RE: Canadian requirements for reception of Closed Captioning
Mat, try this: http://www.crtc.gc.ca/archive/ENG/Notices/1985/PB85-28.HTM The agency responsible is the CRTC (the FCC of the Great White North, although it is a dull brown-gray now). RE: Corrosion tests - NEBS or Milspec acceleration factors?
Gary, you should have been at the Vz NEBS conference (which ended yesterday) and asked this question. One of the presenters was Ernie Gallo from Telcordia, and judging from his very informative presentation, may be able to answer your question. Question came up. Is there any real time correlation for some of the NEBS endurance tests. Salt corrosion (outdoor units - GR-487) for example.? In other words does the 200 hour test relate to 20 years real exposure to salt fog and spray common in port cities. Same question for the Mix flow gases and/or the hygroscopic dust tests. The test can be looked at one of two ways - 1) There is a direct acceleration correlation for every hour in the chambers the equipment would experience similar corrosion in 2 weeks of exposure if installed in a seaport etc. 4 hours 8 weeks etc. 2) The tests may be overly harsh, but experience has shown that while not directly relatable if the equipment withstands the various tests then it will last at least as long as the contracted life of the equipment. Say 20 Years! GR-1089 and GR-63 don't seem to provide this information. Is there somewhere else I should be looking? Thanks Gary

Marko, in the past I used http://www.cris.com/~kropla/electric.htm and http://www.getnet.com/~davidh/voltage.html, but they are no longer active. A call for help &/or recommendation/s
List members, For one of our applications, we have a need for an off-the-shelf an AC transformer (input: 120 Volts, 60 Hz, NEMA 5-15 plug, may consider NEMA 1-15. Output: 6 - 30 Volts, screw-on terminals, may consider flying leads) that can operate over industrial temperature ranges (-40 to +85 Centigrade) for weather protected, outdoor use. Commercial temperature (0 to +70 Centigrade) units that are cheap and readily available do the job (we tested a few), but are not safety rated over our required temperature range. In addition to the new GR-63 that came out (and there are already clarifications supplied by Telcordia, based on industry queries - call Rich Kluge), Telcordia is now amending GR-1089 (November time frame) with some drastic changes: 1. Ferrites are being banned from cables leaving the test chamber during radiated emissions/immunity (filters allowed) 2. EFT added Read the standards (the conference was good as a primer), talk to a competent lab and prepare $$$: NEBS is not a cheap proposition. In fact AT & T actually calls its documents NEDS not NEBS. The NEBS conference is going on this week and a new issue of GR-63 is coming out, but Verizon has already said they would reject it. This is typical of the process so be prepared to deal with it. The is a document SR-3580 Network Equipment-Building System (NEBS) Criteria Levels A Module of NEBSFR, FR-2063. That theoretically defines these requirements - but Verizon objects to them and places their own requirements on the different classifications for class 1 through 3. The other RBOCS have some heartburn with it as well, but it may at least be a starting point. Very basically there are really only two practical types for switch and routing equipment. Level 1 for co-locations inside RBOC facilities where the RBOCs are required to provide space and power to competitors. and level 3 for Central office locations - (the RBOCs themselves own the equipment). Next you have to worry about earthquake ratings etc, zones 1 through 4. No really much sense, in my opinion, of doing anything less than level 4. The RBOC's have pretty large areas of operation and they all have zone 4 areas. So unless you are planning on restricting where you equipment goes you'll need to go to level 4. You're going to have to sit down with the standards and a good test house to get this all straight Jim, and then you'll only be close. You have to deal with NEBS (Purchase the FR-2063 CD referenced about and it contains GR-63, GR-1089 the SR-3580 document and GR-78 - grab a beer a do some light reading, and then discuss deviations with a good test house. There are slight differences for SBC, AT &T, and Verizon just wonders around on their own. Verizon has it requirements on its website, as does AT&T 802-010-100 but you'll have to dig around on their web site as I don't have the URL's at the moment. RE: Doubt with conducted emissions measurement
Muriel, this is a very question, and I'll let better qualified people answer your specific concerns. Now, if I may add my 2 cents worth of experience in a 'similar' situation that involved conducted emission on SIGNAL leads: Under certain conditions, when the required CDN does interfere with signal template (such as T1) and affected equipment functionality, we used a current clamp. The danger of those networks interfering with the measurement/s & equipment exists and the test personnel should be aware of it. Season Greetings to all from (already) white Ottawa. First of all, I wish a merry christmas and a happy new year for the list members. Second, I'd like to solve a doubt. It concerns the methodology of conducted emissions tests. Let's suppose a power electronic equipment (static converter) that has a boost converter in the entrance that's used for power factor correction (PFC). When I make a conducted emissions test, I plug the converter in a LISN, then I plug the LISN in the outlet, this way (the classical way): Equipment => LISN => Outlet (Mains) Well, the LISN consists of a RLC network that has the purposes of: - prevent that external interference from the mains contaminate the measurement - create a stabilized impedance (50 ohms) in the frequency range of interest (150kHz-30MHz) to make results repeatable, from site to site. Ok, what I've said until here is well known and is present in every book about this subject of EMC. My doubt is this: The LISN can't interfere in the functional operation of the converter? Things like resonance, extra ripple can't occur? And, imagining the worst scenario, can the LISN make my equipment not work according to what's expected? Another thing I was thinking about is the fact that the military tests os conducted emissions are done with a probe, and not using a LISN. I'm very curious about this subject because I was asked about this question and I became very surprised, because I have never thought about this. We are, generally, so interested in results that we forget to ask the "basic questions" sometimes. Well, I think that's all. Thanks in advance for those who can help me. Best Regards Eng. Just read for yourselves what is stated in the R&TTE and conclude for yourselves. >"telecommunications terminal equipment" means a product enabling >communication or a relevant component thereof which is intended to be >connected directly or indirectly by any means whatsoever to interfaces of >public telecommunications networks (that is to say, telecommunications >networks used wholly or partly for the provision of publicly available >telecommunications services); Perhaps you were confused by the former TTE directive. The response below, and in particular "Only when it is IMPOSSIBLE to reach a public network, ..." is wrong for a couple of reasons, but principally ignores the obvious. The USB (and IP) phone is nothing more than a computer peripheral just like a printer or monitor and cannot reach the public phone system. Even if the signals did exit first the phone, then the computer, and then some IP switching system and if, and that is not a certainty, the signal is then sent through a metallic contact to the public phone system it is that interface that must meet the RTT&E directive. The phone is at least two devices removed from metallic access. More explicitly using the USB phone example. A USB interface doesn't connect to any public phone system, it can't. At a minimum it doesn't have the right connector. The device it plugs into, the computer itself, is also incapable, again as a minimum it doesn't have the right connector. In the best case an internally installed modem would be the first point at which the RTT & E directive can be applied. Even then one should not confuse what is actually being certified. It is the modem not the computer that is powering the modem that has to meet the requirements. Modem manufactures attest to the RTT & E regulations by using a computer in a type test but they sure don't test one of each type of computer that is manufactured in the world that happens to have a bus that will accept the modem. Following the "Only when it is IMPOSSIBLE" dictum would say that all computers should meet the RTT&E directive because somebody MIGHT put a modem in them. Good for test labs, not so good for product prices. Nor should there be any concern that the

RE: EMC, NEBS & NRTL's
Bandele, even without equipment, lab cost of various NEBS tests in ONE cycle can reach $100k easily. Add to that your time (if you outsource all of your tests). Now, since you are a part of an organization that is building gear costing $250k+, you know that there will ALWAYS be something wrong, so you can count on duplicating some tests (EMC is a very good example). Costs 10 years ago were probably lower, since some NEBS sections (or their importance) were not high on any list. It's only with the competition that there is more enforcement to have a fully NEBS compliant gear. I had a small lab in the engineering department where I personally did some of the more simple tests for Bellcore. Specifically the RBOCs I worked with were Ameritech, NYNEX, Southern Bell, Pac Bell ... I had someone on the qualification survey team from these places come in and witness the testing I did. All was fine back then with accepting FCC Class A and UL 1950 for Bellcore requirements. My name is Jason Armstrong. I am the General Manager at Garwood Laboratories, in Placentia Ca. We are an independent test lab that has been gearing up for NEBS testing for the past several months. Between our two facilities we are able to perform the EMC/Surge, safety & physical protection all under one company. I have had many conversations with Chuck Graff at Bell Atlantic in regards to the "alternate test facilites" statement in their latest checklist revision. The word alternate refers more to in-house or the mfg's test facilities and not to an independent test lab. They have that statement in there for equipment that is either too large or not practical to be tested outside of the mfg's plant due to it's deployment configuration. If you read para 3.1.1 of Bells checklist, you'll see that Bell Atlantic does not certify or "approve" testing facilities. What DLS has obtained is a letter of recognition and not an approval. I know it sounds like a play on words, but Chuck at Bell Atlantic as well as the other RBOC's are very touchy about the wording. This "recognition" is something that we are currently striving towards as well. I'm not sure how DLS went about obtaining this, but I have been informed by Bell South, Bell Atlantic & US West that if we provide a sample of a NEBS test report that meets with their acceptance, and we are accredited by a recognized orginazation, like NAVLAP or A2LA, then we will also be "recognized" by them to perform the NEBS requirements. I hope this helps. Jason Armstrong General Manager Garwood Laboratories, Inc. jas...@garwoodtestlabs.com <mailto:jas...@garwoodtestlabs.com>

RE: 90V & 47Hz - Is this a realistic combo
I'll second the experience with 85 Volts design target, which can be very common. The normal business practice for Japan (at least 8+ years ago) was to turn off power to an office complex Friday night, turn it back on Monday morning - this was shown as a huge dip on the distribution network, not to mention the braking effect on the generators (hence the tolerance to 47 Hz). Keep in mind that Japan copied the same intent that the USA had when the electrical supply was introduced: 100 Volts at the customer site. The USA later on compensated for long distribution lines by raising the supply (can reach 127!), which led to 'normal' outlet of 115.
