WASHINGTON -- Bettina Aptheker remembers standing outside the Berkeley Co-Op back in 1966, clipboard in hand, offering a petition against the war in Vietnam. If she stood there all day, recalls the activist who now teaches feminist history at UC Santa Cruz, she could get three dozen signatures maybe. These days, those opposing war in Iraq have the Internet. Eli Pariser, the 22-year-old international director for MoveOn.org in New York, says his group can gather 8,000 signatures in an hour, or an average of two a second. Spawned as an e-mail effort to get Congress to move on from the impeachment trial of President Clinton, the Web site has morphed into a grass-roots antiwar powerhouse claiming 750,000 members an increase of 100,000 in the last month alone. As organizers prepare for Saturday's antiwar rallies in New York and throughout Europe, Vietnam-era peace activists and scholars who have studied pacifist influences on U.S. history marvel at how quickly the movement has galvanized its supporters to take to the streets. It took three years of ground combat in Vietnam, often televised, before activists could rally 250,000 in mass antiwar rallies in 1968. Saturday's organizers in New York hope to double that number against a war that has not yet begun. But with a majority of Americans supportive of war against Iraq although the numbers drop if conflict comes without U.N. support or with heavy U.S. casualties the battle for hearts and minds is very much a contest for the mainstream. Marshaling the middle class against a war in time to prevent it is all but impossible, scholars say. No major peace movement in modern American history has stopped a war, said Melvin Small, a historian at Wayne State University in Detroit and author of Antiwarriors: The Vietnam War and the Battle for America's Hearts and Minds. But they did affect the trajectory of war. The current antiwar movement has not only assigned itself the historically unprecedented goal of stopping war in Iraq before it starts, but it has also signaled a willingness to stay in the streets for any U.S. mission involving the invasion of foreign countries in the name of fighting terrorism. Fear of terrorist attacks propels many Americans to support a war in Iraq, but activists believe their greatest argument is that war will only increase the risk. What I see is a bigger and bigger movement over the question of what kind of world order we want, said Tom Hayden, an organizer of antiwar efforts then and now. While Vietnam-era protests grew out of the 1960s civil rights movement, with its emphasis on peaceful pressure to achieve political goals, this grows out of the anti-globalization movement, Hayden said. Whatever happens in Iraq, the movement will continue to grow because of discontent over the strategy of American empire, he added. With public opinion up for grabs, both sides have taken great pains not to repeat the public relations mistakes of the Vietnam era particularly in dealings with the news media. During Vietnam, President Nixon's administration made a concerted effort often through the rhetoric of Vice President Spiro T. Agnew to marginalize protesters as hippies, druggies and basically unpatriotic. The news media, particularly television, fueled the impression by homing in on the most colorful, often sandal-clad, demonstrators with long hair and tie-dyed shirts. The tactic backfired when protests grew mainstream. Now, the White House has been careful to refrain from comment on the demonstrators, and protesters have tried to emphasize the middle-class nature of their crowds. The antiwar groups are still smarting, however, over the news media treatment of their movement including slight coverage last fall by major newspapers and continued hype on TV particularly CNN's use of a protester burning a U.S. flag as an icon for coverage of January's rallies. Antiwar groups say they have also learned another lesson from the Vietnam era to make a distinction between opposition to U.S. policy, and U.S. troops. If the United States does go to war against Iraq, however, support for American soldiers could well dampen antiwar sentiment. We're being very careful not to direct animosity to troops, said Pariser of MoveOn.org, which is run by six people, mostly from laptop computers in their homes. They're just trying to do their jobs, but it's irresponsible to put their lives on the line when the inspections regime could lead to disarmament. Historians are still debating whether the Vietnam-era protests actually stopped the war or protracted it. Some think Nixon pursued victory at all costs in part because he did not want to appear to cave in to public opinion. Others note moments when pivotal mass marches forced Presidents Johnson and Nixon to scale back their military plans. Already, a similar divide haunts the movement against a war in Iraq. That was the punishment Kali Snowden's mother issued Tuesday night after learning her daughter had been arrested earlier the same day. The 15-year-old had -- without her mom's permission -- participated in the war protest that snarled traffic for morning commuters on the east approach to the Evergreen Point Bridge. But the repercussions of the action and calls for more disruptive protests in the future represent far more serious consequences for the Seattle peace movement as a whole. They could fracture a fragile coalition of wide-ranging groups that have combined to oppose a U.S.-led invasion of Iraq. Among the Seattle coalition, opinions vary widely about how much disruption is too much. Although some groups advocate more extreme measures akin to the traffic blockade, others say they will not demonstrate unless organizers commit to orderly, legal forms of protest. Snowden, a student at a Seattle alternative high school who colors her hair green, and seven other protesters arrested Tuesday reject the notion that they could divide the coalition. Nearly all are high school or college students. Snowden and the others are members of a radical but unnamed group that advocates a no-more-business-as-usual stance against their government, which they believe is bent on war. The group is not affiliated with the coalition, and members contend that their tactics will add needed diversity to the stop-the-war effort. You're not going to stop the war by wearing a peace button, said 17- year-old Samantha Seabrook-Sturgis, who was arrested. She and others don't think their actions will hurt large, mainstream peace rallies. People will turn out for those, said Jonathan Dupuy, 18, who also was arrested. We already had the largest no-war protests in history, and it's going to continue. Bush and Blair are still determined to go to war, but we must stand up for what we believe in. Alice Woldt, executive director of the Church Council of Greater Seattle, helped coordinate the myriad community groups that sponsored the Seattle rally and march last Saturday attended by more than 20,000 demonstrators. Woldt said that if any of the groups involved would have called for disruptive or illegal actions, the coalition would not have stayed together. The very existence of the current coalition depends on a commitment to peaceful protest, Woldt said. Woldt said that the Church Council would participate in other war protests provided there is a commitment to making every effort to keep the action safe. I'm not saying that we would not support civil disobedience, Woldt said. That has been part of the peace movement that church people have engaged in, but we are not into property damage or anything that creates negative consequences for us. In Tuesday's protest near the bridge, no one was hurt, and no property was damaged. Many commuters, however, were hopping mad. The eight arrested face charges of misdemeanor trespassing and creating a public nuisance that could result in up to 90 days in jail and $1,000 fines, said King County Prosecutor's Office spokesman Dan Donohoe. However, the office has not reviewed the case or decided whether to file charges. Snowden's sentence already has been handed down -- by her mother, Maggie Metcalfe Hess. She said her daughter's freedom is suspended at the moment. Nobody told me this was happening -- until I saw it on the news, Metcalfe Hess said. Woldt didn't support the protest, but understood the group's zeal. There is a certain level of youthful exuberance and inexperience that in some ways we have to live with, she said. But she added that she has to weigh the value of getting people's attention against the type of attention evoked. If it produces anger from a lot of people, Woldt said, I would judge that as a non-starter. But the group of young protesters said it wasn't anger it wanted to create by blocking the highway. We broke the public's daily routine and asked everyone to resist apathy and reflect on the gravity of this war, said Meesh Wilson, 29, a spokeswoman for the group. In response to criticism that the blockade threatened public safety, Wilson said the group made every effort to minimize risk. Greenpeace Stalls US Military Shipment to the Gulf ROTTERDAM, Netherlands - On Thursday, February 20, police used water cannons Thursday against a Greenpeace blockade of a cargo ship loaded with U.S. military equipment bound for Iraq, and arrested 19 demonstrators, the environmental group said. Greenpeace activists swam in front of the NDS Progress and other members fastened themselves to the transport ship to prevent it from setting sail for the Gulf. Several dinghies and the Greenpeace ship, Rainbow Warrior II, were anchored in the transport ship's path or were alongside it. At least 10 demonstrators had been released by the time the Progress made it out of the port, around eight hours behind schedule. We want to send a signal to the U.S. and British governments, but also to the Dutch government, which is going along too easily with preparations for military conflict instead of looking for a peaceful solution, said Greenpeace spokeswoman Maartje van Boekel. Dutch harbor police arrived with speedboats and cut ropes the protesters were trying to attach to the side of the Progress, while U.S. military police fired water cannons at them from above, Schellekens said. Greenpeace said one protester, an Australian, was arrested after he tried to climb up the side of the ship. A police tugboat removed the Greenpeace ship with difficulty, since it had dropped its anchor, Greenpeace said. The U.S. military began moving men and material from bases in Germany through the Netherlands earlier this week, sidestepping confrontations with Germany and France which oppose any immediate steps toward launching an attack against Iraq. Bush's charge to war against Iraq, there is a carefully devised mission, drawn up by people who work over the shoulders of those whom America calls 'The Principals'. Rove and Wolfowitz have worked for decades to reach their moment, and that moment has come as war draws near. Bush calls Rove, depending on his mood, 'Boy Genius' or 'Turd Blossom'. Rove is one of a new political breed - the master craftsmen - nurturing a 24-year political campaign of his own design, but careful not to expose who he really is. His Christian faith is a weapon of devastating cogency, but he never discusses it; no one knows if his politics are religious or politics are his religion. A Christmas Day child born in Denver, as a boy he had a poster above his bed reading 'Wake Up, America!' As a student, he was a fervent young Republican who pitched himself against the peace movement. His first bonding with Bush was not over politics, but the two men's ideological and moral distaste for the Sixties - after Bush's born-again conversion from alcoholism to Christianity. Rove was courted by George Bush Snr during his unsuccessful bid to be the Republican presidential candidate for 1980. But Rove's genius would show later, on Bush senior's election to the White House in 1988, when he co-opted the right-wing Christian Coalition - wary of Bush's lack of theocratic stridency - into the family camp. Conservative Southern Protestantism was a constituency Bush Jr befriended and kept all the way to Washington, defining both his own political personality and the new-look Republican Party. When Rove answered the call to come to Texas in 1978, every state office was held by a Democrat. Now, almost all of them are Republican. Every Republican campaign was run by Rove and in 1994 his client - challenging for the state governorship - was a man he knew well: George W. Bush. 'Rove and Bush came to an important strategic conclusion,' writes Lou Dubose, Rove's biographer. 'To govern on behalf of the corporate Right, they would have to appease the Christian Right.' Bush's six years as Texas governor were a dry run for national domestic policy - steered by Rove - as President: lavish favours to the energy industry, tax breaks for the upper income brackets and social policy driven by evangelical zeal. It aims to reduce promiscuity by encouraging pupils to discover levels of intimacy, including oral sex, instead of full sexual intercourse. More than 100,000 children are now taking the course at one in every thirty secondary schools. It forms part of efforts to tackle Britains teenage pregnancy rate, which is the highest in Western Europe. Robert Whelan, director of the Family Education Trust, said he hoped that the Sexual Offences Bill, currently going through the House of Lords, would lead to the course being banned. A provision in the Bill would make it an offence for anyone to arrange or facilitate the commission of a child sex offence. He said: I dont think anyone believes that teaching pupils about oral sex will stop them having full sex it is more likely to make them want to try it, and it doesnt protect them from sexually transmitted diseases. On the other hand, signs of resistance are also visible. By this I don't mean marches and rallies and putting soft pressure on elected representatives. These seem to me mostly a waste of time and even counterproductive to the extent that the illusion is created that some opposing force is being exerted when all that is happening is participation in the overall legitimacy of regime aims. Rather, I mean the first stirrings of organized resistance by some professionals and functionaries who have a say in whether or not the government's totalitarian plans, in any number of areas of ordinary life, can be implemented. Organized resistance to smallpox vaccinations could become a leading front in the model of nonviolent noncooperation that I have in mind, but leaders of professional bodies will have to show far more spine in standing up to the onslaught on privacy and freedom to make larger things possible. I don't think for a moment that noncooperation of the sort I have in mind can become a reality, in the hands of coddled liberal leaders who surely don't want to rock the boat beyond the mild complaining their followers expect of them, but I propose this as an approach that might have a chance of working. And even the window of opportunity for noncooperation is rapidly shutting down: after the next terror attack, when the military will be on the streets, and the population brutally terrorized into abject submission, we can say goodbye to even this fond last hope. In Democracy and Disobedience, Peter Singer has offered a persuasive model for evaluating the degree of absoluteness demanded by political obligation: Writers on political obligation used to put the question with which they were concerned as: Why ought I to obey the law? Since the Nuremberg trials, and the events which gave rise to these trials, we have become acutely aware that the obligation to obey the law does not apply to all laws in all circumstances. There is now no need to discuss whether it is ever right for a citizen to break a law of his society. We have even, I think, got beyond arguing whether it is ever right to break the law in a democracy. Could anyone plausibly maintain that if the Nazis had received majorities in free elections, and allowed freedom of speech, association, and so on, this would have made it right to obey laws designed to exterminate Jews? Clearly, political obligation is never absolute. When and how to test the state's enforcement of laws that the agent finds immoral falls under the subject of disobedience Singer explores. Singer is not so much concerned with disobedience of laws that might be considered invalid or unconstitutional should they be examined by the highest legal authorities (such as the pre-1960s segregation laws in the South), but with acts which are violations of laws, the legal validity of which is unchallenged. This is the kind of disobedience I'm thinking of too when examining what to do about the immoral laws passed by the present regime. The Nazi regime succeeded in realizing its worst crimes because of the extent to which the conscience of the functionary or administrator, who saw himself as simply following laws, was muted. The Nuremberg Laws of 1935 legalized discrimination against Jews, so that other nations clearly recognized them as part of German law. In Eichmann in Jerusalem, Hannah Arendt points out that there is a distinction to be made between discrimination, expulsion, and genocide. She wants to emphasize the distinctive nature of Hitler's Final Solution, which elevated it to the level of crimes against humanity. While she is right to point out the qualitatively distinct nature of crimes involved at various stages of Nazi totalitarianism, it is also true that initial legal discrimination can easily lead to crimes of an altogether more brutal nature. Arendt's claim is that modern jurisprudence is at a loss in dealing with crimes against humanity perpetrated with the backing of the concepts of acts of state and acts on superior orders. Arendt felt that it was not an excess of ideology on Eichmann's part that led him to commit his crimes, but a shortfall of thought. She describes Eichmann's banality in terms of his inability ever to look at anything from the other fellow's point of view, and his being genuinely incapable of uttering a single sentence that was not a cliché. I've been reading DiLorenzo's book, _The Real Lincoln_, and this description is a pretty close fit to Abraham Lincoln, too. (The Constitution allows its suspension in times of insurrection, but universal legal opinion of the day was that this required an act of Congress.) overcome the economic crisis and embark upon a voyage towards world dominion. The departure of the Southern states, which paid something like 80% of the expenses of the Federal Government, was indeed a great economic crisis for the Federal Government. GNU radio has a very very generic approach to signal handling. However, this brings some somehow troubling (and exciting) expectations for the future. It's only matter of time until the software for TEMPEST receivers will be written. Then the cost of lower-end TEMPEST units will drop down to next to zero, allowign even the smallest police unit to be equipped by one. The good side of it is that the system is likely to be so available that we as the defenders will have the possibility to check if our newly installed shielding doesn't leak. Another interesting application could be a passive radar. Three receiver units with precise timebase, located in a rough triangle, correlating the exact times they heard edges on the signal they receive. The same principle used by Czech passive radar systems Kopac, Ramona, and the most advanced, Tamara. Lockheed is now developing their own ones, rumours say their design is based on stolen and reverse-engineered Tamara. GNU radio units with proper software, timebase receiver using a central timebase transmitter or (if the operation scenario presumes satellite operations will be unaffected) GPS signal, a central computer (or cluster of computers) correlating the data from the receivers in the field, sent eg. over the Net. Any aircraft that's using its onboard radio systems will be visible for such network, which doesn't need any active transmitting components. Using a separate fixed omnidirectional pulse transmitter, it should be possible to broaden the system's function as a standard radar, possibly showing even the objects that don't broadcast on their own. Which could allow civilian population to build their own radar system for every city and village. Another possibility (would it work?) is using natural signal from some transmitter instead, making even active system seeming like passive one (after all, why we should broadcast our own pulsed signal from a fixed location when we have cellular towers doing it for us for free and without giving us FCC hassles.) An extension of this idea will allow tracking of any broadcasting devices; location of cellphones or personal walkie talkie transceivers or wireless bugs will become very simple. An object guarded with such system will be harder to attack clandestinely; at the moment the adversary uses radio to synchronize their people, their location gets instantly betrayed in machine-readable form. If tuned to the frequency of police transceivers (European systems Tetra and Matra are similar to GSM system, using digital pulse modulation which gives sharp, well-defined pulses easy to spot), could be used to log their position over time, giving the taxpayers instant informations that instead of protecting them in the streets the plods spend 70% of their time in their offices. As any technology, it's a double-edged sword. But seems to give much much more power to Us than to Them. So it seems to be good. And as an added benefit, it's a cool geek toy.

Haven't tried that, but my friends and I were making some pretty impressive metal rockets in the mid-60s using stages with either zinc/sulphur or potassium perchlorate/asphalt (Galcit 58). Maximum heights attained for 2-stages in excess of 80k ft. (radar verified) using a Gerald Bull-syle mortar powered by the rocket's exhaust pressure to increase launch velocity and reduce directional dispersion (we cribbed the idea from Atlantic Research, the then leader in meteorological sounding rockets). steve

Mathematics is one academic subject that would seem to reside in a world
of universality, protected from competing opinions by the objectivity of
its laws. But the real universal law is that everything is relative,
even in math. The release last month of a new math curriculum for New
York City schools by Mayor Michael R. Bloomberg has elicited something
just short of vituperation. Back-to-basics advocates denounce as ''fuzzy
math'' its inclusion of so-called constructivist teaching techniques.
Critics complain that those approaches encourage self-discovery and
collaborative problem-solving at the expense of proved practices like
memorization, repetition and mastery of algorithm.
It's all the latest in a century of American math wars. The previous
generation can remember the struggle over ''new math'' during the 1950's
and 60's. (''Hooray for new math,/New-hoo-hoo math!'' Tom Lehrer sang.
''It won't do you a bit of good to review math./It's so simple,/So very
simple./That only a child can do it!'') Battles flared even earlier in
the century over ''progressive'' agendas for math education of the type
pushed by John Dewey.
How tame those struggles seem, however, when compared to the rising
vanguard of self-described ethnomathematicians. For some, the new
discipline just means studying the anthropology of various measurement
methods; they merely want to supplement the accepted canon -- from
Pythagoras to Euclid to Newton -- with mind-expanding explorations of
mathematical ideas from other cultures. For others, however,
ethnomathematics is an effort to supplant the tyranny of Western
mathematical standards.
The Postulates
Ethnomathematics has a few parents, but most observers trace its formal
birth to a speech given by the Brazilian mathematician Ubiratan
D'Ambrosio in the mid-1980's. Now an emeritus professor of math at the
State University of Campinas outside S-o Paulo, he explained his
thinking a couple of years ago to The Chronicle of Higher Education:
''Mathematics is absolutely integrated with Western civilization, which
conquered and dominated the entire world. The only possibility of
building up a planetary civilization depends on restoring the dignity of
the losers.'' Robert N. Proctor, who teaches the history of science at
Pennsylvania State University, says he wants to counter the notion
''that the West is the be all and end all'' when it comes to
mathematical studies. ''After all,'' he adds, ''all math is ethnomath --
not just African kinship numerics or Peruvian bead counting, but also
the C.I.A.'s number-crunching cryptology and Reaganomics.''
To redress their pedagogical grievances, these ethnomathematicians want
math curriculums that place greater emphasis on the systems of previous
civilizations and certain traditional cultures. Studies of state
civilizations might focus on Chinese or Arabic math concepts. One study,
for example, has shown how the Chinese Chu Shih-chieh triangle
anticipated by more than three centuries the highly similar arrangement
of numerals by Pascal that holds sway in many Western teachings of
probability theory.

Eglash of Rensselaer Polytechnic Institute has written and taught
extensively about the nuances of fractals, or repeating patterns, that
can be found in certain African craft work. (Eglash stresses a
distinction between simple-minded multicultural math -- ''which merely
replaces Dick and Jane counting marbles with Tatuk and Esteban counting
coconuts'' -- and what he calls the ''deep design themes'' that
represent mature, developed mathematical systems too often ignored in
the study of many societies.)
What Its Critics Fear
Some of this is just fine, says David Klein, a professor of mathematics
with California State University at Northridge. Klein (a self-described
liberal who insists on separating his academic critique from any
connection to a conservative political agenda) says the danger lies in
allowing such precepts to crowd out fundaments on which modernity is
based. He argues that the statistically lower achievements of some
female and minority math students have resulted in an overreaction that
doesn't serve their interests. ''The practical effect,'' Klein says,
''has been watered-down math books that overemphasize inductive
reasoning (like continuing visual patterns), because this is supposed to
be good for women and minorities, and de-emphasizing deductive reasoning
and mathematical proofs, which is the heart of mathematics, because that

The emergence of the low-cost, generally available Software-Defined Publishing which can be configured with free, modifiable, open software will present a new issue for regulators. With SDP the world will see a situation where individuals and even terrorist organizations will be able to freely distribute writings and plans without regard to FCC mandates. What will be placed in the hands of the public entrepreneurs, amateurs, and even those with malicious intent will be machines which in principal can produce and send writings to any person, any time. Of course, it was always possible for an individual to build an illegal press or underground publishing system, but this new technology represents a quantum change in this situation. Any person will be able to buy a general purpose SDP in the same way that any other peripheral for a home computer (like a radio) can be obtained. Then, with the world-wide availability of software that can even be modified if needed, any language, font, or pattern can be emulated. Bans on printer and word processor types will be circumvented with ease. Mandates such as the proposed loyalty oath bit embedded in text watermarks will be hard to enforce. Because the software is open, as a practical matter virtually all mandated restrictions will be at risk (except for total power output which remains a classical hardware issue). Unlike illegal or infringing hardware, software (which could be considered a type constitutionally protected speech) can easily be distributed to millions worldwide for application on commodity SDPs. Some of the issues described are not unique to this situation. If a person has the instrumentality to design something that the government says is illegal, then they have a personal choice as to whether or not to use it and risk the penalty if caught. But one major problem here relates to the legal responsibilities of the producer of the general purpose hardware and software. If it decided that these producers are liable if their work product is easily repurposed to an illegal function even though many legitimate uses are intended, then this will act as an enormous obstacle to innovation.

Censored from publication on Dec. 12, 2002 by Mark B. Bundick, President of NAR. Homeland Security Act Affects Amateur High Power Rocketry The Homeland Security Act signed into law by President Bush on November 25, 2002, will impose new restrictions on amateur and high power rocketry. The restrictions will be primarily in buying powder for ejection charges, buying ammonium perchlorate composite propellant (APCP) reloads/single use motors and transporting APCP reloads/single use motors. How did these restrictions get included in the Homeland Security Act? It began early in 2002, when two different versions of a Safe Explosives Act were introduced into the Senate and House of Representatives. Both versions had major restrictions on the purchase and transportation of explosives. The Senate version (S. 1956) came out of committee in June, but never made it to the floor of the Senate for a vote. The House version (H.R. 4864) was stuck in committee until in mid-September it emerged in a revised form. Still, it never made it to the floor of the House for a vote. In early November, this appeared to be the end of the Safe Explosives Act. However, President Bush was determined to push through the lame duck session of Congress a Homeland Security Act. Senators and Representatives knew that the President would sign any Homeland Security bill passed by the Senate and House. The result was a feeding frenzy of amendments and pork barrel. In the evening hours of November 13th, Representative F. James Sensenbrenner, Jr. (Wisconsin) breathed life back into his Safe Explosives Act by tacking it onto the Homeland Security bill as an amendment. Senator Herb Kohl, also representing Wisconsin, assisted him in writing the amendment. Senator Kohl was the author of the failed Senate version of the Safe Explosives Act. The House passed the bill with the amendment, the Senate did not take it out of the bill and President Bush signed the Homeland Security Act into law. High Power Rocketry and Amateur Rocketry will now have to deal with the consequences. Parachute Ejection Charges Black powder is commonly used for parachute ejection charges in high power and amateur rockets. Prior to the Homeland Security Act, you could buy black powder within your state without an ATF permit. If you did not have an ATF permit, ATF Form 5400.4, Explosives Transaction Record, was filled out and signed. On January 24, 2003, you will be required to sign a revised 5400.4 form. The revisions includes an expanded prohibited persons category to include (1) aliens (with limited exceptions), (2) persons who have been dishonorably discharged from the military and (3) persons who have renounced their United States citizenship. The revised form will also require the seller to verify the identity of buyers by removing the option to check the is known to me box on the form in Section B, Item 18. The form has also been revised in Section A, Items 9-14, to facilitate the collection of additional information related to the purchaser's intended use of explosive materials. ATF has also revised the buyer certification statement in Section A, Item 16. On May 24, 2003, you will not be permitted to buy black powder without an ATF license or permit. To buy black powder you will need a Low Explosives User Permit (LEUP) or a new Limited Permit that allows the purchaser to receive explosive materials on no more than six occasions within a year. The cost of the Limited Permit will be $25 with a renewal fee of $12.50. With the Limited Permit you can only buy black powder from a dealer within your State of residence. You also cannot transport the black powder across state lines. This means you could not fly at a launch outside of your state with a Limited Permit since you could not transport the black powder across state lines. People with a LEUP will be able to buy black powder from out of state sources and transport it across state lines as before. The Homeland Security Act requires that applicants for an ATF license or permit provide the ATF with identifying information, fingerprints, and photographs. The ATF is now required by law to conduct a background check on all applicants before granting a permit or license. This process can take up to 90 days. Further, it is now required that all ATF licensees and permittees be inspected at least once every three calendar years for compliance with Federal explosives storage requirements. The ATF will also have authority to conduct inspections of the new Limited Permittees and their places of storage. If you already have black powder, but do not have an ATF permit or license, you cannot transport the black powder off of the property where it is

Bans on printer and word processor types will be circumvented with ease. Mandates such as the proposed loyalty oath bit embedded in text watermarks will be hard to enforce. Because the software is open, as a practical matter virtually all mandated restrictions will be at risk (except for total power output which remains a classical hardware issue). Unlike illegal or infringing hardware, software (which could be considered a type constitutionally protected speech) can easily be distributed to millions worldwide for application on commodity SDPs. Some of the issues described are not unique to this situation. If a person has the instrumentality to design something that the government says is illegal, then they have a personal choice as to whether or not to use it and risk the penalty if caught. But one major problem here relates to the legal responsibilities of the producer of the general purpose hardware and software. If it decided that these producers are liable if their work product is easily repurposed to an illegal function even though many legitimate uses are intended, then this will act as an enormous obstacle to innovation.
