FORT STOCKTON, Texas -- When candidates need a little extra help
winning an election here, they reach out to Candida Rangel, a
72-year-old grandmother who is the acknowledged expert at
rustling up votes from elderly Hispanics in this dusty town.

Working for a candidate for district attorney in March, Ms.
Rangel collected about 240 absentee ballots from local senior
citizens, many of them illiterate Mexican immigrants who don't
speak English.  One, 79-year-old Zacarias Leyva, says Ms.
Rangel showed up at his tiny house on an unmarked dirt road
shortly after his ballot arrived in the mail, offering to help
him fill it out -- with a vote for her employer.

"She told me the other guy was no good, and she wanted me to vote
for this other one," he recalls.  After he agreed, "She filled
out the card, I signed it, and she took it," he says.  Ms.
Rangel, who was paid $6 an hour by the candidate, denies she told
anybody how to vote; still, a local judge, after hearing sworn
testimony from Mr.  Leyva and others, overturned the election
result.

Incidents such as these illustrate a little-publicized downside
to the nationwide surge in absentee voting.  In an attempt to
increase voter participation, many states have liberalized
vote-by-mail laws.  But they also have loosened already tenuous
safeguards against fraud. With old-style ballot-box stuffing
impractical these days, election-law experts say, the growth of
absentee voting has provided new opportunities to cheat.  It has
also spawned a mini-industry of consultants who get out the
absentee vote, sometimes using questionable techniques.  In some
parts of Texas, they are known as politiqueras, roughly
translated as vote brokers.

"There's not an experienced election official in Texas that will
tell you this is not a problem," says Austin attorney Randall
"Buck" Wood, a specialist in election contests who typically
represents Democrats. "This doesn't become an issue when a race
isn't close.  But show me a close race, and I'll show you voter
fraud."

It's hardly limited to Texas.  In recent years, absentee-ballot
fraud cases have cropped up from California to Florida to
Pennsylvania. According to government records, news accounts and
database searches, there have been at least two dozen major cases
in 17 states since the beginning of 1996.

Most involve allegations of undue influence -- a crime that is
particularly well-suited to voting by mail.  It is illegal in
most states for campaign workers to come within 100 feet of a
polling place on Election Day, to prevent them from telling a
voter which candidate to choose.  But it's much tougher to police
the law when a voter's home becomes the polling place and there
is no single Election Day, as is the case with voting by mail.
Since there is no booth to provide privacy, an unethical campaign
worker can also monitor the ballot-marking and ensure a sales
pitch isn't wasted.

Predictably, the elderly are prime targets, both because states
are more likely to give them mail-in voting privileges and
because they are viewed as easier to manipulate.  "Just as they
are victims of a number of scams and con games, they can also
fall victim to voter fraud," says Hugh Cochran, a former Federal
Bureau of Investigation agent in Miami who now investigates
absentee fraud for private clients.

After a series of absentee-ballot frauds involving elderly voters
in Florida -- including a scandal in the 1997 Miami mayoral race
that led a judge to throw out 4,500 ballots and overturn the
election -- the state tightened its fraud controls.  It is now
illegal for one person to sign as a witness on more than five
absentee ballots, unless the person is acting in an official
state capacity.  The law also provides for representatives of the
secretary of state to supervise votes in nursing homes to ensure
that no one is coerced, and to prevent obviously mentally
incompetent people from voting.

Coercion isn't the only problem, though.  This fall, a
Pittsburgh-area businessman pleaded guilty to charges of trying
to fix a district-attorney race by forging signatures on hundreds
of absentee ballots.  He obtained the ballots simply by
requesting them in the names of registered voters, and asking
that they be mailed to the homes of several associates.  He
received probation.

The spate of cases probably results from recently liberalized
vote-by-mail laws.  Absentee voting began in the Civil War, when
Northern states enacted numerous measures to protect the rights
of soldiers at war.  For more than a century, absentee voting was
largely a privilege of the military.  In the late 1970s, states
began liberalizing their absentee-voting rules amid concerns
about low voter participation.  That trend accelerated greatly in
the 1990s as worries about turnout heightened, although there is

Hillary's Book Set to Open Old Wounds for Foster's Widow

Elizabeth "Lisa" Moody, who was widowed in July 1993 when her
then-husband Vince Foster was found shot to death in a Virginia
park, may be in for still more heartache in the months to come
thanks to the $8 million book deal Hillary Clinton signed last
week to pen a tell-all about her private life.

 One of the topics Clinton is expected to deal with in order to
justify her whopping advance is her relationship with the late
deputy White House counsel, according to a published report in a
supermarket weekly with close ties to the administration.

 Reportedly the book will reveal, "the depth of Vince Foster's
obession for Hillary -- and the emotional trauma she suffered
over his suicide," reports this week's National Enquirer, which
boasts of a legal staff headed up by the Clintons' personal
scandal lawyer David Kendall.

 In a comment sure to reopen old wounds for Lisa and Foster's
three children, a Washington source told the tabloid Hillary is
expected to "admit her feelings for longtime Clinton friend and
White House aide Vince Foster, and say that he was in love with
her She knows he was in love with her."

 "(Foster) gave her strength in the face of Bill's infidelities,"
the source added. "When Vince committed suicide, Hillary was
screaming and crying. It was as though she'd lost a husband, not
just a longtime friend."

 The first lady's decision to cash in now on Foster's memory is
particularly cynical, since White House spinmeisters have for
years invoked concern for the well-being of his family to block
reporters' questions about his mysterious demise.

 Through five federal investigations into the 1993 tragedy,
administration spokespeople repeatedly warned reporters not to
"prolong the suffering of the Foster family."

 In January Clinton bristled when Buffalo, NY talk radio host Tom
Bauerle asked her about rumors that she and Foster had an affair:

 BAUERLE: Mrs. Clinton, you're going to hate me. You were on
television last night talking about your relationship with the
president, Bill Clinton. Have you ever been sexually unfaithful
to him, and specifically, the stories about you and Vince Foster
-- any truth in them?

 HILLARY: Well, you know, Tom, I do hate you for that. Because,
you know, those questions -- I think -- are really out of bounds.
And everybody who knows me knows the answers to those questions.
You know, I just...

 BAUERLE: Is the answer no?

 HILLARY: Well, yes. Of course it's no.

For weeks afterward, Bauerle took a beating from reporters and
pundits who criticized him for going over the line.

 But now, with a multi-million dollar book contract on the line,
Mrs. Clinton is apparently ready to open up in a way that is sure
to be painful for Foster's family.

 In 1995 Foster's wife got remarried to James Moody, an Arkansas
judge appointed by President Clinton. As the wedding approached,
Lisa Moody sat for an interview with The New Yorker magazine,
where she discussed rumors that her first husband had cheated
with Hillary.

 In its September 1995 issue, The New Yorker reported:

 "In December of 1993, her first Christmas without Vince, (Lisa)
was home alone and received a call from her Washington attorney.
He told her that 'A Current Affair,' a tabloid TV show, was about
to broadcast a rumor that he knew would upset her -- allegations
by Arkansas state troopers that Vince and Hillary Clinton had had
an affair.

 "Lisa broke down. She left her house sobbing, and walked three
blocks to a Catholic seminary, and there she sat beneath a statue
of the Blessed Mother. 'I cried my eyes out for
forty-five-minutes,' she recalls. 'I thought. This is more than I
can take.'"

 Foster's widow told The New Yorker that she never believed the
Hillary-Vince rumors were true.

 "One reason I believe there's nothing to it is the way he
treated me. I mean, I just don't think somebody is a loving
husband and treats me the way he would treat me if he's having an
affair, whether it's with Hillary or with anybody else.

 "And the second reason is, I don't think Hillary would do it. I
mean, she's the mother of Chelsea, and there's Bill. The type of
friendship she and Bill had was not a romantic one."

 What if the Enquirer report turns out to be just a promotion to
gin up interest in Clinton's book -- and the first lady actually
has no intention of discussing her relationship with Foster?

 If so, the Foster family won't know one way or the other till
2003, the publication date for Hillary's tell-all.

Until then they can only wait and wonder what Mrs. Clinton is
willing to say that might embarass them and shame the memory of
the man they remember only as a good husband and father.

A rare uncomfortable moment in my long love affair with Harvard
occurred at the 25th reunion of my class.

A "teach-in" had been assembled to talk about Vietnam from the
perspective of a generation.  A veteran of the war, I'd been
invited to speak but had demurred.

Five classmates spoke of their experiences during the war and the
struggle against it.  One, Peter Francis Hagerty, told how he
found himself on a destroyer headed for the Gulf of Tonkin and
refused an order to declare his vessel combat-ready.  He was
threatened with court-martial, but the Navy "backed down," as he
also put it in a written entry in the class report, "when faced
with the prospect of an Ivy League Officer rotting in their
jail."

Less than a year later, he told us, the ship blew up her forward
gun mount, killing or blinding many of the crew.

After the Navy, he went to Vietnam to help a left-wing legal
defense team for GIs.  While visiting a pagoda in the Mekong
Delta, he encountered a Viet Cong patrol.  He said he spent hours
talking to them about baseball and girlfriends.  Later, he
founded a company called Soviet American Woollens, to trade with
the Russians.  Now, he told the reunion with what I took to be a
tone of irony, he was forming a company to trade with that other
enemy of America, the Palestinian Arabs.

When this was greeted with an ovation, I walked out.  I left the
building and stepped into the sunshine.  My wife and son were
frolicking there.  I said I'd decided to go home, though the
reunion had just begun.  We held hands as we walked through
Harvard Yard to the Freshman Union, where we got a refund.  And
then we drove back to New York.



My reminiscence is prompted by reports that Al Gore has been
nominated to be Harvard's next president.  It's a long shot, to
be sure.  There are already 500 nominees.  Mr.  Gore is a
distinguished graduate and a former Harvard Overseer.  But the
Boston Globe quotes a senior fellow of the Harvard Corp., which
makes the decision, who says that while Mr. Gore will get serious
consideration, he lacks academic credentials.

Mr.  Gore's friend Martin Peretz, a member of the faculty and
editor-in-chief of The New Republic, tells me that there's
nothing serious to the news reports.  "The president of Harvard
is the emperor of Japan," he said, meaning that it is an
honorific post.  "The only thing you can do," he added, "is
mischief." To which I found myself thinking that one could say
that about the U.S.  vice presidency too--witness the Kyoto
Treaty.

Despite the temptation to crack wise, however, I find myself
thinking that there would be a certain logic to bringing Mr.
Gore in to even a ceremonial position at Harvard.  And it gets
back to my sentiments at that reunion.  I've found myself
thinking during this campaign that there is a fact about Mr. Gore
that I admire--his decision to throw off the perks of privilege
and enlist for Vietnam.

He and I were two of but a handful of Harvard guys from that
generation who made it a point to serve in Vietnam.  I've never
met Mr.  Gore.  He was class of '69, I of '68.  But we both went,
and were both Army journalists there, he for an Army engineering
command newspaper and I for the Pacific Stars and Stripes.

On election eve, he told the New York Times how Vietnam was much
more complicated than the antiwar movement made it out to be.  I
had hoped that he'd explain this in the campaign.  He could have
helped unravel the knot that has since bedeviled our foreign
policy.  It was but one of the opportunities he missed in the
election, but I can't help thinking how nice it would be if
someone in high office at Harvard could explain it to the
students there.

How fitting it would be if one of the handful who did go from
Harvard to Vietnam ended up as head there.  If, in the course of
things, Mr.  Gore were able to get it together for another run
for the White House, more power to him.  And if not, he'd still
be able to enter a room and have people call him president.

Journalism group can't sue over 'politically motivated' audit

SAN FRANCISCO (AP) -- A federal appeals court ruled Wednesday
that a nonprofit investigative journalism group cannot sue the
Internal Revenue Service over accusations that a business audit
was politically motivated.

The Western Journalism Center claimed that the White House
retaliated with an audit after the conservative group suggested
presidential lawyer Vincent Foster did not commit suicide, as
investigators found, but was murdered.

A three-judge panel of the 9th U.S. Circuit Court of Appeals said
the center should have filed the suit within a year after
learning of the IRS audit in 1996.

The IRS found no discrepancies and the journalism group, based in
the Sacramento suburb of Fair Oaks, claimed it was targeted as a
payback for its reporting.

Although the panel upheld a decision from a federal court in
Sacramento, it did so for different reasons. While the panel said
the group's suit was barred by the statute of limitations, a
lower court said the IRS could not be sued on allegations of
politically motivated auditing practices.

In a separate but concurring opinion, panelist Judge Stephen
Reinhardt said the IRS could be sued for such acts and noted that
the three-judge panel did not address the issue.

Under the argument IRS lawyers offered, "the government would be
insulated against liability for its attempt to suppress the type
of criticism that forms the very core of speech protected by the
First Amendment," Reinhardt wrote.

The judge's concurring opinion is not binding, however, and may
open the door to similar lawsuits in the nine western states the
circuit covers. Reinhardt noted that the Denver-based 10th U.S.
Circuit Court of Appeals has agreed with him.

"This should be a warning to the IRS: Don't go messing with
people because of their politics," said Larry Klayman, the
journalism center's attorney.

The IRS said fewer than 1 percent of the 6,000 to 10,000 audits
of tax-exempt groups each year originate with complaints from
lawmakers or the White House. The White House forwards about
1,300 constituent letters each year to the IRS, ranging from
complaints of wrongdoing to obscure tax questions.

standoff was briefly relived in a courtroom Wednesday during a
closely watched case that tests whether federal agents are immune
to state prosecutions.

While two prominent attorneys recounted the death of white
separatist Randy Weaver's wife form an FBI sharpshooter's rifle,
11 judges of the 9th U.S. Circuit Court of Appeals did not
indicate whether Boundary County, Idaho prosecutors could try
agent Lon T.  Horiuchi on allegations of manslaughter.

Inside an ornate San Francisco courthouse heavily guarded by
federal marshals, the panel heard arguments to review its June
decision that the Idaho county could not prosecute the
sharpshooter for ``actions taken in pursuit of his duties as a
federal law enforcement officer.''

Solicitor General Seth Waxman told the judges that it didn't
matter whether Vicki Weaver's death was the result of excessive
force.

``These federal law enforcement officials are privileged to do
what would otherwise be unlawful if done by a private citizen,''
Waxman told the panel during an hour-long hearing.  ``It's a
fundamental function of our government.''

Judge Alex Kozinski was perplexed by the argument.

``If the Constitution does not provide limitations for federal
agents' actions, then what does?'' he asked.

Boundary County attorney Ramsey Clark, who was attorney general
under the Johnson administration, said the court must reverse
it's earlier decision in a case defining ``when government agents
can kill with immunity.''

Much of the discussion focused on the facts surrounding Vicki
Weaver's killing.  Clark contended that if the facts are under
dispute, the only way to resolve them is through a trial.

Judge Susan Graber and other judges asked whether Horiuchi, who
was not present in the courtroom, knew that the unarmed woman he
killed was in the line of fire when he fired into Weaver's cabin.

``Reasonable people could differ whether Agent Horiuchi's actions
were reasonable or not,'' she said.

``You really don't know the facts until you go to trial,'' Clark
responded.

Waxman said the facts were irrelevant and said federal agents
subject to various state laws could ``chill'' the government's
ability even to guard the president.

Wednesday's rehearing stemmed from a request by Boundary County
prosecutors, who argued in court papers that the shooting was
done by a ``wild-headed government sniper.''

During the weeklong standoff at the Weaver cabin on northern
Idaho's remote Ruby Ridge, Horiuchi shot and killed Weaver's wife
and wounded family friend Kevin Harris.  Witnesses have said the
sharpshooter fired as Vicki Weaver held open the cabin door, her
10-month-old baby in her arms, to let Randy Weaver, their
daughter and Harris back inside.

Horiuchi maintains that he did not see Vicki Weaver when he fired
at Harris, an armed associate of Randy Weaver who was ducking
into the cabin as federal agents attempted to arrest Weaver on a
weapons trafficking charge.  The agent also said he fired to
protect a government helicopter flying overhead.

The federal government declined to prosecute Horiuchi.

The Justice Department this summer announced the settlement of
the last remaining civil lawsuit stemming from the standoff.
The government admitted no wrongdoing, but paid Harris $380,000
to drop his $10 million civil damage suit.

In 1995, the government paid Weaver and his three surviving
children $3.1 million for the killing of Weaver's wife and their
son, Samuel. The 14-year-old boy died in a shootout with a team
of federal marshals that ignited the siege.  A deputy marshal was
also killed.

The court did not indicate when it would rule.

The case is Idaho vs.  Horiuchi, 98-30149.

It's obviously mass hysteria causing the vets to sicken and die, caused by less than 
rational conspiracy theorists. Of course, it could be a simple case of mass radiation 
poisoning, with which it shares numerous symptoms and has claimed many thousands of 
lives aming the unfortunate populations of the battlezone.

   Get ready for a knuckle sandwich. Vladimir Putin is bringing

 the old Soviet bloc into "one clenched fist." Together with China and
 India
 and Cuba and North Korea and Iran and Vietnam, etc., the Russians are
 openly
 saying they will put an end to America's global hegemony.
   But how will American hegemony be brought to an end?

   Well, in the first place, there is this growing anti-American
 alliance. Also, Russia has been involved for many years in secretive
 military preparations, the misuse of IMF funds, along with stealing
 and
 hacking.

   Hacking?

   Consider the fact that Bill Gates made a set of keys for the
 Kingdom
 of Internet -- a kingdom that increasingly looks down on every
 technical
 subsystem in the United States. Consider the fact that Russian
 hackers
 recently raided Mr. Gates' company, Microsoft, and stole the
 aforesaid keys.
 According to sources inside Microsoft's Redmond headquarters, the
 Russians
 penetrated Microsoft's defense system and stole Windows software and
 security codes.

   And what can be done with these security codes?

   Contrary to what you might think, Russian hackers are not petty
 criminals. They are soldiers in a war, interested in developing a
 sabotage
 capability against American banks, communications systems, the power
 grid
 and other basic utilities. Their objective is not to get rich by
 stealing
 software. Their objective is to defeat the United States by
 scrambling the
 brains of our computer subsystems.

   Now why would the Russians want to stop the motor of the world?
 Why
 would they contemplate a cyberattack on America? After all, where is
 the
 profit in bringing America to its knees? Russians inevitably want
 what
 Americans want. They want to wear blue jeans and eat burgers. They
 want
 Coca-Cola and a big American car with tail fins.

   Right?

   Think again, America. Don't believe everything you hear. Moscow
 has
 cleverly aimed your own capitalist preconceptions back at you. They
 have
 taken up your own slogans in order to put you to sleep. It is the
 ultimate
 form of flattery which they employ: "America is great, Russia has
 collapsed.
 Communism doesn't work."

   Behind the screen provided by this flattery, Russia's leaders
 can
 openly plot against us, talking to their allies about defeating the
 United
 States. Nonetheless, as this column pointed out on Thursday, the
 Chairman of
 the Joint Chiefs simply says that Russia is not our enemy. He is more
 worried about China, which has but a fraction of Russia's power.

   Capitalism is victorious, we say. Socialism has failed and
 Russia
 wants to copy from our system. They want to copy, and they want to
 download
 off the Internet. Do not pay attention to the man behind the curtain.
 Any
 war preparations in Russia are merely the pathetic jerkings of a long
 dead
 corpse.

   But a reversal is underway. According to Gen. William E. Odom,
 writing
 in the Wall Street Journal on Dec. 13, "A pseudo-Soviet normalcy is
 emerging
 in Russia as glasnost declines and perestroika gives way to new
 stagnation."

   Yes, a pseudo-Soviet normalcy is emerging in Russia. But Odom
 is wrong
 to think this signifies a "new stagnation." No, Gen. Odom, the
 Russian
 military economy has been upgraded and modernized. To offer one
 example,
 consider the new submarine the Russians launched last week. But we
 are
 caught up in Russia's lies. We still believe that only 40 or 50
 fighter-bombers are being built every year in Russia. How, then, do
 we
 analyze Russia's voracious and unexplained consumption of electricity
 and
 metals? How do we explain intelligence reports that say thousands of
 Russian
 fighter-bombers are under construction?

   There is something wrong and we have to wake up. We must stop
 flattering ourselves with the idea that our free market system works
 while
 Russian socialism has failed.

   The fact is, our economic system is no more capitalist than
 Russia's
 was communist. As Ludwig von Mises pointed out decades ago, a genuine
 socialist economy in Russia would have meant a reversion to the stone
 age.
 And as everyone knows, Russia put the first man in space and built
 the first
 intercontinental rockets. This is not evidence of what Mises called
 socialism. It is something altogether different which once tagged
 itself as
 socialist. The truth is, Russia's economy is a radically different
 type of
 capitalist economy, in which consumer production is limited so that
 military
 production can be perfected. What we have called socialism in Russia
 is
 merely a system for restricting consumption by forcibly diverting all
 the
 best brains and

[CTRL] IBT Final Solution May Be Soon

 To all Patriots and Militia:

 The FBI contacted me yesterday. Agent Matt Fitzpatrick
 was plumbing for answers on what the militia will likely
 do and whether weapons are indeed being held within the
 IBT.  He did divulge that the US Marshals "operate by their
 own rules," and that there is little interoperatability between
 the FBI and the Marshall Service, but that may be "good cop-
 bad cop" talk.   Don't be fooled.
   As always, I answer with the "X=unknown variable" of
 the unthinkable happening.  "Who knows what may happen,"
 I answered, "Dr. Greg Dixon and Pastor Dixon have expressed
 their desire for peaceful non-violent civil disobedience, but who
 can say what will happen if the Marshals attack?"
   I told Mr. Fitzpatrick that if he had any clout with the Marshals,
 that they put off anything stupid until after a new Attorney General
 is appointed.  Perhaps it'll buy time for the IBT. . . but I doubt
 it.
   I come to no conclusions on the reason why the FBI would be
 making such inquiries at this time.  I neither respect nor trust the
 FBI any more than I trust the ATF or the Marshal Service.
 I've seen the worst of the FBI while in Montana during the Freeman
 Standoff.  While some seem (on the surface) reasonable, many
 more have "blood in the eye" and are looking for a fight.
 Any way one cuts it, they are still agency people and will follow
 the orders of their masters.   It is dangerous to think that any of
 them
 are independent thinkers or doers or that any of them will REALLY
 disobey orders when told to destroy innocent men, women and
 children.   Their pattern of ruthlessness is well documented and
 among them are few, if any, heroes who will support and defend
 the Constitution or be willing to fight for God's principles and
 those
 of the Founding Fathers!   Never forget that they are agency people.

   My gut feeling is that the FBI is fishing for measureable
 indicators
 to determine what might be the calculated fallout of a seizure within
 a short time.   Are there guns?  Will there be shooting?  What will
 the militia do?  Are there militia in Indianapolis?  Etc. and etc.
 These are NOT the questions that would be raised if a long and
 protracted delay was the planned strategy of the federal goon squads.
 I expect that a move by the Special Forces of the Federal Gestapo
 is not far away.

   I would urge all those at the IBT to enlarge their civilian
 presence
 over the next couple weeks.   Attack may be soon coming.  Keep
 your video cameras ready.  You may get what you want.

LONDON (AP) — At Nottingham University, students buying books,
newspapers or lunch, checking out books, entering buildings or even
voting in campus elections use smart cards.

"I don't come to campus with money anymore. The card is much more
convenient," says Giles Gale, 21, a third-year student of economics at
Nottingham. "I use it all the time I'm on campus."

The plastic cards with embedded memory chips have made serious inroads
in Europe.

They are used by 70 million Germans for health insurance identification
purposes.

In different configurations, they are also widely deployed -
particularly in Britain and France - to decipher encrypted television
signals.

"Smart cards are one of the fastest growing industries," said Chris
Mylonas, commercial director for NDS, which has shipped 80 million
cards for use in set top boxes to decode broadcast signals for
subscription channels.

"To upgrade the service, you can recall the cards rather than the box,"
Mylonas said.

The killer application in Europe may well be the electronic purse,
which allows users to make small cash purchases with debit cards. For
larger purchases, smart cards make it easier for banks to verify
identification.

For the online British bank Egg, "the vision was that the smart card
would give customers increased financial control," said spokesman Andy
Thompson.

Egg, launched by Prudential PLC last year, has issued 100,000 Visa
smart cards with upgradeable onboard chips that are currently used as
debit cards. Said Thompson: "The prime benefit of this card is to
protect the bank from fraud," allowing it to pass savings along to the
client.

"For everyone, the attractions are security, ease of use and
convenience," said Dominique Hautain, executive vice president of
Proton International, a Belgian company in the Visa camp.

Proton and its allies have issued some 60 million smart cards in 24
countries around the world. And they are planning large-scale testing
next year of a follow-on technology, using a new global standard - the
Common Electronic Purse Specification.

Competitor Mastercard has gone another technological route, in a
consortium called Mondex International Ltd., which is the version used
at Nottingham University.

Mondex, controlled by Mastercard, involves 26 banks around the world.

A third system, Geldcart, was issued to millions of German citizens but
the cards are rarely used by the privacy-conscious Germans.

The main difference between the Visa and Mastercard systems is that
Visa and CEPS allow banks to account centrally for every transaction.

With Mondex, the money is actually held on the card as digital data -
stored value. It can be transferred from one person to another but not
tracked.

"We do not believe that central accounting is economical," said Mike
Young, director of e-market strategy for Mondex. But he acknowledged
that, in the future, "a compromise, a middle ground, might be found."

The more widely smart cards are embraced, the more competitors can be
expected to look to the mutual benefit offered by interoperability.

Onboard memory has increased to 32 kilobytes in more advanced cards,
allowing for more complex operating systems and for partitioning of
circuits that enables a number of tasks, such as maintaining loyalty
accounts, the tack taken by the British drugstore chain Boots.

More simple versions of the cards - with the e-purse function - have
been a boon for merchants in Strasbourg, France, on the German border,
said Jean-Pierre Pradines, head of smart card marketing at the Credit
Mutuel bank, part of the Mondex camp.

Shopkeepers straddling the frontier have smart card readers to handle
transactions so they "do not have to handle a lot of change from
different countries. They are not robbed. Cash is not stolen by
employees. And it is cleaner" for food shops, where employees must wash
their hands after handling change, Pradines said.

It's particularly useful for residents who ride city buses across town
into Germany, where they can use cards to shop in euros, the single
European currency, rather than converting French francs into German
marks.

When the 11 countries that have adopted the euro do away with national
currencies in 2002, smart cards may get an even bigger boost.

Globally, the growth "impetus is really coming from Europe, because of
the euro," said Colin Baptie, of Visa in San Francisco. "They want to
get something up and running before the euro comes in."

"Praise be, the age of cynical Western interventionism may be
past. Yesterday saw the final election (or selection) of a new
United States President, George W. Bush. The event could
mean little or it could mean much. That is always the case
when an empire changes hands… Let us be optimistic."
Thus spoke Simon Jenkins writing in the Times of London last
week.

Jenkins is a sensible fellow, and while his optimism is
understandable it may also be a little premature. To be sure, during
the campaign Bush went out of his way to avoid vacuous
Albrightian bombast: "I’m not so sure the role of the United
States is to go around the world and say ‘this is the
way it’s got to be.’ I think one way for us to end up being viewed as
the ugly American is for us to go around the world saying, we do it
this way, so should you."
Americans have not heard refreshingly unimperial talk like this in
decades. Bush also called for the withdrawal of U.S. troops
from the Balkans. Yet when a spluttering Secretary-General
of NATO  – the fat and repulsive Lord Robertson  –  intervened
outrageously in the election and confronted Bush about his
intentions in the Balkans, the Republican immediately backed
down. "NATO diplomats were left with the impression,"
  The New York Times purred, "that, if he is elected,
Mr. Bush is prepared to move slowly on the issue of Balkan
peacekeeping to avoid any early political crises with NATO.
Specifically, Lord Robertson said he had been assured that
‘there will be no unilateral action taken in relation to peacekeeping
forces.’" Nor was it reassuring that in his first major interview
following the election, on CBS’ 60 Minutes II, Bush declared "The
principal threat facing America is isolationism…America can’t go it
alone."
Really? Principal threat? "Isolationism" is a tired cliche,
long devoid of any real meaning. Its only purpose is to
silence critics of America’s imperial agenda.
Whether Bush was sincere during the campaign or merely courting
the Buchananite vote matters very little now. Already he
is coming under enormous pressure from Washington think
tanks, Weekly Standard and Wall Street Journal types, the military-
industrial complex, corporate lobbyists, international aid
organizations, and former government officials now working as
foreign agents to make sure U.S. foreign policy remains as
interventionist as ever. George W. wants bipartisanship. He will not
get it on tax cuts, privatizing Social Security or education
vouchers. But he could get it on foreign policy. He can satisfy the
"neoconservatives" by bombing the "rogue states"; mainstream
Republicans by aggressively promoting U.S. commercial interests;
and liberals by championing "humanitarian intervention."

Condoleezza Rice, Bush’s national security adviser, is a charming
and attractive woman. Colin Powell, the secretary of State,
is clearly no demented Madeleine Albright. Yet it is hard
to believe that either has the intellectual capability to
take on the likes of Paul Wolfowitz or Richard Perle, who
will most probably call the shots in a Bush administration.
Rice because she is, perhaps, too nice. Powell, because
his famous "doctrine" about using massive force,
getting involved only where national interests are at stake
and having an "exit strategy" says nothing about
what America’s "national interests" really are. Powell has no idea.
He is a military man who follows orders.
Wolfowitz and Perle, on the other hand, do have a pretty good idea.
America should be involved everywhere and at all times to
ensure its global hegemony. Wolfowitz heads the School of
Advanced International Studies at Johns Hopkins University.
His most famous foreign policy contribution was the 1992
memorandum, written when he was undersecretary of policy
at the Pentagon, in which he argued that the United States
had to maintain global military supremacy "to thwart
the emergence of a rival superpower in Europe, Asia or the
former Soviet Union." The United States had to "establish
and protect a new order" to discourage "advanced industrial
nations" from "challenging our leadership" while at the same time
maintaining a military dominance capable of "deterring potential
competitors from even aspiring to a larger regional or global role."
He envisaged going to war with Russia if it threatened Poland or
the Baltic states. Wolfowitz’s belligerent, indeed nearly insane,
vision caused uproar and was swiftly withdrawn.

But Wolfowitz has been nothing if not faithful to his beliefs
ever since. He was an early advocate of expanding NATO.
He frets obsessively about the rise of China. In a 1997
speech he likened China to Imperial Germany. He regularly
warns of the military threat posed by Iran. In May 1998
he and Richard Perle signed an open letter to Newt Gingrich
and Trent Lott calling for the overthrow of Saddam Hussein.

We've also witnessed a ferocious attack of our cultural underpinnings,
especially the institution of marriage, the foundation of a healthy
society.


(1.) This is more than just an insult to every single person, it is a
lie.Even a cursory perusal of divorce rates refutes it conclusively.
The real foundation of a healthy society is the healthy individual.
Healthy individuals take care of each other. Sick, twisted and selfish
individuals leave this most basic of human duties up to the state  and
then whine about being robbed when they have to kick in to pay for it.

(2.) Marriage is not under attack. Some misguided homosexuals are trying
to expand it's dubious benefits to people to whom it is denied. I think
they are making a big mistake. Like affirmative action, gay marriage is
a band-aid on a tumor. If you can't get you lover covered on your
insurance policy, the problem isn't with marriage; it's with insurance.
If your lover can't gain citizenship because you aren't heterosexual,
the problem isn't with the institution of marriage, it's with
immigration. And so on. I say, cure the disease, not the symptom. 

(3.) Love needs no approval from the state. If you are in love, live
together. Whoever you are, gay or straight, you don't need the consent
of the state to justify your love. If you feel like you need the
permission of your deity, then by all means go to your church, mosque,
shul, or whatever, and get approval. There's no harm in that, and it'll
make you feel better about each other and about your relationship. But
that is not legal marriage and don't kid yourselves that it is. Marriage
is a legal institution. It is the arrogant and avaricious government
intruding into the most intimate of interpersonal relationships and
demanding a fee to let it happen. How dare they!?!  What's more, it is
the government giving its seal of approval to the concept of marriage
held by certain religions, but not to the concept of marriage held by
other religions. Righteous people of all faiths should find this
offensive. An attack on one is an attack on all. Don’t let our rulers
divide us by our faiths. Unite to protect each other. We don’t all need
to believe the same dogma in order to have  common interests.

That's incredible. Are you reading the same list!?!  Has anyone  else
here missed out on the constant stream of (oft deserved) venom that

The big difference is that when it comes from the left, the right whines
more. Personally, I don't like either of them. They're both liars,
they're both thieves and they're both bullies.  Nothing would make me
happier than if the left got out of my wallet and the right got out of

Lawyers, Drugs and Money

The managers of Voxel Dot Net Inc., a small Internet-service provider in
Troy, hardly imagined that they would ever become embroiled in an
international dispute over drug trafficking. But this month, that’s exactly
what happened.

Last Thursday (Dec. 14), Voxel was contacted by representatives of Akin,
Gump, Strauss, Hauer  Feld, a Washington, D.C. law firm representing the
Mexican bank Banamex. Through a lawsuit filed in federal District Court in
New York City, Banamex is waging a legal battle to discredit media reports
indicating that its president, Roberto Hernández Ramírez, is a drug
trafficker whose activities are allegedly protected by powerful politicians
in both Mexico and the United States.

Since last April, Voxel has provided Internet access to the Narco News
Bulletin, a news service that seeks to expose the alleged hypocrisies of the
U.S.-led war against drugs—which enters its next phase in January with the
start of a military operation in southern Colombia targeting coca growers.
Akin Gump reportedly asked Voxel to dismantle the Narco News Web site
(www.narconews.com), but the company refused, citing free speech concerns.

“This has the makings of a huge, huge case,” said Raj Dutt, the corporate
spokesman for Voxel in Troy. Dutt said he could not comment specifically on
any legal action that might be taken against his company. “We’re not being
held responsible. We are the host” of Narco News, he said.

Dutt added that the news bulletin was “providing a public service” and that
Voxel would continue providing Internet access “until we get a court order
basically telling us to take the site down.”

“I’m not authorized to speak to the press on behalf of our client,” said
Akin Gump spokesman Tom McLish, who has been attempting to serve the legal
papers related to a lawsuit brought against the Narco News publisher, former
Boston Phoenix political writer Al Giordano.

In July, Narco News translated a series of articles published in Por Esto!,
Mexico’s third-largest daily newspaper, which documented how the Hernández
property in the state of Quintana Roo has become a prime shipping point for
Colombian cocaine. The paper went so far as to call the Hernández ranch,
located on Mexico’s Caribbean coast, “the cocaine peninsula.” Hernández
filed lawsuits against the editor and publisher of Por Esto!, along with
several of the paper’s reporters, to force a retraction of its investigative
stories. But top Mexican judges ruled against him, saying the stories were
“based on the facts,” according to Narco News.

Other Mexican papers have reported how Hernández hosted a private reception
at his ranch this year that was attended by newly elected Mexican President
Vincente Fox, U.S. ambassador to Mexico Jeffrey Davidow and President Bill
Clinton.

conferred upon them by the people, Bush  Cheney. At that point, once
Al Gore is confirmed as Vice President the President would resign

Gore, the person who was truly elected by over 540,000  popular votes

rightful Constitutional President of the United States, would in fact

Sarah Anderson is the Director of the Global Economy Project of the 
Institute for Policy Studies and the co-author (with John Cavanagh 
and Thea Lee) of Field Guide to the Global Economy (New Press, 2000)

John Cavanagh is the Director of IPS and a former international

KEY FINDINGS

1. Of the 100 largest economies in the world, 51 are corporations;
only 49 are countries (based on a comparison of corporate sales
and country GDPs).

2. The Top 200 corporations' sales are growing at a faster rate 
thanoverall global economic activity. Between 1983 and 1999, 
theircombined sales grew from the equivalent of 25.0 percent to 
27.5percent of World GDP.

3. The Top 200 corporations' combined sales are bigger than the
combined economies of all countries minus the biggest 10.

4. The Top 200s' combined sales are 18 times the size of the 
combinedannual income of the 1.2 billion people (24 percent of 
the totalworld population) living in "severe" poverty.

5. While the sales of the Top 200 are the equivalent of 27.5 
percentof world economic activity, they employ only 0.78 percent 
of theworld's workforce.

6. Between 1983 and 1999, the profits of the Top 200 firms grew
362.4 percent, while the number of people they employ grew byonly 
14.4 percent.

7. A full 5 percent of the Top 200s' combined workforce is 
employedby Wal-Mart, a company notorious for union-busting and 
widespreaduse of part-time workers to avoid paying benefits. The 
discountretail giant is the top private employer in the world, 
with1,140,000 workers, more than twice as many as No. 2,
DaimlerChrysler, which employs 466,938.

8. U.S. corporations dominate the Top 200, with 82 slots (41 
percentof the total). Japanese firms are second, with only 41 
slots.

9. Of the U.S. corporations on the list, 44 did not pay the full
standard 35 percent federal corpo-rate tax rate during the period
1996-1998. Seven of the firms actually paid less than zero in
federal income taxes in 1998 (because of rebates). These include:
Texaco, Chevron, PepsiCo, Enron, Worldcom, McKesson and the
world's biggest corporation—General Motors.

10. Between 1983 and 1999, the share of total sales of the Top 
200 made up by service sector corporations increased from 
33.8 percent to 46.7 percent. Gains were particularly evident 
in financial services and telecommunications sectors, in 
which most countries have pursued deregulation.

 I. INTRODUCTION

In 1952, General Motors CEO Charles Wilson made the famous statement 
that "What is good for General Motors is good for the country."1 
During the past decade and a half, General Motors and other global 
corporations have obtained much of what they claimed was good for 
them. They have succeeded in obtaining trade and investment 
liberalization policies that provide global firms considerable new 
freedoms to pursue profits internationally. They have also persuaded 
governments to take a generally hands-off approach to corporate 
monopolies, claiming that mega-mergers are needed for firms to 
compete in global markets.

This study examines the economic and political power of the world's 
top 200 corporations.2  Led by General Motors, these are the firms 
that are driving the process of corporate globalization and arguably 
benefiting the most from it. The report then examines the extent to 
which these firms are fulfilling the second half of Charles Wilson's 
promise by providing "what's good for the country" and global society 
in general. The conclusion of our analysis is that widespread trade 
and investment liberalization have contributed to a climate in which 
dominant corporations are enjoying increasing levels of economic and 
political clout that are out of balance with the tangible benefits 
they provide to society.

TOUTUO, China They came from distant villages and scattered rural shacks,
trudging miles by foot across precipitous terrain and muddy green tea fields.

Women left the open ditches where they washed the family clothes, dragging
children along with them. The men joined in. Fifteen hundred people answered
the call.

Among them was Wang Guangpu, 26, who makes $36 a month cutting hair in a hut
made out of reeds in the Toutuo town center, a 100-meter (330-foot) strip of
crumbling structures on a rutted dirt road.

"We were told there would be free medical care," he said. "So of course
everybody came out."

There was a catch, however: Residents had to give blood.

Few in this impoverished community could afford a doctor otherwise, because
economic restructuring has gutted China's free health care system. So, one by
one, they extended their arms.

This was no ordinary blood drive. It was genetic research, a pamphlet
explained to participants. But many could not read, and few could have
guessed at the tangle of scientific and business dreams that lay behind the
project.

DNA from this region was coveted in the West. Researchers at Harvard
University and its corporate sponsor, Millennium Pharmaceuticals Inc., of
Cambridge, Massachusetts, believed that the population, isolated by geography
here and elsewhere in mountainous Anhui Province, held a treasure of
unpolluted genetic material. They felt it could yield medical breakthroughs
and perhaps millions in biotech profits.

Genetic deviations that may cause medical disorders are much easier to
identify in a large DNA sample from a relatively uniform gene pool.

Because it was unusually homogenous, the DNA in the local population's blood
"was more valuable than gold," the lead Harvard researcher reportedly told
colleagues. Ounce for ounce, that would prove a sound estimate.

Harvard ultimately reaped millions of dollars in federal grants and private
investment for the university and the project's lead researcher because of
its access to Anhui's DNA. And Millennium was able to raise tens of millions
of dollars from corporate investors.

Along the way, Harvard allied with researchers in China who sometimes used
the coercive levers of the country's government to help round up volunteers.

Some Chinese who took part complain that the bargain proved one-sided. In
Toutuo and elsewhere in Anhui, people such as Wang Guangpu say that the
promised medical treatment never materialized.

The story of Harvard's blood harvest in China highlights a question
increasingly asked by medical ethicists as U.S. academic and corporate
researchers turn to poor countries to find large pools of willing human
subjects: Are some populations too vulnerable for all but the most essential
medical research?

Harvard and Millennium officials say their research adhered to strict ethical
guidelines. They say Chinese participants volunteered freely and Harvard kept
its commitments.

"We were very mindful of having the same standards applied to them as in the
U.S.," said Harvard's provost, Harvey Fineberg. "Every effort was made to
assure that was the case."

But the same standards may not provide the same protections.

In November, spurred in part by complaints about the Harvard-sponsored work
in Anhui, the U.S. Embassy in Beijing issued an unusual advisory warning U.S.
medical researchers against working in impoverished, rural areas of China
where "health care is poor and people are unable to protect their rights."

On the Chinese side, the director of sequencing work for the Chinese Human
Genome Project, who has worked with the United Nations on genetic research
ethics, offered scathing criticism. "I hope that Harvard and the School of
Public Health will understand that the recruiting methods they used in China
are unacceptable to the Chinese," he said in an interview.

The research required thousands of volunteers, nearly impossible to obtain in
such a remote place without an experienced guide. Scott Weiss, a prominent
Harvard respiratory epidemiologist, had just the person: He had mentored a
postdoctoral fellow, Xu Xiping, who came from Anhui and had conducted several
public health studies there.

Local health officials and doctors were recruited to help find study
volunteers. Millennium Pharmaceuticals and Harvard picked asthma as the
disease to study. It was common enough in the West to make it an attractive
target for Millennium.

The Millennium-Harvard asthma deal provided Harvard with seed money to begin
an ambitious genetics research program.

In 1997, financial details about the Millennium-Harvard deal leaked to the
Chinese press and caused a storm of criticism. The idea

Mean Hackers Attack Poor Little Banks

A new breed of criminal computer hacker is holding dozens of leading British
companies to ransom by stealing confidential customer information and
demanding cash in return.
Many of the hackers are escaping justice because firms, including major
banks, credit card firms and internet traders, want to keep the attacks
secret, fearing that any publicity which highlights their vulnerability will
undermine customer confidence.
One British team of professional hackers, all believed to be aged under 25,
has already penetrated some of the country's best-protected computer systems
to attempt blackmail.
Criminal hackers differ from their amateur colleagues in that the latter will
attack big organisations - often hate figures like Microsoft - for the fun of
it. But criminal hackers are after money rather than glory.
They steal vital information like source codes or customers' details then
demand cash - threatening further attacks which could crash computer systems.
It is believed that in the past 18 months, more than a dozen corporate
computer systems have been hit by one gang alone.
Security insiders say that nobody knows just how many big companies have been
hit - or how many have secretly paid-off cyber-blackmailers. One senior
Scotland Yard detective said: "All too often when big firms are hit, they
call in the security experts, patch up the system - and say nothing."
The obsessive secrecy also means crucial knowledge about intrusion techniques
is often not passed on to other firms who could be next in line as targets.
Experts say this vulnerability is providing a major headache for MI5 and its
warning systems to protect Britain's critical national infrastructure of
utilities like telecommunications, transport, and electricity.
Even when police are brought in, criminals can slip the net. A year ago,
Scotland Yard began investigating a 10 million cyber-ransom demand on Visa.
It is thought that the gang stole source codes and demonstrated the ability
to crash Visa's system - which could have cost Visa many millions of pounds.
After it called in police at the end of last year, Visa said: "We hardened
the system, we sealed it and they did not return. We have firewalls upon
firewalls, but are concerned that anyone got in."
Today a Visa spokeswoman said: "It's our policy to bring in the police over
intrusions like this. We have a very good relationship with the police."
Because the firm took civil action against one of the suspects - James Grant,
who lives near Elgin in Scotland - detectives were legally unable to use the
information gained to bring a criminal case. The civil court order forced Mr
Grant to reveal information to Visa investigators.
The hackers thought to be behind the Visa attack are still free.

You'd look a whole lot smarter if you would just remember the basic

OTTAWA, Dec. 19, 00 (CWNews.com) - Archbishop Marcel Gervais of Ottawa
has said he will appoint laypeople, including nuns, and deacons to begin
providing the sacraments of baptism and marriage and oversee burials in
the absence French-speaking priests.

Archbishop Gervais told the Ottawa Citizen that the idea is "not just
solving problem, but a new model of church." He said, "We want to move
away from the consumer model, where the priest supplies all the needs of
the consumers, to a model of participation."

While part of the plan is to appoint pastoral administrators to parishes
that do not have a priest in residence, a common occurrence in many
dioceses around the world that have a shortage of priests, the granting
of permission to baptize, marry, and bury parishioners to laypeople is
new.

Sister Jeannine Gauthier, who has been working at the parish of Notre
Dame de Lourdes in Vanier for four years is responsible for the
maintenance and administration of the parish, and has now been given
permission to baptize, marry and bury parishioners, when no priest or
deacon is available. "This is a totally new mode of functioning. The
bishop is excited and I'm excited," she told the newspaper.

Many of the openings will be filled by permanent deacons who are granted
permission to marry, baptize, and officiate at funerals by virtue of
receiving the sacrament of holy orders. There are now 50 deacons working
in parishes in the Archdiocese of Ottawa and another 17 in formation.

The Strange Role of Doctors in the Gun Debate

If you were going to choose a team of experts to help resolve the question of gun
rights versus gun control, who would you pick?
Your first choice should be a good criminologist; then perhaps a
police officer with extensive street experience.  To analyze the cost
of gun violence and the cost of gun control, you would choose an
economist.  An expert on the causes of suicide would be very helpful
as would a skilled statistician to sort through the various studies.
You would probably not choose a doctor, yet a small number of doctors
have assumed a large role in the anti-gun lobby.  Various trauma
surgeons, in particular, have asserted that their experience in
treating gunshot wounds makes them experts on gun control legislation.
This is patently absurd. You wouldn't ask advice on traffic laws from
someone who repairs damaged cars.  There are experts who are trained
to conduct scientific studies and recommend new traffic laws when
needed.
Most doctors are predisposed to anti-gun thinking by their urban
liberal upbringing. Treating numerous gunshot victims may exaggerate
this existing mindset.  Most Americans will never see a gunshot wound,
but some trauma surgeons see so many that they begin to view the world
as overwhelmed with gun violence.  This skewed world view can result
in a very human emotional urge to "do something" about the problem of
gun violence.  This same motive is commonly found in family members of gun violence
victims; since the real causes of human violence are so
complex, they must lash out at something simple like the type of
weapon used.  Doctors who treat these victims may be responding in
much the same way.
Medical doctors who support political movements use their credibility
as medical professionals to lend weight to a particular cause.  This
credibility comes from their training which teaches doctors to use the
scientific method to diagnose and treat medical conditions.  When
physicians support a political cause, most people would assume that
they are applying the same standards.
Unfortunately for these social activist doctors, all reputable
research shows that gun control laws simply don't work.   To support
the anti-gun lobby, they must turn their backs on their scientific
training and give in to their personal bias.
This awkward situation led some doctors to carry out public health
studies designed to produce anti-gun statistics.  This is  known as
"results-oriented research" or "junk science".
These studies are distinguished by certain characteristics.  The
anti-gun researchers frequently choose small populations or geographic
areas that they believe will produce the desired outcome.  They ignore
the fact that guns are often used to deter crime without shots being
fired and they typically misrepresent the conclusions of earlier studies on which
they are basing their own research.  Their
statistical analysis is always questionable and they sometimes refuse
to make their raw data public to avoid close scrutiny.  Perhaps the
most striking characteristic is the way that the results are always turned into an
anti-gun sound bite with an outlandish number
representing the harm done by firearms.
The most famous of these studies is the one that declared firearms to
be 43 times more likely to kill someone in the home than to kill an
intruder.   Like all of the anti-gun studies, this one has been
dissected by numerous people who delight in pointing out the way in
which the data were tortured to produce the desired results.  A
classic discussion of these flawed studies is "Guns in the Medical
Literature – a Failure of Peer Review" by Edgar A. Suter, MD.
This wave of criticism may be partly responsible for some improvement
in the quality of published articles.  The Journal of the American
Medical Association, for example, recently published a study by Ludwig
and Cook which found that the much touted Brady Act had no effect on
the national homicide rate.
Perhaps this marks a return to intellectual honesty that will convince
anti-gun doctors to take a more logical look at the problem of gun
violence.  They should at least admit to the public and to their
fellow doctors that their opinions on gun legislation have nothing to
do with their medical credentials.

1 PM: THE MARATHON BEGINS

I was standing near the doorway, talking to my wife, Susan, who had dropped
by for lunch, when I heard someone say: ''Here we go.'' And in a rush, Green
Room One came alive with adrenaline and the clacking of keyboard commands.

I walked over to my workstation and sat down. After reciting the
decision-desk prayer (Please, God, do not let me screw up), I typed in ''GS25
FL P'' (for ''get state screen #25, Florida, Presidential'') and hit return.
Gore was ahead in Florida. I typed in ''GS25 MI P.'' Too close to call in
Michigan. I typed in ''GS25 PA P.'' Too close to call in Pennsylvania.
''Jesus,'' I said to no one in particular, ''this is tight.'' The clock said
1:14 p.m.

We spent the next 90 minutes looking at every screen in every state where the
Voter News Service had posted early Election Day voter poll data (the
infamous ''exit polls''). We also scanned the key contested races that would
determine which political party would control the U.S. Senate. First Lady
Hillary Clinton was comfortably ahead. Thankfully, that was one we wouldn't
have to sweat.





Just then, the phone rang. It was my first cousin, Texas Governor George W.
Bush. 'Ellis, Bush here,' he said in his best Texas drawl. 'Here we go again.'



Bearing down on us was a ''first-wave'' briefing at 3 p.m. for on-air talent,
producers and executives, a logistical briefing for Fox affiliates at 3:30,
''second-wave'' numbers that would be posted in the system at 4 p.m. and a
rebrief for talent, producers and executives at 5 p.m. In between were phone
briefings for Fox News Channel and employees in New York, Washington, and in
the field. The election night broadcast itself would begin at 6 p.m., as
polls closed in Indiana and Kentucky.

Six people crunched the numbers. Dana Blanton, director of polling for Fox
News Channel, and Margaret Ann Campbell, an independent consultant,
constituted the poll-analysis team. Their job was to prepare ''packages'' of
poll stories, two-minute segments that drew from both the national and state
exit polls, which aired every 30 minutes throughout the night. Tony Snow, the
Fox News anchor who served as the on-air poll analyst for election-night
broadcasts, narrated these packages. The poll-analysis team was so efficient
and so professional that I literally did not talk to either Blanton or
Campbell throughout the entire 10-hour broadcast.

The Fox News Channel's decision-desk team -- the group that ''projected''
winners and losers throughout the night -- consisted of four people. The most
senior member was John Gorman, president of Opinion Dynamics Corporation and
arguably one of the best pollsters in the country. A Democrat, Gorman had
worked with me on a variety of consulting projects in the past, and I trusted
him completely. More importantly, Gorman brought an astonishing wealth of
political knowledge and experience to the table.

The second key player was Arnon Mishkin, a partner at the Boston Consulting
Group and former colleague of mine (during the mid-1980s) at the NBC News
Election Unit. Mishkin had started in politics as a protege of David Garth,
the legendary New York political consultant. He was exceptionally smart and
unafraid of cutting against consensus. Like Gorman, he had great connections
to key Democratic players. While I did not share their Gore leanings, what we
did have in common was our love for the work.

The third member of the team was Cynthia Talkov, a statistical wizard who had
worked at both Opinion Dynamics and at the Voter News Service, the consortium
set up in 1990 by the Associated Press and major national TV news
organizations to perform exit polling and other data-collection services. Her
VNS experience was invaluable to us. We needed someone who knew the system
inside out, knew the details and pitfalls of each and every estimator on our
screens, and knew exactly who to call when we had questions that could only
be answered by VNS employees. Smart, tough and decisive, Talkov was a
passionate Democrat.

The fourth player was me. I had served as head of the Fox News Channel
decision-desk team since 1998 and was responsible for managing the projection
process. Having worked at the NBC News Election Unit for 11 years (1978-1989)
and having covered politics for most of my adult life (from 1994 to 1999 as a
columnist at the Boston Globe), I knew my way around election results and
felt confident that we could, if we kept

sure about the results.  Isn't that why he pulled all those maneuvers?

Yup, old Jeb is sure that it won't matter when the results are made
public.  At this point the line up will be the same no matter who counts
the votes.  Nobody is going to believe anybody else.  The only open
question is:  How long are we the people going to put up with the BS?  If
the economy goes south rapidly, the people may just pull a Boston Tea
Party and oust George II.  Not the Bore would be any better.   If a
revolt does happen, I would hope that a THOROUGH house cleaning takes
place.

Prudy, it isn't just the republicans who have done this to us.  This
started a long time ago.  It is getting more flagerant lately, and
particularly the last decision on the Florida Election.  Justice Stevens
had it right.  The more people see what is happening the more disgusted
they get.  No wonder some flee the country, some arm themselves, some try
to raise the awareness of others, and some just shrug and hope it doesn't
hurt them personally.   The sad commentary is that as long as the economy
is chugging along nothing will happen to rock the boat.  Rest assured, at
some point the people will revolt.  I just wonder what the precipitating
event will be.

[CTRL] Need Safety Net for Poor

Bob, Mike, Mulva, Nessie, and others interested in this discussion.

First, let me wish all a Happy and Healthy Solstice.

I consider myself to be a conservative.  That does not mean a
Republican.  Rather, my conservatism runs to the Libertarian/Anarchist
side.  Only the minimum of government necessary for trade between and
among localities, regions, and countries, and that government kept in
close check by the people.  Trade does not mean capitalism or even a set
monetary system.   Think more of the systems set up by indiginous
societies such as the Iroquois League, Cherokee, and Northwest Coast
Tribes which provided for exchanges of foods in good times and sharing of
foods in tough times, mutual protection, and leaving each group to run
itself otherwise.  While this is not attainable in the forseeable future
(barring a massive natural or manmade disaster), the Libertarian concept
is probably the best known example that comes close my ideal.
In the real world my conservatism means that any extra money
should pay off debts first, repair/improve infrastructure second, with
the remainder being set aside for future use.  Striving for
sustainability should be the "Prime Directive".  It also means that no
one should be homeless, without medical care, starving or without a job
of some sort.  As you have heard me say before, from each according to
his ability, to each according to his need.  This sentiment has been
given a bad rap, but think about it; doesn't it make fundamental sense?
Not everyone is born with equal skills, intelligence, talents, etc.  This
is not only true, but we are lucky this is so.  Otherwise we would not
have the depth and breadth of talent needed.
 Some are good at growing things.  Some are good at inventing.
Some are good at repairing things.  Some are artists, musicians, writers,
speakers, etc.  You get the idea.  How many people are working at jobs
they hate, while their real talents are wasted because there is no
"Market" for them?  So, from each according to their ability is not just
a monetary concept.  It is a human concept where we are allowed to use
our natural or acquired talents for the betterment of all.  Do you think
that every indigineous person made their own pots, knapped their own
projectile points, hunted, harvested, etc?   I can assure you that they
did not.  The archaeological record shows that there were specialists in
each of these.  Yes, most knew how to do each of these things, but the
community of people were best served by each doing what they did best.
This was not static either.  A hunter who grew too old, or was
injured, would shift to doing other things that they were good at and
could do well.  Those who were good at something taught others who wanted
to learn that skill.  Older skilled people taught younger people their
skills.  This worked well for 100,000 years.
Now we come to the less intelligent, the physically or mentally
problematic, the injured, etc.  Were they left to their own devices?
Again the archaeological record shows that they were incorporated into
the society by doing what they could.  Were the old left to die when they
were too old to be usefull?  Again the record shows that they were not,
they were valued.  So we have giving to each according to their needs.
Then there is the trait of altruism that runs through humanity,
but is repressed in our current culture.   Today, altruism is so rare
that it is notable when it occurs.  I remember what little press the
owner of that high quality shirt manufacturer got when he continued to
pay his employees after the building burned down.  It took about 4 months
to rebuild, but the employees continued to get paid.  There are other
rare instances of altruism on this large a scale, and more on a personal
scale, but they are the exception today.
Bob, I understand your frustration.  I used to think the same
thing.  However, over the past ten years I have come to think
differently.  There is no excuse for denigrating the poor in this
country.  They are not poor by choice.  In one way or another they are
the victims of our success.  Even taking the extreme view and saying that
this person is too lazy to work, should not mean that they should starve,
live on the streets, have no medical care.  What about the old who are
poor?  They have little ability to work in todays marketplace.  Should
they be left to their own devices?
I wonder how anyone can, in good conscience, justify the earnings
of the top 1%, while at the same time denigrate those who earn less.  Our
culture has taken capitalism and competition to a very dark and dangerous
place.  Look at the qualities that are most financially rewarded, and
those that are least financially rewarded.  Who would you rather do
business with? Have as a neighbor?  Why?  I would propose that almost all
of the poor share with each other the little they do get, and at the
least offer a

What a wonderful prophecy!

Too bad it is a bald-faced hoax.

Can any of you see why? Or better, can any of you see which important
element is missing in this quotation?

Notice that this four-line prophecy attributed to Nostradamus does not
contain his Century and Quatrain indexing numbers?

I believe Nostradamus knew people would try to write prophecies under his
name. That is why he indexed all of his quatrains in his original editions
of "Les Propheties" --his ambitious 941 quatrain history of the future. If
you have an authentically quoted prophecy's indexing number you can find
it in its original 16th century French. . You can then  compare the
translation in question against the original French text for its accuracy
and authenticity.

Rest assured. This is not a prophecy from Nostradamus. Only a hoaxer
writing for some yellow rag like the National Perspirer, would avoid such
scrutiny by leaving out the index number.

By the way, I have cross referenced every application of the over 36,000
words Nostradamus used in his prophetic works and none of them combine to
make this prophecy. This quatrain should be thrown in the same garbage
heap of non-indexed hoaxes like the famous "bloody glove of O. J."
quatrain. (Chuckle...)

BEYOND "HOAX-TRADAMUS"

Here is a real Nostradamus quatrain one could apply to President-Elect
Bush.(21 December 2000)

Dear friends,
We have recently seen a four-line quatrain prophecy about a village idiot
becoming the next U.S. president. The prophecy is a fraud attributed to
Nostradamus. There is, however, an authentic quatrain that bears closer
scrutiny in the coming years. It could be applied to the future presidency
of George W. Bush. It is Quatrain 13 of Century 6 of his prophetic
masterpiece, Les Propheties.


(First in 16th-Century French)

Vn dubieux ne viendra loing du regne,
La plus grand part le voudra soustenir:
Vn Capitole ne voundra point qu'il regne,
Sa grande change ne pourra maintenir.

(In English)

A doubtful one will not come far from the realm,
The greater part will want to support him:
A Capitol, will not want him to rule at all,
His great burden he will not be able to maintain.


This "doubtful one" could stand for the intellectually lightweight
president-elect George W. Bush. The "doubt" could imply some ongoing
suspicion throughout his presidency that Bush cheated Al Gore (who won the
majority of the popular national vote) out of the popular vote in Florida
by shady tactics. A fraud in the Florida vote count effectively gave Bush
the necessary electoral votes to "legally" win the election. Nostradamus'
use of "doubtful one" could also indicate that with time an ever larger
shadow of illegitimacy will cast itself across a Bush presidency.

The second line might describe a period of attempted healing during the
aftermath of the election. A time when a majority of the people of America
will try to rally around their "doubtful" new president.

Line three may hint to us who President Bush's real political enemies are.
By the way, it may not be the Democrats in the deadlocked Congress. My
sense is it will be the right wing elements of his own Republican Party.
But the obstacles do not end there. Those who "will not want him to rule"
could be those men behind the scenes that may have put this malleable man
into office to be their rehearsed puppet spokesman for their agenda.

How could those who put him there turn against him?

Looking at Bush's natal astrological chart I see the potential for great
self-delusion and a predilection for substance abuse. The abuse in this
case comes from the drug called "power." (I will speak in detail about his
astrology in a forthcoming bulletin, and on Coast to Coast AM with Barbara
Simpson, on 2 January.)

At some time in his presidency Bush will rebel against his handlers. As
his presidency becomes more besieged with problems and credibility, he
might strive to be his own man and cease to listen to his advisers,
causing even greater problems and greater strains upon himself. The last
line, therefore, may describe what I fear is some nervous breakdown or
health problem coming from the overwhelming pressures put upon a basically
good, yet emotionally and intellectually immature man.

Now, with this interpretation said, I wish to caution you all that there
is an even stronger application for this quatrain for an earlier
Republican president; one respected by the French people. It must be
remembered that Nostradamus saw the future through the perception of a
Frenchman. If foreigners come into his vision it is because they are in
some way appreciative of, or are influencing the future of, France. We do
not know how the French will ultimately regard Bush. Indeed the early
signs point to present day and future ridicule. Be that as it may, on page
448 of my book "Nostradamus: The Complete Prophecies," I applied this
prophecy to Richard Nixon back in 1997. Here is what I said:

"This is [about] Nixon. Nostradamus would not overlook a man who did so
much to change the course of 20th-century history. But our prophet, ever
the pessimist, had Nixon to "kick around" long before the controversial
American president was born.

"In line 1 Nixon is the "doubltful one" who is regarded warmly in France.
Even the querulous Charles de Gaulle was an admirer. After Nixon's fall
following the Watergate scandal, he could still find respect and honors
during his visits to the "realm" of France. Perhaps Nostradamus is saying
that Nixon is "not far" from being a Frenchman. In line 2 the "greater
part" supporting Nixon during the 1968 presidential elections was what he
called the Silent Majority. He declared himself the champion of normal,
middle-class Americans who were not represented in the turbulent political
arena of the late 1960s. Line 3's "Capitol" represents Washington DC, and
the Democrat-controlled Congress of the United States. Their fierce
political rivalry with the Republican president finally led to

We are still herenow comes new millenium.Adolph Hitler used
prophecies of Nostradamus and when Churchill found out, he hired

Pan Am Flight 103? Oh yes, Christmas time 1988, those two Libyans did it, but
the Libyan leader, Col. Muammar Qaddafi has refused to allow them to be tried
in an American or British court. He knows they’ll be found guilty, and the
whole world will condemn him.

He does indeed. But not necessarily because the two men are guilty. The
acquittal of the Los Angeles police in the Rodney King beating was sufficient
confirmation of the Libyan leader’s lack of illusions about the workings of
the American justice system.1 The verdict in the O.J. Simpson case may well
have reinforced that view, while “The Guilford Four,” the “Birmingham Six,”
and other infamous miscarriage-of-justice cases in Britain have reportedly
imparted to Qaddafi a similar lesson about the U.K.2

Now, with December 21 having marked the tenth anniversary of the tragedy that
took two hundred and seventy lives in Lockerbie, Scotland, the United States,
the United Kingdom, and Libya have agreed, at least in principle, to try the
two Libyan suspects in the Netherlands, before Scottish judges, and under
Scottish law.

In actuality, the evidence against the Libyans, Abdel Basset Ali al-Megrahi
and Lamen Khalifa Fhimah, who worked for Libyan Arab Airlines at the Malta
airport, is thin to the point of transparency. There is no forensic evidence
to support the charge that they placed a suitcase containing the fatal bomb
in an Air Malta plane in Malta, tagging it so it would eventually be
transferred to Flight 103 in London. No witnesses, no fingerprints. Nothing
to tie them to that particular brown Samsonite suitcase. No past history of
terrorism.

Among the reported pieces of evidence casting suspicion on the two Libyans or
on the Libyan government is an entry on December 15, 1988, in a diary kept by
Fhimah, which, according to the U.S. indictment, says: “Abdel Basset is
coming from Zurich with Salvu...take taggs from Air Malta.” It is all in
Arabic except for the misspelled “taggs.” “Salvu” is not explained.3

However, the indictment further states that “Air Malta...was the handling
agent for Libyan Arab Airlines” for flights to and from Malta, “and as such
utilized Air Malta luggage tags on luggage destined for Libyan Arab Airline
flights.” It therefore seems rather unsurprising that Fhimah might have had
some normal business reason to be using such tags. More importantly, if he
were actually planning a murderous covert operation using the tags, why would
he mention them on paper? And then leave the diary in his office where it
could be taken?

Another piece of evidence presented by U.S./U.K. investigators, out of which
they derived much mileage, is that the type of timing device used in the bomb
was sold only to Libya. It was later revealed that, in fact, the
investigators were told in 1990 by the Swiss manufacturer that it had also
sold the same timers to East German intelligence, which had close contact
with the Popular Front for the Liberation of Palestine-General Command
(PFLP-GC) and numerous other “terrorist” groups.4

Coverup

The investigators’ failure to disclose this information can best be described
by the word “coverup.” And in any event, there is no reason to assume that
Libya could not have given one of their timers to another party.

Malta became a focus for investigators, even before serious Libyan
involvement was presumed, when tests indicated that the suitcase which
contained the bomb also contained several items of clothing manufactured in
Malta and supposedly sold in a particular clothing shop on the island. The
present U.S./ U.K. version of events would have the world believe that
al-Megrahi has been identified by the shopkeeper, Tony Gauci, as the
purchaser of the clothing. But there is no such evidence. Al-Megrahi has
never been presented to Gauci in person, and there has been no report that
Gauci has even been shown his photo. Moreover, the Maltese shopkeeper has
already made several erroneous “positive” identifications, including one of a
CIA asset.5

Before the indictment of the two Libyans, the press reported police findings
that the clothing had been purchased on November 23.6 But the indictment of
al-Megrahi states that he made the purchase on December 7. Can this be
because the investigators can document his being in Malta on that date but
cannot do so for November 23?

The identification of al-Megrahi is even more questionable than the above
indicates.7 The fact that the investigative authorities do not make clear
exactly how al-Megrahi was identified by Gauci is indicative of the weakness
of their case.

Furthermore, after the world was assured that these items of clothing were
sold only on Malta, it was learned that at least one of the items was
actually “sold at dozens of outlets throughout Europe, and it was impossible
to trace the purchaser.”8

Documents show it knew of Deegan slaying plot in '65

  Secret documents recently discovered in a Justice Department probe
 of FBI corruption appear to show that the bureau knew not only that the
 wrong men were convicted of a 1965 gangland murder, but also that agents
 were told about the plot two days before it happened and apparently did
 nothing to stop it.

The reports, found at FBI headquarters in Washington, were turned over
yesterday to lawyers for reputed Mafia associate Peter J. Limone, who has
served 32 years in prison for the slaying of small-time hoodlum Edward
''Teddy'' Deegan in Chelsea. They strongly suggest that the FBI's chief
witness at the 1968 trial, legendary Boston hit man Joseph ''The Animal''
Barboza, framed Limone and several other men.

As Limone languished in prison for three decades, documents that might
have proved his innocence sat in secret FBI informant files in Washington
and were never turned over to the defense, attorney John Cavicchi of East
Boston said yesterday.

''This is a disgrace. If it weren't so tragic it would be laughable,''
said Cavicchi, who is handling Limone's bid to have his conviction
overturned in Middlesex Superior Court.

Boston FBI spokeswoman Gail Marcinkiewicz declined comment.

The new documents also reveal for the first time that the brother of
infamous gangster and FBI informant Stephen Flemmi was also successfully
recruited as an FBI informant for five months in 1965 - even though other
informants were telling the bureau that he was responsible for numerous
killings and that he had vowed to become Boston's ''No. 1 hit man.''

FBI evaluation reports of Vincent J. ''Jimmy the Bear'' Flemmi's potential
usefulness as an FBI mole show the chilling lengths the FBI was willing to
go to in its clandestine organized crime informant program.

Special Agent Dennis Condon, for example, wrote one 1964 report that an
unnamed informant said Jimmy Flemmi had boasted about becoming Boston's
most prolific full-time assassin.

''Flemmi told him [the informant] that all he wants to do now is kill
people, and that it is better than hitting banks,'' the report states.
''Informant said Flemmi said that he feels he can now be the top hit man
in this area and intends to be.''

Another report said Flemmi was a suspect in the Deegan murder and several
other killings, but that recruiting him as an informant was ''worth the risk.''

Even supporters of Limone and the other defendants, who contended for
years that they were the victims of an FBI frame-up, called the contents
of the documents shocking.

Boston lawyer Victor Garo, who represents Limone's co-defendant, Joseph
Salvati, went as far as telling WBZ-TV (Channel 4) that the prosecution
was an FBI ''murder conspiracy'' because the punishment for murder at the
time was death in the electric chair. Four of the defendants, including
Limone and Salvati, received death sentences that were later changed to life.

The reports were turned over to Cavicchi, Garo, and Suffolk District
Attorney Ralph Martin II's office yesterday by Special US Attorney John
Durham, who for the last several years has been investigating corruption
in the FBI's informant relationships with gangsters Stephen Flemmi and
Whitey Bulger.

Durham could not be reached for comment yesterday.

One key report states that on March 10, 1965 - two days before the murder
- an unidentified FBI informant told Special Agent H. Paul Rico that Jimmy
Flemmi was planning to kill Deegan and that the murder had the blessing of
then-New England Mafia boss Raymond L.S. Patriarca.

''Informant advised that he had just heard from Jimmy Flemmi, and Flemmi
told the informant that Raymond Patriarca has put out the word that Edward
`Teddy' Deegan is to be `hit,' and that a dry run has already been made
and that a close associate of Deegan's has agreed to set him up,'' Rico's
report states.

One day after the murder, another informant told Rico that Flemmi,
Barboza, and three other men had committed the crime.

Neither Limone, Salvati, nor two other co-defendants, top New England
Mafia advisor Henry Tameleo and underworld figure Louis Greco, were
mentioned. The information was forwarded to FBI headquarters in director
J. Edgar Hoover's name, although there is no indication whether Hoover
himself actually saw it.

All four men were convicted. Tameleo and Greco died in prison, while
Salvati's sentence was later commuted.

None of the information, Cavicchi said, was turned over to the defense in
the case. Barboza, who was recruited as an FBI witness by Rico and Condon,
was the key witness and the only witness against Limone. Privately, even
law enforcement officials involved in the case were calling the new
documents significant.

If I have ever met anyone with a twisted view of human nature it was my
economics professor who seemed to believe (as all economists do) that people
act in the market rationally, and in their own best interest...which does

Rev. Al's Curious Finances
The Rev. Al Sharpton, a key political ally of Senator-elect Hillary
Clinton, lives what looks like a fairly lavish personal lifestyle -
dressing in expensive suits, paying top-dollar tuition for his two
daughters at a Brooklyn private school, and traveling the country
whenever the need arises for one of his patented "No Justice, No Peace"
rallies.
One would hardly know the good reverend is practically broke - or so he
maintained in a deposition earlier this month, a copy of which was
obtained by the New York Times Thursday.
Sharpton says he can't afford to pay the $65,000 judgment against him in
a defamation lawsuit brought by Dutchess County, N.Y., prosecutor
Stephen Pagones.
The pompadoured preacher had smeared Pagones while championing the cause
of Tawana Brawley, a black teen-ager who fabricated rape charges against
the prosecutor and others in 1986.
To prove his impoverishment, Sharpton had to detail his finances to
Pagones' lawyer, Garry Bolnick, earlier this month.
Turns out that just about all the Rev. Sharpton's worldy goods were
either given to him or are on loan from his business operation, "Rev.
Als [no apostrophe] Productions."
Here's one of the more amusing excerpts from Sharpton's deposition.
BOLNICK: Rev. Sharpton, how many suits do you own?
SHARPTON: Well, you would have to - I debate whether I own it because a
lot of that is business expense, but I have access to about 10 or 12.
BOLNICK: And you say that you - you say they are business expenses. Are
they paid for by someone other than yourself?
SHARPTON: Some.
BOLNICK: Are they paid for by the National Action Network [Sharpton's
Harlem-based civil rights operation]?
SHARPTON: No.
BOLNICK: Are they paid for by Rev. Als Productions?
SHARPTON: Maybe a couple.
BOLNICK: Any other wearing apparel of yours paid for by other parties?
SHARPTON: Yeah, I would say half my suits are gifts. The suit I have on,
a guy gave me.
BOLNICK: Have you ever purchased a suit for yourself?
SHARPTON: Not lately.
Other items Sharpton seems to possess without actually owning: a stereo,
a TV, cars, silverware and assorted other middle-class accoutrements.
Sharpton told Bolnick that 99 percent of his salary from his National
Action Network gig (about $70,000 a year) is immediately invested in
Rev. Als Productions.
Perhaps that's why he hasn't filed any personal income tax returns since
1998.
His daughters' $30,000 Polyprep Country Day School tuition is paid for
by the same company.
He claims Rev. Als was incorporated with New York state, but he can't
remember when and New York has no record of its existence.
Sharpton supplements his income with $300 bi-monthly "expense" checks
from his National Action Network radio show - plus donations he gets
from his "preachings."
"They pass the plate and give it to me," Sharpton told Bolnick about the
income he calls "love offerings."
"I could get $1; I could get $1,000," says the rotund Rev.
Despite his unorthodox financial arrangements, the Rev. Sharpton seems
to have escaped the scrutiny of the Clinton IRS.
Lucky for him his name isn't Jones, Flowers, Dale, Broaddrick or Gracen.

Capricorn, in order to be born again as President of New Atlantis
on the first day of Aquarius, January 20, 2001.

 As you remember, this past Summer's Solstice had been marked
by the twin executions of Gary ("Aharon") Lee ("Levi") Graham in
Texas and Thomas ("The Twin") Provenzano in Florida. Aharon
Levi Graham was murdered by Bush as an offering to Lucifer/Satan
for the success of Bush's Presidential campaign.

 "The Twin" Provenzano was murdered by Jeb Bush to insure a
successful outcome for the Florida Farce that the November
criminals had already planned.

Mentally ill may be detained in 'super-hospital'

THOUSANDS of people with severe personality disorders could be detained in a single, 
campus-style, hospital under a reform of mental health laws in England and Wales 
announced yesterday.
Dangerous offenders would be housed in 50-bed units within a secure perimeter fence 
and serviced from a central administration area. The proposal is being considered as a 
cheaper alternative to building separate small secure units which would be highly 
expensive and provoke nimbyism.

Building a single huge hospital would also avoid the problem of multiple applications 
for planning permission for units which could house convicted paedophiles. The Home 
Office plan is a result of proposals for the biggest overhaul of mental health laws 
for more than 40 years. The reforms will give doctors powers to lock up people even if 
they have not committed a crime and to detain prisoners who remain dangerous even 
after serving their sentence.

The White Paper, Reforming the Mental Health Act, published yesterday, will allow 
individuals with severe personality disorders to be detained indefinitely if experts 
believe they are a danger to the public. Psychiatric patients in the community will 
undergo compulsory treatment. If they refuse, they will be returned to hospital. At 
present a person can only be forced to take treatment if they are sectioned. Victims 
of violent crime committed by mentally ill people will be told when their attacker is 
to be released.

The changes are intended to close legal loopholes and meet public concern at the 
failings of care in the community. They have been drawn up in the wake of a series of 
murders by mentally ill people living in the community, such as that of Jonathan Zito 
who was killed by Christopher Clunes, a schizophrenic, in 1992, and the case of 
Michael Stone, convicted of murdering Lin Russell and her daughter Megan in Kent in 
1996. He suffered from a severe personality disorder but, despite it having been 
diagnosed for several years, he could not be looked after in a secure mental unit 
because the disorder is deemed untreatable.

The overhaul, which is unlikely to come into effect for at least two years, removes 
the criteria of “treatability”.

Many charities welcomed the plans outlined by Alan Milburn, the Health Secretary, but 
others said that the sweeping new powers would prompt a return to Victorian-style 
asylums, with innocent people locked up.

More than 2,000 people in the UK are believed to have a dangerous personality 
disorder. An estimated 1,400 are in jails, 400 in hospitals and up to 600 are in the 
community.

Graeme Sandell of the National Association for the Care and Resettlement of Offenders 
said the powers were an “excessive reaction to a genuine and legitimate public 
concern.” But Cliff Prior of the National Schizophrenia Fellowship said that the 
proposals were an early Christmas present for everyone who believed it was time to end 
the Cinderella status of mental health.

“But it is a Christmas present that carries a demand for payment. There can be no 
buy-now, pay-later period.”

Liberty, the civil rights group, expressed serious concern at plans to detain people 
with a mental disorder. Mary Cunneen of Liberty said: “This means that an individual 
with any form of mental disorder can be detained against their will, even if they 
cannot be effectively treated and have not done anything wrong, on the basis that they 
pose a risk to others.”

That's incredible. Are you reading the same list!?!  Has anyone  else

Missed it?  Hell I have been the target of some of it.  But you forget,
when it comes from the left it is malicious, when it comes from the righ
it is truth (just ask Rush).

Personally, I don't like either of them. They're both liars,
they're both thieves and they're both bullies.  Nothing would make me
happier than if the left got out of my wallet and the right got out of

MONICA Lewinsky - fed up with turning the other cheek - has
lashed back at Linda Tripp for her hurtful remarks in George
magazine. In a statement exclusive to PAGE SIX, she says that
surgically-enhanced Tripp "will always be revolting to me."

Lewinsky, stung by Tripp's nine-page interview in George, issued
a response that was carefully vetted by her lawyer before it was
dictated to us by her respresentative, Julie Nadler.

"I am still under an immunity agreement and therefore limited as
to how I can respond. I wish [Tripp] would stop making false and
inaccurate statements about my family and me. She violated me
enough by recording conversations that I thought were private,
when I was only 23 years old.

"What is often overlooked is that by ensuring I became a part of
a [Paula Jones] lawsuit, she guaranteed those recordings would
become public. She can reconstruct her face, her hair, and her
body, but she will always be revolting to me."

In the wide-ranging interview with Nancy Collins, Tripp denied
she was ever really friends with Monica. "The idea that I would
cultivate this foolish young girl is offensive. I thought she was
a pest," Tripp said.

She also revealed private family secrets. Asked if Monica's
mother, Marsha Lewis, knew about the affair with Bill Clinton,
Tripp replied: "Not only did she know about it, she encouraged
it. She bought her lingerie to wear when she saw the president."

Tripp boasts in the magazine she was a reluctant witness
motivated only by patriotism. "I never took a nickel - nothing .
. . I turned down millions - even though I drive a nine-year-old
car and live in a rented house."

But when The Post sought permission to publish some of the photos
that appear in George, Tripp's lawyer demanded $5,000.

Tripp is at her most disingenuous when she attempts to explain
why she leaked the affair to Newsweek reporter Michael Isikoff:

"I didn't betray Monica Lewinsky. I figured that whatever
happened would be better for her than the callous abuse she was
suffering at the hands of the president . . . Besides . . . she
had already told 14 people."

And why did Linda begin taping Monica's phone calls? "Because by
then I realized that I was in the president's personal
crosshairs, that he was pitting me against Monica, me against
him."

Looks like he succeeded.

Sixty-two journalists killed in 2000


BRUSSELS (Reuters) - Some 62 journalists and media staff have
been killed so far in 2000, many of them after exposing
corruption or expressing political dissent, the International
Federation of Journalists said.


In its annual tally of journalists killed in the course of their
work, the Brussels- based IFJ -- the world's largest journalists'
organisation -- reported killings in Sierra Leone, Spain, Russia,
Pakistan, Mozambique and Colombia.


"The death toll speaks for itself -- journalists risk their lives
daily for expressing independent opinions and exposing
wrongdoing," IFJ General Secretary Aidan White said in a
statement.


Journalists killed in war zones included veteran Reuters reporter
Kurt Schork and Miguel Gil Moreno of the Associated Press, killed
in May in an ambush in Sierra Leone.


Among victims of assassination were Spain's Jose Luis Lopez de la
Calle, an outspoken critic of the Basque separatist group ETA,
nine journalists targeted by the paramilitary in Colombia's
long-running civil conflict and Sergei Novikov, a Russian radio
station owner who criticised powerful regional bosses.


The IFJ welcomed a recent decision by a number of major media
organisations to adopt a Code of Conduct for Safety for their
staff.


"Media must do everything they can to create safe working
conditions," said the IFJ, which has published its own safety
code for journalists.

Seems to me it would have been very hard to build this complex of
tunnels in secret.

I take it you have never read an account of life at Luftstalag III, or
seen Hollywood's fictionalized version, The Great Escape.

And you're probably too young to remember Viet Nam.

I'm 47, so I remember Viet Nam very well.  The tunnels the Viet Cong used were only 
secret to the enemy, not
to sympathizers.  In other words, I find it hard to believe that no villager in an 
area where the tunnels were
being built by the VC knew that they were being built.

We're not talking prisoners working on escaping here...we're talking a complex of 
tunnels built presumably by
those in charge, not by those who were IN their charge.  According to the article, 
these tunnels went to other
buildings nearby...how could access have been gained to those other buildings, if the 
McMartin's didn't own
those buildings?

The article also stated that one tunnel had an underground room off of it...this 
doesn't sound like some
narrow escape tunnel, but something planned carefully, and built strongly.  Who drew 
up the plans, who did the
actual construction?  Was it hired out, or are we to believe it was done on weekends 
by some pedophilic
Tooltime Tim, with materials procured at Home Depot and Lowe's?  And if the latter, 
one would think that
neighbors would have noticed SOMETHING going on...

So perhaps the tunnel complex predates the buildings above them?  And that the access 
to and from these
various buildings in the neighborhood -- including the McMartin Preschool -- were 
added those buildings were
constructed...?

It's harder and harder these days to tell a
liberal from a conservative -- given the former
category's increasingly blatant hostility toward
the First Amendment, and the latter's prissy new
disdain for the Second Amendment -- but it's
still easy to tell a liberal from a libertarian.

Just ask about either Amendment.

If what you get back is a spirited defense of
the ideas of this country's Founding Fathers,
what you've got is a libertarian. By shameful
default, libertarians have become America's last
and only reliable stewards of the Bill of Rights.

But if -- and this usually seems a bit more
difficult to most people -- you'd like to know
whether an individual is a libertarian or a
conservative, ask about Abraham Lincoln.

Suppose a woman -- with plenty of personal
faults herself, let that be stipulated --
desired to leave her husband: partly because he
made a regular practice, in order to go out and
get drunk, of stealing money she had earned
herself by raising chickens or taking in
laundry; and partly because he'd already
demonstrated a proclivity for domestic violence
the first time she'd complained about his
stealing.

Now, when he stood in the doorway and beat her
to a bloody pulp to keep her home, would we
memorialize him as a hero? Or would we treat him
like a dangerous lunatic who should be locked
up, if for no other reason, then for trying to
maintain the appearance of a relationship where
there wasn't a relationship any more? What
value, we would ask, does he find in continuing
to possess her in an involuntary association,
when her heart and mind had left him long ago?

History tells us that Lincoln was a politically
ambitious lawyer who eagerly prostituted himself
to northern industrialists who were unwilling
to pay world prices for their raw materials and
who, rather than practice real capitalism,
enlisted brute government force -- "sell to us
at our price or pay a fine that'll put you out
of business" -- for dealing with uncooperative
southern suppliers. That's what an export
tariff's all about. In support of this "noble
principle", when southerners demonstrated
what amounted to no more than token resistance,
Lincoln permitted an internal war to begin that
butchered more Americans than all of this
country's foreign wars -- before or afterward --
rolled into one.

Lincoln saw the introduction of total war on the
American continent -- indiscriminate mass
slaughter and destruction without regard to age,
gender, or combat status of the victims -- and
oversaw the systematic shelling and burning of
entire cities for strategic and tactical
purposes.
For the same purposes, Lincoln declared, rather
late in the war, that black slaves were now free
in the south -- where he had no effective
jurisdiction -- while declaring at the same
time, somewhat more quietly but for the record
nonetheless, that if maintaining slavery could
have won his war for him, he'd have done that,
instead.

The fact is, Lincoln didn't abolish slavery at
all, he nationalized it, imposing income
taxation and military conscription upon what had
been a free country before he took over --
income taxation and military conscription to
which newly "freed" blacks soon found themselves
subjected right alongside newly-enslaved whites.
If the civil war was truly fought against
slavery -- a dubious, "politically correct"
assertion with no historical evidence to back it
up -- then clearly, slavery won.

Lincoln brought secret police to America, along
with the traditional midnight "knock on the
door", illegally suspending the Bill of Rights
and, like the Latin America dictators he
anticipated, "disappearing" thousands in the
north whose only crime was that they disagreed
with him. To finance his crimes against
humanity, Lincoln allowed the printing of
worthless paper money in unprecedented volumes,
ultimately plunging America into a long, grim
depression -- in the south, it lasted half a
century -- he didn't have to live through,
himself.

In the end, Lincoln didn't unite this country --
that can't be done by force -- he divided it
along lines of an unspeakably ugly hatred and
resentment that continue to exist almost a
century and a half after they were drawn. If
Lincoln could have been put on trial in
Nuremburg for war crimes, he'd have received the
same sentence as the highest-ranking Nazis.

If real libertarians ran things, they'd melt all
the Lincoln pennies, shred all the Lincoln
fives, take a wrecking ball to the Lincoln
Memorial, and consider erecting monuments to
John Wilkes Booth. Libertarians know Lincoln as
the worst President America has ever had to
suffer, with Woodrow Wilson, Franklin Roosevelt,
and Lyndon Johnson running a distant second,
third, and fourth.

Conservatives, on the other hand, adore Lincoln,
publicly admire his methods, and revere him as
the best President America ever had. One

 THOUSANDS of people with severe personality disorders could
 be detained in a single, campus-style, hospital under a
 reform of mental health laws in England and Wales announced
 yesterday.

 Dangerous offenders would be housed in 50-bed units within a
 secure perimeter fence and serviced from a central
 administration area. The proposal is being considered as a
 cheaper alternative to building separate small secure units
 which would be highly expensive and provoke nimbyism.

 Building a single huge hospital would also avoid the problem
 of multiple applications for planning permission for units
 which could house convicted paedophiles. The Home Office plan
 is a result of proposals for the biggest overhaul of mental
 health laws for more than 40 years. The reforms will give
 doctors powers to lock up people even if they have not
 committed a crime and to detain prisoners who remain
 dangerous even after serving their sentence.

 The White Paper, Reforming the Mental Health Act, published
 yesterday, will allow individuals with severe personality
 disorders to be detained indefinitely if experts believe they
 are a danger to the public. Psychiatric patients in the
 community will undergo compulsory treatment. If they refuse,
 they will be returned to hospital. At present a person can
 only be forced to take treatment if they are sectioned.
 Victims of violent crime committed by mentally ill people
 will be told when their attacker is to be released.

 The changes are intended to close legal loopholes and meet
 public concern at the failings of care in the community. They
 have been drawn up in the wake of a series of murders by
 mentally ill people living in the community, such as that of
 Jonathan Zito who was killed by Christopher Clunes, a
 schizophrenic, in 1992, and the case of Michael Stone,
 convicted of murdering Lin Russell and her daughter Megan in
 Kent in 1996. He suffered from a severe personality disorder
 but, despite it having been diagnosed for several years, he
 could not be looked after in a secure mental unit because the
 disorder is deemed untreatable.

 The overhaul, which is unlikely to come into effect for at
 least two years, removes the criteria of “treatability”.

 Many charities welcomed the plans outlined by Alan Milburn,
 the Health Secretary, but others said that the sweeping new
 powers would prompt a return to Victorian-style asylums, with
 innocent people locked up.

 More than 2,000 people in the UK are believed to have a
 dangerous personality disorder. An estimated 1,400 are in
 jails, 400 in hospitals and up to 600 are in the community.

 Graeme Sandell of the National Association for the Care and
 Resettlement of Offenders said the powers were an “excessive
 reaction to a genuine and legitimate public concern.” But
 Cliff Prior of the National Schizophrenia Fellowship said
 that the proposals were an early Christmas present for
 everyone who believed it was time to end the Cinderella
 status of mental health.

 “But it is a Christmas present that carries a demand for
 payment. There can be no buy-now, pay-later period.”

 Liberty, the civil rights group, expressed serious concern at
 plans to detain people with a mental disorder. Mary Cunneen
 of Liberty said: “This means that an individual with any form
 of mental disorder can be detained against their will, even
 if they cannot be effectively treated and have not done
 anything wrong, on the basis that they pose a risk to
 others.”

Dick Morris on Paula Zahn on FoxNews just now warned folks that
Clinton may pardon himself in the next few days (he made no
prediction, just said it was possible, particularly since his
approval numbers are high and no one is paying attention).

Also Morris seemed to be implying that Susan McDougal and Hubbell
would likely be pardoned for having served him well (i.e. having
served time rather than talking). Says those two pardons are more
or less ceremonial since neither are in, or facing, prison.

They then moved on to Robert Ray's strategy (and the grand jury
he has convened in Northern Virginia rather than DC). It is
unclear to me whether Clinton can pardon himself for OIC matters.

Does anyone know?

 WASHINGTON (Reuters) - President Clinton (news - web sites) said in
 an
 interview released on Tuesday he was prepared to ``stand and fight''
 if he
 was indicted after leaving office.

 In a wide-ranging, one-hour interview with CBS News taped on Monday,
 Clinton
 said he wanted to rest for a while after leaving the White House,
 mused
 about some of his political adversaries, and said he didn't have a
 clue if
 his wife, Sen.-elect Hillary Rodham Clinton (news - web sites), might
 run
 for president.

 Dan Rather, who conducted the interview, asked Clinton if he expected
 to be
 indicted by the office of the independent counsel, which investigated
 the
 Whitewater real-estate deal, his affair with Monica Lewinsky and a
 host of
 other issues.

 ``Look, I don't have any idea. I don't have any control over that and
 I
 don't spend much time thinking about it,'' he said in a transcript of
 the
 interview released by the White House.

 Asked if he thought President-elect George W. Bush (news - web
 sites), the
 Republican Texas governor who takes his place on Jan. 20, might
 pardon him,
 Clinton said: ``I haven't given any thought to that. But I doubt it.
 I mean,
 no, I haven't thought about that.''

 ``Since I don't believe I should be charged, I don't want that,'' he
 added.
 ``If that's what they want, I'll be happy to stand and fight.''

 ``A Fraud From The Get-Go''

 Clinton, asked to say the first thing that came into his mind on a
 host of
 topics, offered some trenchant observations on his eight years in
 office and
 on his many adversaries.

 Asked about the investigation of Whitewater, an Arkansas real estate
 venture
 that he and his wife invested in in 1978 and ultimately lost money
 on, he
 replied:

 ``Biggest bogus issue in modern American politics. Classic -- it was
 a fraud
 from the get-go and a lot of the people that were propagating it knew
 it was
 a fraud,'' he said.

 Newt Gingrich, the former House of Representatives Speaker who led
 the
 Republican takeover of Congress in 1994 and resigned during the
 impeachment
 crisis, came off relatively well: ``A brilliant adversary, and a
 complicated
 man.''

 Not so for Tom DeLay, the Republican House whip who is known for his
 bare-knuckled tactics in enforcing discipline within his party.

 ``My problem with him is his whole view about how you should treat
 your
 opponents is very different from mine,'' Clinton said. ``He's got a
 total
 scorch-and-burn policy -- take them out, whatever the cost, whatever
 you
 have to do.''

 ``I Need To Rest''

 Kenneth Starr, the independent counsel who presided over the
 investigation
 into Clinton's affair with Lewinsky and his dissembling to conceal
 it, also
 came in for some harsh words.

 ``They put him in there because (former independent counsel Robert)
 Fiske
 was a fair, balanced man and the whole thing was going to be over
 before the
 '96 election and they didn't want that,'' Clinton said. ``So they put
 him in
 there; said drag it out and get a bigger body count ... he did just
 what he
 was supposed to.''

 Clinton said he thought talk that his wife, who has won a seat in the
 U.S.
 Senate representing New York, might run for president in 2004 or 2008
 was
 ``worse than idle speculation.''

 He said he had advised her to ``solidify her roots in New York'' and
 simply
 did not know if she, or anybody else, would definitely run for
 president.

 Asked about his own plans, Clinton said he wanted to kick back and
 rest for
 a while, then make some money for his family, and eventually find a
 way to
 be useful without getting in the way of future presidents.

 But first, he said: ``I need to take a couple of months and just go
 down. I
 need to rest. I've been working like crazy for 27 years.''

[CTRL] What Bush Should Do In His First 24 Hours as President

 George W. Bush took office after a disputed election in
 which the country was divided nearly in half.  What happens
 now depends on him.  He can spend the next four years
 waiting for Al Gore's comeback, or he can seize the reins
 of power and lead.

 Forget the "First 100 Days."  He will set the tone of his
 administration in the first 24 hours.

 In that first day, he must establish that he is in charge.
 He must show that, regardless of the circumstances of his
 election, he is wholly lacking in self-doubt.  He must
 establish that he will use the powers of his office to
 further the agenda on which he was elected.

 If, in the first 24 hours, the new president does not
 outrage the Clinton-Gore crowd that desecrated the Oval
 Office and the Lincoln Bedroom -- if he does not deeply
 shock and offend the adversaries who thought they could
 steal the election away from him -- he won't be doing what
 he needs to do.

 Here are some things he should do within 24 hours of taking
 his hand off the Bible:

 1. Countermand all executive orders issued by Bill Clinton.
 2. Reinstate the two "Beck" orders issued by former President
Bush (and revoked by President Clinton) that informed
workers of their right to refuse to pay most union dues.
 3. Order a full and complete audit of organizations that
receive federal funds and then lobby for more federal
funds, to determine how they launder taxpayers' money
into lobbying efforts. Specifically, audit Jesse Jackson's
organizations regarding their use of taxpayers' money.
 4. Reissue the executive order requiring Family Impact
Statements, evaluations of executive branch actions to
determine the effect of each action on the family.
 5. Name an FDA commissioner who will reexamine rules
regarding the so-called RU-486 abortion pill in order to
better protect women's health.
 6. Order his staff to help create new privately funded
organizations to represent key parts of a successful
conservative/Republican governing coalition.
 7. Fire all U.S. attorneys (top federal prosecutors), just
as Clinton did upon taking office.
 8. Cooperate fully with efforts by watchdog groups such as
Judicial Watch to find evidence of wrongdoing during the
Clinton-Gore administration.
 9. Announce that there will be prosecution, to the fullest
extent of the law, of any attempt to conceal or destroy
such evidence.
 10. Make special efforts to find and preserve incriminating
 e-mails.
 11. Publicly release all materials that supported calls by
 career prosecutors for action against President and Mrs.
 Clinton and Vice President Gore.


 EXECUTIVE ORDERS: Facing for the past six years a Republican
 Congress, President Clinton has, on one issue after another,
 simply seized power by executive order.  He has ordered
 federal agencies to discriminate on the basis of national
 origin.  He has ordered the federal government to operate
 using more than 300 languages (an impossibility, but
 Politically Correct).  He has seized rivers and placed them
 under his control.  He has violated the Constitution by
 effectively implementing a treaty that the U.S. Senate, which
 must approve treaties, did not approve.

 On Day One, George W. Bush should countermand all executive
 orders issued by Clinton.  If, somehow, Clinton issued any
 executive orders that are consistent with the Constitution and
 with the platform on which Bush was elected, he can reissue
 them under his own name.

 THE BECK ORDERS: The Beck case involved a technician named
 Harry Beck who discovered that 79% of his Communication
 Workers of America dues went for improper purposes and
 wanted his money back.  The U.S. Supreme Court, in a 1988
 decision, determined that no worker can be required to pay
 the portion of union dues that goes for activity unrelated
 to the legitimate representation of workers. Workers must
 pay only for expenses related to collective bargaining,
 contract administration, and grievance adjustment; they
 cannot be forced to finance unions' political activity.

 In 1992, then-President George Bush issued two orders to
 enforce workers' rights under the Beck decision.  One
 required unions to account for their political activities
 and other expenses unrelated to legitimate representation of
 workers.  The other required that contractors post notices
 about workers' Beck rights and that federal agencies notify
 workers about those rights.

 It was during the Clinton years that radical leftists ousted
 the AFL-CIO's longtime leaders, who had helped Ronald Reagan
 defeat the Soviet Empire.  With the help of Clinton

 Clinton: Blame Elian, Not Monica, for Gore's Loss; Jones Case a

 President Clinton believes that his Oval Office sexcapades with
 Monica
 Lewinsky had less to do with Vice President Al Gore's election loss
 than the
 Elian Gonzalez case.

 In an interview with CBS's "60 Minutes II" broadcast Tuesday, Clinton
 told
 Dan Rather, "To say that people would hold him responsible for any
 personal
 mistake I made is an insult to the American people. I mean, people
 just
 aren't that unfair."

 To bolster the argument that his Lewinsky fling hadn't hurt Gore, the
 president added, "There were a lot of surveys along toward the end of
 the
 campaign that showed that if I could have run again I would have done
 fine."

 Clinton did not identify any surveys by name. But a Gallup poll taken
 during
 the final weeks of the campaign contradicts him.

 Gallup's survey showed that, by a margin of 2 to 1, fewer Americans
 would
 vote for Gore if Clinton campaigned with him.

 Instead, Clinton invoked the Elian Gonzalez case as one likely reason
 for
 Gore's loss.

 "I don't know if the fact that we drew the short straw and had that
 terrible
 mess with the Elian Gonzalez case cost him a lot of votes in
 Florida,"
 Clinton told Rather, "but it could have."

 "And if it did, I feel very badly about it, because this wasn't
 anything
 anybody dreamed up."

 The Easter weekend gunpoint abduction of the 6-year-old Cuban refugee
 on
 Clinton's orders is widely believed to have alienated thousands of
 voters in
 Miami's Little Havana community, where the boy lived for most of his
 stay in
 America.

 On the subject of his wife's $8 million book deal, Clinton told
 Rather that
 it was up to her to decide whether to write about his philandering,
 but that
 if she did, "it will be a good book."

 RATHER: I want to say this respectfully, Mr. President - surely you
 don't
 want her writing about Paula Jones, Monica Lewinsky and all those
 things
 again. Is she likely to do that?

 CLINTON: You ought to ask her. She can write about whatever she
 wants. I
 tell you, I bet it will be a good book.

 Regardless of what he the first lady may write, Clinton said that
 Paula
 Jones' sexual harassment lawsuit, which uncovered a string of Jane
 Does
 including several who claimed sexual assault, was a fraud.

 "All I know is ... the civil lawsuit was a fraud," he told Rather.
 "They
 knew that for a long, long time. Everybody did. And a lot of innocent
 people
 have already been hurt for purely political reasons."

 Clinton did not explain why he paid Jones $850,000 to settle the case
 if her
 claim was bogus, but suggested that the benefits of his presidency
 outweighed any personal misconduct.

 "If I had to do it all over again I still would, because the country
 is in
 better shape," he told Rather.

  There have been six separate earthquakes with magnitudes above 6 in the
  past four days. While this may not be unprecedented, it certainly is
  some of the most active seismic conditions that I have personally
  seen...

  Additionally, seismic activity has increased suddenly in the northern
  California region close to Mt. Lassen and Mt. Shasta - both volcanos.
 
  While conditions have subsided at Popocatepetl for the time being, this
  somewhat quiet period is not necessarily indicative of an end to the
  current eruption. Our skill at forecasting/understanding volcanos and
  earthquakes remains very poor.
 

 Cliff's Note:

 Ray Aquilera, a Christian prophet in California, has had many visions and
 dreams of a major eruption of Mt. Shasta that would dwarf the eruption of
Mt.
 St. Helens.

Dec. 15 - Colombia, one of the world's most violent nations, is rapidly
sliding toward economic and political collapse.




Peace talks between the government of President Andres Pastrana and the
country's largest guerrilla organization, the Revolutionary Armed Forces of
Colombia (FARC), made no progress. In November, the guerrillas suspended
talks indefinitely.
 Meanwhile, civil strife is intensifying. By year's end it is estimated
more than 30,000 criminal homicides and political killings and more than
3,000 kidnappings will be reported in Colombia. Massacres by right-wing
paramilitary groups have also increased significantly.
A Worsening Conflict
Increasingly, the conflict's geography is changing. Violence between Marxist
rebels and right-wing paramilitary groups is spreading from Colombia's rural
areas into urban and economic centers. Guerrillas are waging increasingly
economic warfare against individual and corporate targets.
 Marxist guerrillas are striking energy targets in an apparent effort to
cripple the economy. Rebels have destroyed more than 370 electricity
transmission towers in the last 18 months. Since January, the oil pipeline
between Cano Limon and Covenas has been dynamited 90 times. Increasingly,
the FARC and the National Liberation Army (ELN) are attacking foreign
companies' assets in a bid to drive foreign investment out of the country.
 In Bogotá, Pastrana's government is divided and increasingly unpopular.
 Pastrana was elected in 1998 with a mandate to pursue a peace agreement
with the FARC and ELN and a pledge to revive an economy battered by the
global decline in oil demand. Since Pastrana was elected, however, the
conflict has intensified, and the economy has suffered its worst recession
in 70 years.
 Unemployment has reached 21 percent, the highest level in more than a
century.

Government vs. Military vs. Rebels
Complicating matters, a deep rift has opened up between the Pastrana
government and the armed forces, for reasons that include the peace talks
and concessions the Pastrana government has made to the FARC.
 The senior military command structure remains loyal to Pastrana, but
discontent runs high among lower-grade officers and senior career
noncommissioned officers. In 1999, the military's senior commanders barely
averted a coup attempt by junior officers.
 Meanwhile, Colombia's Marxist rebel organizations and right-wing
paramilitary groups are increasing their forces and expanding their presence
throughout the country.
 The FARC reportedly has between 14,000 and 20,000 armed fighters
scattered throughout the country. According to Colombian military sources,
the FARC also has about 36,000 civilian militias throughout Colombia
providing crucial support in the area of logistics; supply; intelligence
gathering; and financial, political and legal assistance.
 In the next three to five years, the FARC expects to have at least
32,000 armed fighters throughout Colombia, including 15,000 in the north,
west and east, and 17,000 in the south.

Splitting into More Wars
The line of division between the FARC's main forces is the Eastern
Cordillera mountain range. By increasing forces particularly in the north,
west and east, the rebels are moving to divide the country and wage two
distinct wars.
 In Colombia's largely undeveloped southern provinces, the FARC plans to
defend its jungle domain, where about two-thirds of Colombia's coca is
grown, from incursions by the Colombian army and police.
 In the north, the FARC will conduct a classic guerrilla war, attacking
military and economic targets and seeking to wear down the government and
sap the morale of Colombian society. The FARC's military strategy calls for
controlling key cities, towns and roads along the Eastern Cordillera.
 This strategy will intensify the conflict in Colombia's developed
areas. Already, the ELN concentrates its operations in the north, east and
west. The ELN is estimated to have between 4,000 and 7,000 armed fighters
mainly in northern and eastern Colombia.

More Combatants Too
The growth of guerrilla groups is being met by the even faster growth of
paramilitary forces, most important the United Self-Defenses of Colombia
(AUC), an umbrella group of seven private paramilitary groups funded by
private landowners and drug traffickers.
 The size of the AUC's forces is estimated at more than 8,000 as of
mid-2000, according to the Colombian Defense Ministry. However, AUC leader
Carlos Castano claims he has 11,000 armed fighters.
