I was a middle management type with Pay-Pal until leaving recently-
partally due to my disgust over their internal security policies which have
led to the mountain of complaints seen on this and other similar boards.
There aren't many PP whistleblowers; during your exit interview a
soon-to-be-former manager is warned, intimidated and threatened against
doing the very thing I'm doing right now. But since I left to start my own
business, there's not a thing they can do to me.

Pay-Pal DID start as an honest, legitimate company with an innovative
service concept. However, in my opinion, this concept can never actually
WORK in the real world because there are legions of scammers all over the
globe with reams of stolen credit card info and identifications just WAITING
to swoop down on any new payment service like this that comes along.
Credit-card transactions where the card is not present and thus personally
examined by a clerk account for the overwhelming majority of fraud
transactions. Comparitavely, there's very LITTLE credit card fraud at
Wal-Mart, because the cashier actually sees both you and the card- and can
ask for supporting identification at the point of sale. Unfortunatly, the
high-risk, card not present transactions are the ONLY kind of transaction
a company like PP can do, and boy- did the con artists find them in a hurry!
The basic con was (and is) to use stolen identification information to open
new PP accounts, funnel money into them with stolen credit card numbers,
then transfer the money OUT of the account before PP gets the charge-back
and can freeze it. Unfortunately, despite PP's claims of having a tough
anti-fraud program, these people are mostly impossible to catch, because
when opening a new PP account, they DO have all the proper-appearing ID
information (which was stolen or conned out of unsuspecting individuals,
most of whom have never HEARD of Pay-Pal). When fraud is uncovered and the
account is checked out, the perp is almost never caught, since it was almost
always opened under a stolen identity, and he's long abandoned the
mail-drop.

Yes, the application process COULD be made more stringent, but it is felt
(probably correctly) that a brand-new customer would certainly balk at doing
things like sending in notorized copies of their driver's licence and so
forth. So an alternate strategy for offsetting the charge-back losses
slowly evolved at PP. It's the perfect scheme really; since PP can't usually
catch the scammers and dosen't want to loose customer base by making things
more stringent to start with- they decided to simply re-coup their
chargebacks from the pockets (and accounts) of good, solid people under the
easily-defensible and impossible-to-criticize guize of Fraud Prevention and
Enforcement.. Simply put, if you're a seller and somebody pays you with a
stolen credit card, you're targeted by PP security and might very well have
your account siezed, investigated, closed- and the money retained by PP.
(Yes... they simply add it to their revenues and spend it like any other
income. You basically gave them permission to do this under the terms and
conditions you originally agreed to. No, I KNOW you didn't really read it,
but I bet you will the next time!). Even if the person paying you has NOT
used a stolen credit card, he could have been been flagged by PP as
somebody to keep an eye on for any one of numerous reasons. If he does
business with YOU, especially multiple times- you're frozen. OCCASIONALLY
some lucky soul will complain about the siezure, and when the case is
investigated by PP he is cleared and the money unfrozen. This good
fortune has nothing to do with an actual investigation (there aren't any,
really). Pay-Pal WILL unfreeze a small percentage of the accounts (as a
future defense against a potential class action), so you MAY benefit from a
simple luck of the draw. See, if it ever comes down to a massive
class-action lawsuit, or even testimony before the SEC or other regulatory
body, PP wants to be able to stand up in court and say But your honor, we
DON'T just freeze accounts and pocket the money. We really DO perform a
painstaking investigation. Here's the proof... look at all these people who
WERE suspected, but were then cleared by our crack security staff! If this
was really a scam, why would we have given all of THIS this money back?

I'm amused by the posts that say, But I've been a good customer of PP since
the beginning and have paid thousands in fees why would they have done
this to ME? Let me answer that with a hypothetical question: If you were an
unregulated financial services company so embittered by fraud losses that
you, yourself, had completely lost whatever moral compass you might have
once possessed, what would YOU rather have: a happy, content customer whos
business might account for $5000 worth of fees over the next 10 years, or a

Not that it is any suprise, but I do wish that people would take the
ongoing history of PayPal into consideration and not use them, ever, for
anything.  This is a company that has stolen more than US$ 30,000.00 from
me personally, having locked an account more than two years ago for
as-yet-unspecified suspicious activity.  Horror story after horror story
can be found at http://www.paypalsucks.com and http://www.nopaypal.com

I just received this from an associate of mine who is learning the hard
way about this company's tactics:

I wish to inform all *** members and friends that they should stay away
from
Paypal and eBay Inc.

These two companies are aiding and abetting hackers to steal money from
their
customers account.

Paypal has repeatedly withdrawn funds from my bank and credit cards to
make
unauthorised payments for products I did not order for. The amount is
running
into several thousands of dollars, the recent was yesterday, Friday. The
sum of
$1,750.00 was taken from my account and made payable to people that Paypal

not ready to pursue for further investigations.

I’m pressing charges against Paypal and will be talking to a lawyer on

If they are being granted that patent (and I can't see why they wouldn't
considering that Amazon.com got the one-click purchase patenteted years

they will actually try to enforce it as well. After all, they are known
crooks.

So, maybe Omnipay and a few others should start contesting the application
while there is still time?

We had many customers who would crank e-gold to us, in return for PayPal
credits. This worked well for a number of years, until PP decided they
didn't like the color of my $$$! Bless 'em!

Most of my e-goldPP customers have now opened HyperWallet.com
accounts, and we are running the *same* type of service now via
HyperWallet. Of course, one of the major benefits to my customers is that
HW is a whole lot cheaper @ $1 maximum charge, per transaction, which is
a LOT cheaper than the crazy PP charges.

The serious problems with PayPal are

1. All spends are revocable
2. Security efforts to try to avoid revocable transactions *within* the
PayPal system can flag you as a undesirable merchant.
3. Waaay too bloody expensive. (for an ecurrency provider)
4. Governments are closely watching PP, more and more deciding that they
are a bank.

e-gold won't have 20Million customers for quite some time yet, but with
PayPal's crazy system, PayPal is actually assisting e-gold 's growth!

I'm in the process of setting up my (first) online business website
following steps from videos I bought. The only problem is that these
videos show me how to set up the Paypal service, and my country is not
(yet) listed in the International Paypal setup. In an e-mail Paypal
confirmed that I cannot use their services to receive payments from
customers since Paypal is not available in South Africa.

I'm new to the whole concept of e-businesses, and I'm not sure if it such
a good idea to use e-gold in the place of Paypal. Is doing business online
more difficult with e-gold than Paypal? Are there reliable, similar
international services such as Paypal and e-gold?

Can anyone perhaps advise me on what to do?

Even accept international customers part is very limited. With the
conditions and process they go through, it is practically impossible
to have an operative account with PayPal, simply because they use the
same procedure to process an international account as for a local USA
one.  Such requirements as residential address to match utility bill,
credit card and bank account, etc is very difficult to comply due to
different conditions overseas.

I can't withdraw money from my PayPal account because I live in Argentina.

So if I ever want my PayPal money as cash (Supposing I have PayPal money),
I would have to do the following slow  expensive process:

PayPal - -15% - e-gold - (Exchange provider's fees + wire transfer
fees) - My bank account.

Does any market maker provide the following service for a small fee?:

1 - I send money to the exchange provider's PayPal account.
2 - The exchange provider wires the amount (less fees) to my bank account.

Well, although PayPal have now decided to reinstate my account (!), I
feel disinclined to accept PayPal in the future (except for verified
long standing existing customers, and my eBay auctions!)

I can, however, accept a credit card order, Visa, MasterCard only. 

As an Australian, why not save a heap of $$$ on CC fees, and enter an
order at my OZ site, then deposit cash into my OZ ANZ bank account, either
in person, or online? If you have an OZ or NZ ANZ bank account, the transfer
is instant.

to be shut down in Louisiana by banking regulators, casting another cloud
over the firm's planned initial public stock offering.

Declan McCullagh, over at Wired, sent through this message
to his Politech list.  Those of you who are not subscribed
to Politech can see at the bottom of this post info on how
to get subscribed.

It seems that dealing in fiat money and doing bank like
things makes PayPal sufficiently bank-like that Louisiana
wants a licensing fee.  So does NY.  Isn't government just
the friendliest thing? grin

And, when these cuddlesome bureau-rats get done with PayPal,
you can imagine that Yahoo PayDirect and MSN c2it are next.
But, they cannot make such claims against e-gold or against
market makers, because state-licensed banks don't handle
gold-backed money. grin

So much for no state shall...make anything but gold or
silver coins a tender in payment of debt.

Hi:

In an article in ZD's Smart Business magazine (print copy) they have a 
favorable article about PayPal.  Perhaps they are bringing in a new model 
in the back door.

Seems they have come on strong with bill paying, and is considered the 
leading contender in that space out distancing Billpoint, Western Union and 
Praxell.  Their model is simple - use the reigning killer app - 
e-mail.  They do 150,000 payments a day, averaging $7 million.  20,000 new 
customers sign up for the service each day.

So, while everybody is bashing them, they seem to quietly be carving out a 
new niche.  Still they aren't profitable, in spite of the fact they had 
$225 million in equity funding and generate $2 billion in bill 
payments.  Maybe this year.

This article says that PayPal handles 3.5 billion through transactions,
annually, and has 9 million accounts. Note that this breaks down to 9.5
million a day. Note, also, that E-Gold handles between 2 and 3 million a day
with 250,000 accounts. So it looks like E-Gold is doing about 10 TIMES the
volume, per account, as PayPal, and is handling about 1/4 to 1/3 of the
total volume of PayPal.

We are having our own Paypal nightmare, and we have stopped accepting Paypal
effective last week.

There is a class action lawsuit against Paypal that those of you burned byt
he service may consider.  I have the info. somewhere on my computer if
anyone is interested.

ONe thing you can do is to tell your customers to process a chargeback
against Paypal, explaining that the merchant's acocunt has been fraudulently
frozen and that he cannot get access to the money so he can't deliver the
merchandise orderd.  ONce the sustomer has the funds back on his CC, you can
just have him either send the money another way, or sign up for another
Paypal like service.

I told these scum that I was going to have my cusotmers do this, but they
still have not responded even to that message.  I just hope my custmers have
been successful witht the chargebacks.  I think they were because I have not
had any cmplaints.

I did not know that Paypal could actually overdraw your bank accunt rhoguh a
reversal thoug.  However, we have Paypal trumped, I hope, int hat we are
offshroe and have transferred ALL of the money offshore from the desitnation
bank account, leaving the desitnation bank acocunt with basically a zero
balance.

we now will not use that bank account for anything else for at least six
months.

I cannot imagine what gives Paypal the legal right to siphon money out of an
acocunt into overdraft.  It seems to me that a few good lawsuits whould pt
the brakes on it.

If you want ot give Paypal or Monipay a wake up call, sign up for Prepaid
Legal services and then you can have them contacted with a lawyer right in
their own back yard, and if you have to sue you get a disocunt on legal
fees.  I had that service for over five years while I was in the states and
NOBODY was able to take advantage of me for long, becuase I sicced the
lawyer on the bastard right away.

You might hate lawyers, but when someone is trying to defraud you, that is a
good choice.

By the way, 2700.00 is within the small claims court limits in California,
which is where I beleive Paypal is located.  You shoudl sue them for the
principle, court costs, and punitive damages.  If enough people do this
Paypal will either die or be forced to change their unethical behavior.

Another plus is that once you get a reputation for not putting up with BS,
you are not taken for a ride as often, or the ride ends soon and with an
apology.

Well, shortly after I said we had never had a problem with Paypal, we did!
Someone tried to defraud us by giving Paypal a bad credit card number.
Fortunately, the spend into egold was not completed because of one of our
security measures, which I will not share with the group for obvious reasons
in case the con artist is lurking on this list.

Because of this close call, and the fact that it takes Paypal around two
weeks to catch on to these crooks, EFFECTIVE IMMEDIATELY IF YOU TRANSFER
MONEY TO US THROUGH PAYPAL AND THE SOURCE OF FUNDS IS A CREDIT CARD, THERE
WILL BE A 16 DAY HOLD ON THE FUNDS SO DEPOSITED.  If the source of funds is
money in your Paypal account or a bank transfer, we will accept it on our
old terms.  It is fortunate that Paypal now tells the source of funds or
this would have to apply to all transactions.
