As Ted Mentioned, GB standards are for mainland China.  They may be viewed
through www.sac.gov.cn (the rectangular icon on the bottom left side).
 
For CNS standards, I tried cnsonline.com.  I stopped when I was asked for an
account.  Several members did go through it and purchased CNS standards.  I
will forward the difficulty of purchasing CNS standards to BSMI.
 
In the meantime, if you urgently need any CNS standard(s), please let me know
by Thursday, August 14, 2008.  A top rank of BSMI official is coming to
Detroit for the 2008 IEEE EMC Symposium next week.  He is more than happy to
assist you.

Thank you Grace. You may want to impress upon the BSMI official the need
that we have to purchase the BSMI standards in English. While we can have
them translated, it is an expense delay in using the standards and we
cannot be absolutely certain that the standard has been translated
correctly. A translation by BSMI would be convenient and comforting.

I have to agree with you.  An engineer from CESI, the publisher for GB
standards, told me that China does not issue an official English version of GB
standards to avoid any issue that may arise due to translation.

I did a quick search on the ANSI web site for Chinese GB, as
suggested.  I got 1500 hits, but could not find CNS 13438 and all
documents I browsed through (not all 1500) were in Chinese language,
which is of no help to me.

The GB standards are for mainland China.  The CNS standards are for Taiwan. 
ANSI does not have many Taiwanese standards.  BSMI is the best place to get
it, but their web site isn't working properly right now.  (At least the
English section is not.)  CE Magazine does have an old comparison between the
Taiwan standard and CISPR 22 that may help.

I did a quick search on the ANSI web site for Chinese GB, as
suggested.  I got 1500 hits, but could not find CNS 13438 and all
documents I browsed through (not all 1500) were in Chinese language,
which is of no help to me.

About 15 months ago I bought a Chinese std from ANSI - so do not
know what changed.

I just visited the cnsonline and bsmi.gov.tw sites and got a

Just one clarification regarding update of South Korea's APEC TEL MRA Annex I - 
this recent update does now allow for Canadian labs to be accredited with full 
scope of the Korean requirements. This bilateral agreement has been in place 
between Canada and Korea for several years, by virtue of the Korean/Canadian 
MRA signed in the early 90's. However, the initial agreement allowed for only 
one lab in either country to enter into a confidence building period. The 
newly updated Annex and procedures now allows for any accredited Canadian lab 
to add the Korean requirements to their scope, including immunity (which had 
been caught in the rollover from confidence building to full rollout in 
accordance with APEC TEL). 

In keeping with the APEC TEL MRA procedures, Korea has updated Annex I and 
their full list of technical regulations (relating to Telecom, EMC and Wireless 
approvals). However, this does not automatically translate into open acceptance 
of reports from any country. These agreements (such as the one that exists 
between Canada and Korea) must be in place, before Phase I can be fully 
implemented.

 Western Europe, and Japan. I then just try to be prepared with CB data and 
 NIST lab data for those countries that essentially want to review that data 
 on their own for acceptance.
   Folks like Korea, just have to wait until our financials show us that 
 it is worth spending the money for what is basically a retest of the 
 equipment for a specific country. Sales, Marketing and I are on the same page 
 to this point, but they certainly would like to know those countries where I 
 need to re-test as soon as possible, both from a cost and a time perspective. 
 While I have asked that they help provide this information from the 
 in-country sales or distributors, that has met with limited success.
   Anybody aware of other, possible more obscure markets, that are still 
 looking for in-country testing.

Hi Fred,

Is that an official translation of CNS 13438?  By the way in visiting your
website I notice that you stipulate that In-country testing is required for
most equipment  Under the APEC Mutual Recognition Arrangement, both Taiwan
and the US being signatories, it is not required that testing be conducted
in Taiwan.  Testing may be conducted by a Conformity Assessment Body (CAB),
in the U.S., that has been Nominated by NIST and confirmed by DGT.  We are
still in Phase 1 of the Arrangement so submission to DGT is still required.
Once we move to Phase 2 the confirmed CABs under Phase 2 should be capable
of certifying products for DGT.  I'd be happy to discuss our capability with
you off-line.
