"Joint funding through DARPA will allow HAARP to quadruple in size from its current 960 kW output to 3.6 MW," Lampe says. "When completed in 2006, HAARP will then be the premier ionospheric research facility with beam-steering capabilities that other similar arrays worldwide don't have." Under terms of its experimental license, HAARP must transmit on a non- interference basis, and Lampe--who is ARRL liaison to HAARP--says the staff at the control center immediately shut down the transmitters when harmonics were detected on 75/80 meters during experiments last year. "Alaska hams monitor the bands and aid HAARP engineers by reporting RFI issues as soon as they happen," Lampe said. A Scientific Explanation The partly-university and partly-military HAARP facility has very lax security, as shown by the pictures and text on their own website. It is only just a very large shortwave radio transmitter in Gakona, Alaska used for university research, isn't it? That's what they say. For several years, beginning about 1998, HAARP is normally turned on during the summer months, starting several hours before midnight. They are doing atmospheric auroral zone research for several hours each night when the sky is very dark, during that part of the month when the bright moon is below the horizon. That is the "University Research" mode. The shortwave transmitter pulses may have both long and short pulses with about equal-length spaces in between, and the pulse lengths may vary, depending on the academic research experiment, from 3 to 30 seconds. During the "Navy Deep-Sea Communication" operational mode, the shortwave radio pulses are all, with military precision, exactly 6.25 seconds long with either exactly 15 or 30 second spaces between pulses. Those long and short binary spaces in between the pulses are actually the coded message. Something like the dits and dahs of very slow Morse code. In this mode, the power is usually at maximum. Unlike the research mode, which mostly runs at night, the US Navy communication mode can be at any time of the day or night, any month of the year. The transmissions may run continuously for about 10 to 30 hours, or from one to several days. These communication pulses interact with the earth's magnetic field near the northern auroral zone. These very slow interactions, taking hours to send a short message, can be sensed by special magnetometer receivers in the US nuclear submarines miles deep below the ocean surface. This HAARP communication mode can operate far deeper into the ocean than any other nation can penetrate, so only US submarines are capable of long-term full-stealth mode, out of reach far below all other nation's submarines. All the while, still staying in communication with US Navy command headquarters. Following the 9-11 World Trade Center attack, and just minutes after the President declared the highest Defense Condition Four (DefCon4), HAARP began transmitting at highest power for 18 hours in "deep-sea communication" mode. This is the only way to communicate the DefCon4 condition and updated battle commands to the US nuclear submarines on station miles deep in the ocean. The "Air Force Missile Defense Shield" mode is usually heard as 4 or 5 second pulses about 20 seconds apart. The pulses also are modulated with circular polarization, changing in tone slightly faster or slower than the 1 Hz base frequency. This results in hearing sounds, which I call repeated "zooo-eep" sounds going upward or "zaah-oownd" sounds going downward. This causes very fast relativistic electrons or ions to be sprayed into outer space arcing from north to south magnetic pole, from the ionosphere, either upward to the magnetosphere, or downward from the magnetosphere to the ionosphere. These particles, moving at nearly the speed of light, stay only in the vacuum of space and are stopped whenever they hit the atmosphere. The focused fast moving particles can penetrate and damage the electronics of an incoming nuclear missile warhead and cause the missile to spin out of control and burn up as it re-enters the earth's atmosphere. The damage effect is similar to the strong radiation from a nearby nuclear explosion. Thus the "missile shield" mode can quickly destroy incoming missiles almost anywhere in the world even before they re-enter the atmosphere. The graduate student technical research reports on the HAARP website for the summer study programs of 1999 and 2000 reveal they have succeeded in producing particle flow along "certain magnetic field lines." This is a secretive or obtuse way of saying that they have finally implemented a "focused missile defense shield" mode. The staffers at HAARP are several full time professional radio electronics operators and a number of part-time professors and graduate research students. They all have access to the facility which is the key to the back door of the small cafeteria/control room building. The HAARP facility does not even have a fence around it. The legislators claim the United States HAARP program is developing âa qualitatively new type of weapon.â "Under the High Frequency Active Auroral Research Program (HAARP), the U.S. is creating new integral geophysical weapons that may influence the near-Earth medium with high-frequency radio waves," the State Duma said in an appeal circulated on Thursday. "The significance of this qualitative leap could be compared to the transition from cold steel to fire arms, or from conventional weapons to nuclear weapons. I don't even want to know what the 'prior art' is. It is clear from his text, that he references Alaska specifically and from the comparison of the HAARP homepage, the site and location are undeniable. The patent states a 1 gigawatt MHD power source tapped from the natural gas fields in Alaska. Forget global warming, this generator alone would bring the equivalent of 1x full sun tropical exposure (1350 watts/meter) to a square kilometer which nominally is covered by ice and rarely sees the sun rise above 10 degrees over the horizon... In comparison with the statements in patent, the HAARP homepage statement of purpose is an insult. Indignation off. One interesting fact that I did derive from the patent which may be of interest to the readers of this list is the repeated reference to earth magnetic field lines as if they were sharply discontinuous and in some ways special: Page 6 Right Column Line 48: "The actual locations at which field lines intersect the earth's surface is documented and readily ascertainable by those skilled in the art." Page 4 Right Column Line 41: "Plasma is naturally present along these field lines." Somehow, this begs the questions that do the magnetic surveys put out ignore these anomalies, and, perhaps more importantly has anyone ever located one of these using magnetometer/dip-meter/compass... This, in itself, would be the find of the century if there were a stable 100-1000x field gradient within a small area. - On another astonishingly unbelievable, but true, note discovered while researching this patent I came across: IEEE Transatctions on Power Delivery, Vol 3, #4 October 1988 In which, 500kv DC @ 1gigawatt is being pumped via overhead cable from UTAH to CALIFORNIA with return path THROUGH THE GROUND 50-80 meters deep using the earth as its own conductor! =:o Effectively, if you had two water wells on a line between Victorville,CA, and Lynndyl,UT and connected them with a cable you would be able to draw 5 Volts/meter (minus the differential resistance through the ground). The distance between plants is roughly 1000 km with line voltage at 500 kV yielding roughly 5V/meter on a direct-line between the plants. -Caveat Lector- This is long but may be of interest to the scientific-minded; here are the first few paragraphs from this site: http://www.bltn.com/epona/HAARP.htm A few quick points about the HAARP installation in Alaska: The main element of the HAARP installation appears to be an array of HF antennas, running at between 5 and 10 MHz, putting out a radiated power directed upwards of around 360 kW (that's a little less than the BBC world service). The effect of this is to cause heating of the ionosphere directly above the installation. This is one of the largest so called 'Ionosphere Heaters' but by no means the only one. There is a much much larger on in Russia, and an even bigger one in Norway. Plus one in Puerto Rico. And Luxembourg used to run really really big short wave transmitters for public broadcast in the early 50's that heated the ionosphere up just nicely, thank you very much! The ionosphere is very delicate. Its also 450 miles thick. Unlike the stratosphere and the ozone layer, which are not anywhere near as thick. The ionosphere is pretty close to being a vacuum, starting 35 miles up where there isn't much air, and extending to 500 miles up, where you can pretty well sling a low orbit satellite (in fact the space shuttle orbits in the 'F' region of the ionosphere). Depending on the frequency radiated by the HAARP installation, a different layer of the ionosphere is affected (as I understand it). The effect is to excite the ions in the ionosphere, causing them to heat up a bit (a few tens of degrees) and glow (similarly to the ions hitting your screen making the phosphor glow). What happens to the ions that are heated up? They presumably cause a layer of the ionosphere to move upwards, due to it being a bit warmer. Eventually it will wibble around and come back down when it has cooled. The sun does the same thing to the ionosphere every day. This is why the ionosphere disappears at night (the solar wind causes ionisation of particles. No sun, no ionisation.) Is this heating natural? No. But what is natural is the impact of cosmic rays from the sun's solar wind. This is what generates the Aurora Borealis. HAARP WAS ON FOR 12 HOURS ON MONDAY AT FULL POWER FOR MILITARY TESTING SPECIAL REPORT LATEST HAARP NEWS: (1) HAARP was operating on its UPPER frequency of 6.965 MHz at FULL power for almost 12 hours all during the daytime on Monday 08/27/01. Multiple ionosphereric worldwide skip during the daytime on 80 meters is "rather rare" if not impossible, so it must be an extremely powerful groundwave propagation. (2) There was a massive X5-Class solar flare this last weekend which hit earth this morning and may have produced radio blackouts or other strange phenomnena but, (3) HAARP began the multiple skip worldwide transmissions this morning at 8:50 am PDT -- and according to NOAA and SpaceWeather.com the solar blast hit the earth about 12:52am, or 4 hours later -- so the solar particle blast was not the cause of the strange powerful HAARP propagation. I monitored HAARP all during the 12 hours of transmission and since I was receiving a very strong ground wave there was no change in the received signal strength about the time the solar proton blast hit the Earth. The transmissions on the upper frequency were of military 6.25 second pulses with DTMF type pre-tones and a "growling" rising sound on each pulse. The spaces between the pulses were both 15 and 30 seconds long meaning it was a Navy boat-type communication test. The Navy program on the upper frequency, was probably timed with the impact this morning of the expected solar blast to determine the effect of solar particle disruption on HAARP's ULF deep ocean submarine communications. I reported the solar Coronal Mass Ejection on BroJon Gazette last Friday and the almost immediate arrival of powerful solar rays 8 seconds later which caused a radio blackout over much of Europe and Africa on the sunlit side of the Earth. The arrival of the solar particle blast was easily predicted to arrive 3 days later and did so Monday at 12:52 pm. The boys at HAARP were well aware of the solar eruption and exactly when the massive particle blast would arrive at Earth. They began their transmissions almost exactly 4 hours before the blast disrupted the magnetosphere and then continued transmissions for another 8 hours. It seems this was not really a "submarine communication" test, even though the transmissions were spaced as if they were sending "sub codes." The varing signal strengths and extreme high power would indicate the transmissions were setting up Air Force space warfare type "vertical anti-missile radiation curtains" in various directions, as was done last February 18-21. The test was to ensure that the anti-missile defense system would still operate during solar magnetospheric disruptions. But that is only the published spec, not necessarily what is done in practice (as in those CB'rs running illegal 1KWatt linear amplifiers). There is a planned Air Force "Star Wars" test with two vehicles, one from California and the other in the south Pacific, similar to last summer's failed test. The tentative published launch is set for late March or April. I will monitor HAARP to confirm it is running full power during the launch, as it was last summer. Last summer's "failure" is exactly what a HAARP device is supposed to do; destroy the electronic controls of a vehicle so the second stage cannot separate from the booster. A very cheap, simple way to knock down missiles launched from anywhere on the planet. It also can destroy military satellites in low orbit. Maybe that's why the Russians and Chinese have been complaining in the last several weeks about Bush's intention to "build" the star wars system. Maybe they've been losing some of their "secret hardware." But of course, they won't say that in public. Its now 11 AM PST, on Saturday the 17th, and the signal is blasting in with the powerful pre-pulse tone around S+20 and the main signal about S9. The signal varies 3 to 6 db over a series of several pulses. Since this is not due to F-layer skip fading, I must assume they are slewing the beam of the antenna in various directions, and thus changing the amount of the side lobes in this direction. This must be a test of a simulated space warfare game with multiple targets. Rapid slewing of the antenna in just a matter of a minute or two is not useful for submarine communication, nor for their stated purpose of doing "ionospheric research." To show the HAARP signal is abnormally large, at this time, the 80 meter band is silent and WWV at 5 MHz cannot be heard, as would be expected during the daytime. WWV at 10 MHz is barely heard but does not even register on the S meter. Tuning back to 3.39 MHz, the S meter jumps off the top of the scale. Even the extremely powerful Russian woodpecker transmitters during the cold-war never did that, and they were aimed along the ground not out into space. I have no way to estimate how many Gigawatts that represents. It may be only coincidence but just several days ago, Russia announced it will be conducting a massive space war game, including the launch of numerous missiles, from both ground sites and submarines. Of course this is only a coincidence. You Think. I should point out in 1983 a number of Air Force ER-135 electronic warfare planes were shot down in the Sea of Japan. They were apparently making a covert entry into soviet airspace to test the latest Russian technology. What the Air Force did not know then was the Soviets had developed a stealth fighter so the 135's never saw the Russians coming and all 5 of the US e-warfare planes were shot down. To cover this "covert" event, the US shot down a 747, a plane similar to the 135's (or modified Boeing 707's whose parts are very similar to a 747) so if plane parts are found in the Sea of Japan they are claimed to be the 747. The important debate on global warming under UN auspices provides but a
partial picture of climate change; in addition to the devastating impacts of
greenhouse gas emissions on the ozone layer, the World's climate can now be
modified as part of a new generation of sophisticated "non-lethal weapons."
Both the Americans and the Russians have developed capabilities to manipulate
the World's climate.
In the US, the technology is being perfected under the High-frequency Active
Aural Research Program (HAARP) as part of the ("Star Wars") Strategic Defence
Initiative (SDI). Recent scientific evidence suggests that HAARP is fully
operational and has the ability of potentially triggering floods, droughts,
hurricanes and earthquakes.
HAARP IS A MASS DESTRUCTIVE WEAPON - NOT PART OF ANY NEGOTIATIONS
From a military standpoint, HAARP is a weapon of mass destruction.
Potentially, it constitutes an instrument of conquest capable of selectively
destabilising agricultural and ecological systems of entire regions.
While there is no evidence that this deadly technology has been used, surely
the United Nations should be addressing the issue of "environmental warfare"
alongside the debate on the climatic impacts of greenhouse gases.
Despite a vast body of scientific knowledge, the issue of deliberate climatic
manipulations for military use has never been explicitly part of the UN
agenda on climate change. Neither the official delegations nor the
environmental action groups participating in the Hague Conference on Climate
Change (CO6) (November 2000) have raised the broad issue of "weather warfare"
or "environmental modification techniques (ENMOD)" as relevant to an
understanding of climate change.
The clash between official negotiators, environmentalists and American
business lobbies has centered on Washington's outright refusal to abide by
commitments on carbon dioxide reduction targets under the 1997 Kyoto
protocol.(1) The impacts of military technologies on the World's climate are
not an object of discussion or concern. Narrowly confined to greenhouse
gases, the ongoing debate on climate change serves Washington's strategic and
defense objectives.
"WEATHER WARFARE"
World renowned scientist Dr. Rosalie Bertell confirms that "US military
scientists are working on weather systems as a potential weapon. The methods
include
the enhancing of storms and the diverting of vapor rivers in the Earth's
atmosphere to produce targeted droughts or floods."(2)
Already in the 1970s, former National Security advisor Zbigniew Brzezinski
had foreseen in his book "Between Two Ages" that:
"Technology will make available, to the leaders of major nations, techniques
for conducting secret warfare, of which only a bare minimum of the security
forces need be appraised... Techniques of weather modification could be
employed to produce prolonged periods of drought or storm. "
Marc Filterman, a former French military officer, outlines several types of
"unconventional weapons" using radio frequencies. He refers to "weather war,"
indicating that the U.S. and the Soviet Union had already "mastered the
know-how needed to unleash sudden climate changes (hurricanes, drought) in
the early 1980s." (3) These technologies make it "possible to trigger
atmospheric disturbances by using Extremely Low Frequency (ELF) radar
[waves]." (4)
A simulation study of future defense "scenarios" commissioned for the US Air
Force calls for: "US aerospace forces to 'own the weather' by capitalizing on
emerging technologies and focusing development of those technologies to
war-fighting applications." From enhancing friendly operations or disrupting
those of the enemy via small-scale tailoring of natural weather patterns to
complete dominance of global communications and counterspace control,
weather-modification offers the war fighter a wide-range of possible options
to defeat or coerce an adversary. In the United States, weather-modification
will likely become a part of national security policy with both domestic and
international applications. Our government will pursue such a policy,
depending on its interests, at various levels. (5)

I have long been a licensed radio engineer and senior computer systems analyst. I have worked/consulted for many years on NASA Space Shuttle projects, Titan, Trident and Tomahawk missile systems, Star Wars laser and particle beam devices. I am familiar first-hand with top secret government, military and industry research facilities. I have not been to Gakona Alaska, but I have reviewed the technical specifications of the radio equipment installed at HAARP. It is not possible for the HAARP transmitter to do the many things claimed for it in the popular stories. I have communicated with the HAARP designer, Dr. Bernard Eastlund. Even though, Eastlund does hold patents for using something similar to a HAARP device which might be used for weather modification, even he would say, the location of HAARP in Alaska means it could not be used for that purpose. The transmitter would need to be moved to where the weather phenomena exist, and given the multiple-acre size of the HAARP antenna array, its not very portable, so there is little chance of that. The location of HAARP in Alaska just beneath the northern lights aurora zone means it can only be used for injecting particles from the ionosphere into the magnetosphere through the auroral electrojet just above HAARP. The HAARP radio beam cannot be aimed or used anywhere on the earth's surface. It can only be aimed directly above the atmosphere into the ionosphere where the ion particles can be used as an Air Force anti-missile defense shield far above the atmosphere, or also as a form of ULF plasma antenna in the aurora electrojet for Navy submarine communication. That is why both the Navy and Air Force participate in the research at HAARP. It can also be used by university geophysicists for investigating the movement of solar wind particles in the earth's magnetosphere in the auroral region. And that is the reason for the name "High frequency Active Auroral Research Project," HAARP. So where did all the stories about HAARP come from? I have worked at a number of locked and secure laboratories. Over the last few weeks I've been mulling over why we're seeing such an epidemic of rage--"road rage," "air rage," even "rink rage," to mention only a few manifestations. I have gradually come to the conclusion that this *has* to have been orchestrated. At first I just thought it was the expected fin-de-siècle madness, but the patterns and the nature of the rage make it clear that people's minds are being manipulated. EARTH'S ANCIENT PAST AND THE FALL OF LUCIFIER I for one would completely agree to the fact that there is an ancient and fallen civilization behind us in Earth's past. Where we are likely to disagree, is that in my own paradigm, this great civilization was formed when Lucifer and the 1/3 of the rebellious angels were cast to Earth in Revelation 12. These fallen entities came to Earth and built the Great Pyramid and other sacred sites in order to harness the power of the Earth's electromagnetic grid...truly marking the land mass with Earth Star patterns which are "As Below, So Above." It is likely that the ancient marking of these Earth Grid coordinates is what remains in the Ley Line phenomena. The purpose of this Luciferian scheme was to convert matter back into energy...to reverse E = Mc2. As an alternate theory, it is also possible that harnessing this power was used to create Multidimensional Piezoelectric Reactivity (MPR) to open a vortex to another dimension. After all...the rebellious angels didn't like being "cast to Earth"... If this is true, it is even more likely that the Bermuda Triangle is one of such port holes. This port hole would open when "as above, so below" occurs during certain planetary alignments, causing a flux between diamagnetic poles that would literally place those lost ships and airplanes somewhere in time/space. He encouraged me to share my ideas with you, so here goes the first one. In thinking about the HAARP project, I started thinking about what it means to spacecraft within that region of the ionosphere, and I mean normal everyday spacecraft such as the space shuttle and satellites. It means very bad things. Even if they limit themselves to increasing the charge particle density to only double or triple, ionospheric heating still means more energetic particles on average, and this will have catastrophic effects on certain spacecraft materials. I have just completed a three year study of ionospheric interactions with the new International Space Station, and even though the problem is still very fresh in my mind, it took awhile for me to grasp what an ionospheric heater is really doing, then it took me even longer to analyze these effects and apply understand the ramifications on my recent work. If I understand you correctly, we could start out by saying that the ionosphere is comprised primarily of Atomic Oxygen. In its natural state (before the invention of electricity) a fraction of this oxygen (and the other constituent gases) was constantly being ionized by solar and other radiations. The ionized atoms would then re-combine with an electron (usually within milliseconds) to lose their charge. Thus an equilibrium condition was reached, where depending on the level of solar activity, the portion of the atmospheric gases in that region settled in the ballpark of 0.01 - 0.1% ionized gas at any one time. This condition began to change however, with the advent of hi-power transmission equipment and power lines. The new technology affected both the ionization and re-combination processes, and resulted in localized effects to the ionosphere. Now enter spacecraft into the picture. NASA has been fighting a war for a decade on the effects that Atomic Oxygen has on polymer spacecraft materials. Essentially what's happening is that Atomic Oxygen is ramming into the weak organic chemical bonds at orbital + thermal velocities, and eroding away the material slowly. This is essentially the same thing that will happen with the ionized portion of the ionosphere as well, but only if the particular spacecraft structure is electrically neutral. As a detail point, the ionized atoms tend to be at the higher end of the gasses' energy distribution, because once they become ionized they become accelerated by electric forces. Conversely, atoms which are ionized by deliberate application of EM fields get accelerated by that same EM field, hence the effect of raising temperature. The ionospheric heater fits in here I now realize. And it is insanity. Consider the effects on the new thin-film Space Station Solar Arrays. They do not have the property of being electrically neutral in the ionosphere by any means. 1,000 to 20,000 times a second, the entire EM field surrounding them is collapsed by the voltage regulating SSU (non-shunt) circuit controller, and herein lies the problem. The copper circuitry is covered by 2 - 10 mil thick polymers like Kapton. When we analyzed the naturally occuring effects that the ionized portion of the ionosphere has on the arrays in 1994, we found the following interesting fact. The AC electric field present in the array circuitry switches 140 volts at 1 khz, and couples like a capacitor to the ions through the Kapton dielectric. The ions then slam the charged particles into the array polymers with a velocity fifty times greater than the orbital/thermal velocities of the non-charged gasses. That's like 2,000 times the energy in the collision. The result is that these atoms now have enough energy to damage copper and steel. The process is well known as ion sputtering. When we completed our analysis, the result was within an order of magnitude of saying that the arrays would not survive the requisite fifteen years. We argued and argued and eventually NASA took responsibility of the problem from us. AKA it disappeared. We based our analysis on the 1986 model of the ionosphere which takes no man-made ionospheric effects into account. If

Perhaps Silent Sound is being used in conjunction with HAARP. Whichever, I find it just about impossible to believe that it was some coincidence that these totally unnatural concentric circular energy patterns and other unnatural formations such as perfectly straight lines showed up on radar exactly where unbelievably severe weather conditions occurred, and also where the terrible violence of the Jonesboro massacre occurred, knowing what we know about EM/RF weather modification and mind control operations. These radar systems have been registering electromagnetic disturbances which are directly connected to seismic activity as well, which may indicate even more malevolent operations using HAARP technology. Quake City One of the more covert of HAARP's seemingly countless agendas is that HAARP transmissions can be used for detecting and monitoring electromagnetic or plasma phenomena which are precursors of seismic activity and tectonic movement; indications are that HAARP transmissions can be (and conceivably ARE BEING) used to activate or TRIGGER exactly these same electromagnetic conditions which can cause tectonic movement-- in other words, HAARP potentially has the ability to cause EARTHQUAKES! Certainly such a capability is equally as disturbing as nearly everything else about HAARP, and judging by how other of the technology's capabilities have been applied, it will also likely ' be applied in a similarly malevolent manner. I don't really even ' want to follow that line of thinking too far, but the implications are clear--and very frightening. Think we have a problem here? Well, I sure do. It seems that HAARP signals are being picked up by weather radar systems as referred to above. This has been noted in conjunction with some unusual earthquake activity as well; notably at the China Lakes Naval Air Warfare Center in Southern California, where the quakes have been numbering around 100 per day for weeks now and radar images have often shown what seem to be major weather disturbances-- yet concurrently the weather satellite shots of the area and local weather conditions reports prove that the skies at these times have been generally calm and clear! Something similar occurred on Easter Sunday in the Carolinas. It looked from the radar shots as though the area was being pounded by massive tornadic activity, yet the skies were clear and the atmospheric conditions generally calm. The next day, however, guess what--a sizable and unargueably rare earthquake hit this exact region! Yet one more item on the list of HAARP's covert agendas and applications: Detection of electromagnetic seismic activity which may precede earthquakes -- and triggering of such activity. It is becoming very apparent that the radar systems are picking up electromagnetic perturbances which not only don't correlate to observed actual weather conditions but display totally unnatural formations like perfect circles (often concentric), perfectly straight lines, etc. This same phenomenon, often in conjunction with tremendous and historically unheard-of rainstorms has also been observed in Western Australia, where the concentric electromagnetic energy pulses accompanying the fronts have been so severe as to totally knock out the power grids in the region--exactly what happened in Aukland, New Zealand earlier this year, when the entire heart of the city was without power for months after their electrical grid was literally fried by these EM pulse waves. It bears repeating here that some scientists believe that HAARP, especially at it's current extraordinary levels of power, is quite capable of generating such highly advanced, esoteric phenomena as gravity waves; the ability implement interdimensional/time bending, distortion, shifting, rifting and the like would be along the same lines. The preamble written by the editor said this: "Her story, indeed, is 'stranger than fiction.' And it's only the beginning, the first glimpse of a new and uncertain factor in human affairs, opening up unimagined physical possibilities - but also threatening our very survival." Those words were indeed prophetic. Advanced technology based on the original works of Nikola Tesla is being developed at an alarming rate. This discoverer of alternating current power source and transmission system (among other accomplishments was a genius before his time. In spite of this, his name is unfamiliar to most because soon after his death in 1943 his data was removed from libraries and his only claim to fame now is the Tesla Coil. He hoped his discoveries would be used for peaceful, life-enhancing purposes.) While traveling in Alaska in the summer of 1994, we visited the Copper Valley area hoping to explore the old mines. A large intimidating sign blocked all access to this region. I didn't think too much of it at the time, however I later learned of a highly secret project being constructed there and was able to locate a book published in Alaska discussing the HAARP system, that being an acronym for High-frequency Active Auroral Research Project. The authors of "Angels Don't Play This HAARP" base their information on documents they were able to view which came out of secret meeting of the U.S. Government and the U.S. Military. HAARP is a ground-based "Star Wars" weapon which has the capability to manipulate the environment in such a way as to change weather patterns, disrupt global communications systems, disrupt human mental processes, negatively affect health, and impact the Earth's upper atmosphere in an unnatural and damaging way. By interfering with the Earth's magnetic field there is no assurance that damage on an irreversible global scale will not occur. All participants involved in designing HAARP are part of a giant partnership of government, the military and many private corporations which form defense intelligence contractual networks, and it is done in secret. Critics of the project believe that large groups of independent scientists should be talking a close look at these developments before the project is allowed to continue. A biggest "ionospheric heater" in the world is located on the HAARP site. Focused energy could be beamed up to the ionosphere where the radio-frequency waves would interact powerfully with charged particles that are always trapped up there. The heating effect of the focused beam would then dramatically push a plume - a large section of the ionosphere - up and outward from Earth. One critic of the project called it "skybusting." The Earth is protected from harmful cosmic rays by the Van Allen Radiation Belt in conjunction with the Earth's magnetic field. The ozone layer protect us from ultra-violet light. If this dual barrier is weakened, allowing these high-energy particles from the ionosphere to enter the atmosphere, serve damage could be caused to the DNA blueprints of all life on Earth. This is only one of the disastrous effects of which the HAARP system capable. Co-author Jean Manning, in conversation with a ham operator, learned that as early as 1975-76 the Soviet Union was beaming radio-frequency signals toward North America. Ham operators were picking up the 10-hertz (pulses per second) frequencies which they called Woodpecker signals because of the tapping they heard from extremely low frequency (ELF) waves. It was speculated that his ELF frequency could resonate the neurons in the human brain over great distance, resulting in mood changes in a large part of the population. These ELF waves could cause communication interference, power failures, and weather modification designed to have a devastating effect on food production. HAARP records disclose that when the project is up to full power, it will be able to send very low frequency and extra low frequency (VLF and ELF) waves at energy levels sufficient to affect entire regional populations. What other objective can there be but to control people? What is even more ominous is the authors' picture of what they refer to as the "psychocivilized society." After reviewing HAARP documents and Air Force materials, the possibility is there for the HAARP transmitting system to be used "inadvertently or intentionally to after mental functions." Early research on the brain was conducted on animals, using electrodes inserted into the brain to produce different kinds of behavior. Dr. Jose M.R. Delgado developed his research so that brain-manipulating effects could be achieved at a distans, and by changing wave form, could completely change the thinking and emotional state

Obviously there are oceanic and atmospheric conditions which lead to the development of the fabled "El Nino" which very much impacts our experienced weather; my point is that this provides the perfect cover for HAARP operators to activate their new toy, and of course to amplify or boost the effects of El Nino as well, with the usual malevolent intent. Call it "El HAARPO". The deadly "tornados" which have left scores of people dead and absolutely obliterated sections of sections of the southeastern U.S. and even areas such as Minnesota this spring were, as far as can be determined, completely unprecedented--literally unheard of, in recorded human experience. What is so inexplicable and unilaterally astonishing about these "storms", aside from their mind-boggling ferocity, is the fact that in many cases few if any of the typical atmospheric precursor conditions--like CLOUDS-- conducive to the development of such storms were present, as indicated by virtually all relevant weather monitoring and forecasting technologies and systems. Photographs from weather satellites, weather radar readouts, and vast amounts of other data from a wide variety of sensing, monitoring and tracking technologies failed to provide ANY INDICATION WHATSOEVER that such horrendous atmospheric turbulence was building preceding many of these extraordinarily vicious storms. Does this seem perhaps just the slightest bit peculiar to ANYBODY except me? I think it's safe to say at this point that much of what has been claimed to be a result of the fabled (scapegoat) "El Nino" is in fact the result of weather control/manipulation and tampering to an extent never attempted before, due to HAARP technologies now on line. Personally I believe that manipulations of the upper-level atmospheric conditions which give birth to our experienced weather conditions is occurring on a massive, even global scale. This is in fact among the stated goals and intended uses for HAARP and is plainly stated as such within internal federal documentation for the project (see Angels Don't Play This HAARP, by Begich and Manning). WHOSE THOUGHT WAS THAT? Another major agenda of HAARP's is of course mind control. I have had strong suspicions that the Jonesboro, Arkansas massacre and a number of very similar incidents over the past months have been the result of mind control operations. The recent news on the nearly inconceivable horror out of Jonesboro has finally pushed me over the brink; into confronting head-on the likelihood that this and a veritable blood orgy of similar mass murders by youngsters in the past couple of years--mostly but not only in the southeastern U.S--are the result of some sort of mind control program. Despite a fairly rigorous childhood and teenagehood in New York City and Long Island, and many years since spent in other major urban areas like L.A. and the Bay Area, I must say I really cannot recall any precedent for these types of mass slayings perpetrated by young teens and preteens, against their peers or elders, often carried out at (usually public) schools. What in the name of God or any standard/concept of a more evolved, civilized and positive existence and being: what in the name of any decency, reason, compassion, or awareness could be motivating or compelling these young people to manifest such remorseless, shameless and vicious violence in acts of mass murder? And notice also that this is not happening in New York, L.A., Chicago or other large cities, where gang violence has been so prevalent. Its happening in quiet, totally "typical", rural/suburban Middle American communities, among mainly white, middle class people. I think programming is on the scene here in a most major way. There has been some solid information which supports this hypothesis lately. Author Alex Constantine (Psychic Dictatorship In America and many other fine works investigating mind control operations) has reported the following to online "e-zine" The Konformist concerning a particular EM mind control operation which he says was a major factor in the bloodcurdling massacre in Jonesboro Arkansas. I have been suspecting just such a thing for some time now, after a veritable spate of similar horrifying incidents over the past several months, most of which occurred in the southeastern U.S. In fact I emailed The Konformist voicing exactly these suspicions right after the Jonesboro nightmare. Response to HAARP document At Preston Nichols' suggestion, I emailed The Navy with a request for a comment on the text of the faxed document regarding a major blowout in a recent HAARP operation involving particle accelerators, resulting in the creation of an interdimensional/time rift. (A full verbatim reprint of the document was included.) As I pointed out in my recent article on HAARP, there was one obvious discrepancy in the faxed document concerning the zip code--it correlated to Fort Myers and not Washington D.C. as the document stated; however at 1455 Overlook Ave., in Fort Myers is a vast multi governmental complex which houses, among other things, National Security Agency offices. Interestingly enough at 4555 Overlook Ave. (SW) in Washington D.C. is the Naval Research Laboratory, a large facility with a staff of over 4000 people, which is in fact the headquarters of the Navy's HAARP operations. The discrepancy regarding the address as well as the April 1 date on the document could provide ample wiggle room for those involved or knowledgeable to discredit the document. However in a rare public display of agitation, foolishness, confusion or ineptness, a Pentagon spokesman today issued a statement commenting on the HAARP document in question; a response notable indeed for being a complete, total and what's more, unnecessary lie. Rather than addressing any of the points I raised in my request, nor any of the elements of the faxed document, even the potentially questionable ones, a Navy spokesman chose instead to attempt to completely discredit the document (and myself) and derail any serious inquiry by making a reply which is in one instance at least blatantly and demonstrably untrue. In an email to me dated 5/4/98 1:53:27 PM, Alan Goldstein, Director of Technology Integration at the Navy Office of Information, The Pentagon - Washington, D.C. wrote: " ...There is not any Admiral Falvey nor is there any Overlook Avenue in Washington, D.C". As shown, this statement is a total, complete and utter lie. As a Naval employee at the Pentagon, I find it impossible to believe that he is not aware of the fact that at 4555 Overlook Ave. SW in Washington D.C. is the Naval Research Lab, the official home of HAARP operations. Busted! The facts speak for themselves. Perhaps this blatant lie was intended by it's blatancy to show indicate that the HAARP document is essentially valid; more likely it's an indication of a hasty, off-balance response to an issue which would seem to have caused some concern. Firstly, if the document and my letter were just childish gibberish, why bother to respond at all? And if responding, and if the faxed HAARP document is unquestionably worthless nonsense, why not prove or indicate it as such with solid, valid statements? Instead, (to seriously mix my metaphors), they go off totally half-cocked, shooting from the hip and end up putting their foot firmly and deeply in their big mouth. Give them a little rope and what do you know--they really hang themselves on this one! It is fair to say that to some extent such a blatant, almost absurd lie of this magnitude from a Pentagon official on the HAARP document can ONLY be seen as bolstering by default the validity of the document in question. Interesting as well is that this individual seems to imply that my invoking the U.S. Constitution amounted to more "childish gibberish". I guess we know which "side" he's on, and it isn't OURS! The acknowledged, publicized applications for potential applications of HAARP technology are primarily: Enhancement of or interference with communications, as well as development of new types of radio transmissions; "Investigation" of effects on weather patterns; Earth-penetrating tomography -- an X-ray like function which can reveal, for example, the existence of underground installations as well as oil or mineral deposits. Some of the other principal yet unpublicized goals are: Weapons-related (physical/psychological disablement) and mind control uses; Large scale tampering/modification of global weather patterns via ionospheric disturbances "Pushing the envelope" in terms of pumping electromagnetic energy into the ionosphere, just to see what happens. It bears emphasizing here that any such references to HAARP being used for EM mind control come directly from numerous internal documents and repeated references therein to HAARP's capabilities as electromagnetic mind modification/manipulation technology and intentions to so implement HAARP. There are yet further agendas for HAARP even more covert than these, as this report will discuss. HAARP ON LONG ISLAND! Some very interesting information about HAARP has recently come light. To provide a background for some of this information, we go back to early last summer when Brookhaven National Laboratories on Long Island underwent a significant and far reaching change of directorship, and subsequently a change of direction and focus. The changes at Brookhaven, one of the first National Laboratories established, received coverage even in the national news media. (Brookhaven has been getting considerable heat on Long Island as of late due to their having dumped radioactive waste into Long Island's groundwater aquifer for the past 30+ years, resulting in severe, widespread and life threatening contamination of the water supply of a great number of people, farmland, waterways, and even Long Island Sound/Peconic Bay). Brookhaven Labs has been repeatedly named as a major player in other clandestine and generally malignant and malevolent operations on Long Island--such as the Montauk Project and many related activities; among other well-known secrets are the particle accelerators underlying much of the area used in so many covert projects, which undoubtedly also have negative environmental and health consequences. Subsequent to these well-publicized but never adequately explained changes at Brookhaven Labs last year, several of the Navy's key HAARP personnel are now stationed at BNL. No public mention has been made of this by Brookhaven, the Navy, nor anyone else. Latest reports show that the Navy has more or less completely taken over administration and operation of HAARP and that the Air Force is no longer involved in any significant capacity. OFFICIAL LIES Certain of the photos on the Navy's "official" HAARP website betray the fact that the photos were doctored--a structure visible in the photos proves that (at least one of) HAARP's transmitter site(s) is no longer in Alaska if it ever was but is in fact on Long Island, in the Westhampton pine barrens quite close to Brookhaven Labs--the nearby structure seen in the web page photo is part of Brookhaven! Completed in December 1994 and now undergoing testing, the antenna field is the visible part of a powerful and sophisticated high-frequency radio transmitter designed to transform areas of the upper atmosphere into the equivalent of huge lenses, mirrors, and antennas. This little known Pentagon sponsored radio physics project, called the High Frequency Active Auroral Research Program (HAARP) is officially intended to expand knowledge about the nature of long range radio communications and surveillance using the fluctuating ionosphere (See "Way up in the Ionosphere"), the portion of the upper atmosphere extending from 35 miles to 500 miles above the Earth's surface. According to program manager John L Hecksher of the Phillips Laboratory at Hanscom AFB, Massachusetts, potential military applications of the HAARP research include developing Department of Defense for detecting cruise missiles and communicating with submarines. "Although HAARP is being managed by the Air Force and Navy, it is a purely scientific research facility that poses no threat to potential adversaries and has no value as a military target," he says. But thats just the publicly announced part of the program. HAARP also has a secret agenda: pursuing more exotic military goals, such as locating deeply buried weapons factories thousands of miles away--AND EVEN ALTERING THE LOCAL WEATHER ABOVE AN ENEMIES TERRITORY. A 1990 internal document obtained by Popular Science says the programs overall goals is to "Control ionospheric processes in such a way as to greatly improve performance of military command, CONTROL, and communications systems." It provides a description of the following applications: * Injecting high frequency radio energy into the ionosphere to create huge, extremely low frequency (ELF) virtual antennas used for earth penetrating topography--peering deep beneath the surface of the ground by collecting an analyzing reflected ELF waves beamed down from above. * Heating Regions of the lower and upper ionosphere to form virtual "Lenses" and "Mirrors" that can reflect a broad range of radio frequencies far over the horizon to detect stealthy cruise missiles and aircraft. * Generating ELF radio waves in the ionosphere to communicate across large distances with deeply submerged submarines. And, patent documents filed during an earlier research effort that evolved into the HAARP program outline further military applications of ionospheric-heating technology: * Creating a "Full Global Shield" that would destroy ballistic missiles by overheating their electronic guidance systems as they fly through a powerful radio-energy field. * Distinguishing nuclear warheads from decoys by sensing their elemental composition. * MANIPULATING LOCAL WEATHER. When the HAARP facility is fully constructed, it will include several sensing and analysis systems. At its heart is the antenna field, which now (1995) is a demonstration version of a larger planned array named the Ionospheric Research Instrument (IRI) which will include 360 antennas. The IRI is designed to temporarily modify 30 mile diameter patches of the upper atmosphere by exciting, or heating their constituent electrons and ions with focused beans of powerful radio energy. A household analogy would be a microwave oven, which heats food by exciting its water molecules with microwave energy. (Snip) Virtual lenses and mirrors will be generated in the ionosphere, if the IRI works as intended (1995). By precisely warming a patch of the lower ionosphere, the IRI reduces its density relative to the surrounding atmosphere. An "Ionospheric Lense" thus formed can in turn focus a radio beam into the upper ionosphere. Normally, most high frequency radio waves broadcast from the ground are absorbed or scattered in the lower ionosphere, and few of them reach such high altitudes. Next the focused radio beam excites a patch of the upper ionosphere to form a virtual mirror. Finally, a radio communication signal broadcast by the IRI, focused through the lens and reflected from the mirror can be directed far over the horizon. (Snip) Proprietary phased-array (Local Arrays) transmitting, steering, and pulsing techniques built into the IRI will permit rapid aiming of the radio frequency beam in any direction, and at angles as low as 30 degrees above the horizon. This "Oblique Heating" ability enables HAARP to form virtual lenses and mirrors at distances of more than 1000 miles from the transmitter. (Snip) The full Global Shield is an exotic proposal for an Earth encompassing shell of high speed electrons and ions that would be generated by a much more powerful version of HAARP. MacDonald) "science advisors to U.S." The mental-disruption possibilities for HAARP are the most disturbing. More than 40 pages of the book, with dozens of footnotes, chronicle the work of Harvard professors, military planners and scientists as they plan and test this use of the electromagnetic technology. For example, one of the papers describing this use was from the International Red Cross in Geneva. It even gave the fre-quency ranges where these effects could occur -- the same ranges which HAARP is capable of broadcasting. The following state-ment was made more than twenty-five years ago in a book by Brzezinski which he wrote while a professor at Columbia University: "Political strategists are tempted to exploit research on the brain and human behavior. Geophysicist Gordon J.F. Mac-Donald, a specialist in problems of warfare, says accurately-timed, artificially excited elec-tronic strokes could lead to a pattern of oscillations that produce relatively high power levels over certain regions of the earth ... in this way one could develop a system that would seriously impair the brain performance of very large populations in selected regions over an extended period" " ... no matter how deeply disturbing the thought of using the environment to manip-ulate behavior for national advantages, to some, the tech-nology permitting such use will very probably develop within the next few decades." In 1966, MacDonald was a member of the President's Science Advisory Committee and later a member of the President's Council on Environ-mental Quality. He published papers on the use of environ-mental control technologies for military purposes. The most profound comment he made as a geophysicist was, "the key to geophysical warfare is the identification of environmental instabilities to which the addition of a small amount of energy would release vastly greater amounts of energy." While yesterday's geo-physicists predicted today's advances, are HAARP program managers delivering on the vision? The geophysicists recog-nized that adding energy to the environmental soup could have large effects. However, human-kind has already added substantial amounts of electro-magnetic energy into our environment without under-standing what might constitute critical mass. The book by Begich and Manning raises questions: Have these additions been without effect, or is there a cumulative amount beyond which irreparable damage can be done? Is HAARP another step in a journey from which we cannot turn back? Are we about to embark on another energy experiment which unleashes another set of demons from Pandora's box? As early as 1970, Zbigniew Brzezinski predicted a "more controlled and directed society" would gradually appear, linked to technology. This society would be dominated by an elite group which impresses voters by allegedly superior scientific know-how. Angels Don't Play his HAARP further quotes Brzezinski: "Unhindered by the restraints of traditional liberal values, this elite would not hesitate to achieve its political ends by using the latest modern techniques for influencing public behavior and keeping society under close surveillance and control. Technical and scientific momentum would then feed on the situation it exploits," Brzezinski predicted. His forecasts proved accurate. Today, a number of new tools for the "elite" are emerging, and the temptation to use them increases steadily. The policies to permit the tools to be used are already in place. How could the United States be changed, bit by bit, into the predicted highly-controlled technosociety? Among the "steppingstones" Brzezinski ex-pected were persisting social crises and use of the mass media to gain the public's confidence. In another document prepared by the government, the U.S. Air Force claims: "The potential applications of artificial electromagnetic fields are wide ranging and can be used in many military or quasi-military situations... Officially, this 33-acre gravel pad near the Tok Highway 180 miles northeast of Anchorage is the home of the high-frequency active auroral research program (HAARP). Depending upon who you ask for a more detailed description, HAARP is either a futuristic weapon, a scientific research project, a global mind control schemerivaling network TVor the cause of a reptilian invasion from another dimension. In addition to its real functionswhich we will get to in a momentHAARP has replaced the magic-pellet gasoline substitute as the great techno-legend of our time. (The magic pellet, by the way, is actually calcium carbide. It reacts with water to produce acetylene that will fuel an internal combustion engine, at least until the corrosive exhaust eats through the cylinder walls.) HAARP is not quite as easy to explain as magic fuel pellets. Part of the reason is that it is involved in a fairly complicated area of research. Operated by the Air Force Research Laboratory's Space Vehicles Directorate, it houses what is perhaps the most impressive collection of ionosphere research instruments ever assembled. If you are a physicist who explores this region 25 to 500 miles above sea level, you couldn't ask for a better-equipped lab. So large an investment in so remote a location logically raises the question: Why? For the same reason that Willie Sutton hung out around banks. Because of its far northerly latitudewell into northern lights countryGakona is an excellent vantage point for studying the ionosphere. We sit at the bottom of a gaseous sea of dense, electrically neutral gases. This familiar situation changes as we rise into the sky. At higher altitudes, the air becomes less dense. This means the radiation from the sun has less atmosphere to penetrate. Being more energetic, it strips gas molecules of their electrons, turning them into the ions for which this region is named, the ionosphere. The presence of ions and electrons in this layer causes electromagnetic radiation from man-made sources to be absorbed, reflected and distorted. The absorptive and reflective characteristics of the ionosphere are the reason why amplitude-modulated radio broadcasts that can be heard within only a few tens of miles from their transmitters during the day can be heard thousands of miles away at night. The ionosphere's ability to distort signals can produce effects that are downright spooky. Consider the "Luxembourg effect," which sent shivers down the spines of international radio listeners in 1933. "In this case a weak Swiss radio station appeared to be modulated with signals from the powerful Luxembourg station, which was transmitting at a completely different frequency. Music from the Luxembourg station was picked up at the frequency of the Swiss station," explains a Department of Defense (DOD) spokesman. The Pentagon isn't interested in explaining mysteries from the early days of radio. "The continual growth in the number of civilian and military satellite systems whose performance depends on paths passing through the ionosphere, encourages not only good characterization and monitoring of the ionospheric state, but also an examination of what controlled local modification of the ionosphere, using ground [high-frequency] transmitters, could do for and to these systems," says the DOD. HAARP Science Creating that "controlled local modification of the ionosphere" is what the HAARP project is all about. To do this, HAARP team researchers are using a high-power, high-frequency phased array radio transmitter known as the Ionospheric Research Instrument (IRI) to heat pockets of the ionosphere. It will do this by transmitting a narrow beam of high-power radio signals in the 2.8- to 10-MHz frequency range. The antennas needed to beam this energy are enormous. Sitting on a gravel pad, they cover 33 acres with 180 72-ft. towers. The towers are spaced 80 ft. apart, forming a rectangular grid (see photo above). Each tower supports two pairs of crossed dipole antennas. One antenna is tuned to transmit at between 2.8 and 7 MHz. Its companion transmitter at between 7 and 10 MHz. An elevated ground screen acts as a reflector. It is raised about 15 ft. off the ground to allow truck access to 30 transmitter shelters. According to DOD documents, each contains six pairs of 10-kilowatt transmitters. Operating together, they deliver 3600 kilowatts to the antenna network. The signal transmitted from the network of antennas travels upward and is partially absorbed. I have no clue what the "weapon" was, only that news reports said that it was used. I've seen no other reports since the original account of this "weapon." -Caveat Lector- Remember Chuckie Colson? He wanted to hired Gordon Novel to wipe out the Nixon tapes flying above the White House using a similar device. I of course do not know a lot about this stuff; like to read the experts. I do know, at one time, if you put a charge card on your television, it would be demagnitized. Once, I bought a beautiful new color television...had it two days. Somoene gave my son who was only 11, a huge magnetized horse shoe type magnet. He walked into the house, and said "look"as I watch, like a vampire, the magnet drew all the color out of my TV. Fortunately, the next day the color was back - I understand too, you should not turn on a vacuum cleaner in front of a television. Now, I have had two televisions in the last year, turn pink in color.and I am wondering, if - what is causing a new television, to do that. My primary television was struck by ligtning - which came over the cable wire I guess (I did get a new one free thanks to insurance).
