I have expressed my opinion in the conference and
board mailing list where this matter as been discussed
on several occasion.

I think there is still some scope for considering ways
and means to enhance affordability. Maybe by,

a) Alternating between business focused (big convention
center plus all the frills of a Tech Expo) and an R
focused (low cost venue, no-frills, low-cost-carrier model)

b) Have dual pricing for high-medium and low income
countries as was practiced in FOSS4G-2015

We have had some valuable inputs from chairs of our
previous event. The new board  should try to have a broader
feedback (Lime survey maybe?) from our charter members to
look for some innovative ways of handling the issue of affordability
of our global event.

The point is not to avoid Jeff confirming to himself that he accepts
the nomination, it is to avoid the CRO running an election and
counting votes when they are also standing for election. It is really
the Board's (and CRO's) responsibility to ensure that this situation
doesn't occur.  The Board should not appoint CROs who might accept a
nomination and people who might accept a nomination should not accept
appointment as CRO.  Maybe we should return to the tradition of the
CRO being a sitting Board member with a year remaining on their term.
CRO is a difficult job and much credit to those who do it.  Also,
someone (other than me) should be paying attention to the basic
process and raise these issues.

Referring to proprietary GIS on the OSGeo website risks misleading 
users that OSGeo projects are just competing products. We offer 
something that proprietary GIS never can: the opportunity to join a 
community of peers.

Thank you Ben, this is absolutely correct: we have an amazing vibrant 
community, and we need a front-end website that fosters and promotes 
OSGeo projects (especially those in OSGeo incubation as well as OSGeo 
Community projects) and OSGeo initiatives such as the Summer of Code. 
Period.  Full stop.  This is what our community is good at, and why we 
are so desired today.  From experience I can tell you that this 
struggle, that is being put forth here, will just separate our 
community (you can see it is already) and make the community weaker.


Let us help our OSGeo community grow.   Don't worry about competing 
organizations (trust me they are fine, they have big money for 
marketing and teams of people working on that), just focus on OSGeo 
and our wonderful community.


I am setting up an OSGeo "Website Management Team" now, to help bring 
the focus on the OSGeo community, manage the website (and WordPress 
theme), security, backups, content etc, and will propose this to 
OSGeo's Systems committee and OSGeo Board; for the longterm 
maintenance of the website.  I imagine during this maintenance process 
we will be removing these unnecessary promotions, and focus on the 
OSGeo community (us). We'll leave promotion of other things for those 
with the big money ha, as they have the big funding for their 
products, as you mentioned.  We will focus on the OSGeo community.

If the aim is only to help new users who are not aware of
Free and Open Source Geospatial Software, it could be
better to have a dedicated page which allows new user
to input keywords (e.g. the present software they are using,
of the OGC standards compliance they are looking for etc.)
and returning the results pointing to appropriate OSGeo
software).

If I understood correctly, I think this is what Sandro has been
suggesting and I like this approach.

As I already commented on the github ticket 1], I do not think
it is necessary to have an item such as "similar proprietary software"
or "Migrate From XXX" (also, we should rather propose "Migration *form* 
YYY to Free and Open Source

tool", where YYY would be the user input keyword).

Also, some of the names of Proprietary products are registered as 
trademarks,
and it could be better to avoid using these names directly on the OSGeo 
website.

That one is probably tricky to write correctly. Stated like this, that would 
for example exclude
a Windows executable, since to use it you must own a Windows license... Even if 
you take a
Linux executable that is X/MIT licensed, it links against the GNU libc that is 
GPL licensed (but
as GNU libc is considered part of the OS, there's a provision in the GPL 
license to not apply
the GPL obligations to the code that links to it). Or if you take a Java 
program, it must run
within a JVM that comes with its own license. Same for Python, etc...

But beyond this nitpicking, that criterion can raise more fundamental debates:
* is the intent to exclude projects that would be open-source released plugins 
of a
proprietary software for example (the plugin could be an exporter from 
proprietary formats/
projects to open source ones for example) ?
* Or open-source released projects that would connect to a proprietary server 
(just saw in
LWN headlines that Debian is currently debating whether they should allow OSS 
software
that connect to proprietary services) ?
* What about a fully open-source project that connects to a proprietary service 
?

If I take the exemple of GDAL, the following situations can be found:
* it is X/MIT licensed but can link to a few GPL licensed lib  (poppler, GRASS, 
...)
* it can link to proprietrary licensed libs
* it can interact with proprietary services that have a public API, but don't 
require linking
against proprietary code
* other/most parts are fully useful on their own

So I think this question alone could deserve its own thread.


The project should need to officially apply for being included as OSGeo
Community Project, by answering a questionnaire (including information
gathering for the web site and provide a point of contact for maintaining
that information in the future)

Thanks for expressing your concerns about listing
of projects and badges on the beta website as a
part of the OSGeo "website/rebranding" initiative.

As mentioned by Helena, earlier on this thread, the
listing of projects and display of project badges on the beta website
is an ongoing open discussion which requires valuable
inputs and insights such as those expressed in your
earlier mails.

I must put on record that I was not aware when/where/how
the matter of listing of projects in the beta website was discussed
and decided. Perhaps this was done in some of the committee
meetings that I could not participate. It is impossible for me to
attend various committee meetings due to time constraints.
Now that you have brought up you concerns in the OSGeo-discuss
list, look forward to having a broader discussion and strive to formulate
clear rules and procedures for listing projects on the OSGeo website.

I would also like to express many thanks to all involved in
creating our brand new website. I feel that the next appropriate
steps would be;

a) Migrate relevant and up-to-date contents form our existing website to
our new beta website

b) Discuss about the new stuff that we may wish to add and
formulate clear procedure and rules for doing the same

c) Add new stuff after step b) above

I also like the proposal of "freezing period" that Maxi suggested in a
related thread [1]. I suggest that discuss and decide on this matter after
we recover from the FOSS4G-Boston conference-lag (I am yet to get over my
FOSS4G-Europe conference lag!).

[OSGeo-Discuss] Richard Stallman's keynote at FOSS4G-Boston today

Dear All,

I am sure that all those of you who are attending FOSS4G-Boston are
having a great time.

Ricchard Stallman 's keynote is scheduled for today. If someone
has the opportunity, please remind Stallman that it was the chance
meeting with me on the flight from Hanoi-Bangkok in  2004
that marked the beginning of FOSSS4G. We have come a long
way since then.

He wrote a motivating message [1] for FOSS4G-2004 held in Bangkok, 
Thailand.

Had he not insisted (and made me realize the importance) in adding "Free"
when he agreed to write his message, our conference would perhaps
taken some other name.

Jody, I have to go so I don't have time to write more but this needs to be

be fair the vast majority of project descriptions were entered last weekend so 
this is our first chance to try things out with actual content :)

without any supplement words in the OSGeo website, I'm feeling unconformable 
with it.

Perhaps the term "Education Committee" could be replaced with
Geo4All as it represents the educational outreach project of
OSGeo.

"Past Project".

the recent e-mail [2]. I would be happy to work together with
anyone who would like to take up on forming the "Data4All"

The OSGeo Data Committee is a great idea, but has lost impetus. This

I think it is better to confirm before attributing statements to
someone.

Nobody in his right mind would want Open data out of OSGeo and least of 
all Jeff.

Yes, we must find a way to reactivate the Public Geodata committee. Perhaps
renaming it as Open Geodata committee would be a start. We also have a new
"Open Geoscience Committee" [1]  with great work being done in longterm
archiving of FOSS4G videos, for instance.

What I would suggest is to strengthen tie-ups with OSM,  HOT and perhaps 
consider
building something like Data4All, emulating the success of out 
educational outreach,

Geo4All.

According to me, improving OSGeo Marketing globally is one of the most
important and urgent action to be taken according to the new strategic plan
defined by the Board.
It must help OSGeo to be presented as more matured, more inclusive, more
professional, and fully considered by the broader geospatial community.

I believe such reborn Marketing Committee should work closely along with
the Board of Directors, the Website Committee and a few motivated
contributors, in order to:

- Define a consitent OSGeo identity from existing material (including
revised graphic guidelines, new shapes and colors aligned with identified
needs and recent web trends, new scalable vector graphics, web fonts ...)
- Refine the OSGeo web identity (including main site redesign through the
developement a new drupal theme, responsive webdesign, efficient and
reusable visuals...)
- Enhance OSGeo web content and presence (including blog, journal,
newsletter and bring more activity on various social networks)
- Market the OSGeo brand online and at all kind of events (including
consumables management, viral marketing, direct marketing...)

Such actions could be prioritized and voted by the Committee's members,
coordinated by the commitee's chair according to the Committee members, and
aligned with the allocated budget and volunteered time.

I sincerly hope we can reboot and improve our Marketing Committee
together, in order to grow and market our Foundation better.

OSGeo needs help distributing money to worthy causes. We need an OSGeo
Santa Clause.

The current state of play is:
* The OSGeo Board has allocated budget for an OSGeo marketing committee
to distribute.

* But, our OSGeo Marketing committee has imploded. (I was the last
chair, a few years back). It seems no one is interested in the
administrative tasks of giving away money, doing the administrative work of
writing cheques, being accountable, deciding which requests get funded
verses which don't based on a set of guidelines.

My take is that handing out money to worthy marketing causes can't be
too important, as it is not bugging anyone enough to want to step up and
volunteer to fix it. But I'd be delighted to proven wrong, and see some
people volunteer to step up to revitalise the OSGeo marketing committee. If
you are possibly interested, please speak up. I'd be happy to help you get
started.

A first task would be to consider this request from Bob.

The UN Geospatial Information Section supports cartographic and geospatial
information needs of the Security Council and the UN Secretariat including
UN field missions, and oversees global GIS programmes at UN Headquarters
and in the UN field missions. It provides fundamental geospatial products
and applications, which can be for brevity summarized as Geographic
Information System (GIS) services, to: Security Council members, decision
makers, political analysts, information managers, planning & operation
teams, humanitarian affairs, economic & social affairs, safety & security
and logisticians with a wide array of geospatial services. It also supports
Member States in boundary making activities upon request. The UN Geospatial
Information Section, together with the Statistics Division, is providing
support to the UN Committee of Experts on Global Geospatial Information
Management (UN-GGIM), as co-Secretariat.

Mr. Kyoung-Soo Eom joined the United Nations Department of Peacekeeping
Operations (DPKO) in January 1999, and he identified the missed
opportunities in using geospatial information and GIS tools in order to
meet the operational needs to support effective decision-making of UN
peacekeeping operations.

In March 2005, Mr. Eom was appointed Chief of UN Geospatial Information
Section (formerly UN Cartographic Section), to which he brought the newly
established and successful GIS programme. In accordance with the Peace
Agreement between Eritrea and Ethiopia, the UN Secretary-General designated
Mr. Eom to serve as the Secretary of the Eritrea-Ethiopia Boundary
Commission (EEBC), and he successfully provided all administrative and
technical service support to the EEBC activities in 2006-2008.

In his "Geospatial Information for United Nations" presentation at
Politecnico di Milano Mr. Eom will describe in details as follows:

1. What are the geospatial information and services requirements for
United Nations operations.
2. How geospatial information and services are supported for United
Nations operations.
3. Collaboration and partnership as well as vision, "Geo-enabled UN
operations"

This also builds upon the synergies of the *United Nations Technical
workshop * in Brindisi  (Italy) [1] last week to support *United Nations
Open Geospatial (UNOGeo) initiative*. Thanks to Massimiliano Cannata and
Maria Brovelli for thier efforts on this. We will be strongly supporting
and establishing collaboration with the United Nations for this

Hi Mike,

I agree with you. My suggestion to spread out the code sprint was only
to ensure that the community has some idea some idea when
the sprint could be expected and when/how to request OSGeo
Foundation for support.

I would like to see more an more code sprints (also incubation sprints
etc.) being organized in the future being as and when the community
finds it necessary.

I think, we only need to ensure that the procedure to request for 
support and

guidelines to be followed are know to everyone in our community.

Dear All,

Jeff McKenna has tendered his resignation from the position of President
and Board of Directors on personal grounds.

Jeff is a pillar of OSGeo, being a lively presence at Open Source
Geospatial events since the early days of MapServer User Meetings [1].
He was also a key person at FOSS GRASS User Conference [2] where the
idea of having a joint conference combining GRASS GIS, MapServer and
other FOSS4G [3] communities was mooted which fruited in the form 
FOSS4G-2006

held in Laussane [4]. Jeff has been a constant companion and a source of
inspiration during our decade long OSGeo journey.

During his tenure on the OSGeo Board, Jeff has traversed across the globe
spreading the message of OSGeo and sharing his passion for FOSS4G. He has
gone to remote corners of our planet to get local chapters started and
patiently interacted with diverse audience ranging from under-graduate
students to top leaders from academia, industry and government. Jeff has put
community before self and worked relentlessly to bring worldwide reach to
our Foundation. Combined with his rare passion, Jeff possesses a unique 
knack
of understanding and assimilating different cultures which has greatly 
helped

in nurturing diversity in our communities.

Apart form his groundbreaking work in representing OSGeo globally, he has
also made time to produce excellent documentation and packaging for some of
our leading software products. Jeff's dedication and passion will continue
to motivate all members of our foundation.

The board received Jeff's request on 12 December 2015 and asked him to
reconsider his decision. At the 30 January, 2016 Face to Face meeting, after
careful consideration of his reply, the OSGeo Board has motioned and
unanimously accepted his resignation. The board also passed a motion to
formally express our sincere gratitude for Jeff's immense contributions to
the OSGeo Foundation in his capacity as President and Board Member.

Jeff McKenna continues his engagements with the OSGeo Foundation as a 
Charter
Member and as PSC members in several of the Foundation Projects. We look 
forward

to seek his advice and active participation in our future endeavors.

Thank you from all of us, Jeff and we look forward to your contributions 
to OSGeo

in the years ahead.

new LocationTech community members (technical readers will find it 
interesting to join their IRC channel now on freenode and see the 
first message that is displayed when entering their channel 
"LocationTech: location aware open source software friendly to 
commercialization.").  I have followed the development of that 
organization right from the beginning, where they smartly filled a 
void by aiming at the business/commercial side of Open Source 
geospatial (of course, recently they publicly pointed out to me, even 
questioned my sanity, that this was false, I am dreaming, that they 
have always focused instead on the same goals as OSGeo, but readers, 
do a google search for LT and press release, and you will see their 
early visions).  Which is why I asked now to hear the vision of 
LocationTech (I was not answered, but someone else pointed to an FAQ 
just made).  In any case, no I am not insane, I have always followed 
LocationTech closely.


I do travel to many OSGeo local chapters around the world, constantly, 
and especially to developing areas that are just becoming interested 
in Open Source.  In a few days I will again take 3 more planes and 
represent OSGeo at a growing community, again putting life on hold, 
including my health, my money, and my life in general, to go help grow 
the OSGeo community.  In this event I can bet that I will speak 
personally to over 100 developers, students, decision makers, and 
researchers; I bet I will personally talk to over 20 businesses 
looking at OSGeo. Those who know me well know that this is why I make 
those trips (I don't go for presentations etc.), it is that face to 
face representation that is so very important, especially in the long 
run.


As the leader of the OSGeo foundation, part of my role is to listen to 
all of the criticism about me; and I realize that the negative words 
you've used about me here for everyone to read, are not the first 
negative ones used at me in years past, nor will they be the last. In 
the big theater room that is the community, there will always be those 
that disagree with me, and I value their opinion as well.


Few in this community see me being so involved behind the scenes. New 
committees, new MoUs, FOSS4G local committees, all just pop up on the 
scene and grow, but few see me behind the scenes helping them form 
initially, and I am ok with that.  The core community members in the 
OSGeo foundation know that I support them in every way that I can.  I 
often am actively working 2 or even 3 years in advance of a FOSS4G for 
that region, talking with those regions members, getting them to think 
of the possibilities, years before the release of the call for 
hosting.  To you and others it looks like I have no innovation, no new 
ideas, I don't work with community leaders, because you don't see me 
working behind the scenes for OSGeo.  I am ok with that.  You can keep 
going on in thinking this way of me, but I am very proud of what I do 
for OSGeo, what I constantly try to do for OSGeo.  Long-time members 
of OSGeo know how I have failed in several proposals to past OSGeo 
boards, and to this day those so-called "failures" are my most proud 
moments.  But yes, you can always argue that I am not innovative and 
do not help OSGeo.

I try to do the best I can for OSGeo, for the OSGeo foundation,

The foss4g brand has world wide recognition and is being used as great
outreach tool for several organizations (often based on the region). As an
organization we do not own the brand, and have obtained permission to use
it (as the polite thing to do).

One thing that is interesting is watching what the regional events put on
by local chapters are called. You can kind of see the effect of the brand
by which regions choose to mark their event "foss4g". I have personally set
up a "foss4g-au" event for example which was great fun for all involved.

for OSGeo.


Thank you to the departing board members: Anne, Jachym, Jorge, Gerald 
and Bart.  I know that they will continue their leadership in OSGeo, 
that is for sure.


Vasile, well, he did a massive amount of work to manage this election 
process.  He gave so many opportunities and ways for charter members 
to speak up and give opinions.  And most importantly (a key part in 
leadership) he listened to everyone. Thank you Vasile for your 
dedication to the community.

the "Sapporo Childcare Map" for parents to locate day-care centers,

[OSGeo-Discuss] About deadline for submission to Academic Track at FOSS4G Seoul 2015

Dear All,

On behalf of the Academic Track Committee of FOSS4G-2015 Seoul,
I would like to inform you the new (and Final) deadline for submission of
abstracts for presentation at the academic track.

Final Academic Abstract Submission will be closed on 15th, May 2015.
Final Academic Abstract Selection will be made on 15th, June 2015.
Final Full paper Submission of selected abstracts 15th, August 2015.

Only abstracts need to be submitted initially and full paper's need
to be submitted subsequent (by 15 Aug 2015) to the acceptance of
abstract.

We are planning to publish a digital version of the Academic Track 
Proceedings

and include it in the Conference Kit. Also, efforts are being made to bring
out FOSS4G-2015 Special Issue in collaboration with some academic journals
after the FOSS4G-2015 event concludes.

Details of the Academic Track are available at [1]. I request you to 
spread this
information and look forward for excellent submissions, an exciting 
Academic Track

and great FOSS4G-2015 event in Seoul.

just side note: yes, whith the new Labs initiative OSGeo-Labs have

to change their name.

My idea would rather be to get rid of current OSGeo- labs and

projects and start with new OSGeo-projects and metioned star (or
similar) rating system.

similar)

do you think that with the renewal you can replace the name OSGeo Labs

by something else? Now we have also ISPRS-ICA-OSGeo Research and
Educational laboratories which might be often shortened to OSGeo Labs,
although I prefer OSGeoRELs for writing. The mainling list is
ica-osgeo-labs. Put perhaps it is not such an issue since the term Geo for
All (http://www.geoforall.org/) is now used more and more (well, the
linked website as OSGeo Labs in the title element).
