prosecutor asked jurors to send her to prison.
Psychologist Marilyn Anne Hutchinson said Bass developed multiple
personalities to cope with sexual and physical abuse as a child. Prosecutors
agreed Bass had mental problems but rejected the multiple-personality
diagnosis and insisted she knew right from wrong.
Bass' boyfriend, Tony Dixon, 37, is also charged with child abuse and
endangering a child in the case. His court date has not been set.
Medical experts called the case one of the worst they had seen.
When police arrived at the Bass home after a 911 call from one of the Bass
children, they found Gary upstairs lying on a filthy mattress, emaciated and
so badly infected that his burned toes and part of his empty stomach had
gangrene.
Bass' other triplet, and two other children are in foster care.
Records recently made public showed social workers thought the children had
been abused repeatedly, but didn't recommend removing them before the two
boys died. Officials at Missouri's Division of Family Services said the state
has since changed its procedures.

Davis, 41, her 52-year-old husband, John, and 46-year-old Faye Potts pleaded innocent on Wednesday to torture, child abuse and false imprisonment. They could face life in prison if convicted. Davis said she had been taking medication to control suicidal impulses and voices in her head but had not received it since her arrest last week. "I hate this world. You can't be free in this world," said Davis, who told the newspaper she wanted to go "home" to heaven and do "whatever God wants." Police raided the Davis' makeshift desert compound on Oct. 14 after the couple's 17-year-old son Yahweh called 911 to say he and his 12-year-old brother were chained in a bedroom. Deputies found the boys malnourished, and scars on their backs indicated they had been beaten, authorities said. Dog chains were attached to their bedposts. The children, who are in county child welfare custody, were severely underdeveloped. Prosecutor Linda Root said the boys were fed only rice and bread, were hosed off monthly instead of being bathed or showered, never saw a doctor and had home schooling that consisted mainly of religious instruction. Davis denied harming her children and disputed her son's allegations. "Yahweh is a liar and undependable," she told the newspaper. "He steals from the family." Authorities said that Potts was baby-sitting when the oldest son called 911 and that she later called the emergency line to say the boy's distress call had been a prank. Potts told the newspaper that the boy called because he was trying to leave a strict home. "The media has convicted us on hearsay based on what the kids say," she said. "The only punishment that kid ever had was to read the Bible." Meanwhile, tests were being conducted to determine whether two bone fragments found about 20 miles from the home are the remains of a third Davis child. Authorities said the Davises told them that a child of about 6 named Rainbow Lord died about 10 years ago. Sheriff's investigators excavated a possible grave site and recovered bones last week but have not determined whether they are human. Additionally, you have that putz known as New York State Senator Guy Velella who has been notified about this scandal and who has been asked to intervene for justice, but HE HAS CHOSEN TO DO NOTHING ABOUT THIS (as was the case with Pataki and Giuliani). Well, Guy Velella is a partner with his father in the law firm which represented the DiTomasso and Solari families in a court case which was so irregular (to put it very mildly) that it prompted complaints to the state disciplinary agencies against Vincent Velella, two other lawyers, the judge, and the Bronx County Clerk's Office (for falsification and backdating of a hefty judgment/order). Of course, all of the complaints were flushed, due, no doubt, to intervention by highly placed politicos. Well, as luck will have it, Guy Velella is up for reelection this year, and his opponent Lorraine Coyle Koppell has been apprised of the scandal herein. It will be interesting to see if Koppell and/or Lazio will use the scandal against their opponents if they get antsy in their respective bids for office. And there is more. The George W. Bush camp was also apprised of the scandal. Who knows? Maybe, just maybe, there is an angle in the scandal about which I am unaware and which will serve as a handle for Bush to use against Al Gore (who seems to be a bit morose lately) in the Presidential race. And now the scandal: IMPEACH GOVERNOR GEORGE PATAKI for complicity in environmental crimes (drug lab operations) near N.Y.C.'s Public School No. 83 which is just a few hundred feet down the block from 1814 Bogart Avenue, Bronx, NY!! -Caveat Lector- Dear Aleisha, Quigley was a scholar and professor of history at Georgetown University, which is the place where the US State Department indoctrinate civil servants on the wonders of the NWO. The very interesting thing about TRAGEDY AND HOPE is that Quigleys source for writing it was the hidden records of the "anglo-american establishment." And thus he told the public of this for the first time. That Quigley praised the goals of this "anglo-american establishment" does not make his findings less valuable. Especially when you consider, that his publisher sabotaged the reprint. In 1974 I asked the head of the parliamentary library here in Copenhagen to find this book for me. He could not locate it from his desk in Copenhagen. But when he was to go on a trip to Washington DC, he promised me, that he would find it in the Library of Congress or wherever, and deliver it to me. He did not succed. For several days in a row, Al had gone to Phil's apartment, in Willsonville, Oregon, saw his car in the parking lot, but received no answer at the door. Finally, on January 17th, 1996, Al Pratt, along with the manager of the Autumn Park Apartments and a detective from the Clackamas County Sheriff's office entered the apartment. Inside, they found the body of Philip Schneider. Apparently he had been dead for five to seven days. The Clackamas County Coroner's office initially attributed Philip Schneider's death to a stroke. However, in the following days disturbing details about his death began to surface, leading some to believe that Philip Schneider had not died from a stroke, but had in fact been murdered. Philip Schneider's life was certainly as controversial as his death. He was born on April 23, 1947 at Bethesda Navy Hospital. Philip's parents were Oscar and Sally Schneider. Oscar Schneider was a Captain in the United States Navy, worked in nuclear medicine and helped design the first nuclear submarines. Captain Schneider was also part of OPERATION CROSSROADS, which was responsible for the testing of nuclear weapons in the Pacific AT Bikini Island. In a lecture videotaped in May 1996, Philip Schneider claimed that his father, Captain Oscar Schneider, was also involved with the infamous "Philadelphia Experiment." In addition, Philip claimed to be an ex-government structural engineer who was involved in building underground military bases (DUMB) around the country, and to be one of only three people to survive the 1979 incident between the alien Grays and U.S. military forces at the Dulce underground base. Philip Schneider's ex-wife, Cynthia Drayer believes that Philip was murdered because he publicly revealed the truth about the U.S. government's involvement with UFOs. For two years prior to his death, Philip Schneider had been on a lecture tour talking about government cover-ups, black budgets, and UFOs. Philip stated in his lecture that in 1954, under the Eisenhower administration, the federal government decided to circumvent the Constitution and form a treaty with extraterrestrials. The treaty was called the 1954 Greada Treaty. Officials agreed that for extraterrestrial technology, the Grays could test their implanting techniques on select citizens. However, the extraterrestrials had to inform the government just who had been abducted and subject to implants. Slowly over time, the aliens altered the bargain, abducting and implanting thousands of people without reporting back to the government. In 1979, Philip was employed by Morrison-Knudsen, Inc. He was involved in building an addition to the deep underground military base at Dulce, New Mexico. The project at that time had drilled four holes in the desert that were to be linked together with tunnels. Philip's job was to go down the holes, check the rock samples, and recommend the explosives to deal with the particular rock. In the process, the workers accidentally opened a large artificial cavern, a secret base for the aliens known as Grays. In the panic that occurred, sixty-seven workers and military personnel were killed, with Philip Schneider being one of only three people to survive. Philip claimed that scars on his chest were caused by his being struck by an alien weapon that would later result in cancer due to the radiation. If Philip Schneider's claims are true, then his knowledge of the secret government, UFOs and other information kept from the public, could have serious repercussions to the world as we know it. In his lectures, Philip spoke on such topics as the Space-Defense-Initiative, black helicopters, railroad cars built with shackles to contain political prisoners, the World Trade Center bombing, and the secret black budget. Gunderson, he said, had a contract with the federal government to build 107,200 full length railroad cars, each with 143 pairs of shackles. There are 11 sub-contractors in this giant project. Supposedly, Gunderson got over 2 billion dollars for the contract. Bethlehem Steel and other steel outfits are involved. He showed me one of the cars in the rail yards in North Portland. He was right. If you multiply 107,200 times 143 times 11, you come up with about 15,000,000. This is probably the number of people who disagree with the federal government. "

In the late 1600's, gold and diamonds were discovered in Brazil which made Portugal financially strong again but this was all spent on lavish baroque style building which is so enjoyed by many visitors today. In 1755, The Great Earthquake struck, destroying most of Lisbon and many towns and villages from the Algarve coast up to central Portugal. The Marquês of Pombal, the Chief Minister took charge with the motto of 'bury the dead and feed the living'. He was responsible for the rebuilding of Lisbon in its present day grid structure. In 1807, Napoleon marched into Lisbon and the royal family fled to Brazil. Under the treaty of Windsor of 1386, the fighting was carried on by British Generals, including Beresford and Wellington, who finally threw him out 3 years later. In return Britain received the right to trade with Brazil direct and not through Portuguese merchants. Following the exile of the King there were constant struggles between those favouring a monarchy and those wanting a republic, finally on October 5, 1910 the monarchy was overthrown and a republic declared. In World War I Portugal fought on the side of the allies with the loss of many men which was disastrous economically. In 1926 Dr. Salazar became Finace Minister and later 'Prime Minister'. He was dictator until 1968 when he became incapable due to injuries received when his deck chair collapsed under him. He died in 1970 and during his final two years no one dared tell him that he was no longer Prime Minister. The dictatorship, under his successor, was finally overthrown in 1974 in a virtually bloodless revolution but not before many of the young Portuguese men had given their lives in fighting colonial wars in Angola, Mozambique and Guinea-Bissau. After two years of political instability followed during which some momentous decisions were made including the giving of independance to all of the overseas territories. For most contries involved this was a disastrous decicion, resulting in civil war and Angola with Cuba trying to replace the Portuguese troops, civil war in Mozambique and East Timor being invaded by Indonesia who massacred more than ten per cent of the population. CONFERENCE FAILS, VIOLENCE CONTINUES: The Sharm a-Sheikh summit ended Tuesday afternoon without the actual signing of a cease fire agreement between PLO leader Arafat and Prime Minister Ehud Barak. The gathering of regional leaders was convened in the wake of the nearly three-week old Rosh Hashanah Arab Assault. After intense meetings often accompanied by heavy verbal sparring between summit delegates, US President Bill Clinton was able to extract an oral cease fire agreement between Barak and Arafat. At a short press conference called at the end of the summit, Clinton declared that the two sides had agreed to immediately end the violence of the past several weeks, and that they would cooperate with a body that would supervise the cease fire arrangements. In addition, Israel and the Palestinians reached agreement on security issues at the summit, which will be kept secret, a senior Israeli official said on Tuesday. Dr. Aaron Lerner or IMRA notes: 'The advantage of secret deals is that they are not subject to public scrutiny - either to be criticized for the failure of the deal to cover security issues or for the failure of the Palestinians to honor the deal.' The importance of this statement is seen after a review of the full text of the Sharm El-Sheikh Accord's Three Main Points. The document reveals that President Clinton effectively grandfathered the tens of thousands of illegal Fatah militia (Tanizm) forces, illegal weapons and any and all other illegal Palestinian activities as long as they existed before the outbreak of the recent violence. Meanwhile, the Palestinian violence has only increased after the conference, rather than decrease. Rabbi Binyamin Herling was killed Thursday and four were wounded, among them an IDF (Israel Defense Force) soldier, from shots fired toward an Israeli group at Mount Ebal north of Shechem. The shots were fired at the group as they were touring the mount on foot. An IDF force escorting the group returned fire. According to a preliminary investigation carried out by Shomron residents with IDF cooperation, Rabbi Herling was hit by a bullet at around 3 PM, and no one was able to approach him for a long while because of the continued Palestinian firing. When help finally arrived, Rabbi Herling had already died; it is not clear how much time elapsed between the time he was hit and his death. Participants on the trip have criticism for the army for not using the helicopters to fire back at the houses in Askar from where shots were fired, even though they - the hikers - identified the houses with certainty and reported as much to the army by cellular phone. The officers apparently wished to wait for the night hours, partly because they feared the Palestinians' anti-aircraft weapons. Residents have raised questions, however, as to whether the lack of a powerful response by the IDF was politically-motivated. ARAFAT VOWS TO CONTINUE INTIFADA: Arafat said Saturday that the uprising against Israel will continue and vowed that it would achieve victory, in remarks made at the Arab summit. The Al-Aqsa mosque "intifada [terrorist uprising] will continue and it will win," the Palestinian leader told Egyptian television at a summit of Arab leaders called to support the Palestinians in their conflict with Israel. "Jerusalem will remain [sic] Arab," he added. The Israeli government reacted to Arafat's statement: "Yasser Arafat's speech was very extreme with baseless, provocative allegations towards Israel," government spokesman Nachman Shai told a press briefing. "He raised some doubts [??] about the readiness of the Palestinian leadership to take action in order to stop the violence. It looks now very clear that Arafat is not going to implement the Sharm el-Sheikh (truce) agreement."

The article also appeared in "Blazing Tattles". -- In the fall of 1989, the FDA recalled L-Tryptophan, an amino acid nutritional supplement, stating that it caused a rare and deadly flu-like condition (Eosinophilia-Myalgia Syndrome / EMS). On March 22, 1990, the FDA banned the public sale dietary of L-Tryptophan completely. This ban continues today. On March 26, 1990, "Newsweek" featured a lead article praising the virtues of the anti-depressant drug Prozac. Its multi-color cover displayed a floating, gigantic green and white capsule of Prozac with the caption: "Prozac: A Breakthrough drug for Depression." The fact that the FDA ban of L-Tryptophan and the Newsweek Prozac cover story occurred within four days of each other went unnoticed by both the media and the public. Yet, to those who understand the effective properties of L- Tryptophan and Prozac, the concurrence seems "unbelievably coincidental." The link here is the brain neurotransmitter serotonin---a biochemical nerve signal conductor. The action of Prozac and L-Tryptophan are both involved with serotonin, but in totally different ways. Elevated levels of serotonin in the body often result in the relief of depression, as well as substantial reduction in pain sensitivity, anxiety and stress. Prozac, as well as other new anti-depressant drugs such as Paxil and Zoloft, attempt to enhance levels of serotonin by working on whatever amounts of it already exists in the body (these drugs are known as selective serotonin reuptake inhibitors). None of these drugs, however, produce serotonin. In contrast, ingested L-Tryptophan acts to produce serotonin, even in individuals who generate little serotonin of their own. The most effective way to elevate serotonin would be to use a serotonin producer rather than a serotonin enhancer. The continuing FDA public ban of L-Tryptophan prevents popular access to this most effective serotonin producer. The millions of Americans who for decades safely have relied upon L-Tryptophan to relieve depression, anxiety and PMS, as well as to control pain and induce natural sleep, have been forced elsewhere for solutions. Routinely, such solutions are pharmaceutical in nature: people are forced to use either often highly addictive, expensive, and sometimes dangerous drugs like Xanax, Valium, Halcion, Dalmane, Codeine, Anafranil, Prozac, and others, or simply suffer. Present FDA public policy maintains that L-Tryptophan is an untested, unapproved and hazardous drug. The analytical work done a few years ago by the Centers for Disease Control and the Mayo Clinic, research which traced the fall of the serious flu-like condition to contaminants found in batches of L-Tryptophan made by the Japanese company Showa Denko, has not convinced the FDA to allow L-Tryptophan back on the market. This decision is based primarily on the research of FDA and NIMH scientists who state that L- Tryptophan itself, irrespective of contaminants, is a dangerous substance. Other

http://dept.hist.upenn.edu/phr/spring97/fea1.html Retin-A¹s Wrinkled Past On March 4, 1979, the Philadelphia Inquirer reported that in 1971 the Central Intelligence Agency (CIA) secretly tested a mind controlling drug on 20 "human guinea pigs," five of whom were prisoners in Northeast Philadelphia's Holmesburg Prison. "The tests began," reporter Aaron Epstein wrote, "after the CIA discovered that year that the Soviet Union had been trying to develop an undetectable drug that could incapacitate a victim's mind." (1) Calling for "needed countermeasures" against this "true potential threat to U.S. VIP's and other key personnel," the CIA authorized the Army's Edgewood Arsenal Research Laboratories in Maryland to conduct research similar to that undertaken by the Soviets. Using fifteen soldiers and five Holmesburg prisoners as guinea pigs, Edgewood researchers successfully developed a drug that, according to a 1973 CIA memorandum, "produced delirium and other psychotic behavior lasting from three or four days with subsequent amnesia," and was entirely undetectable in a victim's body. (2) Epstein claimed that such programs "designed to alter human behavior through drugs, poisons, brain surgery, and electric shock techniques, were conducted by the CIA for about 25 years." What he did not mention in that article, however, was that many such programs-in addition to numerous other brands of experimentation on human beings-were also performed by the University of Pennsylvania (Penn) under contracts with both the United States government and the private sector. In fact, most of Penn's experiments were performed years before and included larger numbers of human subjects than the Edgewood program. The main significance of the later program is that it was among the first to catch the media's eye. Various experiments on humans were performed by many different individuals associated with the University. However, in the interest of specificity, we will concern ourselves with the work of then-Professor of Dermatology Albert Kligman. Even a cursory examination of any number of documents or articles reveals that Kligman conducted more experimentation on humans-mainly Holmesburg prisoners-than anyone else at the University, making him an obvious person through whom to trace Penn's suspect experimentation practices. The scope of Kligman's tests demonstrates the scope of testing in general; similarly, Kligman's range of experimentation helps reveal those general trends. Although a dermatologist by training, Kligman often strayed far from his area of expertise into whatever field was the hotbed at the given time. "I like to do the ground-breaking research," he said in 1989. (3) Born in Philadelphia in 1916, Kligman earned his bachelor's degree at Pennsylvania State University in 1939. He received his doctorate and M.D. from Penn in 1942 and 1947 respectively. Kligman began his internship at Albert Einstein Hospital in 1948 and, in 1951, returned to Penn and the Hospital of the University of Pennsylvania to complete his residency. Following that, Kligman accepted an offer from Penn and became a professor in the Division of Graduate Medicine where he served until 1972. (4) It was in this last capacity that Kligman performed the inhumane experiments on unsuspecting prisoners in question within this study. We will examine in detail three of Kligman's more significant experiments on humans: his testing of mind-controlling agents, his experimentation with "skin-hardening" agents, and his experimentation with Dioxin under a contract with the Dow Corporation. Experimentation with Mind-Controlling Agents Between 1964 and 1968, two trailers were parked inside the heavily guarded walls of Holmesburg Prison. Nearly a decade later, the story of what transpired inside the trailers began to surface. "Today it is clear," Epstein wrote in 1979, "that the activities within the trailers, with their padded cells, had nothing to do with crime and punishment. In that three-and-a-half year period, the Army and the University of Pennsylvania were turning 320 prisoners into human guinea pigs in secret chemical warfare experiments." (5) However, to prisoners at the time, the trailers with the white University of Pennsylvania lettering on their sides were a mystery. Donnell Wilson, who was incarcerated at the prison during those years, recalled in an interview how he learned of the trailers at Holmesburg: "I was on 'D' Block. Guys told me that if I wanted money for the commissary, all I had to do was go to 'A' Block, where Penn was testing people. I asked, 'for what?' They said, 'Look, you can go over there and make money. Just go and see what's going on.' So I went over, and saw different doctors in different cells and rooms." (6) What Donnell Wilson was encouraged to "go over there and see" were Dr. Kligman's testing grounds. The 1964 arrival of these trailers at Holmesburg marked the beginning of a three-and-a-half year relationship between the

-Caveat Lector- October 20, 2000 Study Finds That Many Large Companies Pay No Taxes By DAVID CAY JOHNSTON Goodyear Texaco, Colgate-Palmolive, MCI WorldCom and eight other large corporations earned more than $12.2 billion in profits in 1996 through 1998, but none of them ended up owing corporate income taxes over that period, according to a study released yesterday. Indeed, as a group, the companies received $535 million in credits or refunds, the report found. The study of 250 large publicly traded companies showed that 24 owed no tax or received credits against past or future tax obligations in 1998, up from 13 in 1997 and 16 in 1996. The study also found that 71 of the 250 companies paid taxes at less than half the official 35 percent corporate rate during the three-year period. The study was conducted by the Institute on Taxation and Economic Policy, a Washington research organization associated with Citizens for Tax Justice, a nonprofit group supported in part by labor unions. The group argues that the tax system favors the rich and politically connected. Corporate profits overall soared 23.5 percent during the three-year period, but corporate tax revenues grew just 7.7 percent, a disjunction that has drawn intense interest from the Treasury Department and some members of Congress who are concerned about the growing market for tax shelters and their abuse. In recent years, Congress has watered down the 1986 overhaul of the tax laws, which lowered rates and eliminated most tax shelters, and was supposed to simplify reporting. The recent changes have opened fresh opportunities for corporations to cut their taxes, the study found. "Corporate taxes are not rising along with profits because companies have found all sorts of ways to get around the reforms in the 1986 tax act," said Robert S. McIntyre, the director of Citizens for Tax Justice. "Companies also have gotten a lot of help from Congress, especially in gutting the minimum tax rules." Mr. McIntyre said that he and T. D. Coo Nguyen, the co-author, spent more than two years examining financial statements the companies sent to shareholders. All but 18 of the companies studied are on the Fortune 500 list, and the others are in the Fortune 1000. He said companies were excluded if they lost money or their tax disclosures "were crafted so that you could not figure them out." At least two companies objected to the study's methodology. Keith Price, a spokesman for Goodyear, said the study did not appear to consider an accounting rule affecting its sale of a pipeline subsidiary in 1998. It made no objection to the 1996 and 1997 figures. Michael N. Ambler, Texaco's chief tax counsel, said that his company had tax disputes with the Internal Revenue Service that were unresolved after more than a decade. If those disputes are settled with a refund, he said, that can easily distort the figures for any one year. He said that even the three-year study period was too short to give an accurate picture. Timothy McCormally of the Tax Executives Institute, which represents officials at large companies, told Bloomberg News that the companies named in the report did nothing wrong. "There is nothing in the report that suggests that any of this results from any illegal or improper activity," he said. The study by the Washington institute showed that the corporate tax burden was falling in many cases because of the growing use of stock options, which are an expense for tax purposes but do not count against profits reported to shareholders. Recent annual reports filed by Microsoft and Cisco Systems indicate that they paid no federal income taxes in 1999 because stock options exercised by employees wiped out profits for tax purposes. The study found that General Electric, I.B.M., Pfizer, Intel and Bristol- Myers Squibb also sharply reduced their tax rates because of stock options without having to show reduced earnings to shareholders. The most significant factor in the easing corporate tax burden, Mr. McIntyre said, can be traced to actions in Congress, which relaxed the corporate minimum tax in 1993 when the Democrats were in control of both the House and Senate, and again in 1997, after the Republicans had taken over. Congress made it easier for corporations to spread tax breaks and profits over many years, including reaching back to past years to get tax breaks that could not be used at the time. In at least one of the three years studied, 41 of the 250 large companies studied paid no federal income tax. Those 41 companies reported $25.8 billion in profits to shareholders in the years they paid no taxes. If they had been obligated to pay the full 35 percent corporate rate, the tax bill would have been $9 billion, but the companies received $3.2 billion in refunds. In total dollars, General Electric was the biggest beneficiary of tax breaks, the study said, saving $6.9 billion in three years. The company paid $2.1 billion in income taxes on $25.8 billion

The entry bar rose from $625 million in 1999 to $725 million in 2000. A billion-dollar minimum is in sight. A billion is a thousand million. If a Forbes 400 member worth $1 billion gives away $1 million, that's like the typical American family, with a net worth of $72,000, giving away $72. The Forbes 400 has a total net worth of $1.2 trillion. That's about one-eighth the total gross domestic product of the United States. There are 298 billionaires among the 400 richest 30 more than last year. The total net worth of the Forbes 400 rose 20 percent, despite the big drop in the Nasdaq. Bill Gates is No. 1 with $63 billion. His Microsoft stock is down, but he's still worth more than the combined GDPs of Costa Rica, Guatemala and the other five countries of Central America plus Haiti. Larry Ellison, CEO of Microsoft rival Oracle, is No. 2 with $58 billion, an increase of $45 billion from last year. His rising wealth dwarfed Oracle's 1999 after-tax profits of $1.3 billion and $8.8 billion in revenues. Indeed, Ellison did better than General Electric, the most profitable Fortune 500 company, which had $10.7 billion in profits last year. Ellison's net worth is bigger than the GDP of New Zealand, the America's Cup sailing champion that Ellison plans to dethrone. Peter Blake, manager of the winning Team New Zealand, was quoted saying, "The whole America's Cup game has changed because some teams are backed by the wealthiest people in the world. If you're worth 90 billion U.S. dollars, what's 60 or 100 million? It's like you or me buying an ice cream." Microsoft co-founder Paul Allen is No. 3, with $36 billion. Mega-investor Warren Buffet is No. 4 with $28 billion. Intel co-founder Gordon Moore is No. 5 with $26 billion. Steve Ballmer, another Microsoft multibillionaire, is tied for seventh with the five Walton heirs to the Wal-Mart fortune at $17 billion each. The Waltons have a combined $85 billion. That's more than the GDP of Ireland or Singapore and far more than Wal-Mart's 1999 after-tax profits of $5.4 billion and $70.2 billion in assets. To loosen a rusted bolt: Applying a cloth soaked in Coca-Cola to the rusted bolt for several minutes. 8. To bake a moist ham: Empty a can of Coca-Cola into the baking pan; rap the ham in aluminum foil, and bake. Thirty minutes before he ham is finished, remove the foil, allowing the drippings to mix with the Coke for a sumptuous brown gravy. 9. To remove grease from clothes: Empty a can of coke into a load of greasy clothes, add detergent, And run through a regular cycle. The Coca-Cola will help loosen grease stains. It will also clean road haze from your windshield. FYI: 1. The active ingredient in Coke is phosphoric acid. It's pH is 2.8. It will dissolve a nail in about 4 days. 2. To carry Coca Cola syrup (the concentrate) the commercial truck must use the Hazardous material place cards reserved for Highly Corrosive materials. 3. The distributors of coke have been using it to clean the engines of their trucks for about 20 years! Drink up! They were looking for things like new rocket and aircraft designs, medicines, and electronics. But they were also hunting down the most precious "spoils" of all: the scientists whose work had nearly won the war for Germany. The engineers and intelligence officers of the Nazi War Machine. The U.S. Military rounded up Nazi scientists and brought them to America. It had originally intended merely to debrief them and send them back to Germany. But when it realized the extent of the scientists knowledge and expertise, the War Department decided it would be a waste to send the scientists home. Following the discovery of flying discs (foo fighters), particle/laser beam weaponry in German military bases, the War Department decided that NASA and the CIA must control this technology, and the Nazi engineers that had worked on this technology. There was only one problem: it was illegal. U.S. law explicitly prohibited Nazi officials from immigrating to America--and as many as three-quarters of the scientists in question had been committed Nazis. Data-Points: * Convinced that German scientists could help America's postwar efforts, President Harry Truman agreed in September 1946 to authorize "Project Paperclip," a program to bring selected German scientists to work on America's behalf during the "Cold War" However, Truman expressly excluded anyone found "to have been a member of the Nazi party and more than a nominal participant in its activities, or an active supporter of Naziism or militarism." The War Department's Joint Intelligence Objectives Agency (JIOA) conducted background investigations of the scientists. In February 1947, JIOA Director Bosquet Wev submitted the first set of scientists' dossiers to the State and Justice Departments for review. The Dossiers were damning. Samauel Klaus, the State Departments representative on the JIOA board, claimed that all the scientists in this first batch were "ardent Nazis." Their visa requests were denied. Wev was furious. He wrote a memo warning that "the best intrests of the United States have been subjugated to the efforts expended in 'beating a dead Nazi horse.'" He also declared that the return of these scientists to Germany, where they could be exploited by America's enemies, presented a "far greater security threat to this country than any former Nazi affiliations which they may have had or even any Nazi sympathies that they may still have." When the JIOA formed to investigate the backgrounds and form dossiers on the Nazis, the Nazi Intelligence leader Reinhard Gehlen met with the CIA director Allen Dulles. Dulles and Gehlen hit it off immediatly. Gehlen was a master spy for the Nazis and had infilitrated Russia with his vast Nazi Intelligence network. Dulles promised Gehlen that his Intelligence unit was safe in the CIA. Apparently, Wev decided to sidestep the problem. Dulles had the scientists dossier's re-written to eliminate incriminating evidence. As promised, Allen Dulles delivered the Nazi Intelligence unit to the CIA, which later opened many umbrella projects stemming from Nazi mad research. (MK-ULTRA / ARTICHOKE, OPERATION MIDNIGHT CLIMAX) Military Intelligence "cleansed" the files of Nazi refrences. By 1955, more than 760 German scientists had been granted citizenship in the U.S. and given prominent positions in the American scientific community. Many had been longtime members of the Nazi party and the Gestapo, had conducted experiments on humans at concentration camps, had used slave labor, and had comitted other war crimes. In a 1985 expose in the Bulletin of the Atomic Scientists Linda Hunt wrote that she had examined more than 130 reports on Project Paperclip subjects--and every one "had been changed to eliminate the security threat classification." President Truman, who had explicitly ordered no comitted Nazis to be admitted under Project Paperclip, was evidently never aware that his directive had been violated. State Department archives and the memoirs of officials from that era confirm this. In fact, according to Clare Lasby's book Operation Paperclip, project officials "covered their designs with such secrecy that it bedeviled their own President; at Potsdam he denied their activities and undoubtedly enhanced Russian suspicion and distrust," quite possibly fueling the Cold War even further. Jews and Arabs enjoying an harmonious existence in the land of their forefathers, living side by side in an atmosphere of mutual cooperation and goodwill. At least that was the thinking that governed the actions of the early-19th-century Jewish pioneers who, attempting to escape the brutal anti-Semitism that had taken root in Tsarist Russia, set out to make a new life for themselves in the biblical land of milk and honey. As Dr Chaim Weizmann, the Manchester-born chemist who became one of Zionism's founding fathers and Israel's first president, would later write of the movement's objectives, the Jews' main priority was to settle in the country without violating the legitimate interests of the Arabs - "not a hair of their heads shall be touched", he pledged. Indeed, had it not been for the active cooperation of the local Palestinian population, the early Jewish settlements might never have survived. The first colonists, who established settlements on the malaria-infested coast and the arid hills of Gallilee, had no idea how to farm the land, and depended heavily on local Arab help simply to survive. The turning point in relations between Arabs and Jews came one crisp December morning in 1917, when General Edmund Allenby became the first Christian commander since the Crusaders to march triumphantly into Jerusalem, at the end of a gruelling campaign by British imperial troops to conquer the Holy Land. Prior to Allenby's arrival, Lord Balfour, the British foreign secretary, had made a declaration to the House of Commons, which stated that the British government formally endorsed "the establishment in Palestine of a national home for the Jewish people". The Balfour Declaration, as it became known, was a watershed in the development of the modern Middle East. Balfour's statement was partly a response to the sustained lobbying of the recently formed Zionist movement that, in seeking a solution to the constant persecution of east European Jewry, articulated the notion of creating an independent nation for the Jewish people. Balfour was drawing on a deep vein of pro-Jewish sympathy within the British political establishment that dated back to Lord Palmerston, who believed that the restoration of the Jews to the land of their biblical forefathers would provide Britain with a useful ally against the intrigues of other European powers over the fate of the Ottoman dominions. More recently, the idea of creating a Jewish homeland owed a great deal to Theodore Herzl, a Viennese Jewish journalist who, in 1896, published Der Judenstaat (The Jewish State) after covering the Dreyfus court martial in Paris, in which a young Jewish officer was falsely accused of treason. An equally important factor, however, in Balfour's calculations, was his determination to place the former Ottoman province of Palestine under British control, thereby enhancing Britain's ability to protect and defend the Suez Canal, the gateway to the Indian empire. In his desire to help the Zionists and protect Suez, Balfour and his Foreign Office advisers conveniently overlooked the fact that, only the previous year, they had given entirely contrary undertakings to the region's leaders as part of the deal by which they promised to support Britain in its war against the Ottoman Empire, a campaign made famous by the exploits of T E Lawrence. British officials promised Sharif Hussein, the Guardian of Mecca, whose family later created modern Jordan, that they were "prepared to recognise and support the independence of the Arabs", including those resident in Palestine. The duplicity of the British, which caused Lawrence to accuse his political masters of betraying the Arabs, doomed Britain's administration of Palestine to failure from the start. Winchester, 57, insists she's done running for office, but she does say the Libertarian Party (her latest political persuasion) wants her as state chairwoman and others are wooing her to run for state Senate. "Hopefully, my book is an inspiration for somebody stuck in a box," Winchester said. "Any readers with common sense will come away with a different view of brothels and politics and may be empowered to go and break free from society's limitations." A Nevada publisher turned down Winchester's manuscript - political pressure, she claimed - but BainBridgeBooks in Philadelphia took "From Bordello to Ballot Box" as one of about 20 books the small press has published. The imprint's most popular titles so far are "The Pilates Method of Body Conditioning" and a holocaust memoir called "God Does Play Dice." "This is a book written by someone fairly intelligent who's done a lot of interesting things," said Ron Smolin, president of Trans-Atlantic Publications, BainBridgeBooks' parent company. "The whole story is fascinating. Her political involvement is an added interest, of course." The first printing will produce 10,000 copies of "From Bordello to Ballot Box." The book will be distributed throughout the United States and Canada. Winchester said she will have a book-signing at Borders in Reno on Nov. 25. Winchester, a Carson City resident for the past year, gained her first taste of politics as a teen when her family lost its farm in the small Iowa town where she grew up. "That was my first experience of not trusting government," Winchester said. "I've always pretty much bucked the system and been a rebel." While working for the vice-president of labor relations at Warner Brothers studios in Hollywood, she did part-time motorcycle stunt work on TV classics of two decades ago: "The Dukes of Hazzard," "T.J. Hooker," "The A-Team" and "Charlie's Angels." She married a Las Vegas native, and two months after the wedding he went on disability, she said. They moved to Virginia City and Winchester was working in the Sparks mayor's office when both noticed ads in the Sunday paper for brothel prostitutes. "Michael kept kidding me (to become a brothel prostitute)," she said. " I said, 'You keep doing this and I'm going to call your bluff.' I kind of wanted to see the inside of a brothel. I put on my Spandex and went. The madam said, 'We have a Bette Midler and Cher. You look like Ann-Margret. You're hired.'" Jessi and Michael talked it over at length. With his disability and a foster daughter's affliction with elephant man's disease, Winchester gingerly committed herself to legal prostitution at the Mustang Ranch. "He's an unusual man," she said. "He never questioned my love for him. That was never in question. I had a job and did it. The difference was, my emotions stayed at home." Within months, she moved next door to the Old Bridge Ranch brothel, where she made her first public statement as a prostitute. Legislation was pending to treat prostitute rape less severely than normal rape. "I was outraged and so were the rest of the girls," Winchester said. "We called the TV stations and said it wasn't right. The girls nominated me to be the spokesman. I was kind of a house-mother figure. That was a defining moment for me. "After going public with that to fight injustice I did not have much of a choice but blatantly go public." For years she has pushed for legislation to end the locked-down rules at most brothels, where working girls have to stay on brothel property for weeks at a time. She keeps pushing. General Assembly Resolution 181 from November 29, 1947 - before the creation of the State of Israel, calls for the partition of Palestine into an Israeli and Arab state with the Israeli state divided into three small segments. Ashdod, Jaffa (part of Tel Aviv-Jaffa), Nazareth, Acre, Naharia and other areas part of a Palestinian state and Jerusalem internationalized. U.N. General Assembly Resolution 194 from December 11, 1948, calls for Holy Places to be under U.N. supervision; a special status and "international regime" for the Jerusalem area - stretching as far as Ein Kerem and Motza; and the return to within Israel of "refugees wishing to return to their homes and live at peace with their neighbors. . .at the earliest practical date." The Oslo process was based on 242, a resolution that calls for withdraw to "secure and recognized borders" rather to a specific border. The Americans, British and even Russians involved in the preparation of this U.N. resolution made it clear that it provided Israel with considerable latitude. As a part of this, the transformation of audio information into digital signals is now a routine process which is incorporated into our telephone, television, and music equipment (both recorded and live). Digital communication, measurement and data techniques are quite commonplace. This fairly recent situation was enabled by many things including the invention of the transistor in 1947 and the later evolution of semiconductor microelectronics techniques. However, the pioneering work for many of these capabilities was performed early in World War II in a successful effort to provide secure voice communications for high-level government officials. This brochure presents a brief overview of this revolutionary development.1 Contents Background and Overview Before the full involvement of the United States in WWII, the United States and the United Kingdom were using transatlantic high-frequency radio for voice communications between senior leaders. The analog voice privacy system in use, called the "A-3," provided reasonable protection against the casual eavesdropper, but it was vulnerable to anyone with sophisticated unscrambling capability. This system continued to be used during the early part of the war, and government officials were warned that they could be overheard. In fact, it was later discovered that a German station in the Netherlands was breaking out the conversations in real time. This situation was intolerable, but neither the U.S. nor the U.K. had a ready solution. Fortunately, the technical groundwork for a solution was already in place. About 1936, Bell Telephone Laboratories (BTL) started exploring a technique to transform voice signals into digital data which could then be reconstructed (or synthesized) into intelligible voice. It was called a "vocoder," short for voice coder. An early demonstration of the voice synthesizer portion of the vocoder was even a part of the 1939 World's Fair in New York. The approaching war stimulated the investigation of true voice security. The BTL staff soon discovered that there were about eighty patents issued on the general topic, but analysis indicated that all of the methods were really unsatisfactory from a national security viewpoint. New technology was required. Spurred on by added interest from the U.K. and some early research results, the vocoder was selected as the basis of a new high-tech voice security system. BTL proceeded on its own to develop this much-needed capability and was soon able to demonstrate it to the satisfaction of the Army. A U. S. Army contract was awarded in 1942 for the production of the first two systems. This system eventually came to be called SIGSALY2 and was first deployed in 1943. Fig. 1. The inaugural conference This conference, on 15 July 1943, marked the official start of SIGSALY service. The encrypted transmissions were between the Pentagon and the London systems. Lt. Gen. J. T. McNarney, deputy chief of staff, USA, is at the head of the table on the right. Dr. O. E. Buckley, president of Bell Telephone Laboratories, is at the left end of the table. Lt. Gen. Brehon Somervell, USA, commanding general, Army Services Forces, is using the phone while others listen on headsets. The London end of the conference was attended by Lt. Gen. J. L. Devers, USA, commanding general, European Theater of Operations, and Maj. Gen. I. H. Edwards, USA, chief of staff, European Theater of Operations, among others. As a part of this conference, the president of BTL addressed the participants. His comments, which predicted "far-reaching effects," are contained in Appendix A. Twelve terminals were eventually deployed. Before they were removed from service in 1946, they were to support over 3,000 official secret conferences. The mere existence of the capability to conduct secure voice communications during this period remained secret until 1976. Contents Development and Deployment The BTL development group worked under the direction of A. B. Clark (who later led the Research and Development activities of the new National Security Agency from 1954 to 1955) and developed a vocoder-based system which emphasized the preservation of voice quality. The achievement had its beginnings three years ago at a brainstorming session between a group of software programmers in Scotland. "How do we write a program that detects anything bad that's going on on the internet?" asked Stephen Whitelaw, former Glasgow University lecturer and chief executive of Buchanan International, a security software company based outside Glasgow. A team member replied: "Well, you'll first need to map all that's good and bad - an awesome challenge - and keep adding to it on a daily basis. Only then will you be able to trace, log and map what's bad in it." The next morning Whitelaw declared: "OK, let's do it. No matter what it costs." And so The Map - of the dark side of the web - was born. Eighteen months later, the team produced a unique profile of the world wide web in all its inglorious forms. About 40 broad categories of undesirable activity, including pornography, fraud, anarchism, "freaking", virus creation, promoting violence, cyber terrorism and hacking, have now been registered in forensic detail. The programmers found that more than 20,000 new hosts for pornography sites were being created daily. The average site contained just 43 images, and 98 per cent held almost no original material. However, some sites had more than 100,000 images. The porn-viewing public - which forms just 2.5 per cent of the database - cannot keep up: the number of sites is growing exponentially but the number of visitors to them only linearly, says Whitelaw. Child pornography, much of it now originating in eastern Europe, is a big growth industry, he adds. For the past decade, Buchanan has provided security software and criminal-tracking services to the police, security services, banks, the RUC and utilities such as airports and oil rig operators. Recently, it was involved in tracing the international tentacles of the vast Wonderland paedophile ring, which led directly to hundreds of arrests. One password used by the ring took 35 days for Buchanan to crack. Eastern Europe also produces some of the best and most fanatical hackers who thrive in semi-anarchic societies. On his laptop, Whitelaw shows me how to find manuals on bomb-making and sophisticated lock-picking techniques, complete with DIY diagrams. Next, he demonstrates how easy it is to access lists of thousands of unissued credit card numbers, and harness special software that generates the addresses of credit card-holders, or smart ways of robbing automatic teller machines. Banks already make up a big source of Buchanan's income. He shows me more. Criminals - who have a peculiar habit of inputting all their deeds into PCs and handheld computers - often use software to erase such incriminating information. Modern techniques, however, such as the molecular analysis of a hard disc, can reveal much of what was "deleted". Finally, Whitelaw demonstrates steganography - the art of concealing text within more text. "Steganography is considered the third biggest threat to US security after biological and chemical attack," he says. His laptop shows a letter containing seemingly harmless text. But, once decoded, a very different meaning emerges: it is an order to carry out an assassination. Security experts are seriously worried about the threat of attacks on airport flight management computers, power systems, and hospital equipment, let alone stock markets such as Nasdaq. To make commercial use of the map, Whitelaw late last year established Actis Technology, a small company based alongside Buchanan, and on Thursday at the Loch Lomond Golf Club, Actis launched a muscular software program designed to provide total monitoring and control over a company's electronic interface with the outside world, encompassing IT networks, the internet and e-mail. Unsuspecting companies are largely unaware that a great deal of the world's criminal communications are carried out using their own PCs, notes Whitelaw. Actis has already secured an advance order for the program from aerospace company Boeing. With 300,000 PCs linked to the internet, and 100,000 non-US citizen employees, Boeing is understandably nervous about confidentiality. The new program will allow the control and monitoring of input. It is a major market town at the crossroads of the main northern road from Kampala to Sudan and the western route to Democratic Republic of the Congo, where Ebola was first recognized in 1996. The town is at the heart of one of the most insecure areas of the country, where the rebel Lords Resistance Army has been waging war for over a decade. And although officially denied by the government, the area is known also to harbor fighters from the Sudan People's Liberation Army (SPLA) fighting the Khartoum government. The town has an official population of around 40,000 people, but this figure is often swelled by the arrival of peasants displaced by rebel activity or army counter insurgencies. There are also dozens of camps for thousands of Sudanese refugees in the area-many of them with little in the way of sanitation or health facilities. Ugandan officials say 39 people have been officially confirmed to have died from Ebola -- 37 in Gulu district and two others in Kitgum, further south. They have slapped a quarantine on three areas of Gulu where they believe the virus is concentrated, but given that it took two weeks from when the first victim died until Ebola was confirmed, there are real fears the disease may already have slipped through the cordon. Hiv Also Rampant It is not just the location that makes Gulu a perfect breeding point for the virus. Living conditions, traditional customs and Uganda's social fabric could all contribute to the spread of the disease. Communal eating and washing is commonplace in Gulu. Polygamy is still practiced and prostitution is rife. These conditions all contributed to the spread of another deadly virus, HIV, which has killed hundreds of thousands of Ugandans and infected millions more in the last 20 years. Ebola is passed on through contact with body fluids. Victims suffer from aches and fevers similar to flu before developing splitting headaches, stomach pains and diarrhea. The early symptoms are not unlike those for dozens of other diseases endemic in the area such as malaria and cholera, making diagnosis difficult. Only in the last stages-when the virus eats through the victim's veins and arteries causing massive internal hemorrhaging and causing blood to pour out of every orifice-is it clear Ebola has struck. By then it is usually too late. "It is like watching someone dissolve before your eyes," one doctor said. Authorities in the capital Kampala have been put on high alert for anyone showing symptoms of Ebola. Uganda's neighbors Kenya, Tanzania and Rwanda have also stepped up checks at border posts and warned hospitals to watch out for Ebola. In the Hollywood version of disease outbreak movies, a hero doctor usually races against time before discovering a vaccine or cure for whatever virus the evil tyrant has unleashed. Whether it be television, movies, music, or magazines, the joy of sex is often glorified while the consequences are rarely addressed. Yet what teenagers need to know is that most sexually transmitted diseases are difficult to treat and many can only be controlled, not cured. Speaking today at the American Academy of Dermatology's Derm Update 2000, dermatologist Libby Edwards, M.D., Clinical Associate Professor of Dermatology, Wake Forest University, Winston-Salem, North Carolina, discussed three common sexually transmitted diseases and their treatment. Sexually transmitted diseases are infections that are spread by contact of genital skin (penis, scrotum, vagina and skin surrounding these areas) with the infected skin of another person. "While sexual intercourse is the most common way of catching a sexually transmitted disease, oral sex and occasionally even contact with other infected skin, such as a finger, can sometimes spread infections as well," said Dr. Edwards. "Contrary to what people might think, penetration with sexual intercourse does not have to occur for an infection to spread. Using a condom can help decrease the risk of contracting a sexually transmitted disease, but skin contact still occurs around the edges of the condom and can spread the disease." Genital Herpes While genital herpes is caused by one of two very closely related herpes simplex viruses, type II herpes more often occurs in the genital area. The virus infects the skin, generally causing small, painful blisters or open sores. It is estimated that between 20 percent and 25 percent of Americans are infected with the virus that causes genital herpes. "The problem with herpes is that the virus stays in the body forever, hiding out in the nerve under the skin even after the blisters disappear," explained Dr. Edwards. "That's why herpes is such a significant threat to teenagers-once you contract it, you literally carry it with you the rest of your life." Although people can pass this infection most easily when the open sores or blisters are present, the virus can be infectious even when the skin looks normal and people are taking medication to prevent outbreaks. While there are no treatments that cure a herpes infection, there are several medications-such as acyclovir, famciclovir and valacyclovir-that shorten outbreaks and, if taken daily, keep outbreaks from occurring and decrease the amount of virus on the skin. Genital Warts Genital warts are small, skin-colored bumps caused by a human papillomavirus (HPV). They can occur on the outside skin as well as inside the vagina and on the cervix of women, where they are unnoticeable and can pass on the infection. "Warts generally do not appear until weeks or months after the infection begins, making it somewhat difficult to determine how the infection was initially passed on," cautioned Dr. Edwards. "More importantly, some wart viruses can cause cancer of the cervix-making them a potentially serious health risk for some women." Although they usually do not hurt or itch, genital warts can be unsightly and embarrassing. There are no treatments that cure a wart infection, but there are treatments that help the body get rid of the warts-such as freezing, burning, or applying acids that actually destroy the wart itself. However, the virus that causes warts also lives in the skin so warts often recur. A newer treatment, called imiquimod, is a cream that prompts the body to fight off the virus. HIV Human immunodeficiency virus (HIV) is a life-threatening infection that is transmitted by sexual secretions and blood. The infection can make a person feel as though he or she has the flu, which seems to go away, but the infection remains and slowly damages and changes the immune system until the person cannot fight off other infections. A person can be infected with HIV for several years before developing the Acquired Immune Deficiency Syndrome (AIDS). "The only way to avoid catching a sexually transmitted disease is to avoid sexual activity altogether," said Dr. Edwards. "Teenagers need to realize that they can't be cavalier when it comes to having sex. Even using a condom and limiting sexual activity to as few lifetime partners as possible is only partly protective." African prisons soar Agence France-Presse - October 17, 2000 JOHANNESBURG, Oct 17 (AFP) - AIDS-related deaths in South Africa's prisons increased by about 300 percent from 1995 to 1999, and are expected to continue to soar, an official with a prisons monitoring group said Tuesday. Natural deaths in prisons had increased from 186 in 1995 to 737 in 1999, with about 90 percent of the deaths estimated to be linked to AIDS, Gideon Morris, secretary of the group, called the Office of the Inspecting Judge, told AFP. The Office of the Inspecting Judge is an independent organisation which works in conjunction with prisons in South Africa. Already this year, there had been more than 1,000 natural deaths in prisons, he said. "From the post-mortems, they appear to be caused by AIDS in 90 percent of cases," Morris said. An increase in the number of HIV-positive people entering prisons, the high incidence of rape and overcrowding contributed to the dramatic escalation in figures, he said. "It is estimated that between 70 percent and 80 percent of all arrested suspects are sodomised by fellow prisoners before they are even officially charged," Morris told The Star newspaper. "Many suspects are raped wihin the first 48 hours of being detained," he said. Last month Correctional Services Minister Ben Skosana said the number of prisoners known to be HIV-positive had increased from 1,094 in July 1997 to 3,209 in July this year. Morris was especially concerned about the high number of prisoners awaiting trial, about 40 percent of whom he said were eventually found not guilty. About 45,000 prisoners awaiting trial were being held, he said. "These guys are arrested and placed in side a cell. Within 48 hours they are usually robbed blind and probably raped," Morris said. Massive overcrowding meant that prisoners could not be properly segregated, for example to keep gangsters away from prisoners awaiting trial, and that guards could not properly ensure control, he said. At the end of September, about 151,000 people were in prisons, which can ideally only accommodate 100,000, he told AFP. The department of correctional services moved to ease overcrowding last month by conditionally releasing 8,500 awaiting-trial prisoners whose bail had been set at under 1,000 rand (140 dollars), he said. This week the release procedures began of another estimated 7,000 prisoners who have served half their sentences and were not found guilty of violent crime, Morris said. According to government, 4.2 million South Africans were at the end of last year living with HIV or AIDS. The former head of the Anglo American Corporation and De Beers, two of the world's largest mining companies, left a will declaring his personal wealth at a paltry 307 million rand (£30 million), a fraction of his real net worth. Like other billionaires, Mr Oppenheimer, who died in August aged 91 after a brief illness, appears to have deposited the bulk of his vast fortune, accumulated from mining gold, diamonds and other minerals, in a trust to protect his assets for the future benefit of his family. Most of the wealth declared in his will goes to his widow, Bridget, to whom he was married for 57 years, including his extensive art collection, a stud farm in Kimberley, and all his racehorse enterprises, along with properties, stocks and cash. A lifelong collector of art, Mr Oppenheimer is said by friends to have accumulated "the most fabulous collections of art and Africana," including the "most extraordinary collection of Thomas Baines originals." His horse-breeding business at Mauritzfontein, Kimberley, is said to be worth several million dollars. In addition to leaving no clues as to the whereabouts of the missing billions, Mr Oppenheimer's £30 million will, which is only provisional as the value of his estate is still being finalised, also makes no mention of his son, Nicholas, the chairman of De Beers, his daughter, Mary, his five grandchildren, and his two great-grandchildren. All are expected to benefit from the wealth tied up in the Harry Oppenheimer Family Trust. Attempts to minimise death duties through the use of trust funds are legal, but questions are bound to be asked about the ethical implications of South Africa's richest individual protecting his vast personal wealth from taxation in a country where millions of people live in grinding poverty and where the Government does not have the resources to improve their lot. Although Mr Oppenheimer was widely regarded as a great philanthropist, his business interests benefited considerably from the pool of cheap black labour provided under the former apartheid regime. Some critics have insisted that he did not do enough to bring that system down. They are now likely to be outraged that his personal fortune has been placed beyond the reach of the taxman too. Mr Oppenheimer inherited control of the family's already substantial mining empire from his father, Sir Ernest, in 1957, before transforming it into one of the world's greatest mining houses. Harry was born in England in 1908 into a middle-class family that later moved to South Africa. His father was Jewish, but the family converted to Anglicanism. Sir Ernest founded Anglo American - which was valued on the London Stock Exchange last year at £8.4 billion - in 1917 and became chairman of De Beers in 1929. This leaves him with two choices: The first, and the one he apparently prefers at the minute, is controlled violence that will lead in the end to new diplomatic initiatives, but with increased international involvement. The second, which Arafat has not ruled out, is a full-scale regional war. The hope that Arafat would act forcefully to stop the violence has been revealed as delusional. The populace is pushing him to continue the "Al Aqsa Intifada." He has not yet sent a clear message of commitment to the Sharm understandings, contenting himself with anonymous and nonbinding statements through the Palestinian media. And serious incidents continue to occur. Furthermore, some of the most dangerous Hamas activists are still not back in Palestinian Authority prisons. IDF officers say that "lifting the closure on the territories at this point would be tantamount to madness," given the intelligence information regarding plans to carry out bomb attacks in major urban centers. Nor is it only Islamic radicals who pose a concern. According to the IDF, many of the latest incidents involved members of Mohammed Dahlan's preventive security apparatus, and both Dahlan and his counterpart in the West Bank, Jibril Rajoub, are still refusing to meet with Shin Bet security service chief Avi Dichter. In Arafat's preferred scenario, the Israeli-Palestinian conflict would resemble Kosovo: increasing international involvement, foreign observers and troops, and finally an imposed settlement - which would be better for the Palestinians than what the Americans offered at Camp David. The minute parties other than the Americans are involved, Arafat profits. An Israeli mistake (bombing civilians, a massacre by settlers) or a new, more hesitant American administration would also help. And if Plan A does not achieve its goals, Arafat would still have the option of a regional conflict. His hope is that once the smoke clears, a Palestinian state will emerge, perhaps with better borders than Ehud Barak and Bill Clinton have offered him. In the meantime, there are several tactical junctures to be maneuvered. The first is this afternoon, when in Israel's view, the 48 hours allotted for implementing a cease-fire expire (in the Palestinian view, this deadline expired yesterday). Then comes the Arab League summit tomorrow. But the most important will come in the middle of next week, when Israel, finally convinced that Oslo, like Sharm, is a dead letter, will have to decide what to do. For the first time, it will have to consider taking the initiative, rather than merely responding to events. Despite differences of opinion within the general staff, most of the generals still favor restraint. But continued escalation by Arafat would change their mind. "We cannot become reconciled to a reality of daily attacks," said one. "A war of attrition is the worst scenario ... it would be better to sharpen [the conflict]." Against this background, a unilateral declaration of a Palestinian state - probably sometime between the end of the Arab summit and November 15, which is Palestinian Independence Day - becomes more likely. Ironically, this would also have advantages for Israel: Israel would be seen as justified in taking steps to guarantee its own interests, such as separating more decisively from the Palestinians, seizing key positions, and even annexing part of Area C (that part of the territories still under full Israeli control). The most worrying scenario is a regional conflict. Egyptian President Hosni Mubarak has been working for restraint, but Iraq, Iran and Hezbollah are working for war. In the late 1600's, gold and diamonds were discovered in Brazil which made Portugal financially strong again but this was all spent on lavish baroque style building which is so enjoyed by many visitors today. In 1755, The Great Earthquake struck, destroying most of Lisbon and many towns and villages from the Algarve coast up to central Portugal. The Marquês of Pombal, the Chief Minister took charge with the motto of 'bury the dead and feed the living'. He was responsible for the rebuilding of Lisbon in its present day grid structure. In 1807, Napoleon marched into Lisbon and the royal family fled to Brazil. Under the treaty of Windsor of 1386, the fighting was carried on by British Generals, including Beresford and Wellington, who finally threw him out 3 years later. In return Britain received the right to trade with Brazil direct and not through Portuguese merchants. Following the exile of the King there were constant struggles between those favouring a monarchy and those wanting a republic, finally on October 5, 1910 the monarchy was overthrown and a republic declared. In World War I Portugal fought on the side of the allies with the loss of many men which was disastrous economically. In 1926 Dr. Salazar became Finace Minister and later 'Prime Minister'. He was dictator until 1968 when he became incapable due to injuries received when his deck chair collapsed under him. He died in 1970 and during his final two years no one dared tell him that he was no longer Prime Minister. The dictatorship, under his successor, was finally overthrown in 1974 in a virtually bloodless revolution but not before many of the young Portuguese men had given their lives in fighting colonial wars in Angola, Mozambique and Guinea-Bissau. After two years of political instability followed during which some momentous decisions were made including the giving of independance to all of the overseas territories. The officials will discuss "issues of common concern" including overall relations between Beijing and Washington. Yu, a member of the Communist Party's Central Military Commission headed by president and party leader Jiang Zemin, will also visit bases and military academies, the report said without providing details. "The activities are believed to be of help to enhancing mutual understanding and improving bilateral relations, especially military ties between the two countries," Xinhua said. CARTER Press Democrat Staff Writer Correctional officers present when an inmate died last month at Sonoma County Jail invoked their Fifth Amendment rights and are refusing to cooperate with detectives investigating the death. Santa Rosa police say their investigation has been hampered by the refusal of about eight officers to explain their actions and what they witnessed during the seven hours Paul Daniel was at the jail. Among other things, investigators are still trying to determine exactly how the 51-year-old man died. "Right now, we have an unexplained death. We have a lot of questions and not a lot of answers right now," Police Cmdr. Scott Swanson said. "We have not been able to speak with the main witnesses." Assistant Sheriff Mike Costa, who oversees the jail, said the correctional officers' tight-lipped stance invites suspicion. "It's not so much that we thought they did something wrong, but it does throw this question: If they didn't do anything wrong, why aren't they saying anything? That would be the common response," he said. Critics of local law enforcement seized on the action as yet another example of police agencies failing to be forthcoming with information about in-custody deaths, medical care for inmates and the use of force. Shaun Du Fosee, president of the correctional officers' union, rejected suggestions that the refusal to provide statements in a criminal investigation implies the officers acted improperly. "I might feel different if I thought someone did something wrong. Nobody did," he said. "It has nothing to do with covering up. We have rights." Correctional officers, like other citizens, have a constitutional right to refuse to speak to investigators, officials said. But because of a provision of their union contract, they must speak with sheriff's detectives who will conduct an internal inquiry after Santa Rosa police complete the criminal investigation. If the gaurds refuse, they could be fired or disciplined. Du Fosee said the officers would speak with Santa Rosa police if ordered to do so, which Costa said was his initial inclination. But he said if their statements are compelled, the information could not be used in any criminal trial that arises from the investigation of Daniel's death. Withholding crucial information the officers could provide -- accounts of Daniel's activities and comments from the moment he became sick to the moment he was carted away by ambulance -- is not an effort to impede the investigation, Du Fosee insisted. "It's a philosophy. I don't think people should give up their constitutional rights freely," he said. "Because we're a labor organization, it is our job to protect the rights of our members." Police critic Mary Moore doubted that explanation. "The issue of the union protecting their members in this case is clearly not in the public interest in terms of truth-gathering," she said. Costa acknowledged the situation puts the Sheriff's Department in a precarious position, given public concern about accountability with the Police and Sheriff's departments. "In light of the history here with jail deaths, I can understand why some people will say, 'What the hell is going on?'" he said. Jail nurses and other Sheriff's Department employees are cooperating in the investigation even though the guards refused. Du Fosee said the 220 correction officers decided last year to exercise their constitutional right against self-incrimination in criminal investigations. This is the first case in which officers have declined to be interviewed. Officers cooperated with investigators earlier this year after a suicide and a death that resulted from pneumonia. Du Fosee said the present case is different because the circumstances of Daniel's death are unclear. "When the heat gets turned up, people can get burned," he said. "There's a lot of public scrutiny in these kind of things." Shortly after Daniel died Sept. 28 at Sutter Medical Center, correctional officers sought legal advice. They were advised not to give statements to Santa Rosa police. Because the death occurred in the jail, which is run by the Sheriff's Department, Santa Rosa police are investigating the case as part of the countywide protocol for in-custody deaths. An autopsy showed Daniel suffered no trauma other than bruising from handcuffs and ankle restraints, but it was unable to pinpoint a cause of death. Toxicology tests are under way, and Daniel's brain has been sent to a forensic specialist in Florida for study. Daniel, a transient, died 25 hours after he was arrested in Petaluma on a warrant for failing to appear to serve time on a drunken driving charge. He was booked into the jail at 12:30 p.m. Sept. 27 and both a nurse and a mental health professional agreed Daniel was fit enough to be

By Kevin Poulsen October 4, 2000, WASHINGTON The FBI's Carnivore surveillance tool monitors more than just email. Newly declassified documents obtained by Electronic Privacy Information Center (EPIC) under the Freedom of Information Act reveal that Carnivore can monitor all of a target user's Internet traffic, and, in conjunction with other FBI tools, can reconstruct web pages exactly as a surveillance target saw them while surfing the web. The capability is one of the new details to emerge from some six-hundred pages of heavily redacted documents given to the Washington-based nonprofit group this week, and reviewed by SecurityFocus Wednesday. The documents confirm that Carnivore grew from an earlier FBI project called Omnivore, but reveal for the first time that Omnivore itself replaced a still older tool. The name of that project was carefully blacked out of the documents, and remains classified "secret." The older surveillance system had "deficiencies that rendered the design solution unacceptable." The project was eventually shut down. Development of Omnivore began in February 1997, and the first prototypes were delivered on October 31st of that year. The FBI's eagerness to use the system may have slowed its development: one report notes that it became "difficult to maintain the schedule," because the Bureau deployed the nascent surveillance tool for "several emergency situations" while it was still in beta release. "The field deployments used development team personnel to support the technical challenges surrounding the insertion of the OMNIVORE device," reads the report. The 'Phiple Troenix' Project In September 1998, the FBI network surveillance lab in Quantico launched a project to move Omnivore from Sun's Solaris operating system to a Windows NT platform. "This will facilitate the miniaturization of the system and support a wide range of personal computer (PC) equipment," notes the project's Statement of Need. (Other reasons for the switch were redacted from the documents.) The project was called "Phiple Troenix"apparently a spoonerism of "Triple Phoenix," a type of palm tree and its result was dubbed "Carnivore." Phiple Troenix's estimated price tag of $800,000 included training for personnel at the Bureau's Washington-based National Infrastructure Protection Center (NIPC). Meanwhile, the Omnivore project was formally closed down in June 1999, with a final cost of $900,000. Carnivore came out of beta with version 1.2, released in September 1999. As of May 2000, it was in version 1.3.4. At that time it underwent an exhaustive series of carefully prescribed tests under a variety of conditions. The results, according to a memo from the FBI lab, were positive. "Carnivore is remarkably tolerant of network aberration, such a speed change, data corruption and targeted smurf type attacks. The FBI can configure the tool to store all traffic to or from a particular Internet IP address, while monitoring DHCP and RADIUS protocols to track a particular user. In "pen mode," in which it implements a limited type of surveillance not requiring a wiretap warrant, Carnivore can capture all packet header information for a targeted user, or zero in email addresses or FTP login data. Web Surveillance Version 2.0 will include the ability to display captured Internet traffic directly from Carnivore. For now, the tool only stores data as raw packets, and another application called "Packeteer" is later used to process those packets. A third program called "CoolMiner" uses Packeteer's output to display and organize the intercepted data. Collectively, the three applications, Carnivore, Packeteer and CoolMiner, are referred to by the FBI lab as the "DragonWare suite." The documents show that in tests, CoolMiner was able to reconstruct HTTP traffic captured by Carnivore into coherent web pages, a capability that would allow FBI agents to see the pages exactly as the user saw them while surfing the web. Justice Department and FBI officials have testified that Carnivore is used almost exclusively to monitor email, but noted that it was capable of monitoring messages sent over web-based email services like Hotmail. An "Enhanced Carnivore" contract began in November 1999, the papers show, and will run out in January of next year at a total cost of $650,000. Some

Savage, Albion Monitor September 25, 2000 In a hushed quest to allow an expected 85 percent of the nation's nuclear reactors to live beyond mandatory retirement, the nuclear industry talked the federal government into allowing a generic 20-year extension on the life of reactors. The public only has until October 16 to let the Nuclear Regulatory Commission (NRC) know what it thinks of the government's plan to allow license renewal instead of decommissioning. According to the NRC, the only public meeting on the re-licensing plan has been held at its Maryland headquarters. The government's process effectively shuts out any public input on extending plant licenses, said Public Citizen senior policy analyst Jim Riccio. "Most of the public is not aware of the issues until they land in their laps, by way of their local nuclear plant." Here's where the "generic" part of re-licensing comes in. Instead of having an "in my backyard" approach for concerned citizens, the generic license extension puts the onus in a generic somewhere-else land. "By making something generic, they don't have to deal with the public," Riccio added. What few nuclear critics are hip to the industry/government move, are focusing on safety issues. "During the early stage of life and the late stage, the failure rate for both man and machines is generally higher than during middle age; the reliability of both man and machines is generally lower during the early and late stages. The prudent and proper course of action is to retire aging nuclear plants before they reach the point where reliability drops off markedly," notes Dave Lochbaum, Union of Concerned Scientists' nuclear safety engineer. The nuclear industry claims it deserves generic safety rules for re-licensing because its safety track record has only gotten better over the years, now that its reactors are in middle age. In a fortunate acronym for nuclear critics, the generic re-licensing program is called "GALL"- -for Nuclear Power Plant Generic Aging Lessons Learned. The "generic" part appears most important to both industry and government. "Aging is the same no matter if the [reactor] maker is GE, Westinghouse or Combustion Engineering," said Electric Power Research Institute manager of life-cycle management, John Carey, who added that the weather surrounding a particular reactor is the only difference. Long known as an aging problem is the brittleness of the metal enclosing the reactor core. The reactor gets bombarded with electrons for years and the metal becomes brittle. EPRI, for one, believes that brittleness is not a problem. "Many plants even at 60 years won't reach that [threshold] level of embrittlement. There's probably none that will at 40," said Carey. While most of the government's and critics' attention is focused on reactor safety during aging, the industry's impetus admittedly has to do with short-term financial gains that come with a second license and the value added to a plant for resale. "In a deregulated, competitive business, a fully depreciated nuclear plant (beyond its original 40-year license) is a tremendous asset. It can sell its power at marginal cost, which is very competitive. Such a plant would have significant profit potential," notes the industry group Nuclear Energy Institute. In other words, once ratepayers have paid off the construction investment, the primary expense of nuclear plants disappears and the only ongoing costs to owners are fuel, safety expenditures and staffing. Less tangible opportunity costs like guaranteed ecological preservation are not a part of the calculations. The NRC's attempt at generic guidelines for license renewal had been sitting around in various stages since the early 1990s. It was goosed into action, though, when Baltimore Gas Electric's (Constellation) Calvert Cliffs became the first facility to ask for a 20-year extension. Calvert Cliffs (in the NRC's back yard) was approved this March. Duke's Oconee plant in North Carolina followed suit in May. License renewal does not come without a price, however, as keeping that license means an owner has to invest in anti-aging technology - a.k.a. capital investments. Like plastic surgery fixes the fissures and sags in an aging body, keeping a past-prime nuke in shape "depends on how much money you have," Carey. For instance, replacing a steam generator, a typical aging problem, costs about $150 million. Shareholders might be loath to invest that kind of capital in an old plant. But, the beauty of re-licensing is that any such investment can be amortized over an extra 20 years, even if the plant owners do not plan to run the plant that long. Thus, license renewal tucks in the short-term operating costs of nuclear plants. Public Citizen's Riccio, says that the 20 year extension "shifts the risk of future operation from the stockholder to the ratepayer." Riccio believes

Helicopter gunships have fired several rockets at Palestinian positions near Bethlehem, lighting up the night sky throughout south Jerusalem. The action came after Prime Minister Ehud Barak announced to his cabinet earlier today that he is indeed calling a "time-out" from the collapsed Oslo process. He denounced the earlier Arab summit resolution for implicitly supporting the continuation of the violent Palestinian uprising. The time-out announcement , which was strongly opposed by some of his ministers, may allow the opposition Likud party to join a National Emergency Government in the coming days. Reports tonight say that Likud leader Ariel Sharon will ask that former foreign minister David Levy be returned to that position. Levy resigned to protest Barak's compromise stands at the failed Camp David summit. Meanwhile, Yasser Arafat returned to the Gaza Strip from the Arab League emergency summit in Cairo and said that he will continue his drive to make Jerusalem his capital. He added that anyone who tries to stop him "can go to hell." (He has made the same threat many times before, but always couched it in more diplomatic language such as "can drink the water of the Dead Sea"). At least four Palestinians were killed in continuing violent clashes today in most parts of the disputed territories. The Israeli rocketing of Beit Jalla, near Bethlehem, came after shots were fired tonight at the Jewish Gilo neighborhood in southwest Jerusalem. Four apartment buildings were hit in the neighborhood, but no Israeli casualties were reported. IDF tanks fired back with machine guns. The helicopter rockets were fired after the government warned that it was prepared to destroy buildings in Beit Jalla if the firing continued from the Arab town, which is under Arafat's full control. Arab residents were earlier told to immediately evacuate their homes, signaling that Israeli army counter-action was imminent. In Iraq today, a massive anti-Israel rally was held to support Saddam Hussein's call for a "holy war to liberate Jerusalem." In one home, an armor penetrating bullet drilled handily through a 6" concrete outer wall and went through a closet ripping holes in about six feet of solid clothing hanging in it, before lodging in a corner wall. In another apartment, the bullet went through a window narrowly missing a family seated on their couch watching television. I am sure that there are dozens more stories like these two we will read about tomorrow or hear on the radio, but these were broadcast tonight on the 11:30 p.m. news. The gunfire was not limited this time to Rehov Ha-Anafah (Anafah Street), which has been the scene of recent attacks and, Baruch Hashem, spurred the IDF to fortify the southern border of Gilo. This time about six other side streets that intersect Rehov Margalit along almost the entire southern face of Gilo also came under attack. (NOTE TO FRIENDS AND FAMILY: In case you are wondering, the apartment we are leasing is about 50 yards NORTH of Margalit and is not exposed to the village of Beit Jalla, although from our windows, you can see the Jerusalem Forest below. Also, I put my wife and son on a bus to a moshav in the Aravah (Negev) this morning and they safely arrived about noon. I was planning to take another bus myself to pick up a friend's van and be there with them later today -- to take a little vacation from all of this -- but the 2 p.m. bus to the settlement where I needed to go to pick up the van (bus 166 to Tekoa, which came under fire yesterday), for some reason did not run today. So I am still here in Gilo tonight and am planning to travel to the Aravah tomorrow to be with my wife and son). The IDF responded to the bursts of automatic gunfire initially with their own machine guns emplaced on tripods atop sand bunkers which have been erected along the southern face of the mountain since the attacks began against Ha-Anafah Street about three weeks ago. The exchanges continued most of the night on Jerusalem's southern border and attacks also occurred at a checkpoint near Har Homa, the mountain just to the East of Gilo, where a new Jewish settlement is being constructed. Once the gravity of the armor-penetrating rounds was realized, and there was concern that the Palestinian militia was attempting to open up a second front on the eastern side of Gilo, the IDF opened fire with 50 caliber machine gun bursts from tanks that line the southern border of the city. Edgar Hoover protected organized crime for years because top mobsters had evidence of his homosexual activities, including his dressing in flouncy miniskirted drag and taking part in hotel orgies, according to excerpts from a new book about the late FBI director made public Friday. Excerpts from ``Official and Confidential: The Secret Life of J. Edgar Hoover'' by Anthony Summers, due to be published later this month by Putnam, will appear in the March issue of Vanity Fair magazine that will go on sale next Wednesday. The book claims underworld bosses Frank Costello and Meyer Lansky obtained hard proof of Hoover's homosexuality in the form of photographs of the FBI director having sex with his longtime aide, Clyde Tolson. It said the photos may have been obtained from the Office of Strategic Services chief, William Donovan, who had a feud with Hoover and obtained compromising information to use against him. ``To Costello and Lansky, the ability to corrupt poiticans, policemen and judges was fundamental to Mafia operations,'' Summers wrote. ``The way they found to deal with Hoover, according to several mob sources, involved his homosexuality.'' Hoover's folly was compounded by being involved in at least two orgies at the Plaza Hotel by the late attorney Roy Cohn and Lewis S. Rosensteil, the Schenley liquor mogul and benefactor of Brandeis University who had ties to to both Costello and Lansky, the book asserts, quoting Rosensteil's fourth wife, Susan. Mrs. Rosensteil claims to have attended the orgies with her husband in 1958. On the first occasion Hoover, whom Mrs. Rosensteil had met and recognized, was wearing ``a fluffly black dress, very fluffy, with flounces, and lace stockings and high heels, and a black curly wig.'' ``He had makeup on, and false eyelashes. It was a very short skirt and he was sitting there in the living room of the suite with his legs crossed. Roy introduced him as 'Mary.''' On the second occasion, Hoover was wearing a similar dress but in red with a black feather boa around his neck ``like an old flapper, like you see on old tintypes,'' Rosensteil said. Young boys joined the party and engaged in sexual activities with Hoover, Cohn, and her husband, according to Rosensteil, who said Hoover had one of the boys read from the Bible while the other played with him. Publication of excerpts from Summers' book coincided with the release of the contents of a Public Broadcasting Service show that will be broadcast nationally next Tuesday on ``Frontline'' under the title, ``The Secret File on J. Edgar Hoover.'' It claims ``startling new evidence'' that Hoover tried to pressure John F. Kennedy into accepting Lyndon B. Johnson as his vice presidential running mate in 1960 by providing LBJ with reports of Kennedy's ``womanizing.'' Other findings include claims that Hoover benefitted from horse races fixed by the mob and routinely used FBI vehicles and employees for personal purposes. The show quotes Summers as saying a New England mobster, Irving Resnick, told him in 1971 that Lansky ``controlled'' compromising pictures of Hoover with Tolson and that he had made a deal with Hoovers to ``lay off'' the mob. ``That was the reasons that for a long time, we had nothing to fear from the FBI,'' Resnick told Summers, according to the author. William Cram, producer of the documentary, said the testimony ``strongly suggests Hoover may have been blackmailed and that is why Hoover allowed the mob to operate unchallenged for nearly two decades.'' The show quotes JFK's White House personal secretary, Evelyn Lincoln, as saying Kennedy and his brother, Robert, tried to figure out how to keep Johnson off the ticket but finally gave up because Johnson and Hoover ``had boxed them into a hole, or into a corner'' with the reports of Kennedy's philandering. The show says Hoover often used FBI vehicles for personal errands and even had agents decorate his home. A horse racing enthusiast, he wrote of trips to various tracks around the country as official business and enjoyed few betting losses, thanks to the mob. (Jake Schoellkopf/AP Photo) The Associated Press S A N J O S E, Calif., July 24 Wen Ho Lees wife worked for the CIA, a revelation that could undermine the governments case against the scientist accused of breaching security at Los Alamos National Laboratory, the San Jose Mercury News reported Sunday. Citing unnamed congressional, intelligence and other sources, the newspaper said Sylvia Lee supplied information about Chinese scientists to a CIA officer when she was a secretary at Los Alamos National Laboratory in the 1980s. She worked as liaison between the lab and visiting delegations, the newspaper said. Also, the newspaper said, Wen Ho Lee, who worked at the lab for nearly 20 years, and his wife met with a CIA official before they went to China in 1986, a trip federal prosecutors have called suspicious. CIA spokesman Bill Harlow told The Associated Press he had not seen the article. I cant discuss specifics of it because it is a matter currently before the courts, Harlow said, but I can assure you she didnt work for the CIA. Case Still in Flux Wen Ho Lees lawyer Mark Holscher has portrayed Lee and his wife as loyal Americans who did undercover work for the FBI. A call to Holschers office was not immediately returned Sunday. Wen Ho Lee attorney John Cline declined to comment, and another Wen Ho Lee attorney, Brian Sun, declined comment until he could talk to his clients. The U.S. Attorneys office also could not be reached on Sunday. Lee is jailed in New Mexico awaiting a November trial on charges that he mishandled classified data. Although he has been investigated for spying, he has not been charged with espionage. For a conviction, prosecutors must convince a jury that Lee took data with the intent to harm the United States or aid another country. Sylvia Lee has not been charged.
